5 4. Approval of the agenda Lickert The agenda was approved 5. Approval of the minutes of the meeting Sub-Committee for Rules and Control Cross-Country, Zurich (SUI), Lickert The minutes of the October 2017 meeting were approved 6. Report from Cross-Country Executive Board meeting Lickert Overview of remarks from CCEB meeting and potential implications for R&C Key R&C issue of last couple years has been classical technique rules. Current focus will be minor adjustments. Athletes survey provided information on views, interests and priorities of athletes some of which could have impact on future sub-committee work. These included prize money, calendar planning, formats, gender equality, TDS participation concerns, waxing, positive feedback re jury work & course preparation, technique zones were effective, request for stronger consequence for violation of classical technique rules. 7. Report and information from the FIS Race Director Mignerey Comments deferred to subsequent discussion & presentations. 8. Recasting of Working Groups Lickert See attached WG membership document ICR WG Mattias Berglund will be replaced by Mikaela Sundbaum (SWE) Pierre Mignery proposed addition of athlete representative + Assistant Race Director Michael Lampot to the working group. Juha Kolu (FIN), Anna Rosa(ITA), Vahur Leemets (EST) joined the WG Hg WG Marcus Koehler (SUI) is proposed Allan Serrano (USA) joined the WG TD WG KHL offered to have another active member take over the chairmanship Len Apedaile offered to assume the chair position Marco Mapelli is replaced by Anna Rosa (ITA) John Aalberg (NOR) and Vahur Leemets (EST) joined the WG FIS Points Judith Lessing is replaced by Josephine Aschhoff PM asked for participation of more members besides FIS staff Vahur Leemets (EST) and Niklass Martins (LAT) joined the WG Realignment of Regions so that Hg regions to match TD regions refer to attached presentation for list of regional and national coordinators. 9. Clarification and decision regarding adjusted TD and homologation regions New Regional Definitions: Scandinavia/Baltic: Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, Sweden, Greenland. Oceania: Australia/New Zealand New Regional Coordinators Scandinavia and Baltic Countries: TD Coordinator: Vahur Leemets (EST) Far East: Japan to provide proposal for new TD Coordinator Western Europe: Homologation Coordinator: Markus Kohler (SUI) Central/Western Europe: Assistant Homologation Coordinator: Andrey Arseniev (RUS) 10. Proposals and issues from other Sub-Committees Lickert 10.1 Sub-Committee for World and Continental Cups No proposals received 10.2 Sub-Committee for Popular Cross-Country Skiing Proposal re sanctions, will be addressed under ICR agenda 10.3 Sub-Committee for Roller Skiing No specific changes or proposals for ICR, will provide comments under FIS points 11. ICR matters Ponikvar 11.1 Report from the ICR-Working Group See attached presentation for detailed proposals Discussion/highlights: New Race Director Assistant position added Reimbursement of TD expenses clarified Highlighted introduction from next winter season of new timing report for every race and additional responsibilities of TDs. New articles have been updated to enable this. Sprint distance options will be same for men and women Classical technique definition (diagonal stride) added Minimum lap length for distance interval start competitions 10km at OWG,WSC,JWSC/U23 and WC will be 5km Minimum length of distance race valid for FIS points will be 10km men, 5km women Commercial markings must be outside field of play Removal of article (protective fencing) Discussion re regarding athlete being motionless at the start (interval start). It was agreed to keep reference to poles remaining stationary. Reduction of corridor requirements to minimum 3 Team Sprint starting order was updated /clarified and the use of 999 points for competitors without FIS points was specified. Deletion of due to redundancy Discussion regarding exchange procedure and potential to replace normal exchange with parallel rollerski style exchange. ICR WG proposed that the Minutes SC for Rules and Control Cross-Country, Costa Navarino (GRE),
7 question be referred to the CC committee. o Concerns: control, visibility of athlete when partner crosses line, especially in large field sizes o Support from SWE and ITA o RUS concern about congestion, early start and obstruction/broken poles o SUI propose to keep as option, not mandatory change o Opinion easier to control due to two lines versus 45m zone o ITA easier to control and apply TP sanction rather than DSQ o UP does current system create safety issues o KHL decide whether apply to both TS & Relay or one. o Conclusion of discussion and committee is that there should be no change to this rule for winter. Approved by the CC Committee number of possible semi-finals was increased to 20 per discussion and input from RUS Update that competitors must wear/use all means of identification provided by the organiser. Sanctions: hearing from the offender may be organised on demand of jury or demand offender in association with an appeal. Possibility of monetary fines for ICR343.5 infractions was added. Popular Rules o Clarification of appeal procedures and timelines. o Sanctions for non licence holders. Do we only deal with elite licence holders or apply the same rules to all competitors? It was agreed by consensus that should treat all competitors the same. Proposals for time penalties or competition suspension in lieu of DSQ were presented KHL & UP reiterated to the committee that tools (jury guidelines) and ICR rules currently exist to manage this. UP proposed to use competition suspension and enable this in ICR Alan Serrano (USA) stated that jury guidelines already enable adequate sanctions and opposed inclusion of RAL rule. The sub-committee voted 15 to 1 in favour of using competition suspension. USA was opposed. 12. FIS Calendar/ FIS Points Seehase/Aschhoff 12.1 Calendar There have been competition changes without informing the FIS Office. This is not possible, FIS office and TD must be informed as it can have several impacts on FIS Points Lists School competitions have been included in the calendar but these are not FIS competitions for FIS points. There were no comments and it was decided that this will not be accepted in the future FIS Points Rules Mignery See attached document of proposed changes to FIS Points Rules Highlights: Addition of minimum distances for FIS Points (5k women, 10k men) ROL: FIS sprint points will only be awarded for competitions > 800m ROL: FIS distance points will only be awarded for competitions >5km (W) and > 10k (M) Minutes SC for Rules and Control Cross-Country, Costa Navarino (GRE),
8 Discussion: according to this rule a prologue should not be FIS Points Proposal to keep the same distances for ROL ROL committee confirmed this during CC Committee Art Request injury status: must apply to FIS within 3 weeks Calculating Penalties task given to working group to review penalties section. There is an issue of concern that the current system being abused to manipulate races/distances for better points, Question to committee whether they would return back to former system. EST: this will require further analysis including what is been happening in other regions. Proposal If we make this change we should make it in a year from now. UP: factors decision last year was a bad decision, creating unintended consequences. Suggested that factors and points for ROL be suspended until this has been resolved accepted by the sub-committee 13. Homologation matters Aalberg 13.1 Report Homologation Working Group See attached ppt presentation 13.2 Overview Homologation software See attached ppt presentation 13.3 Homologation Inspectors assignment See attached ppt presentation 13.4 Homologation Inspectors Seminar: to be held in 2019 To be held at next WSC site when determined. J.A. provided an update and overview of Beijing 2022 venue development UP there will be JWSC at AOF in Sarajevo next year and there are no homologated courses. This is a concern and requires follow up by the homologation coordinator. 14. TD Matters Lickert 14.1 Report from the TD Matters Working group See attached minutes 14.2 Guidelines for the Organisation, Education and Appointment of Cross-Country Technical Delegates KHL outlined and reiterated qualification criteria for TD s Part A assessment has been updated. Skiing ability added. Jury decision chart has been updated TD/ TDA/ Jury Members nomination (closed meeting) Mignerey PM provided an overview of the selection process for WC,WSC,OWG TD s. PM provided proposals for TD assignments for 2018/19 and 20 to be posted to website TD Seminars 2018 OPA Val di Dentro (ITA) Scandanvia Ulricehamn (SWE) Far East / Asia tbd Reminder: Proposals for TD seminars must be formally sent to FIS office in advance.
