1 2017 USATF Annual Meeting Columbus, OH Race Walking General Sessions Friday, December Hyatt Regency Hotel Union E 11:00 AM The Roll call was taken by the secretary and there was a quorum of voting members present. A. Selection procedure for the 50K for the WTC Championships. 1. Gary W. proposed that the selection procedure, standards and procedures and standards be changed for the 50K for men and women to insure that full teams were selected that would represent the best walkers in the USA. He proposed the following: a. If the winning athlete(s) achieved the standard during or prior to the Trials, he or she would be selected be selected for the team with the highest priority as long as they finished within the top 3 with a time faster than 4:21:51. The final 2 positions would be filled from the highest place times on the performance list even if they did not attend the trials race, but only if all team positions were not filled by athletes who achieved the 4:21:51 time at the trials. b. If the athlete was a top finisher but did not have the standard, and a lower place finisher had the standard then the finisher with the standard would still go. c. If the athlete was a non-placing finisher at the trials without the standard, then obtained the standard later, he or she, could go if there was still space on the team and he/she had the highest performance qualifying list performance. d. If an athlete did not finish the trials but had achieved the standard, he or she, could still go if there was space on the team but could not displace someone with a higher place finish at the trials. e. If an athlete did not attend the trials at all but attained the standard during the window faster than 4:20:00 he or she could still be placed on the team if there was space as long as he/she had the highest performance list place. f. The qualifying window for the 50K performance list is October 1, 2016 to March 26, The 50K for women s athletes will use the same system and be based on a finish time of 5:05:00 as the minimum time accepted for the team. 3. Nick advised that for athletes it is better if they are not forced to attend the trials, due to training or other commitments. Gary advised that USATF is moving to this type of rank order performance list so that the final places may not be guaranteed. 4. Ron advised that we never had standards that allowed athletes to qualify for national without going to the trials races; which would also show a level of fitness. He was also opposed to a person who did not go to the trials being able to bump someone who did go to the trials and finished with lower qualifying time. 5. Gary made a changed motion for the team selection standard that at the WTC trials race, up to 5 athletes who walk the standards for the 50K of 4:20:00 at the trials will make the USA team on Jan 20, If there are not 5 athletes to qualify for the team, then the field will be filled by best athletes who finish faster than 4:35:00 either at the trials or from a
2 rank order performance list within the qualifying window of October 1, 2016 to March 26 of 2018 will make the team. Women who walk faster than 4:35:00 at the trials will make the team and if there are not 5 athletes who walk 4:35:00 then the team will be filled from a rank performance list of athletes who walk faster than 5:05:00 during the qualifying window. The motion was seconded by Tish Hannah. The motion passed with one abstention. 6. Diane asked for a motion to approve the standards and qualifying windows as written for the 20K and 10K. The motion was made by Bruce Leisure and seconded by Solomiya Login. The motion passed. B. New Rules report from Dan Pierce 1. Item 11 talks about people over ruling other judges; especially regarding field events judges. Not race walk judges 2. Items 68 and 64 The IAAF rules changes for race walking Pit Lane penalty will be uniformly applied for the following race distances: 1 minute for each 10K up to 5 minutes for 50K. 30 seconds will be the penalty for races up to 5K races. a. Dan requested that the committee approve item 64 as an addition to the Pit Lane rule. The motion was approved unanimously by the committee as a whole. b. Dan also advised that 2019 is a rules year so members who will have items for presentation to the Rules committee should have them prepared. 3. Bruce Leasure reported out that the USATF is expanding the Safe Sport regulation and background check so that they will become mandatory for any and all adults who come in contact with youth at track meets, training and practices to now require taking and passing the Safe Sport training. a. Ginger Melaneaux added that the USATF has provided the materials to every association so individuals can have this training at little to no cost; Dan added that the USOC is driving the rewriting and expanding of the rules governing the Safe Sport program and it has not been completed as of yet. C. Gary Westerfield stated that the Officials Committee has money available for officials who are under 40 years of age to travel to meets so that they can work and be trained. The travel grants were for $500 per official and up to $6,000 maximum and last year six of the grants were unclaimed. Gary hoped that the associations would advertise this travel grant to members of the association who fit the criteria. The information is located on the officials website. D. Saturday December 2, 2017 Hyatt Regency Hotel Franklin - C General Meeting + Awards 10:00 AM The first speaker at the Saturday morning session, Elliott Denman spoke to honor, an attendee at this year s race walk general meeting session, Mr. Jack Mortland a member of the 1964 Olympic team who was a recipient of this year s USATF Alumni award. Jack contributions included 51 years as the editor/writer of the Ohio Race Walker news journal. Gary Westerfield reported on behalf of the official s sub-committee regarding: a. The Pit Lane is not going away and will have expanded usage during championship races. It has allowed many more athletes to finish races since an athlete is not disqualified until the 4 th red card. Tish Hannah added that most Associations and JO s were just using the time penalty during their races rather than implementing the actual Pit Lane penalty box. For national championship competitions that lead to international competitions, the penalty box must be used. b. Official selected for major championships (team trials and USATF championships) are appointed by USATF thus race walk officials must submit their application to both race walk and USATF. Gary has made a spread sheet to try to quantify official performances to make the selection process for major events more fair. A referee is now being appointed to each of the major races as part of the spread sheet data. The committee s grant programs are run by Carla Coffey. There is up to $25,000 available for grants for travel for coaches. It is especially available for travel to Level 1or 2 school. Coaches must be on the Coaches Advisory list and beginning 2019 a coach will need to have certification at some level as well as the various background checks and Safe Sport. Ed Richardson spoke on behalf of Justin Kuo who provided women s records approved by the records committee for the 2017 year. The records will also be posted on the web site: 1. 35K walk, new record time of 3:04:47 set in Santee, CA set by Katie Burnett 2. 40K walk, new record time of 3:31:04 set in Santee, CA by Katie Burnett 3. 50K walk, new record time of 4:26:37 set in Santee, CA by Katie Burnett 4. 35K walk, new record time of 3:00:43 set in London Katie Burnett 5. 40K walk, new record time of 3:27:10 set in London by Katie Burnett 6. 50K walk, new record time of 4:21:51 set in London by Katie Burnett Jo Burrows provided a motion to correct the standards to enter the 20K Olympic Trials races in 2020: Men s time corrected to 1:36:00 to enter, and Women s time to corrected to 1:48:00 to enter. Solomiya seconded the motion. The motion passed.
5 Dan Pierce has 5 items to change for the Operating Procedures as house keeping: 1. Section 2F permission is needed to change the language from support of handicapped individuals to support of athletes with disabilities. The motion passed. 2. Section 7 permission is needed to change the language from Member Services Committee to Organizational Services. The motion passed. 3. Section 8 Officers States that one of the duties of the Race Walk Chair is still listed as Attend the Board of Directors Meeting, however this is no longer the case as the Board is elected separately. Permission is needed to change this language because the Race Walk chair is no longer on the Board. The motion was made by Becky Klein and seconded by Ed Richardson. The motion passed. 4. In the Operating Procedures section 10 the Race Walk committee provided items for athletes selected for National Teams but the USATF advised that usage of the term National Teams is strictly the domain of USATF Board of Directors. The Race Walk committee wishes to suspend the usage of section 10 in the Operating Procedure until the language can be corrected during the Rules Year. The motion was made by Tish Hannah and seconded by Bruce Leasure. The motion passed. 5. Section 8.2 the vice chair is a voting member of the site selection committee, but under section 13 the vice chair is not listed as a member. We need to amend section 13 to include the vice chair as a voting member. Ed Richardson made a motion to amend section 13 to include the vice chair as a voting member of the site selection committee, Bruce Leasure seconded the motion. The motion passed. Jo Burrows reported that she is the new Masters Race Walk committee chair. The following report is just for the results in competitions for masters race walk athletes: In Daegu, Korea USA athletes earned 6 medals in the world masters indoor competition, during the World Masters Games in Auckland, New Zealand USA athletes earned 21 medals, and in NCCWMA the USA athletes earned 20 medals. In addition there were two women who competed in the Masters Women s 50K Erin Taylor-Talcott and Susan Randle. The USATF Masters Committee is working with the national office to establish financial incentives of up to $1,500 per athlete depending on their ranking and number of medals earned. Nike is now outfitting the masters athletes who compete in world competitions with more current uniforms. Cassandra Osterloh spoke on behalf of the nominations committee. She advised that Patricia (Tish) Hannah received the Lori Maynard award as Race Walk Official of the year. Anthony Garcia was not present for the Annual Meeting but he has forwarded his Development committee report and the secretary posted it online in the documents library. Ray Funkhouser reported for the finance committee that the national office advised that the income for the national office was lower this year and resulted in a reduction in the budgets of each of the sport committees. The race walk budget for 2018 will be $55,218. It was $61,408 for the 2017 year. Ray also reporting for the Law and Legislation, there were no changes for affecting race walking.
6 Maria Michta-Coffey spoke regarding the staff selection committee. The committee has not met nor made any selections. Diane asked if Maria could meet with her committee now because the names of the staff needed to already be presented to the national office for approval. Maria agreed that they could meet and would also telephone John Nunn to complete the selections with him. Solomiya advised that there is a training program for staff during the Annual Meeting and since there is no staff no one from race walking will be in attendance. Diane confirmed that 2017 trip to the PAC was not well coordinated by the USATF staff with the selected team staff and problems arose. There are lists of responsibilities but they were not followed because there are no responsibilities listed for the USATF staff members. This absence resulted in a lot of confusion for the athletes and the delegation of responsibilities. Dan advised that regardless of the confusing issues, staff selection needs to be completed today as the Board of Directors must approve all staff selections made. He further advised that team athletes and staff had major concerns that were heard from athletes yet none were handled properly as there was no coordination with the USATF national office attendees. Tish Hannah spoke regarding the Associations committee meeting. Race Walk is part of the Associations requirements for accreditation so the race walk chair should work with the association leadership to help grow the race walking group. There is also grant money available for Associations that can be offered for adding officials who are accredited in race walking, holding more race walk events including during Youth events, etc. The Association should post all of the upcoming events and results of those events. As race walk events are held be sure that the results are posted. The sanctioned events should also be listed as it will also help the association grow as more athletes tend to participate when events are sanctioned. Respectfully submitted, Ed Richardson Secretary
