1 Please Note: Agenda may be amended by RW Executive Committee at Annual Meeting 2016 USATF Race Walking Committee Annual Meeting Schedule Hilton at Walt Disney World, Orlando, FL Friday Dec 2, :00am to 5:50pm Race Walking General Session I Order of Business: Roll Call Acceptance of minutes of 2015 Annual Meeting as revised draft-2 was proposed as a motion by Robert Nichols and seconded. The motion to accept the revised minutes passed Race Walking Elections / Nominations o Nominations for, V-Chair, Secretary, Treasurer Anthony Garcia and Diane Graham Henry for vice chair. Ed Richardson for Secretary. Ray Funkhouser for Treasurer. Motion to accept the unopposed candidates for secretary and treasurer by acclamation was made by Robert Nichols and seconded by Solomiya Login. The motion passed. o Nominations for Five At Large Positions *Katie Burnett, Jo Burrows, Maryanne Daniel, Patricia Hannah, Cassandra Osterloh, Bill Pollinger, Rich Robert, Michael Roth, Dave Talcott, Gary Westerfield, * = nominated from the floor. o Chair Candidate Presentations (max 5 min) Ron Daniel, John Nunn o Candidates Forum (starts at 12:25) Q&A for Chair Candidates (max 10min) Q&A Officers & At Large Report of Officers o Chair Ron thanked the present officers of the executive committee for their hard work and support for the past 4 years. - The IAAF was reviewing standard to be used for women who are now eligible to race in the 2017 World Championships in London. The initial decision was to use the same standard as for the men, which is a 4:06, subject to change. - He advised that world records for women will also now be recorded and the times must be faster than 4:30:00. - The junior women established new national record for the 10,000m races twice this year.

They are also available on the HSRW.net web site as links. o Vice Chair Diane Graham Henry advised that Club names were added to the Youth Honor Roll to recognize the club. - Training books and DVD s are available for coaches and interested associations who wish to provide instruction for race walking through the Challenge Grant funds. - Diane has developed a Day of Race checklist for all event directors of race-walk events and has assigned a regional coordinator who is also available to assist in the development of future races and racing events. o Secretary advised that there are total of 57 voting delegates present who have received credentials for the election. Also a thank you to the delegates who provided corrections and helpful suggestions regarding the Annual Meeting minutes. o Treasurer (Jo Burrows): Jo presented the summary sheet. - The total new allocation for race walking was $61,408. The previous budgets were a maximum of $14,000. Jo attributed the budgetary gain to the efforts of Ron Daniel who explained: the need for high-level judges to travel to so many meets, The Youth Honor Roll, the USA vs. Canada and other specific race walking events. - The Youth Excellence Challenge Grant (AC Jaime/Diane Graham-Henry) still has funds available for youth athletes to travel to championship events. Law & Legislation Ray Funkhouser Standards Steve Vaitones High Performance, Men s and Women s Development (Maryanne Daniel & Tim Seaman) Rules Dan Pierce explained the 2 items to be decided. - Item #21 states that whenever an athlete uses an event time to qualify for a national championship race, that time must come from a race-walk only event. Bill Pollinger made a motion to accept the change as written for Rule #21. The motion passed. - Item #22 states that in order to set a record at a national championship race, the race must follow the official records rules for judges as per all national and international races in order for the

3 time to be accepted as a record. Bill Pollinger made a motion to accept the proposed change. The motion passed. Race Walk Operating Procedure Bill Pollinger Regional Coordinators, Youth Diane Graham-Henry 2017 Competitions o Site Selection Sub Committee Report is posted in the Documents Library Rod Larson o Staff Selection will be part of the Pan Am Cup-Gary Westerfield o Pan American RW Cup / NACAC RW Championships May 13 14, 2017, Lima, Peru o IAAF World U-18 Championships July 12 16, 2017, Nairobi, KEN o Pan American U-20 Championships July 21 23, Lima, Peru o IAAF World Championships August, 4-13, 2017, London, England o US vs. Canada August, TBD, Site TBD Steve Vaitones Other Sub Committee Reports as needed through out meetings o Grand Prix Michael Roth o AAC Representatives Solomiya, Dave McGovern. Solomiya reported out that the new AAC representatives will be Dave McGovern and Miranda Melville. John was also voted as the AAC USOC representative. o Athletes Representatives Solomiya Login and Maria Michta- Coffey o IAAF/Medical report Maryanne Daniel advised that her reports are posted on the Documents Library. - A new elite athlete pilot program on training is now available. - A distance altitude training study is also available, and is posted in the Document s Library. Both programs are available for elite athletes. - A muscle activation program is also available for Open athletes. - A USA record performance must receive drug testing within 24 hours in order for the record to count. This is consistent with IAAF requirements. o Coaching Advisory Patricia Hanna advised the coaches registry will introduce a minimum competency requirement either by qualifications on the resume or by requiring passing a mini-course. This will begin in There is a new plan by which the USATF staff selection committee will include will include

4 Saturday Dec 3, 2016 coaches on the selection committee. This is to provide input from other coaches who know their fellow coaches. - USATF wants coaches to have input to select other coaches who are known as successful elite coaches. o Records Justin Kuo (Open and Juniors) 8 potential records this year between open and junior divisions. Open athletes must have drug testing in order for the record to count. The actual records are available in the Documents Library. Dave Talcott presents for the Masters athletes. - Justin asked for a motion to approve the records as submitted in the Documents Library. The motion to approve was made by Maria Michta, and seconded by Michael Roth. The motion passed. o Organizational Services Dan Pierce advised that the meeting focused primarily on the keeping of records. o Equipment / Facilities Jo Burrows there is now a rule in the youth rules book that implement the specific gravity of the hammers for youth. 7:30 am to 9:15am Awards Breakfast 4. 10:00am to 1:15pm Race Walking General Session II / Working Group Continuation of Agenda from Friday Committee Awards (Ron Zinn Awards given at Awards Breakfast) All Awards are posted on the Documents Library o Chairman Awards o Henry Laskau, Mike Riban, Outstanding Association o Masters of the Year Awards o Grand Prix Awards The awards are posted on the Document s Library Understanding the Causation of Psychological Factors of Burnout in Former / Retired Female and Male Elite-Level Race Walkers in the US Dr Juan Gonzalez, University of Texas Rio Grande Valley (10 min) o Race Walking in USATF New York. Reggie Weissglas, IAAF Level III Judge discussed the plan to increase the HS participation beyond the indoor level in New York State. At this time RW is presently not in the outdoor HS program, and to encourage girls to continue race walking beyond the HS level there are several plans.

5 - The Nyack race walk program included a 5,000m race, which was traditionally used by athletes as a qualifier for the Penn Relays. The program will continue as the New York race walk program. The centerpiece 5,000m race will be held the weekend before the WTC Trials. - This year (2017) is a recertification year for all officials. Information is available from the local Association Officials Certification Chair. Roger Burbich from North Carolina will be the new national certification chair. Applications can be submitted during the Association s officials clinic s. Junior Camps Diane Graham-Henry noted that the original junior camp was held for the first 10 years in Pharr, TX by AC Jaime. It is now being held in conjunction with the YMCA Surfing Camp in Chula Vista, CA. It is a training camp not a learn to do camp. - This camp focus is on the psychological component of athletics as well as habits of elite athletes. - There are 2 workouts per day including the biomechanics of race walk - The junior athletes 14 and older who are emerging elite. - The cost is $340 for a week for the camp. There is a $200 Grant that is available for youth who are top 6 finishers at the JO s. Resolution: Gary offered a resolution that the race walk committee to fully explore the implement of the Pit Lane in the JO Championships by The motion passed.
