4 Lamperd Less Lethal (Lamperd) is a public company based in Sarnia, Ontario Canada. Lamperd designs and manufactures specialized civil defense equipment as well as provides comprehensive training to different groups of Public Safety Agencies around the globe. Equipment and training packages are sold internationally through a network of established distributors. The area of specific of expertise is the Less-Lethal tactics and equipment with a special focus on munitions and launchers. Less-lethal weaponry is designed to ensure the safety of military and civil defense personnel by disabling an opponent rather than killing. It is used by military and police forces around the world for crowd control, and peacekeeping activities. It is particularly well suited for situations where there would be a likelihood of harm to bystanders if conventional weapons were employed. Lamperd has developed a line of exceptionally high quality launcher systems, which have gained widespread industry attention for their accuracy, ease of use and flexibility. The company also produces a variety of less lethal munitions, which are rapidly gaining recognition for consistently high quality and superior performance. 6 Fox OC Fox Labs, Incorporated was founded in The intent was to create and sell the best less-lethal, self defense products available to the civilian market. In 1993, after investing over $250, in research, it was determined that law enforcement agencies could benefit from new, improved formulas and products and the primary marketing objective was revised. Fox personal did more interviews with officers from around the country and, working with one of the leading chemists in the field, created formulas that became industry benchmarks: FOX Premium Aerosol Defense Sprays. In 1994 Fox labs became the first company to introduce law enforcement agencies to a 5% Oleoresin Capsicum (OC) lesslethal, non-flammable, aerosol defense spray in a true 2,000,000 Scoville Heat Unit (SHU) formula. Simultaneously they introduced 2% formulas using OC rated at 2mm SHU OC and 1% OC & 1% CS (teargas) formulas-and revolutionized the industry! Other companies followed the Fox Labs lead by creating formulas of 5.5%, 10% and even greater solutions claiming that "more was better." This was not and still is not true, although they still persist in spreading this misinformation. Higher percentages of OC only increase the recovery time and therefore the liability risks. The actual fact is there are two things that determine the intensity and effectiveness of an aerosol defense spray product. First it is then SHU rating and secondly the base ingredients within the formulas. Fox Premium aerosol defense sprays are still the leaders in these categories and are used by virtually every type of law enforcement agency and their officers in addition to civilians from all walks of life all over the world. 7 PTTC Tactical Handcuffing Handcuffs are among the most often used tool by law enforcement & security officers, yet training is severely lacking. Studies show that over 67% of resistance by subjects occurs after the first handcuff has been applied. All too often the result is injury and/or death to either the officer or subject. This course also has been used extensively by the "Loss Prevention" Industry by officers who, in the course and scope of their employment, are confronted by the need to be properly trained in handcuffing procedures. For liability reasons, an officer who has been training in the proper handcuffing and then is forced to make an arrest always looks better before the court than an officer who has affected the arrest and was never trained to properly apply the cuffs. 8 Monadnock Expandable Baton (MEB) and PR-24 Training Programs Monadnock Lifetime Products, Inc. has been at the forefront of straight baton technology since For example, Monadnock invented the first thermoplastic straight baton. Using advanced technology, Monadnock has continued to manufacture superior friction lock batons called the Detective, Mariner and Officer Series batons, in a variety of lengths and weights. In addition, Monadnock also offers two positive locking baton lines called MX and SX Batons. Now we have pushed the envelope even further with our AutoLock Baton which combines the advantages of both friction lock and positive lock batons. Monadnock has always manufactured its own baton products unlike many of it competitors. Monadnock's leadership role is not limited to technology alone. Monadnock is a well-respected and internationally known name in law enforcement education as a result of the creation of the Monadnock Police Training Council, Inc. The Council's certification procedures and standards are amply structured to meet the most sophisticated legal challenges. The Council's expandable baton techniques can be quickly mastered and performed under stress, including the four baton-assisted subject control skills. The Council's certification is fully researched in terms of tactical, medical, and legal consequences resulting from police intervention. A cadre of competent expert witnesses stands behind all Council certification programs. Experts who can render an opinion concerning the reasonable use of force as defined by contemporary law enforcement standards and procedures. Though there are a number of modern police batons carried by police officers in the United States, the straight or standard police baton has the longest history of use by law enforcement personnel. There are many types of straight baton courses being offered to law enforcement agencies today. They each have their own individual favorite techniques and philosophies, and although they all offer something of value, there are two main weaknesses in most straight baton systems. First, techniques learned in one style are not certified or transferable to another baton system. Secondly, most straight baton systems do not make available control, escort or takedown techniques as part of their programs. The philosophy of the MEB Program is the same as the Monadnock PR-24 Program. This means the primary purpose for using an expandable, straight baton is to defend against attacks from fists, feet, and hard, rigid type weapons. And the Secondary purpose is to apply control techniques to move, restrain or assist in handcuffing a person. It is this two-prong philosophy of "Protect & Restrain" which separates Monadnock programs from most other straight baton systems available today. Most other baton systems teach that the straight baton should only be used to strike. However, take into consideration the implications of such a limited view of this valued law enforcement tool. The two-pronged philosophy of our training states that once the person stops being combative, the next logical step is to apply a control hold with the baton that is already in your hand. The view that the only purpose of the baton is to strike someone is dangerous both legally and morally to you, the officer, and to those you are sworn to protect. The humane and proper approach to all types of baton handling is to train law enforcement, security, corrections and military police officers, first on how to employ the baton to block or strike, and once the person stops the assault, to apply an assisted control technique using the baton. The objective is to provide law enforcement officers with as many options as possible on the street. The Monadnock Expandable Baton (MEB) Program consists of a Basic and Advanced Course. The Basic Course Certification Program is a 4-hour course dealing with the blocking and striking capabilities of the straight expandable baton. The Advanced Certification Program is an 8-hour course that follows the same curriculum as the Basic Program, but also teaches control and takedown techniques to mirror the two-prong philosophy of "Protect & Restrain". Today, law enforcement agencies and officers must select the most humanely effective, appropriate and available noncompliant subject control equipment. They must also make the right choice in a training approach which best utilizes that equipment in a socially and legally acceptable (non-compliant) subject-control strategy. Monadnock provides the law enforcement community with a wide selection of expandable or rigid batons that can be used by officers to ward off an attack or aid them in restraining a non-compliant subject. However, a baton is only an artificial extension of an officer's body. Training links an officer's body and mind to the baton. 9 PTTC Combat Knife Course This one-day intensive course will teach you how to properly use your folding knife to defend yourself or a loved one. You will learn how to defend against multiple attackers, both armed and unarmed. PTTC edged weapons program is the leader in the industry because we focus on realistic techniques which will save your life when the adrenaline flows. This one-day edged weapons course is currently the only knife-specific course offered at PTTC. Additionally, each of the PTTC Combat Self Defense courses (Levels I-V) integrate a variety or weapons into the training. Please see those specific course descriptions for additional details. 11 Taser Certification INTRODUCTION The U.S. Department of Defense policy defines non-lethal weapons as weapon systems that are explicitly designed and primarily employed as to incapacitate personnel or material, while minimizing fatalities, permanent injuries to personnel, and undesired damage to property and the environment The purpose of this course is to provide the student with the theory and practical training necessary to effectively instruct users to safely and effectively operate the Taser M26 and X26 weapons as a non-lethal option. DESCRIPTION The Taser certification course will enable the student to carry and deploy the Taser weapon delivery system in a safe and effective manner. The Student will be able to explain how the Taser conducted energy weapon overrides the central nervous system. The student will also demonstrate proficiency in the function and use of the Taser weapons. Pre-Requisite: Restricted to Law Enforcement / Security Fields only Cost: $ Duration: 8 Hours
12 Special Tactical Fugitive Recovery Course The biggest problem we face in Fugitive Recovery is the serious lack of education/training. Bail Bondman s are hiring agents that have no training in the Fugitive Recovery field. Or they are hiring state constables that by law are not allowed to work as a FRA. It s double dipping and a conflict of interest. On top of all this we have agents that think they are above the law and they are not ( BAD TRAINING ). This is where PTTC steps in. The FRA training course is one of the best in the field. We have set standers for other training agencies in this field, and we are always upgrading our training to offer only the best.
