Deep Dive: Preparing for an Active Shooter Attack Part B Friday, June 15 Sponsored by
Meet the Experts Derwin Bradley Master Police Officer Orlando Police Department Chip Tatum CEO Apartment Association of Greater Orlando
DEEP DIVE AGENDA Indicators of Physical Violence Conflict Resolution Training Personal Safety and Awareness When to Call Law Enforcement Active Shooter/Situational Awareness How to Respond During an Active Shooter Event
Body Language is an Indicator of Potential Violence As portrayed on the popular TV show Lie to Me, body language can not only be an indicator that someone is lying it can also indicate a violent attack before it happens. Conflict avoidance is one of the most often overlooked aspects of training regimens. Instead, we commonly prepare for neutralizing or removing the threat.
Conflict Resolution Training Often Missed: prior to any attack there are certain clues or indicators that an attacker displays (body language, mannerisms, behavior) that may be signs that they are about to commit a violent act. Having a full repertoire of the latest and greatest ninja tricks and gadgets at our disposal is a great thing, but the best way to resolve a potential violent encounter is to not have one at all.
Conflict Resolution Training The ability to recognize when someone is about to become violent, and in some cases hyper-violent, is one of the essential tools for anybody, not necessarily just those of us in property management or the security industry. If you can recognize the signs of potential violence and remove yourself or your resident from the equation, you are far better served.
Conflict Resolution Training Human beings are part of the animal kingdom. Prior to engaging in a violent act, our body switches to auto pilot and there are certain psychosomatic responses that we have no control over.
Indicators of Potential Violence Showing the bottom or the whites of their eyes.
Violence Indicators: Their eyes One of the first clues to look for when scanning a crowd for violent people or if you are amongst people who are arguing is that one of the parties engaged is showing the bottom or the whites of their eyes. This involuntary reflex occurs so that we can protect our eyes. In the animal kingdom, the animal that best illustrates this behavior is a shark.
Violence Indicators: Their eyes If you pay close attention, right at the point that the shark is about to sink its teeth in, it rolls its eyes back into its head. A sharks prey will sometimes try to scratch out the sharks eye, so the shark has developed an involuntary reflex of rolling its eyes out of harm s way.
Violence Indicators: Their eyes Humans have adopted a shark like response when we are about to engage in violence. We lower our head, tuck our chin and offer up the thickest part of our skull to protect our eyes. What this means for you is that if you see the bottom whites of someone s eyes during a heated argument or other aggressive encounter, odds are the other party is preparing for violence.
Violence Indicators: Clenching Hands and Restlessness A second indicator of potential violence is the clenching and unclenching of the hands into a fist or hands shaking at a persons sides. They appear restless and cannot stay in one place. As the body recognizes that it is about to get into a violent event, certain chemicals begin releasing from our glandular system and course through our veins. Adrenaline, dopamine and other chemicals spike the heart rate and in most cases give us what is commonly called the shakes. We involuntarily bleed off this nervous energy by clenching and re-clenching the fists or have our hands shake at our sides.
If you haven t already dialed 911
Stay calm, and stay focused on the outcome that you desire. (Non violence) DO NOT get into shouting matches.
Scary encounter with an irate Navy Seal (War Story)
CONFLICT RESOLUTION TRAINING Know your clientele- be aware of the cultural and behavioral aspects of the people that you will be dealing with. (Residents, employees, suppliers/vendors) BE NICE; UNTIL ITS TIME TO NOT BE NICE Patrick Swayze Be firm yet not hard, soft yet not yielding. Bruce Lee
PERSONAL SAFETY AND AWARENESS SITUATIONAL AWARENESS- What is my situation? Am I aware of my surroundings? THREAT ASSESSMENT- What is the potential threat and how should I deal with it? ESCAPE AND EVASION PLAN- How do I avoid or escape the situation? IMMEDIATE ACTION DRILLS: Fight back/ defend yourself/hide/or just run! PRE-EMPTIVE SELF-DEFENSE- He who strikes first usually wins Ernest Emerson
PERSONAL SAFETY AND AWARENESS COLONEL COOPER S AWARENESS COLOR CODE SYSTEM 1. WHITE- You are unprepared and unready to take lethal action. If attacked, you will probably never know what hit you. 2. YELLOW- You begin to understand that your life/safety is in danger and you may have to take action. 3. ORANGE- You have identified the threat/adversary and prepare to take defensive action. 4. RED- You are in combat mode and will fight/shoot/take any action necessary to survive. 5. BLACK- Your senses have overloaded and you shut down completely! You are of no use to yourself or the people who might have to depend on you. MY ACTIONS ARE A RESULT OF YOUR ACTIONS. Bruce Lee
OODA LOOP OBSERVE- You see an event unfolding ORIENT- Your mind locks onto the event and orients your thought process DECIDE- Your mind has made the decision that the event is a threat ACT- Your mind tells your body to take some type of action
WHEN TO CALL LAW ENFORCEMENT Personal/workplace safety- do you have a plan for irate/violent residents? Irate/violent employees or ex-employees? Never argue with angry people. Call the police; we get paid to argue and/or fight for you!! Active shooter situations? Are you ready? Immediate action drills: immediate action can save your life! If you see a problem brewing, act!
WHEN TO CALL LAW ENFORCEMENT Domestic violence situations- these are always 911 calls! Domestic violence in Orlando is up 100 percent from last year! 27% of all murders in Orlando were because of domestic violence! Any signs of spouse/child/elder abuse Dating violence Stalking (can turn deadly!) Call the police immediately! (Even if the victim is uncooperative).
ACTIVE SHOOTER AWARENESS Situational Awareness What drives a person to such acts of violence is unknown Be aware of the people around you: Is a co-worker, family member or friend going through a stressful situation? Has their demeanor changed significantly (withdrawn or depressed)? Are they acting extremely peculiar in action or comments? If you know someone having extreme problems and/or whose demeanor has changed report it promptly to your supervisor.
ACTIVE SHOOTER AWARENESS: EMPLOYEES Increased attention should be placed on personnel that: Have been involuntarily discharged or fired from their job Awaiting disciplinary action such as suspension Suffering from Post Traumatic Stress Disorder Made unsolicited comments about violence, firearms or death Have been served with an restraining or no-contact order Are known to be mentally or emotionally unstable Made comments about being disenchanted with your company or management (corporate or onsite)
If you are caught outside in the open: Seek Cover and Concealment Use whatever is available to obscure you from the shooter Walls, trees, poles, buildings, fencing, containers, etc. Hide behind something capable of stopping a bullet Masonry or brick wall, engine block of a car, etc. Run-if safe Do not run in a straight line
If you are caught outside in the open (cont.): Play dead if you can t run or hide, then wait for help Summon help when safe Fight as a last option; use any object to disable the shooter Upon arrival of law enforcement: Leave hands in plan view, spread fingers, non-threatening Do not make any sudden movements Wait for ALL CLEAR signal from recognized authority
IF THE SHOOTER IS OUTSIDE YOUR BUILDING: Lock doors and windows, close curtains/shades Lay down on floor or crouch below the window line Out of line of fire Dial from land line phone or from your cell Give location, incident details and follow directions If safe: move to a central secure area Stay in place until ALL CLEAR signal issued by recognized authority Follow all directions of police/security personnel
IF SHOOTER IS INSIDE YOUR BUILDING: If safe to exit, flee the area; if not safe ensure you stay in place (do not roam hallways) Dial from land line phone or from your cell Give location, incident details, and follow directions Do not pull the fire alarm Lock and barricade door; stay low; remain silent; use furniture for cover; if possible hide behind something capable of stopping a bullet Stay in place until ALL CLEAR signal issued by recognized authority Follow all directions of police/security personnel
IF THE SHOOTER COMES INTO ROOM OR OFFICE: Immediately drop to the floor; seek cover and concealment; play dead Dial from land line phone or from your cell Give location, incident details and follow directions As a last resort, fight the shooter. Rush with available people, throw things or use improvised weapons to take shooter to the ground Stay in place until ALL CLEAR signal issued by recognized authority Follow all directions of police/security personnel
