1 Some Characteristics of Active Shooters Someone with an axe to grind or an in-justice collector. Usually white males. Has gone to great lengths to plan their attack. Usually targets are victims in their own age group work, school, home, church, etc. Does not plan an exit strategy often suicidal. No consistent, clearly identifiable profile currently exists. Argumentative Uncooperative with supervisors; non-compliant with policy Rage reactions; overreacts; impulsive Always the victim; blames others Increase in accidents; makes frequent mistakes Manipulative; exploits others Bullying; threatening or committing violence
2 Withdrawn; depressed; avoids coworkers Increase in drug or alcohol abuse Increased absenteeism; vague physical complaints Noticeable decrease in grooming and personal hygiene Increased severe mood swings Noticeably unstable, emotional responses Suicidal: talks about putting things in order Paranoia: everybody is against me Increasingly talks of problems at home Brings domestic problems into the workplace; talk of serious financial problems Talks of previous incidents of violence Expresses empathy for individuals committing violence Increased unsolicited comments about firearms, other deadly weapons, and violent crimes Consistency is required.
3 HANDOUT 2 Surviving An Active Shooter Run Hide Fight RUN Have an escape route and plan in mind Leave your belongings behind Evacuate regardless of whether others agree to follow Help others escape, if possible Do not attempt to move wounded people Prevent others from entering an area where the active shooter may be Keep your hands visible Call 911 when you are safe HIDE Hide in an area out of the shooter s view Lock the door or block the entry to your hiding place Silence your cell phone (including the vibrate model) and remain quiet FIGHT Fight as a last resort and only when your life is in imminent danger Attempt to incapacitate the shooter Commit to your actions your life depends on it When Law Enforcement Arrives: Remain calm and follow instructions Put down any items in your hands (i.e., bags, jackets) Raise hands and spread fingers Keep hands visible at all times 6/14/2013
4 HANDOUT 2 Avoid quick movements toward officers such as holding on to them for safety Avoid pointing, screaming or yelling Do not stop to ask officers for help or direction when evacuating Information to provide to 911 operators: Location of the active shooter Number of shooters Physical description of shooters Number and type of weapons held by shooters Number of potential victims at the location The first officers to arrive to the scene will not stop to help injured persons. Expect rescue teams to follow the initial officers. These rescue teams will treat and remove the injured. Once you have reached a safe location, you will likely be held in that area by law enforcement until the situation is under control, and al witnesses have been identified and questioned. Do not leave the area until law enforcement authorities have instructed you to do so. 5 Theatre Protocol for an Active Shooter 1. Choose a seat with an eye to quickly evacuating. 2. Stay alert to activity in the theatre other than the performance. 3. Carry a small flashlight. 4. If you are in immediate proximity of the Active Shooter, charge him and take control of the weapon with both hands. Try to approach him from his blind side. 5. Any engagement with the Active Shooter should be close up, no long distance actions. 6. If you can t get control of the weapon or someone else has it, place the Active Shooter in a choke hold until he drops. 7. If you can t engage the Active Shooter and his aim (focus) is away from your aisle, run to the exit. Try to check and make sure he is not tracking you with the weapon. 8. If your aisle provides cover from the Active Shooter, crawl out of the theatre. 9. If you can t get out, crawl between the seats to the aisle. If he comes to your row stand up and engage him. Take control of the weapon if possible.
