2 0 Introduction on 2019 NST Squad Regulations Oslo 20 December 2019, Hello, 2018 has been a year with many challenges and many highlights in all levels of the NST and the NSF. Without going into details, I can honestly say that all persons involved by this, from coaches, Olympiatoppen associates, NSF staff and board members and of course the sailors, have picked up the pace and made this year a clear step forward towards better sailing and better operations around the NST. I can therefore say that in my opinion, the goals for Tokyo 2020 we had set out in the beginning of this quad, are still within reach. Now some grim thoughts Even though our sport doesn t belong to the most popular ones of the Norwegian people, this cannot solely explain the very low financial support available for supporting the promising sailors that we have in our NST. With David and Goliath examples all around us, for me this leads to an extra motivation, which I hope radiates to all the people around the NST and the Norwegian sailing scene. Despite this, we cannot hide the reality which basically means that an already small budget becomes very ineffective, if we come into a situation that 5 or even 6 disciplines would make this level and need to prepare for the games! No matter how you prioritise this, it will endanger the chances for any shot at a medal! Another reality is that at present day an NST Olympia LL A sailor gets direct support for his campaign from the NST by about percent of the total campaign costs (without the coaching). With more mouths to fill this percentage will definitely not grow and the sailors will need to carry the financial loads even more! So, the first thing we need on this subject is sponsors that directly help carry the projects for the sailor. This is short term and can easily be linked to equipment related plans that the sailors already have programmed. Than on the longer term (after Tokyo) we see that the present group of OLL sailors are finding it hard to continue for the Paris Games, even though in international terms they are young enough to continue. This is mainly because of the enormous private funding they need to put in and the risks it imposes on their future social/financial position. So, we need to find a healthy solution for this. An example would be to find a big company that is willing to strengthen the workforce with high quality potential personal (squad sailors) which, while getting to know the company, work part time and can sail as a priority. By the time the sailor ends his career, the company get great personal, good exposure on high social cultural values and the sailor a decent job! This is a concept that has been done before and was considered successfully for both parties. So, with only so much time left, my biggest priority now becomes to find ways to address this, and I can sure use all the help that I can get.

3 How to time a Personal Best One of last year s big experiences for the NST was the difference between racing at World Cups and Eurosaf events etc., compared to the Big Aarhus Worlds where most of the NST had their Peak Performance. Even though many of these experiences have a big individual aspect there are many things to be learned from each other. So, within two months after Aarhus and with the help of OLT, the NST has started up the project Championship Performance and Coaching, which would not have been possible if we didn t set up our Team Values before. Now with Norway qualified for 4 disciplines in Tokyo, and with other sailors already working hard to make this stage as well, 2019 will most likely bring more medals and personal best performances. Almost there. Not only did all campaigns increased their water training days last year, but during the 2019 intake meetings all sailors presented programs that are on the world standard level of 210 water training days. Combine that with us being very lucky with the most experienced coaching staff per squad sailor in the world, I have also no doubt that apart from the increased quantity, also the quality of purposeful practice in all sessions will increase. Theme for 2019 In these busy last 2 years we have been quite pro-active in trying new coaches/expert/systems and learning curves were positive steep. I ve been quite fortunate so now for the upcoming years we will try to keep with the set team of coaches and experts and continue with the strategies and deepen them for their fullest effect. This for two reasons a) give relations a chance to develop to their fullest potential and b) create the trust and routines that will enable our NST to focus even more on the most relevant part of their campaign which is sail fast and smart! 7 Norwegian Sailing Team Olympic Squad Regulations 1 The Norwegian Sailing Team 1.1 Preamble The objective of this document is to give insight in how the Norwegian Sailing Federation will organise all the activities towards the highest possible quality support for sailors to reach the highest results in the international sailracing scene, and this within the means that are available for this purpose at this time. No rights or unintended riches can be taken from these regulations in order to gain any rights in a dispute in court against NSF members and -employers. These 2018 squad rules are an appendix to the NSF squad contracts. The NSF acknowledges that, in line with the policies of Olympia toppen (OLT), the highest level of the sailing sport takes place at the Olympic Games and have therefore organised the preparation to this event by grounding a Norwegian Sailing Team (NST). This document describes most relevant procedures and operations which are valid for the present phase in this Olympiad and will be yearly updated. This version 2019 replaces the 2018 and 2017 version and will be valid until the version 2020 is available. It is targeted to have the next version available before January 10 th By establishing the Norwegian Sailing Team, the NSF tries to support and organise the sailing disciplines that will be held at the Olympic Games in Tokyo 2020 and the ones to follow. 1.2 Goals The goals of the NSF for the Norwegian Sailing Team are to provide the best possible support for acknowledged sailors performing in the Olympic Classes Events and especially at the Olympic Games in 2020 and The goal for Tokyo Olympic Games in 2020 of all parties involved is: to participate in 5 classes, resulting in 1 Olympic medal and 2 top 5 end scores. The NSF also tries to support the development of any professional sailor in the exotic circuits (for example YAC, CG32, Extreme sailing series, WMR tour). This is, however not described in these regulations, and will be considered by the SD. draft 4

8 Norwegian Sailing Team Olympic Squad Regulations 1.3 Disciplines and group structure Three groups have been formed in which, depending on development in training, racing and team culture, the individual teams/sailors can be re-arranged yearly. The male - or female- sailors in, single handed disciplines, and the teams in the double-handed disciplines, meant in this document will be mentioned: sailors. OL Landslag A or B of the Norwegian Sailing Team 2019 OL Landslag A are those sailors that are performing within range of the medals at World Cups, European- and World Championships. These sailors can focus this year qualifying individually for the Olympic Games as per Phase 2 of the Olympic Selection and start planning their preparation for the 2020 Tokyo Olympics. Their goals this year are to become a regular medallist during Worldcup/Eurosaf events, and at their Peak performance event (Europeans and/or Worlds) OL Landslag B are those sailors that are close to medal racing, during the season. Their goals are to become within medal-range during Worldcup/Eurosaf events, and at their Peak performance event (Europeans and/or Worlds). Whilst they are not considered as a medallist for Tokyo, a participation at the 2020 Olympics is considered a good preparation for the Paris 2024 medalist chance, providing they will commit to continue their campaign. Following disciplines will compete during the Olympics: -Single handed men with the Laser class, -Single handed women with Laser radial class, -Single Handed Heavy weight men in the Finn class, -Double handed men in the 470 class*, -Double handed women in the 470 class*, -Double handed skiff men in the 49er class, -Double handed skiff women in the 49er FX class, -Mixed Catamaran in the Nacra 17 -Windsurfing men in RSX -Windsurfing women in RSX * = no activities or support by NSF is planned for in these classes draft 5

9 Norwegian Sailing Team Olympic Squad Regulations Utfordrer Landslag' of the Norwegian Sailing Team. The 2019 Utfordrer Landslag sailors are those sailors that are performing within range of the gold fleet at World Cups, European- and World Championships or around top 10% Junior Worlds or Europeans Championship in the Olympic disciplines. They are first time campaigners with a clear timeline towards the 2024/28 Olympics. Also; a) sailors that have chosen to prioritise other activities over a 2020 Olympic Campaign or b) sailors that were severely hindered by injury or illness during 2018, can be supported in this squad. Utfordrer Landslag Training Group' of the Norwegian Sailing Team. In 2019 three new Utfordrer LL Training groups will be active. The goal here is to prepare the young and promising generation for campaigning in the Olympic classes. Under the supervision of the NSF youth coach and supported by the OLL coaches in the Laser disciplines, the RSX and the 9er class, a program of about days will be provided to start establish the groups that will start the Road to Paris. -Only Olympic disciplines (see above) or a combined program in another class is optional for 2019 only Utviklings Landslag of the Norwegian Sailing Team (invitation by Youth Coach and SD) The development of young sailors is realised together with Olympiatoppen considered a priority project and the NSF Youth Coach (YC) This is a new project since January 2017 and will get further shape in More information can be found in the NST Utviklings LL regulations which will become available during Sailors Sailors in the Norwegian Sailing Team are those sailors that fulfilled the criteria set by the NSF Sport Director (SD) for the different levels. Fundamental within these criteria is that it s the sailor s intention to reach for his/her highest performance at her peak performance event or at Worlds or European Championships in his/her class each year. The maximum number of boats per class in the Ol landslag A or B is 2, but under the condition that all members are in a well-functioning training group, exceptions can be made. In the NST Utfordrer and Utviklings Landslag there is no limit on participating boats. For the 2019 names of the sailors in the different levels (OLL and Utf. LL); see attachment 1. draft 6

10 Norwegian Sailing Team Olympic Squad Regulations 1.5 Support (Coaches staff) The sport-technical staff is the primary means of supporting this project. By installing coaches with vision, experience and knowledge, the NSF sees a sustainable and successful future for the Norwegian Sailing Team, now and for the years to come. This group of technical support, related to the specific classes and the specific actual needs of the squad, can fluctuate over the Olympiad, but will also attribute to the growing knowledge base of Norwegian Sailing. The senior-coaches are the technical discipline heads. Apart from coaching their classes directly on the water, they ll oversee the training and development of the assigned discipline groups, help organise youth classes activities, coordinate R&D, enhance junior coach development and advise the sport director. The sport director (SD) Rigo de Nijs is responsible for the overall management of the National Sailing Team within the National Sailing Federation, attuned with the secretary general NSF and the NSF board-member racing delegate. His decisions will always be in close call with, and informed by, the senior national coaches. draft 7

11 Norwegian Sailing Team Olympic Squad Regulations 2 Project TOKYO Periodisation of activities towards the Tokyo Olympic Games in 2017, 2018, 2019 and Since sail-racing is for a big part about finding the fastest route on the course, the preparation to a peak event in sailing, comes with an important focus on local strategic effects in wind-, waves- and current- differences. Apart from logistics, this is basically what project Tokyo is focused on. Following stages are targeted: short strategical and logistical 3 day visit with small team training camps plus regatta for a selected small team around the test event/world cup with meteorologist more training camps, plus full team test event, with meteorologist, and possibly other experts depending on Olympic qualification phase, several trainingcamps finalising equipment choices, and refining strategy project/callbook. During the Olympiad, other events can be organised in Enoshima. Per season and in coordination with OLT the SD can decide to integrate these events in this project. 2.2 Partners for this project. Since during the Olympic Games no advertising is allowed during competition, it becomes more attractive for sponsors to be involved in Olympic preparation by supporting possible aspects of the Pre-Olympic activities like these training camps and projects. All this is in a conceptual phase and more arrangements will available during 2019 from the NSF. 3 Youth Development The Utfordrer landslag is structured parallel to the OL Landslag, but in the lower/younger level of the Olympic classes, and will be coordinated by the SD and the disciplinary coaches. First priority is here to optimise the learning curve of young ambitious potential top-sailors intending to run their own Olympic sailing campaign. Support will mainly be coaching and educational activities like: -national training camps where Ol landslag' and Utfordrer landslag' sailors train together. -train and participate at the selected events. -the Youth Camp in Hvasser. -de-centralised national- and international (winter) block training. draft 8

12 Norwegian Sailing Team Olympic Squad Regulations The second priority in this squad to coach and support of sailors that try to combine the olympic campaign with other priorities. (studies/work/etc.), or the one that were hindered by injury. Utfordrer LL sailors are expected to communicate to the disciplinary coach and/or SD about when and where they will join the program set by the NST coaching staff. In case in the same discipline a program is supported for OLL, it s the first option for the Utfordrer LL sailor to check if a cooperation with this team in any form, can be integrated in his program. No separate program or coaching support will be developed for these teams in case this cooperation is not wished for. The Utfordrer landslag Training groups in the disciplines: Single Handed dinghy; High performance dinghy and Windsurfing, will be started in The goals for these training groups is to start up and build strong training groups for the Road to Paris In cooperation with the Youth Coach and the OLL Coaches a training program will be planned and absolved aiming at a balanced introduction in Olympic Campaining and studies. The Utviklings landlag will be regionally organised in the Norwegian Sailing Federation by the NSF Youth Coach and the SD. The development of young sailors is realised together with Olympiatoppen considered a priority project and the NSF Youth Coach (YC) This is a new project since January 2017 and will get further shape in Olympiatoppen structure and ways of operating Olympiatoppen (OLT) was established to put a stronger focus on top sport and move Norway up on the medal statistics. The principle of sharing was a very important strategy to do so. Sharing both between sports and between experts. Norway as a small country has to use smallness as a competition advantage. OLT s vision is Together on big performances. Tore Øvrebø as OLT s director of elite sports, has three things that he wants us all to focus our attention at, and that is: 1. Quality in training on a daily basis. Highest possible quality, every day, for many years.. 2. The quality of the relations in the team. How to get the most out of the people in the team? 3. Competition handling. How do we prepare to compete on the absolutely top level? 4.1 Status rules at Olympiatoppen for OL Landslag sailor (OLT A and B athletes) The criteria for an A-stipend are medals in World Championships or Olympic Games, or results very close to the top is required. For the B-stipend, medals in European Champs, or close to a medal in Worlds or Olympics is required. The exact criteria are to be found at: draft 9

13 Norwegian Sailing Team Olympic Squad Regulations 4.2 Status rules at Olympiatoppen for Utfordrer Landslag team (OLT U stipend) For the U-stipend, a medal in the world junior championship or U23 etc., top results or rankings at a top level internationally are required. The athlete has to be under 24 years, and have a positive development. If an athlete has performed and won medals, and received a stipend, he or she has to prove (through the SD s application) that she or he does the work required and is in a positive development as an athlete to possibly receive the stipend for a following year. Based on process related development, a follow up on a stipend for a new year can be decided upon only by OLT. 4.3 Intake procedure Olympiatoppen The sports director applies for all the stipends and project resources in November After the application for project resources and Olympiatoppen stipend, the annual Styringsgruppemøte is hold. Invited is a responsible NSF Board member, the general secretary, the sports director and if possible the national coach. From Olympiatoppen the Elite sport Director, the summer sport Director and the Olympiatoppen coach meet and then announces who gets the different status and the economic resources. Before using the support, facilities and resources from OLT two forms (acknowledgements form and usage of supplements form) needs to be filled out and signed. Please see attachment Support and facilities at OLT for OL landslag sailor (OLT A and B athletes) In coordination with OLT the NSF is responsible for the correct usage of the stipend by following procedure: If a OL landslag sailor is awarded an OLT stipend, he/she shall: 1 provide a quarterly overview from costs (with digital receipt copies in one folder) not exceeding the 1/4 0f the yearly stipend for the following posts, has to be sent each quarter to the SD at: rigo.denijs@seiling.no 2 the posts are: travel (tickets and gas), boat equipment (sails, masts hulls, gear etc.), on site fitness membership, accommodation during training/regatta, fysio costs (if not covered by insurance), and similar expenses. 3 a NSF stipend form can be found as attachment in these regulations, or be requested at OLT. draft 10

14 Norwegian Sailing Team Olympic Squad Regulations 4.5 Support and facilities at OLT for Utfordrer Landslag Using Olympiatoppen s experts and facilities for Utfordrer Landslag will take place only after coordination with the SD. More information on OLT goals, services, support and facilities can be found on: html 5 Financial support Norwegian Sailing Team 5.1 Funding for training and regatta participation The NSF has prioritised the support of the sailors to the most expensive, but most sustainable aspect of reaching results, which is coaching and facilitating sport technical knowledge/experience. As a policy for 2019, being a Pre-Olympic year, it s common practice to seek for cooperation in future long-term development projects/classes. In a financially complex situation in which budgets and international cooperation are individually organised per class it is the SD goal to obtain transparency about the distribution of support. Highest on the priority list will be awarded to OLA Base for the coaching budget to be established is the amount of days this group/class will actually be on the water and sail. After the amount of coaching days has been made, the exact planning for the coaching activities will be set by the SD with the relevant senior coach and class coach. With the rest of the total budget a NSF basic support system for sailors is in place. This system is also intended to encourage sailing days and on water practice for prioritised events. In general, after receiving the training and racing calendar upon the intake, the SD will in communication with coaches (and sailors) determinate which events are prioritised for support and depending on the status of the sailor, funding will be assigned to certain events. In the attachment 2 Racing schedule, the marked events S will be supported according to the described rules stated in 5.3 draft 11

15 Norwegian Sailing Team Olympic Squad Regulations 5.2 Financial support for special events (ISAF worlds Test events and Olympics) and special projects. Depending on procedures from governing bodies like Olympiatoppen, NIF or other commercial institutes, separate funding is possible for the exclusive marketing rights of the Norwegian Sailing Team during these events. If such funding takes place, separate financial arrangements with the relevant sailors shall be made. 5.3 Procedure and guidelines for financial support NST OL Landslag A and B According to the fundamentals in 5.1 following rules apply for receiving compensation: a) only for the events marked with S in attachment 2 Events OLL and UTf LL 2019 a compensation is available. event World- and European Championship World Cup, Test events or similar max days 10 days 8 days Grade 3 events 6 days b) only one NSF expenses compensation form (attachment 8) per boat and event can be sent to the SD at NSF office or to his address: rigo.denijs@seiling.no c) the daily allowance for: OL Landslag A' sailors is 1270 NOK per day/person, double handed 1050 NOK/day/pp OL Landslag B' sailors is 530 NOK per day/person, double handed 325 NOK/day/pp) d) depending on the type of event a maximum amount of days can be compensated: e) per marked S event (att. 2), the entry fee can be compensated to a maximum of 2000 NOK for single handed and 3000 for double handed disciplines f) the form needs to be sent to the SD with maximum 2 weeks after the ending of the event. g) the form needs to be correctly filled in and signed by the sailor h) the NSF expenses form can be found as attachment in these regulations or sent by the SD i) to prevent tax issues, we advise also to produce enough expenses receipts related to the event. j) the SD will check each form and if necessary correct according to the published rules of this regulations book. k) it is the goal to have each form paid out within 2 weeks after receipt. draft 12

16 Norwegian Sailing Team Olympic Squad Regulations 5.4 Procedure and guidelines for financial support NST Utfordrer Landslag According to the fundamentals in 5.1 following rules apply for receiving compensation: a) only one NSF expenses form per boat (attachment 8) and event can be sent to the SD at NSF office or to his address: b) only for the events marked S in attachment 2; Events OLL and Utf LL 2019 a compensation is available. c) the daily allowance for: Utforder LL' sailors is 300 NOK per day/person; double handed 250 NOK per day/person. d) the maximum amount of days can be compensated is according 5.3 d e) the entry fee for this event can be compensated to a maximum of 2000 NOK for single handed and 3000 for double handed disciplines f) the form needs to be sent to the SD with maximum 2 weeks after the ending of the event. g) the form needs to be correctly filled in and signed by the sailor h) the NSF expenses form can be found as attachment in these regulations or digitally from the SD i) to prevent tax issues, we advise also to produce enough expenses receipts related to the event. j) the SD will check each form and if necessary correct according to the published rules of this regulations book. k) it is the goal to have each form paid out within 2 weeks after receipt. 5.5 Procedure and guidelines for financial support NST Utviklings Landslag. For the utviklings landslag, coaching and education will be organised. In case occasional funding for sailors becomes available, separate financial arrangements can be made. 17 Norwegian Sailing Team Olympic Squad Regulations 6 Sponsoring 6.1 General consideration Norwegian Sailing Federation Following are general policy thoughts about the marketing strategy of the NSF which is to be developed. a) Project Tokyo 2020, and it s following Olympiad, are the next step in the development of organising Norwegian dinghy sailing. This not only requires an A priority, full time sailing week for 52 weeks per year, but also the highest standards of elite sailing coaching/training program that is effective for the qualified sailor in their respective squad of the Norwegian Sailing Team. Developing this, and at the same time trying to educate the younger generation of sailors and coaches at an earlier point in their career has huge financial consequences b) In order to try and full-fill this, we will have to take our present partners (OLT and present sponsors) at the table and bind ourselves to other parties. c) The goal for Tokyo Olympic Games in 2020 of all parties involved is: to participate in 5 classes, resulting in 1 Olympic medal and 2 top 5 end scores. d) This requires from all partners and people involved with the Norwegian Sailing Team a professional attitude, discipline, greatness and respect in and around our sport. e) In 2018 the NSF will take steps to increase the value, identity and visibility of the product NST and the path to the Tokyo Olympic Medals. This partially to enhance possible means in order to keep up with the growing demands of performing at the highest Olympic level, but also on finding means for structures, optimising the sailing careers of the young athletes that we need for future medals. 6.2 Position of Norwegian Sailing Federation towards individual sponsorship and team sponsors. The NSF acknowledges that sailors should also be assisted in finding individual sponsors. In case a private sponsor is found, it is strongly recommended to use the attached NSF standard sponsor agreement as attachment 5 to these regulations, and coordinate this within the renewed NSF sponsor agreement with Helly Hansen AS. In order to combine exposure in 2018 for all parties, NSF will look for an exposure-opportunity on specific sail-technical clothing (BIB) to also be used as a possible option to deal with the interest of all presently involved parties. It will however emphasise that it s an obligation of the OL- and Utf. Landslag sailors to provide the NSF and partners with up-to-date suited and relevant visual material. pictures, videos, etc Support for sailors in search of sponsorship. For NST OL Landslag' sailors professional support for sponsorship search for their campaign will become available at the relevant department at the NSF office. 19 Norwegian Sailing Team Olympic Squad Regulations 7.3 Responsibilities as a member of the Norwegian Sailing Team. Following are binding responsibilities of a Norwegian Sailing team member in the OL Landslag' and the Utfordrer Landslag and will be valid during this 2019 membership for each member and his related staff. (including non-nsf staff and therefore the responsibility of the sailor) 1) Only club members of the Norwegian Sailing Federation can be eligible for the Norwegian Sailing Team 2) Only after signing the NSF squad contract 2019 a sailor can call himself a member of the Norwegian Sailing Team by (see attachment 5)* 3) The NSF squad contract officially signs off on the NST membership. 4) Helly Hansen AS is the Official Partner of the NSF. It is expected from the NST sailors and staff to wear the provided HH clothing at all times during competition and training (on land and water). If requested, personal non-conflicting branding can be accepted in coordination with HH. 5) The NSF has organised a collective and justifiable package deal for personal health insurance. Every sailor of the NST OLL and Utf. LL is expected to participate on this insurance program. For more information please check following link: or with PC Bordal, PerChristian.Bordal@seiling.no 6) For all members of the NST, it is considered a matter of having the right norms and values to actively participate in activities in Norway that helps showcase our team and culture. This is expected for instance during the Norwegian Sailing Team Conference in Hvasser, and the Norwegian Championships in any the relevant classes. 7) Team culture inside the NST has carefully been built during the 2017/18 seasons and proven a valuable tool in the development of all participating sailors. Therefore, any sailor who signs up to become a member of the NST in the following seasons, is expected to actively participate in all team events organised by the coaching staff and the SD. (list of team events att. 3) 8) The sailor is to be present at the yearly medical examination, and the 3 physical tests, run by OLT at the dates presented in team events (attachment 3). 9) In 2019 any change of discipline/class for sailors in OL A/B Landslag, will automatically lead to the ending of the NST membership, and/or a renewed membership working towards the 2024 Olympics. 10) A crew change in 2019 can lead to ending of the NST membership status and/or a renewed membership working towards the 2024 Olympics., and can only be considered after a meeting between the sailing team, the coach and the SD (and his advisors) 11) Failure to comply with the above membership responsibilities can be reason for possible sanctions by the SD. * At moment of release these are being reformulated. draft 16

20 Norwegian Sailing Team Olympic Squad Regulations 7.4 NSF position on fair sport, sexual intimidation, match fixing and doping It is the NSF s mission to create a culture of clean sport and see it s elite athletes and coaches to play a key role in achieving this. Competing at an elite level requires athletes make important choices. He/she needs to ensure that he is fully aware of the potential pitfalls, the effect the choices have on a career, and the responsibility one has as a role model for the next generation of athletes. It is important to remember that a fair sport (not only doping), is not simply about those looking to cheat through the use of performance-enhancing drugs or ill-practice. All athletes need to be aware of the dangers of inadvertently; taking unfair actions during a race, taking prohibited medicines and supplements and the need to comply with out-of-competition testing programmes. Doping: The principle of strict liability is central to anti-doping. Athletes are responsible for any prohibited substance found in their system, whether there was an intention to cheat or not. Elite athletes need to be familiar with the following: -The main sporting agencies that play a role in clean sport. Therefore, as an internal part of the NSF contract once signed the sailor underlies the rules and regulations issued by World Sailing, the NSF, Olympiatoppen and WADA for a clean and fair sport. 21 Norwegian Sailing Team Olympic Squad Regulations 7.5 Duration of membership of the Norwegian Sailing Team A sailor or team of sailors on one boat, are member of the Norwegian Sailing Team for the duration of one -calendar- year, i.e until next January 1st. The membership ends automatically when no new invitation for intake for the next season from the SD follows within this period, or the intake leads to not signing the NSF squad contract. It is possible to get a new invitation for another team level within the NST as the year before. No squad sailors can be in the NST Utfordrer Landslag for more than total of 4 years, unless extra evaluation between sailor, coach and SD. 7.6 Special rules, suspensions or ending membership of the Norwegian Sailing Team The SD can alter and/or end any sailor s Norwegian Sailing Team membership on grounds of: a) -infringements against the NSF squad contract or these NST squad regulations b) -indecent, unfair or un-sportsmanship behaviour, that are in conflict with the interests of the Norwegian Sailing Federation, NIF, Olympiatoppen including the members, employers and partners. 7.7 Committee of appeal in case of conflicts In case of conflict about interpretations, explanations or implementations of these squad regulations between a sailor and the SD representing the NSF, a written request can be filed for arbitration at the Committee of appeal. This committee will exist of independent unbiased expert members of adequate knowledge and respect by the sailing community in dealing with these issues, and will proceed solving this conflict in a way they seem fit. 7.8 Force Majeure and unforeseen circumstances In unforeseen situations or when force majeure' occurs in which these squad regulations cannot be applied, the Sport Director in close coordination with the General Secretary will decide. 8 Facilities and support on behalf of the Norwegian Sailing Team member The procedure on how to receive expert help at Olympiatoppen are as follows: When the national team coaches, athlete and sport director have evaluated last season, Hanne Haugland (OLTcoach) and the SD, will arrange an opstartsmøte at OLT, and within the capacities, the exact quality and quantity of support will be set. draft 18

22 Norwegian Sailing Team Olympic Squad Regulations 8.1 Sport technical support The Norwegian Sailing Federation will provide sport technical coaching/trainings available for the majority of the program of NST sailors. The NSF realises that quality of coaching becomes more and more decisive at the ultimate olympic medal level. In 2019, it will try to have training groups formed to obtain maximum sustainable efficiency of coaching for the majority and prioritised sailors of the team. The coaching program will be targeted on the OL landslag sailor(s) in each respective class. In case the NST has several sailors or sailing teams in the same class but in different levels, the coach can invite Utf LL sailors to join the planned trainings. In case sailors and coaches express this, an international cooperation of training-partners specialists and coaches can be organised. Also, in 2019, the possible use of expert coaches are used for short training periods deepening the experience and knowledge of both staff and sailors. 8.2 Financial support A sailor receives financial support as regulated in 5 of these squad regulations. Please be advised that these are for a big part 3rd parties funding, meaning that if these parties decide to hold their funds the NSF will have to seize this funding and cannot be held accountable. 8.3 Medical and para-medical support at Olympiatoppen Obligatory yearly medical examinations at OLT are for only OL Landslag sailors of the Norwegian Sailing Team. These medical examinations will be taken in one single day at the OLT medical center. The dates planned at OLT for 2018 are: June 12 th 2018 from 09:00 till 13:00 hrs Only when events are colliding with this date an alternative can be planned around this planned date In case of medical emergencies abroad it s advised to have the coach contact the: doctor on watch at: OLT nrs.: and the SD as soon as possible, and maintain in close contact during the first 24 hrs. With any serious injury of a athlete, it s the desired goal to have a 100% correct diagnose within 48 hrs after the injury where ever this happens. In case of a rehabilitation after injury only OL landslag sailors, can have rehabilitation treatment and -training at OLT supervised by a Team of OLT specialists only after acknowledgement from the SD. Extra costs for any medical assistance is to be arranged within the personal health insurance as per squad contract. (please check 7.3) draft 19

23 Norwegian Sailing Team Olympic Squad Regulations 8.4 Mental/Physical/Nutritional specialist support Olympiatoppen Mental training Optimal mental skills are essential for excelling at the highest level in our sport. However, each individual sailor requires an ex- and intensive learning path, which needs all sorts of experiences and forms of guidance. Respecting this and at an early stage of the olympiad, the SD in coordination with his coaches will only selectively consider OL Landslag sailors to be assisted in this aspect of their development. The SD will only consider requests for mental coaching if the sailor and coach have clearly formulated a sailing related mental-skill/deficit, plus a clear planned timeframe within which the biggest progress has to be made. All projects between mental specialists and sailors will be coordinated by the SD and be monitored by the coach. After the end of the agreed timeframe a report from both mental specialist and sailors is expected to be send to the SD. For the Utfordrer Landslag sailors the NST coaching staff has determined that the primary goal is to introduce and educate about mental aspects of performing, and this will be set and organised by the SD with the relevant OLT specialist. Team Culture In 2019 the group culture within the OL Landslag will be deepened under the supervision of OLT specialist Liv Hemmestad and Carl Axel Hageskog, sharing values and operations learning about Championship performing and coaching In attachment 3 all the team events will be listed. Physical Training For the physical fitness program Ol Landslag sailors can receive coaching, training and advice from OLT physical trainer: Magnus Midttun (Magnus.Midttun@olympiatoppen.no), after acknowledgement from the SD in coordination with OLT. Training at the OLT facilities is possible. For Ol A/B sailors the membership will be free of charge, for the Utfordrer Landslag a 50% part needs to be paid by the sailor. If a sailor is in need of a membership please apply for this at the SD. *Obligatory physical fitness test at OLT are held for OL Landslag sailors of the Norwegian SailingTeam. The test will be organised in one single day at the OLT. The dates planned at OLT for 2018 are: February 11, 22 or 23 June and Dec. 21 st or January 3rd (see att. 3) Only when training/racing events are colliding with this date an alternative can be planned around this planned date. 24 Norwegian Sailing Team Olympic Squad Regulations Nutritional support The OL landslag sailors can receive specialist advice on nutritional aspects from an OLT nutritionist Siri Marte Hollekim-Strand, only after acknowledgement from the SD 8.5 Administrative support For events and activities for which no personal entry is accepted, and these entries can only be made by a Worldsailing Member National Authorities (MNA), like ISAF worlds and Olympics plus test events, etc, the NSF will run the entry procedure for the eligible and qualified sailors (also for non-olympic disciplines). In case a selection system for these events will be enforced, this system will be a part of these NST Squad regulations. (see attachment 10 and 9.3) 8.6 Logistical support The NSF will coordinate with the team members logistics of travel by car, ferry, accommodation and flight on several but not all activities. Together with the training group and coach combined transports can be organised in order to optimise the logistical side of our sports. When transportation of coach-equipment is handled by the sailor (or family) personal car, a small financial compensation can be set at 3 NOK per KM, plus possible toll costs, etc. In case a sailor uses a NST car and coachboat transport for transportation of his own equipment, following applies: This arrangement can only be made if the driver has the correct certification and driving licences in the relevant countries. Sailor(s) pay for: The NSF will pay: Hotel accommodation during the drive For a ferry, or harbor fee the NSF will pay 50% the rest goes over the 2 teams Diesel and toll For this arrangement the NSF SD will determine what will be the cheapest route that will be used to determine the financial arrangement. In case of an incident: the driver(s) will pay NOK per incident as to take the own risk. The NSF insurance will pay than for the rest. This also includes issues like parking too creative and getting scratched/damaged by others. So please take care of these issues. In case of mechanical failure, the driver is to report this immediately to his NSF coach and/or SD and be advised on what and how to fix it if necessary. draft 21

25 Norwegian Sailing Team Olympic Squad Regulations Olympic Games Test event. During the last visit in Enoshima in Japan, the sailing site of the 2020 Olympics, it became clear that accommodation during the Games and training-life, will have special challenges. In order to gain several experiences on that theme this year, the team will be invited to live together in the assigned Olympic hotel during this 2019 Test event. In case longer stay during trainingcamps is needed the SD will offer to support on finding accommodation. It s adviced to make own arrangements early in the season since on site availability of accommodation is scarce. 8.7 Social-cultural support In collaboration with Olympiatoppen, counselling is available for OL- and Utfordrer Landslag on social-cultural issues of combining sports in the Norwegian culture. This could lead to networking for sport friendly schools and universities, and or when ending a sport career, a reintegration via job counselling and down -training. (if necessary). Also, to provide a wider social acceptance and networking support for a possible professional sailor career, the SD and staff of NSF will use various means of supporting these ventures wherever it seems helpful. 8.8 Promotional Support During events sailors and coaches will be required to assist on external communication towards press and partners. Following system is aimed to be set up: A NSF press officer will approximately 4 days before an event contact the relevant coach and/or sailor to produce some material for an event announcement. During the event on a daily base there will be contact between the NSF press officer and the sailors/coach in order to produce material and possible contact with interested press. Which material to produce is at the discretion of sailor, coach and can range from a simple telephone call up until a complete video production. The contact details of the press-officer : Morten Jensen, morten.jensen@seiling.no 8.9 Knowledge Base In 2018 the NSF will try to start to build a database or library of sailing related knowledge by efficient recording of experiences made by coaches and squad sailors. This can be on all the various aspects of sail racing and coaching: like meteo-reports, videorecordings, training plans, sport-technical articles and more. Access to this is only for Norwegian Sailing Team members, other Norwegian sailors that represent Norway at international regatta s and coaches and is managed by the SD and senior coaches. draft 22

26 Norwegian Sailing Team Olympic Squad Regulations 9 Selection Rules and regulations for Events 9.1 Eligibility for competing. It s the responsibility of the sailor to fulfil the demands of the eligibility code as set by Worldsailing as the international governing body, and possible international Class Organisations, in order to participate at the relevant events belonging to this Olympiad. In case of problems the NSF is willing to support in finding a reasonable solution in the interest of all parties involved. 9.2 Selection Rules for the 2020 Olympic Games in Tokyo During the 2017 season on several occasions the sailors, the SD and quite a few related bodies have looked into this matter and developed the procedures for this. Now in disciplines have qualified Norway for this event and for those sailors phase 2 comes into play. In attachment 10 and based on the information available, the biggest part of these regulations can be found. 9.3 Selection for the 2019 Olympic Test-event The Pre-Olympics in Enoshima, from August 2019 is a Worldsailing governed, closed event, for which the NSF can enter only 1 sailor per discipline. For this reason, an open qualifier for all eligible Norwegian sailors (as per NSF Selection Regulation 2020 Olympics) will be held in order to determine this Norwegian sailor representing Norway at this event. 32 UTØVERKONTRAKT FOR UTØVER UTTATT PÅ NORGES SEILFORBUNDS LANDSLAG NAVN: 1. FORMÅL Norges Seilforbunds formål er å fremme Seilsporten i Norge, og representere idretten internasjonalt. Særforbundet skal utvikle egen aktivitet, organisasjon, økonomi og ansatte slik at det imøtekommer de krav og utfordringer særidrettens medlemmer, norsk idrett og internasjonal idrett stiller. Denne avtalen danner grunnlaget for finansiering av toppidretten og dermed slik at Norges Seilforbund kan tilrettelegge best mulige sportslige vilkår for utøveren. Avtalen regulerer i hvilken utstrekning og på hvilken måte Norges Seilforbund har rett til å benytte utøveren i landslagsvirksomheten og i markedsaktiviteter, samt andre rettigheter og forpliktelser mellom partene. 2. ANDRE BESTEMMELSER I tillegg til denne avtalen er utøveren og Norges Seilforbund underlagt følgende idrettsorganisasjoners til enhver tid gjeldende bestemmelser: Den Internasjonale Olympiske Komité (IOC) Det Internasjonale Seilforbund (ISAF) Norges Idrettsforbund og Olympiske Komité (NIF) Norges Seilforbund (NSF) Hver av partene har et selvstendig ansvar for å gjøre seg kjent med disse reglene. Denne avtalen omfattes ikke av arbeidsmiljølovens bestemmelser og statuerer således ikke et arbeidsgiver/arbeidstaker forhold mellom partene. 3. UTØVERENS FORPLIKTELSER 3.1 Utøvers forpliktelse Utøveren forplikter seg til å delta på Norges Seilforbunds landslagsvirksomhet, herunder: Satse mot OL/PL i Rio 2016 Lage aktivitetsprogram/seilplan i samarbeid med trener hvert år (trening på vann og land, regatta, utstyrsutvikling, budsjett osv.) Gjennomføre godkjent aktivitetsprogram/seilplan Rapportere jevnlig til trener Konsultere trener ved bruk av medikamenter. Utøveren er underlagt NIFs og IOCs dopingbestemmelser Sørge for full forsikringsdekning for reising, trening og konkurranse i inn- og utland. Dette gjelder både egen person, utstyr, samt slik ansvarsforsikring som regattaarrangør måtte kreve (NSF s utvidede personlige seillisens ) Delta i NM dersom godkjent seilplan tillater det

33 Delta på samlinger der man også skal være forbilder for andre utøvere (eks. rekruttsamlingen hver høst) Delta på utviklingsprosjekter i NSFs regi NSF har hevd på den kunnskap utøver erverver seg i avtaleperioden slik at NSF kan benytte dette fritt innen sine lag. NSF kan be utøver levere kunnskapen skriftlig inntil to ganger i året. Aleksander Wang-Hansen kan benyttes vederlagsfritt til interne foredrag. Ved eksterne foredrag vil det bli gitt et vederlag etter nærmere avtale. 3.2 Utøvers plikt til å medvirke i sponsoravtaler Norges Seilforbund har rett til å inngå de avtaler som anses nødvendige for å danne grunnlag for finansieringen av Norges Seilforbunds virksomhet, herunder å benytte utøveren til å oppfylle de inngåtte avtaler. Utøveren forplikter seg til å medvirke i Norges Seilforbunds avtaler, dog slik at utøveren har rett til å ta forbehold, jf. NIFs lov Utøveren stiller blant annet følgende markedsrettigheter til Norges Seilforbunds rådighet: Utøverens navn Utøverens bilde/levende bilde Utøverens signatur Norges Seilforbund kan benytte ovennevnte markedsrettigheter blant annet til: Fotokampanjer Radioreklame Internettreklame Reklamefilm Videoinnslag Aktiviteter med NSFs samarbeidspartnere Utøveren forplikter seg til å delta i avtalte markedskampanjer med NSFs samarbeidspartnere, dog ikke slik at dette går ut over godkjent aktivitetsplan/seilplan. Utøveren er forpliktet til å benytte Norges Seilforbunds offisielle landslagsbekledning i forbindelse med all opptreden knyttet til landslagsvirksomheten i henhold til Norges Seilforbunds gjeldende bekledningsinstruks. Utøver kan ikke bytte bort/selge klær fra klessponsor så lenge en er på Norges Seilforbunds landslag. Utøveren er forpliktet til å følge Norges Seilforbunds offisielle logo-design på båter og utstyr i forbindelse med all opptreden knyttet til landslagsvirksomheten. Utøver har rett til å inngå private avtaler. Avtalene skal ikke være konkurrerende eller i strid med Norges Seilforbunds øvrige avtaler. Det vises her særskilt til bransjeeksklusivitet. Plassering på klær, båter og utstyr må være i henhold til Norges Seilforbunds beklednings- og logoinstruks.

34 Norges Seilforbunds rett til å benytte utøveren er eksklusiv og utøveren plikter å avstå fra å inngå private markedsavtaler i forhold til de markedsrettigheter som Norges Seilforbund innehar. Norges Seilforbunds rettigheter etter denne avtale gjelder world wide. 3.3 Utøverens økonomiske forpliktelser Som ledd i å skape heltidsutøveren må utøveren jobbe opp mot sponsorer og egen klubb for å skaffe en grunnfinansiering for å kunne dedikere sin tid til satsingen. Utøveren må forvente at det vil bli krevet egenandeler for gjennomføring av komplett sesongprogram. 4. NORGES SEILFORBUNDS FORPLIKTELSER 4.1 Norges Seilforbunds sportslige forpliktelser Norges Seilforbund skal gi utøveren et tilbud som ut fra Norges Seilforbunds tilgjengelige ressurser er best egnet til å oppnå de målsettinger som seilforbundet og utøveren i fellesskap har satt, herunder: Trenerbistand og lederfunksjon i henhold til aktivitetsprogram/seilplan og budsjetter Samarbeidsavtaler for Landslaget NSF besørger profileringsmateriell fra samarbeidspartnerne Bistand fra NSFs administrasjon Presseopplegg, slik som informasjon på web og pressemeldinger Regnskapsfunksjon (utbetalinger, reiseregninger/dokumentasjon, innberetning av stipend etc) Informasjon fra Sportsjef og styringsteamet Landslagssamlinger Informasjon og søknader til OLT Generell helsestøtte via OLT innen for OLTs kapasitet og rammer Innstiller til båtlån fra H.M. Kong Olavs Båtfond Garanti i forbindelse med utstedelse av carnet/tolldokumenter 4.2 Norges Seilforbunds markedsforpliktelser Norges Seilforbund skal informere utøveren om de avtaler som Norges Seilforbund inngår hvor Norges Seilforbund vil gjøre bruk av rettigheter etter denne avtale. Norges Seilforbund skal varsle utøveren om fremtidige markedsaktiviteter innen rimelig tid slik at utøveren kan planlegge og innrette seg i henhold til dette.

35 Norges Seilforbund kan ikke overføre rettigheter og forpliktelser etter denne avtalen til andre. 4.3 Norges Seilforbunds økonomiske forpliktelser For utøverens ytelser etter denne avtale er Norges Seilforbund forpliktet til å godtgjøre utøveren som følger: Under punktene nedenfor vises det til vedtatt budsjett for inneværende år Startkontingent i henhold til godkjent aktivitetsprogram/seilplan Treningskort ved Toppidrettssenteret Overnatting i henhold til vedtatt budsjett (billigste forsvarlige alternativ) Utgifter til reise i henhold til vedtatt budsjett og godkjent aktivitetsprogram (Fly, ferge, bensin, bom etc) Utgifter til frakt i henhold til vedtatt budsjett og godkjent aktivitetsprogram (Container, carnet etc) Utbetaling av midler forutsetter innlevert signert kontrakt til Norges Seilforbund. Midlene utbetales mot innleverte utgifts/reiseregninger. Utleggsrefusjon av kostnader som skal dekkes fra reisestøtte skal innleveres NSF innen 2 uker etter gjennomført aktivitet eller innenfor dato fastsatt av trener. Godtgjørelsen er inklusive eventuell merverdiavgift. Bortfall av aktiviteter i forhold til godkjent aktivitetsprogram/seilplan vil medføre redusert kostnadsdekning. 5. AVTALEPERIODEN Denne avtale løper fra 1. januar 2015 og opphører uten forutgående oppsigelse 31. desember Norges Seilforbund kan likevel si opp avtalen dersom utøveren ikke har deltatt i henhold til aktivitetsplanen forutsatt at oppholdet ikke skyldes midlertidig sykdoms- og/eller skadefravær. Ved avtalens opphør bortfaller partenes rettigheter og forpliktelser etter denne avtale, dog slik at allerede påbegynte markedskampanjer skal avsluttes dersom Norges Seilforbund ønsker det. 6. MISLIGHOLD Ved mislighold av denne avtale kan hver av partene kreve sitt økonomiske tap erstattet. Videre skal utøveren holde seilforbundet skadesløs for ethvert tap seilforbundet påføres som følge av at seilforbundets samarbeidspartner (sponsor) reiser krav mot seilforbundet med bakgrunn i utøverens mislighold overfor seilforbundet. Ved vesentlig mislighold fra en av partene har den annen part rett til å heve avtalen med øyeblikkelig virkning. Som vesentlig mislighold regnes alltid at utøveren blir dømt for overtredelse av de til enhver tid gjeldende nasjonale og internasjonale dopingbestemmelser. NSF ser på utøverne som et utstillingsvindu, og dermed viktig for forbundets omdømme. Derfor blir det i forbindelse med utøvelse av idretten lagt vekt på etikk og moral. NSF anser

36 det som hevingsgrunn ved brudd som fører til en vesentlig forringelse av forbundets omdømme. 7. TVISTER Enhver tvist eller uoverensstemmelse vedrørende denne avtalen skal søkes løst i minnelighet. Partene skal lojalt og etter beste evne søke å bidra til at løsningen skjer ved forhandlinger. Dersom løsning ikke oppnås i minnelighet innen 30 dager etter at en av partene har krevd forhandlinger, jf. avsnittet ovenfor, skal tvisten løses ved NIFs Domsutvalg. Vernetinget avtales til å være i Oslo. 8. KONFIDENSIALITET Partene forplikter seg til å holde avtalen konfidensiell dem i mellom. *** Kontrakten er utferdiget i 2 to eksemplarer hvorav Norges Seilforbund v/adm. og utøveren beholder hver sin. 38 2. Bakgrunn/formål Retten til å inngå markedsavtaler tilhører idrettens organisasjonsledd. NSF har lisensiert denne retten til utøver til å inngå egne markedsavtaler innenfor de rammer som følger av NSFs markedsreglement. Utøver er forpliktet til å benytte NSFs standard individuell sponsoravtale og må ha gyldig reklamelisens. Avtalen skal være maksimalt 1 år. NSF skal godkjenne avtalen og besørge at det mottar en rimelig andel av de inntekter sponsorobjektets egne markedsavtaler genererer (reklamelisens). Sponsor er et. (selskapsform) innen. Sponsor ønsker gjennom dette samarbeidet å profilere seg som en aktiv støttespiller for utøver samt styrke sin merkevare og profil i samsvar med de sunne og gode verdiene som utøver står for. Utøver har som formål med denne avtalen å legge til rette og finansiere sin seiling. 3. Sponsors rettigheter 3.1 Bransje Sponsor har bransjeeksklusivitet innen. bransje overfor utøveren, herunder slik at utøveren ikke kan inngå tilsvarende avtale med aktør innen denne bransjen. 3.2 Betegnelse Sponsor gis rett til å benytte følgende betegnelse: «Sponsor for (utøver)» 3.3 Eksponering Sponsor har i avtaleperioden rett til å utnytte utøvers navn signatur og bilde i sin markedsføring eller øvrige virksomhet innenfor ovennevnte bransje. Sponsors bruk av ovennevnte rettigheter skal skriftlig forhåndsgodkjennes av utøver. Sponsor gis rett til å benytte utøver i markedskampanjer i avtaleperioden. Utøvers medvirkning skal tilpasses utøvers treninger/regattaer. Sponsor dekker forskuddsvis reise- og oppholdskostnader forbundet med ovennevnte. Sponsor gis i avtaleperioden rett til å eksponere sin virksomhet på følgende måte: o o o o Profilering på seilantrekk/vest (definer størrelse og sted) Profilering på fritidsantrekk (definer størrelse og sted) Profilering på båt/seil/bom (definer størrelse og sted) Profilering på bil/henger (definer størrelse og sted) Sponsor stiller vederlagsfritt til disposisjon for utøveren profileringsartikler slik som eksempelvis tøymerker til klær og klistremerker til båt/utstyr. Sponsor er ansvarlig for å dekke eventuelle kostnader til frakt, toll, mva eller andre kostnader eller avgifter som artikkelleveransen måtte medføre. Såfremt ikke annet er avtalt, forblir 2

39 utleverte profileringsartikler Sponsor sin eiendom. Dersom avtaleforholdet avsluttes ved oppsigelse eller hevning, skal Utøveren levere tilbake mottatte artikler dersom Sponsor ber om det. All profilering skal være i overenstemmelse med de til enhver tid gjeldende regler fra NIF, NSF, World Sailing og nasjonale/internasjonale klasseklubber. Sponsor er kjent med og aksepterer at arrangører og klasseklubber kan ha markedsavtaler som innebærer at utøver må profilere sponsorer innenfor samme bransje som sponsor etter denne avtalen. 3.4 Øvrige rettigheter (Fyll inn) 4. Forholdet til idrettens regelverk Sponsor er kjent med og aksepterer at utøver er underlagt følgende idrettsorganisasjoners til enhver tid gjeldende bestemmelser: o o o o o o Den Internasjonale Olympiske Komité (IOC) World Sailing Norges idrettsforbund (NIF) NSFs lov, vedtak og markedsbestemmelser Utøvers seilforenings lov og bestemmelser Utøvers landslagskontrakt Ved motstrid mellom bestemmelser i denne avtalen og idrettens regler, skal sistnevnte ha forrang. Denne avtalen gir ikke sponsor rett til å utnytte utøver i noen form for markedsføring under eller i forbindelse med de olympiske leker (OL) dersom utøver deltar i OL. 5. Vederlag og bonus Sponsor betaler vederlag til Utøver stort kr.,- Bonuser: Avtales særskilt under dette punkt. Bonus avtales for konkurransens art, samt plassering. 1.plass 2.plass 3.plass plass NM EM VM OL Andre Utøver fakturerer sponsor, som innbetaler til Utøvers konto: innen 14 dager. Betaling merkes med Utøvers navn samt hva det betales for. 3

40 Alle bonuser skal være innbetalt senest innen 1. uke etter endt kontraktsperiode. Eventuelle utlegg dekkes forskuddsvis eller fortløpende etter regning, senest innen 1. uke etter fremlagt regning. Ved utbetalinger skal Sponsor i tillegg til avtalte beløp betale mva dersom Utøveren i løpet av kontraktsperioden blir mva pliktig eller arbeidsgiveravgift dersom det følger av de til enhver gjeldende regler. 6. Reklamelisens Utøver må ha gyldig reklamelisens for å fremvise reklame. Sponsor skal betale den årlige lisensavgiften (pr. kalenderår) med tillegg av mva til NSF i henhold til faktura fra NSF. Dette kommer i tillegg til pkt. 5 i avtalen. Avtalens varighet Denne avtalen løper fra signering og opphører uten forutgående oppsigelse. 4

41 Avtalens varighet er uansett begrenset til 12 måneder og det kreves reklamelisens hvert kalenderår. Dersom organisasjonsledd inngår markedsavtale med en part som omfattes av samme bransje som sponsor, har nevnte organisasjonsledd rett til å betale utøver fri fra sine forpliktelser etter herværende avtale. Herværende avtale vil i et slikt tilfelle anses som opphørt. Kompensasjon til Utøver for slikt frikjøp skal beregnes etter følgende formel: NSF godtgjør Utøver for det tidsrom der Utøver ikke får avtalt betaling fra Sponsor jf. avtalen. Sponsor har ikke krav på kompensasjon for slikt frikjøp, men er fri fra sine forpliktelser etter avtalen. Allerede utbetalt godtgjørelse fra sponsor til utøver kan ikke kreves tilbake fra utøver. 8. Oppsigelse Sponsor kan si opp avtalen med tre -3- måneders skriftlig varsel dersom Utøveren i en periode på seks -6- måneder ikke har konkurrert i de mesterskap og konkurranser som Utøveren var forutsatt eller uttatt til å delta i. NSF kan si opp avtalen med én -1- måneds skriftlig varsel jf. pkt. 7 ovenfor. Ved oppsigelse etter denne bestemmelse kan Sponsor ikke fremme krav verken mot Utøver eller NSF. 8. Mislighold Dersom en av partene unnlater å overholde eller oppfylle noen av sine vesentlige forpliktelser i henhold til denne avtale eller unnlater å rette opp et mislighold av denne avtale innen 30 dager etter å ha blitt oppfordret til det ved skriftlig varsel fra den annen part, kan den annen part heve avtalen. Som mislighold regnes dersom utøver blir dømt for brudd på dopingbestemmelser som er i samsvar med Word Anti-Doping Code. Ovennevnte bestemmelser avskjærer ikke partenes rettigheter til å gjøre gjeldende andre misligholdsbeføyelser (krav om retting, omlevering, erstatning mv.) som følge av at en av partene har misligholdt sine forpliktelser etter avtalen. 9. Overføring av rettigheter og plikter Partenes rettigheter og plikter etter denne avtalen kan ikke overdras uten forutgående skriftlig samtykke fra den annen part. 10. Konfidensialitet Partene forplikter seg til å holde avtalens innhold fortrolig. Enhver offentliggjøring skal på forhånd være godkjent av begge parter. 11. Tvister 5

42 Enhver tvist eller uoverensstemmelse vedrørende denne avtalen skal søkes løst i minnelighet. Partene kan kreve at det skal opptas forhandlinger. Dersom løsning ikke oppnås i minnelighet innen 30 dager etter at en av partene har krevet forhandlinger, skal tvisten løses ved de sivile domstoler. Vernetinget avtales til å være i. (fyll inn). 12. Except: Inhaled salbutamol: maximum 1600 micrograms over 24 hours in divided doses not to exceed 800 micrograms over 12 hours starting from any dose; Inhaled formoterol: maximum delivered dose of 54 micrograms over 24 hours; Inhaled salmeterol: maximum 200 micrograms over 24 hours. The presence in urine of salbutamol in excess of 1000 ng/ml or formoterol in excess of 40 ng/ml is not consistent with therapeutic use of the substance and will be considered as an Adverse Analytical Finding (AAF) unless the Athlete proves, through a controlled pharmacokinetic study, that the abnormal result was the consequence of a therapeutic dose (by inhalation) up to the maximum dose indicated above. and other growth factors or growth factor modulators affecting muscle, tendon or ligament protein synthesis/ degradation, vascularisation, energy utilization, regenerative capacity or fibre type switching. 4

Other anti-estrogenic substances including, but not limited to: Clomifene; Cyclofenil; Fulvestrant. 4. Agents preventing activin receptor IIB activation including, but not limited, to: Activin A-neutralizing antibodies; Activin receptor IIB competitors such as: Decoy activin receptors (e.g. ACE-031); Anti-activin receptor IIB antibodies (e.g. bimagrumab); Myostatin inhibitors such as: Agents reducing or ablating myostatin expression; Myostatin-binding proteins (e.g. follistatin, myostatin propeptide); Myostatin-neutralizing antibodies (e.g. domagrozumab, landogrozumab, stamulumab). 5. Including, but not limited to: Desmopressin; probenecid; plasma expanders, e.g. intravenous administration of albumin, dextran, hydroxyethyl starch and mannitol. Acetazolamide; amiloride; bumetanide; canrenone; chlortalidone; etacrynic acid; furosemide; indapamide; metolazone; spironolactone; thiazides, e.g. bendroflumethiazide, chlorothiazide and hydrochlorothiazide; triamterene and vaptans, e.g. tolvaptan. Except: Drospirenone; pamabrom; and ophthalmic use of carbonic anhydrase inhibitors (e.g. dorzolamide, brinzolamide); Local administration of felypressin in dental anaesthesia. The detection in an Athlete s Sample at all times or In-Competition, as applicable, of any quantity of the following substances subject to threshold limits: formoterol, salbutamol, cathine, ephedrine, methylephedrine and pseudoephedrine, in conjunction with a diuretic or masking agent, will be considered as an Adverse Analytical Finding (AAF) unless the Athlete has an approved Therapeutic Use Exemption (TUE) for that substance in addition to the one granted for the diuretic or masking agent. 5

50 PROHIBITED METHODS M1 MANIPULATION OF BLOOD AND BLOOD COMPONENTS The following are prohibited: 1. The Administration or reintroduction of any quantity of autologous, allogenic (homologous) or heterologous blood, or red blood cell products of any origin into the circulatory system. 2. Artificially enhancing the uptake, transport or delivery of oxygen. Including, but not limited to: Perfluorochemicals; efaproxiral (RSR13) and modified haemoglobin products, e.g. haemoglobin-based blood substitutes and microencapsulated haemoglobin products, excluding supplemental oxygen by inhalation. GENE AND CELL DOPING M3 The following, with the potential to enhance sport performance, are prohibited: 1. The use of polymers of nucleic acids or nucleic acid analogues. 2. The use of gene editing agents designed to alter genome sequences and/or the transcriptional, post-transcriptional or epigenetic regulation of gene expression. 3. The use of normal or genetically modified cells. 3. Any form of intravascular manipulation of the blood or blood components by physical or chemical means. M2 CHEMICAL AND PHYSICAL MANIPULATION The following are prohibited: 1. Tampering, or Attempting to Tamper, to alter the integrity and validity of Samples collected during Doping Control. Including, but not limited to: Urine substitution and/or adulteration, e.g. proteases. 2. Intravenous infusions and/or injections of more than a total of 100 ml per 12 hour period except for those legitimately received in the course of hospital treatments, surgical procedures or clinical diagnostic investigations. 6

Formålet med Olympiatoppens stipendutøverordning Olympiatoppen har det operative ansvar og myndighet til å utvikle norsk toppidrett, og et overordnet ansvar for resultatutviklingen i norsk toppidrett. Olympiatoppen har gjennomføringsansvar for Norges deltakelse i de olympiske leker og de paralympiske leker, samt multiidrettsarrangementer som European Games, Ungdoms-OL, EYOF osv. Olympiatoppens støtteordninger skal bidra til å gi forutsetninger for at de beste norske utøverne utvikler seg til å nå verdenstoppen. Som stipendutøver kan utøveren etter avtale benytte seg av en rekke ressurser ved Olympiatoppen, som test- og treningsfasiliteter, helsetjenester, ernærings- og treningsveiledning, mental trening mm. Tilbud om å få status som Olympiatoppens stipendutøver, forutsetter undertegning av denne egenerklæringen. Det presiseres at utøverstipendordningen ikke har som formål å etablere et ansettelsesforhold. Utøverens egenerklæring: Jeg (heretter «utøveren») anerkjenner formålet med Olympiatoppens stipendutøverordning, og aksepterer herved følgende: 1. Satsing, trening og medisinsk oppfølging Idrettssatsingen er utøverens hovedbeskjeftigelse, og er en del av det aktuelle særforbunds landslagsopplegg. Annen satsingsmodell kan også aksepteres, forutsatt at dette gjøres i samråd med særforbundet og Olympiatoppen. 1

56 De plan- og treningsregistreringsverktøy som Olympiatoppen og særforbundet til enhver tid tilbyr skal benyttes av utøveren, med mindre annet avtales. Treningsdokumentasjon og treningsplaner skal gjøres tilgjengelig for de personer i Olympiatoppen som bistår utøveren og særforbundet. Olympiatoppen behandler informasjon fra utøver på en fortrolig måte. Utøveren skal ta hensyn til de råd Olympiatoppens medisinsk ansvarlige gir. Bruk av helsepersonell som ikke er tilknyttet Olympiatoppen, skal på forhånd avklares med helseavdelingen i Olympiatoppen og kun gjøres i samråd med Olympiatoppen og forbundets medisinsk ansvarlige. 2. Kosttilskudd Olympiatoppen har en restriktiv holdning til bruk og markedsføring av kosttilskudd. Ved bruk av kosttilskudd skal utøveren følge Olympiatoppens gjeldende retningslinjer for bruk og markedsføring av kosttilskudd. Dette innebærer blant annet restriksjoner på hva slags type kosttilskudd utøvere kan benytte seg av, samt en forpliktelse til å rapportere eventuell bruk av kosttilskudd til Olympiatoppen. En stipendutøver kan ikke inngå avtale med noen som har økonomisk interesse i utvikling, salg eller markedsføring av kosttilskudd (kosttilskuddsavtaler) uten skriftlig forhåndsgodkjenning fra Olympiatoppen. Enhver avtale knyttet til markedsføring av kosttilskudd skal være i tråd med Olympiatoppens retningslinjer på området. Brudd på dette kan medføre plikt til å tilbakebetale tildelt stipend. Utøver skal alltid skriftlig opplyse om eventuelle kosttilskuddsavtaler i forbindelse med innsending av egenerklæringen. Olympiatoppen kan ta stilling til om en eventuell avtale avskjærer utøver fra å kunne bli stipendutøver. 3. Idrettens regelverk og verdigrunnlag Utøveren aksepterer å være underlagt NIF og tilsluttede organisasjonsledds regelverk, herunder NIFs straffe- og dopingbestemmelser, og at sanksjoner etter nevnte regelverk kan ilegges dersom regelverket brytes. For utøvere med meldeplikt forutsettes det at utøveren har god kjennskap til, og etterlever, NIFs forskrift om meldeplikt og annen utøverinformasjon. Utøveren samtykker til at saker vedrørende brudd på dopingbestemmelsene kan avgjøres med endelig virkning av Court of Arbitration for Sport (CAS). Dette innebærer at utøveren ved denne avtaleinngåelsen aksepterer en voldgiftsavgjørelse i CAS som endelig, og at dette normalt avskjærer adgang til prøving for alminnelige domstoler. Stipendutøvere skal opptre i samsvar med NIFs formål, virksomhet og kjerneverdier, og plikter å innrette seg etter gjeldende regler, retningslinjer og vedtak fattet av NIFs styrende organer. Utøveren skal avstå fra å opptre på en måte som er uforenlig med plikter/rollen som stipendutøver og som kan skade idrettens anseelse og omdømme. Utøver innestår for å ikke tidligere ha utført handlinger som kan sanksjoneres etter NIFs lov (eksempelvis bruk av høydehus (etter 2003), manipulasjon av idrettskonkurranser, doping mm.), og forplikter seg til å avstå fra slike handlinger. Stipendutøveren har et særlig ansvar for å ta avstand fra, og arbeide mot, doping og manipulasjon av idrettskonkurranser. Utøver innestår for å ha gjennomført Antidoping Norges e-læringsprogram «Ren utøver». 2

57 Stipendutøvere skal ha kjennskap til de regler som gjelder for deltakelse i OL og PL, herunder de begrensninger dette medfører i adgangen til å bli benyttet i markedsføring. Utøver som vurderer inngåelse av markedsavtaler må kontakte Olympiatoppen før avtalen inngås for å få nærmere kjennskap til regelverket. 4. Inntekts og formuesforhold Tildeling av stipend er gjenstand for behovsprøving, og utøveren plikter å gi opplysninger om inntekts- og formuesforhold. Avkortning av stipend starter ved en inntekt på kroner for alle stipendkategorier, og blir redusert krone for krone på inntekt fra kroner (A-stipend), fra kroner for B-stipend, og fra kroner for U-stipend. Avkortningen av stipendutbetalingen vil altså tilsvare det inntektsbeløp som overstiger kr Tjener en stipendutøver mer enn (A), (B) og (U) vil stipendet følgelig ikke komme til utbetaling, men utøveren beholder sine øvrige rettigheter som stipendutøver. Utøvere som opplyser at de overstiger Olympiatoppens øvre inntektsgrense for den aktuelle stipendkategorien, behøver ikke å opplyse om inntekts- og formuesforhold. Utøveren bør legge ved en egen redegjørelse eller ta kontakt dersom det er usikkerhet knyttet til utregning av inntekt eller formue, eller det er særlige forhold Olympiatoppen bør være kjent med. Ved undertegnelse av erklæringen bekrefter utøveren at de oppførte opplysningene er korrekte og er gitt etter beste evne, og det aksepteres at Olympiatoppen, Norges idrettsforbund og det aktuelle særforbund kan innhente nødvendige dokumenter for å verifisere de opplysningene som er gitt. 3

Særforbundets bruk av stipendet Stipendet tildeles utøverne via det aktuelle særforbundet, som skal benytte dette i samråd med særforbundet til ett eller flere tiltak innenfor rammen av særforbundets toppidrettsarbeid. Dette kan omfatte blant annet: - Dekking av reiseutgifter, og tapt arbeidsfortjeneste i forbindelse med trening og konkurranser. - Barnepass for perioder med trening og konkurranser. - Treningsopphold i Norge eller utlandet som ikke dekkes av særforbundet. - Konkurranser i utlandet som ikke dekkes av særforbundet. - Medisinsk og fysikalsk behandling som ikke dekkes av særforbundet. - Utstyr og materiell for å gi treningen større effekt eller bedre kvalitet, og som ikke dekkes av særforbundet. 6. Varighet og opphør Status som stipendutøver for denne tildelingen gjelder i ett år fra tildelingsbrev er sendt til det aktuelle særforbundet. Etterlevelse av denne erklæringen er en nødvendig forutsetning for å bli tildelt stipendmidler og annen bistand fra Olympiatoppen. Brudd på forpliktelsene etter erklæringen gir Olympiatoppen rett til å frata utøveren status som stipendutøver, og kreve at tildelte stipendmidler er tilbakebetalt innen 14 dager etter at krav om dette er fremsatt. Utøveren kan selv når som helst frivillig si fra seg statusen som stipendutøver. Tildelt stipend skal da tilbakebetales til Olympiatoppen innen 14 dager fra oppsigelsesdatoen og utøveren vil etter dette ikke lenger ha status som stipendutøver Signatur Sted og dato

60 Norwegian Sailing Federation Selection Regulations 2020 Olympics Updated version; December Preamble The final decision on entering Norwegian participants for the 2020 Olympic Games in Tokyo is to be made by the Olympiatoppen director of elite sport. Accordingly, these selection regulations will be used to establish the sailors to be proposed by the Norwegian Sailing Federation (NSF) to the Olympiatoppen director of elite sport for this event. Before the overall proposal of all the selected, sailors by the NSF (after using this system), a meeting will be held in May/June, in which NSF and OLT seek mutual agreement on the proposed sailors for the Norwegian Olympic Team. 2 General requirements The male - or female- sailors in, single handed disciplines, and the teams in the double-handed disciplines, meant in this document will be mentioned: sailors. 2.1 These Olympic selection regulations will apply only when all requirements from higher organisations as: IOC, World Sailing, Olympiatoppen and NIF have been met. The official Norwegian selection criteria are available via this link: The Norwegian Olympic Selection is open for all eligible sailors as per World sailing eligibility code latest version at start of the 1 st race of the respective series (in phase 3) chosen for this procedure. 2.3 Breaches of this eligibility code during the selection will lead to disqualification from further participation in this selection procedure. 2.4 Participating in this Norwegian Olympic Selection are by no means reasons for NSF to allocate extra funding or other support to any sailor. 2.5 Any crew-change after the 1 st race (phase 3) of the Norwegian 2020 Olympic Selection until the final race of this regatta series, will lead to disqualification from this procedure. 61 Norwegian Sailing Federation Selection Regulations 2020 Olympics 3 The 3 phases of the procedure Within the procedure 3 phases are set. Per class events may differ, but these rules will guarantee a sufficient level of equality between the different disciplines. In case a phase 1 nation qualification or phase 2 and 3 level, comes later in the period related to this procedure, this selection system will stay in place using the relevant results from the events that were sailed before. 3.1 Nation qualification for World-sailing in the relevant discipline (phase 1) In each discipline, any eligible Norwegian sailor can qualify Norway for participation in that specific discipline at the 2020 Olympic Games in Tokyo, according to World sailing Olympic Qualifying regulations. Fulfilling this phase will not lead to any advantage in the following phases of the Norwegian Olympic selection, nor will it lead to extra funding or automatic NST membership. 3.2 Qualification to be eligible for the Norwegian Olympic Sailing Team (phase 2) A Norwegian sailor is eligible for taking phase 3 in the Norwegian Olympic Selection when he has made: two or more, top 10 final results during: European Championships, World Championships, and/or World cup/eurosaf events in one single discipline, in the period from March 1 st, 2019 till June 1 st, These events will have to meet the quality criteria set in attachment 3. In case any of the above events do not meet up to these criteria, no new event will be appointed to compensate for this. (Phase 2) In case two or more sailors have made this phase 2 level, a selection (phase 3) will take place. 3.3 Norwegian Olympic Selection Racing (phase 3) All eligible Norwegian sailors (per 2) that are qualified as per 3.2 to participate in the 2 Olympic Selection Regattas (attachment 1), will be scored in a separate point system in which both overall results are awarded an amount of points according attachment 2. The sailor with the lowest overall points scored in this system will be proposed to the Olympiatoppen director of elite sports, to participate at the 2020 Olympic Games in Tokyo in the relevant discipline. In case two or more eligible sailors have participated in this Norwegian Olympic Selection system, and the points difference was less than 5 points (attachment 2), the Olympiatoppen director of elite sports and the NSF Sport Director will call for a meeting with all sailors mid-april (or within 1-2 weeks after the last event later than mid-april). 62 Norwegian Sailing Federation Selection Regulations 2020 Olympics 3.4 Breaking point and performance indicator In case on January 1 st, 2020, only one sailor has reached phase 3, and no other sailor(s) has made any top 10 result (as per 3.2), the selection procedure in this discipline will be ended, and the phase 3 qualified sailor will be proposed by the NSF according to 1. In this situation, a performance indicator will be agreed, which is to be a part of the specific sporttechnical preparation for the Olympic Games. This performance indicator will need to be made before mid-may 2020, and will be in agreement with sailor, NSF sport director, Olympiatoppen director of elite sports and Olympiatoppen Coach, and specified in written form before January 15 th, Proceedings after last event. (Olympic preparation) Within 1-2 weeks after finalising this selection system, the potential Olympic candidate, his coach, the Olympiatoppen director of elite sports, Olympiatoppen Coach and the NSF sport director will meet and agree on a sport-technical plan preparing the Olympic games. 5 Concluding Only in case of force majeure' or other external events that will influence the goals and methods of this system, the NSF has the responsibility, and right, to change this procedure in such a way in which it will seem just and in line to serve the goals it has set out to achieve.
