1 NORTHFIELD CENTER-MACEDONIA CONSERVANCY MEETING MINUTES January 25, 2018 Mayor Migliorini called the meeting to order at approximately 6:00p.m. Present were: Richard Reville, Paul Buescher, Russell Mazzola, Mayziorini, Nick Molnar, and Kevin Bilkie. Also present were: Finance Director Rhonda Hall, City Engineer Jge 1 wtti, and Attorney Mark Guidetti. Approval of Conservancy Minutes -December 14, 2016 Mr. Buescher made a motion to approve the minutes and Mr. Molnar seconde abstained. All else in favor: Aye. OLD BUSINESS- Mound behind Great Escape: Mr. Guidetti spoke about the ongoing project and where it currently stands. He commented on the re-grading that still eeds to be done due to the seed not taking, as well as discussion of the financial status of the a~ee.j!lent. aye.
2 MEETING MINUTES JANUARY 25, 2018 Mayor Migliorini called the meeting to order at approximately 6:03 p.m. Present were: Richard Reville, Paul Buescher, Russell Mazzola, Mayor Mt iorini, Nick Molnar, and Kevin Bilkie. Approval of Minutes -December 14, 2016 Mr. Molnar made a motion to approve the minutes abstained. All else in favor: Aye. OLD BUSINESS: Potential Expansion of JEDD Mayor Migliorini commented on the negotiating and 1<.'-'" ~u~==: discussion of the strip of land between Giant agle and the person, in which Mr. Guidetti confirmed that the CUirent.,.,.,.r...,.-nt r"""'"',. for this to be added into the JEDD. Brief discussion followed and Mr. Molnar moved to make a motion the support of construction of a right-in and right-out access drive an acceleration and deceleration lane onto Route 82. Mr. Bilkie The Crossings at Golden Link Access Drive/ Access Road to Golden Link Blvd: Mayor Migliorini brought up discussion of a proposed curb cut going in at The Crossings. He stated that current property owners have helped pushed this to happen since they believe it will enhance their business. Approximately 95% of the owners agree with it happening; only Lowes has not given their input. Mr. Guidetti confirmed that 75% of property owners' that would benefit would have to give approval to make this sufficient, but it would go smoother if we had 100% approval from all owners. The Mayor stated that the curb cut will allow for an easier exit and help relieve the intersection of Route 8 and Route 82. Mr. Buescher and Mr. Bilkie both shared comments about the long
3 deceleration on Route 8, and how it is beneficial that the right-in will be closer to Great Escape so it doesn't get bottlenecked at the intersection. Mr. Gigliotti confirmed that this would be a right-in right-out access drive with a yield sign and no traffic signal. It's estimated to cost about $509,000, with every property that benefits by the improvement getting assessed the fees. Mr. Buescher made a motion based on Mr. Guidetti's statement to support curb cut improvements and construction of an access drive at the Golden Link Blvd cul-de-sac, paid for via an assessment with the curb cut onto City property. Mr. Bilkie seconded and all were in favor. Election/ Re-election of Officers: Mr. Buescher made a motion to re-elect Mayor Migliorini as Chairman, Mr. Reville seconded, and all were in favor. Mr. Molnar made a motion to nominate Mr. Reville as Vice seconded, and all were in favor. No other nominations were made. No public comments. Mr. Molnar made a motion to adjourn the were in favor.
4 CONSERVANCY MEETING MINUTES DECEMBER 14, 2016 The meeting was called to order at 7:09p.m. immediately following the JEDD meeting. Present were: Richard Reville, Paul Buescher, John Romanik, Mayor Migliorini, and Nick Molnar. Kevin Bilkie excused. Approval of Conservancy Minutes -December 2, 2015 Mr. Buescher made a motion to approve the minutes and Mr. Reville seconded it. OLD BUSINESS- Mound behind Great Escape: discussion of the new engineering firm being finalized along with discussion to move forward in the Spring. Motion to adjourn the meeting at 7:11p.m. was made by Mr. Reville and seconded by Mr. Molnar. Northfield Center - Macedonia JEDD
5 MEETING MINUTES DECEMBER 14, 2016 Mayor Migliorini called the meeting to order at approximately 6:30p.m. Present were: Richard Reville, Paul Buescher, John Romanik, Mayor Migliorini, and Nick Molnar. Kevin Bilkie excused. Approval of Minutes- December 2, 2015 Motion was made to pass the minutes. FINANCIAL The board reviewed the Financial report for the 4th Quarter 2015 and the 1st- 3rd Quarter There was discussion that State audit will do "agreed upon procedures," and also discussion about the JEDD financial not being filed by the deadline. A motion was made by Mr. Molnar to approve the financial report, and Mr. Romanik seconded it. NEW BUSINESS: Curb Cuts: Mayor Migliorini discussed the benefits of a curb cut on Route 8, which was followed by conversation about an IHOP restaurant potentially coming in. There was also discussion of the negotiation for sufficient property for a subsequent curb cut, as well as the possibility to buy additional land from a developer. Outside storage: It was discussed that the BZA board approved their outside storage for NCT, which led to discussion of issue with the Township granting variance displays on appeal of outdoor storage. Meijer Store: There was talk of an addendum to JEDD for the property of the potential Meijer store if it is developed. Mr. Buescher discussed the potential need to hire additional officer(s). Potholes on Route 82: There was discussion that the State needs to be called to address. There was also discussion of residents in Rolling Brook intruding into green space at a property, which was determined to be a private issue to be resolved in same manner.
