NE Association President s Report: Scot Rainbolt Ad-Hoc Committee had 2 meetings regarding the NE Association Championship meet. They are not ready to give recommendations for change/improvements yet but may be after another meeting. Inventory (See handout) Shot puts will be cleaned and painted prior to next season. Tony Welchen has the timing equipment; easier for 1 person to keep up with it. The question was raised as to why the body voted to purchase equipment and the board voted it down. An updated list to include items, quantities and prices needs to be submitted again in an effort to get the approval to purchase equipment the association needs. 2 Sunday, November 11 2:00 p.m. USATF Nebraska Junior Olympic Cross Country Championships Walnut Grove Park Omaha, Nebraska Saturday, December 8 9:00 a.m. USATF National Junior Olympic Cross Country Championships San Rafael Regional Park, Reno, NV Wade L. motioned to accept the XC schedule with the provision that additional meets can be added. Scot R. 2 nd. Carries. Membership Report Cindy 1,716 total members/an increase of 48 since the Association Meeting. 1,208 youth members as reported at the Association Meeting. All XC meets need to get sanctions taken care of ASAP; the late fees add up quickly. One club has sanctioned their meet; thank you. The Association XC meet has been sanctioned. Treasurers report Scot Rainbolt Cash = close to $85,000; $5,000 in checks still not cleared. Still need a W9 from 3 teams to get paid from volunteering at the association meet (West O; Olympus; LYTC). Expense and Revenue reports from the association meet were turned in; on the correct forms. There is a little over $11,000 in profit. Fine Designs / Great Plains LLC have outstanding checks that could not be cashed; need to look into these to get payment. We will not vote to accept the report now; there was nothing to hand out to the body documenting the official account status. New Association President- Scot Rainbolt National Convention (Columbus, Ohio) November 28-December 2 Youth Administrators Workshop November Delegates & Stipends All areas are currently covered with delegates except for Racewalk and youth. The Youth Chair will probably cover the youth workshops. It was brought up that the By-Laws only mention paying the registration fees for delegates to attend ; we should possibly look at paying less per person for them to go. Awards Banquet - Darwin Gushard (See Handout) Wade motioned to accept the records; 2 nd by Cindy. Motion carries. Website - Darwin Gushard (See handout) Youth Chair Nominations/ Vote/Announcement- TammyRa /Scot Rainbolt Tony Welchen nominated Wade Lanum; 2 nd by Lisa Charles. No other nominations.

3 He will not be appointed by acclamation; we will vote 1 vote per team. All voted yes to Wade Lanum: 402; Apollo; Bengals; D&A; CH Flyers; Jaguars; LYTC; MWS; Peak; West O; Wings; Wade is a H.S. Teacher at Brownell Talbot. He is the head boys track coach. He has 2 children who compete in USATF events. He would like to see us work together to make things better. He will cal l another meeting soon to solidify the youth meet schedule. Should Wade feel he needs a Youth Secretary he will find someone to help. Lanesa (Nesi) is no long er the Youth Secretary Youth Track & Field Schedule (The new youth chair may choose to have separate meeting to go over the schedule, to include the local meets, if we run out of time.) USATF Hershey National Youth Indoor Ocean Breeze Athletic Complex, Staten Island, NY June 25-June 30 USATF National Youth Outdoor Durham County Memorial Stadium-Durham, NC July 4-7 USATF Region 8 Junior Olympic Fargo South HS -Fargo, ND July USATF Hershey National Junior Olympic SAC State-Sacramento, CA New Business: Jon McClung Coaches grant available; $65/coach until $2,000 runs out; 30 scholarships available. To be used for online coaching developmental education. The deadline to submit for this grant will be extended; an updated will be posted online. Youth scholarship information is on the website; deadline is quickly approaching. Please let all eligib le students now ASAP so they have time to gather all of the necessary information needed. Nominee-- must have a Nomination, 2 nd and Accept. To make things flow quicker, you can send an with the nomination. You must forward an trail which includes: nominators name, the name of the person being nominated with their acceptance and a second. Everyone must include their current 2018 USATF #. After Nomination closes each Nominee/Representative will have 2 minutes to speak. 1 VOTE per TEAM!

4 SECTION 2 // ASSOCIATION YOUTH CHAIR The Youth Chair is an elected position among most USATF Associations and responsibilities and duties may vary. At the annual meeting of USATF, this individual or their designee is a voting member of the USATF National Youth Committee. 2.1 REQUIREMENTS AND RESPONSIBILITIES Each youth chair must possess knowledge, integrity, and a sense of fair play. A youth chair s primary functions are those of service and information. From time to time, a youth chair may be called upon to act on questions or even handle disputes, should they arise. Disputes that are not resolved by the Youth Chair may be passed on to the Regional Coordinator, and then to the Zonal Representative. If the dispute is still not resolved, the Zonal Representative will present the matter to the Youth Athletics Executive Committee for final resolution. 2.2 DUTIES Duties of Youth Chairs may include (but are not limited to) the following (consult your local Association for specific responsibilities): 1. Facilitate communications within the Association to the benefit of all member clubs and athletes. 2. Manage situations that might be unique to the specific Association so long as they are in harmony with the national guidelines, rules and procedures. 3. Follow the USATF Competition Rule Book. No other interpretations are allowed. 4. Work with other youth chairs within the region to establish the event rotation policies for the region. 5. Take responsibility for establishing the Association Junior Olympic meet sites and meet directors, while adhering to the specific meet dates as reported each year by the Youth Calendar Committee. This also requires that all necessary documentation, including a USATF Sanction Application and the USATF Award Request Form, has been completed. 6. Establish a schedule of events for the track. Review field events schedule, which depends on facility set-up. 7. Verify that all entry forms and information flyers pertaining to the various competitions fully describe all necessary information, especially qualification criteria for all subsequent competitions. 8. Be prepared to serve on Jury of Appeals for your Regional meet. 9. Process and forward entry forms, fees and results from the Association meet to the Regional meet in a timely fashion. 10. Attend the Regional meet to support the Association s athletes and perform any duties assigned by the Regional Coordinator or meet director Perform any and all duties that may be assigned by the National Youth Chair as needed.
