1 City of Naples Purchasing Division Conference Room 735 Eighth Street South Naples, Florida MINUTES EVALUATION COMMITTEE Baker Park Risk Assessment Analysis RFP Bid No Time: 10:00 Local Time May 28, 2015 Greg Givens, Purchasing Division, called the meeting to order at 10:02 A.M. CALL TO ORDER..ITEM 1 Committee Members Present: Dave Lykins, Community Services Director Michael Bauer, Natural Resources Manager Michael Evans, Project Coordinator Allyson Holland, Deputy Utilities Director Also Present: Gregory Givens, Purchasing Committee Members Absent with Excuse: Craig Molé, Building Department With a quorum of the committee present, the meeting was called to order at 10:02 A.M. There was a motion by Dave Lykins seconded by Michael Bauer to approve the Agenda as posted with the City Clerk s office on May 20, This motion passed on a unanimous voice vote. There was a motion by Michael Bauer to elect a Dave Lykins Committee Chairperson. This motion was seconded by Allyson Holland, and passed on a unanimous voice vote. REVIEW OF PROPOSALS ITEM 2 The Chairperson initiated discussion of each of the vendor s proposal submissions as related to the stated RFP evaluation criteria. There was a consensus both firms had submitted excellent proposals. The different strengths of each of the proposals were highlighted. A number of issues were discussed by the Committee including; project staffing, firm qualifications, and proposed schedule of work. There was additional discussion on each of the firms understanding and approach to the project. DISCUSS SCORING SHEETS ITEM 3 Each of the Committee members then discussed their specific individual scoring sheets as related to both the proposal document and the evaluation measures. After this, the Chairperson directed Committee members to submit their initial individual scoring sheets. These were compiled by staff onto a composite score sheet. The composite score showed Conestoga-Rovers & Associates, Inc. as the highest ranking firm for this project. RECOMMENDATION AND AWARD..... ITEM 4 There was a motion by Allyson Holland, seconded by Michael Bauer, to accept the individual and composite scoring sheets as submitted by the Committee members and submit the Conestoga-Rovers & Associates, Inc. proposal for contract negotiation, and consideration of award approval by the City Council. There was a consensus on this, and the motion was unanimously approved by the Committee.

3 BID Analysis Bid Analysis Baker Park Risk Assessment Analysis - RFP Department Estimated Cost: $17,000 Date: 5/28/2015 The Purchasing Division concurs with the Evaluation Committee in recommending Conestoga-Rovers & Associates, Inc (EIN ) for the subject project. The nontechnical elements of their submission were not deficient in any manner. Conestoga-Rovers & Associates, Inc is a City registered vendor (No ). Purchasing staff check of references found no areas of concern. The below data on the company indicate an acceptable level of responsibility. Please provide your concurrence as soon as you are satisfied with the technical portions of the submission, at which time Purchasing will post a Notification of Intent to Award.
