General AJO MINUTES: Hanfried Haring(HH) opens the meeting and welcomes the participants. He starts by summarising the previously communicated EEF GA document on jumping. He thanks John Madden(JM) and John Roche(JR) who made a serious effort to join this meeting. HH leaves the floor to JM for the proposed changes. JM starts by explaining the time line ahead for approval process. He states that this meeting is of essence before the Sports Forum documents are out. The intention of the FEI Jumping Committee is to distribute the document about all proposed changes to NFs as early as possible and to receive comments in good time before the Sports Forum. Olympic Games: The main consideration is to keep the quality while increasing the number of flags and more broadcasting availability with regard to the last IOC resolution of universality and excellence. Therefore the following is considered while also trying to keep the drama factor. Total Athletes riders per team Ind. Comp. * Ind. Comp. Day Rest days Compt. Compt. A,B,C,F,G: Athletes from each group according to Olympic Athlete Ranking List. - Olympic Gr. D&E : 4 Athletes from each group at Pan-Am Games World Equestrian Games: Similar approach to Olympic Games. Competition to be counted as the Furusiyya Final of that year. Madden for Olympic Games & WEG: reserve horses and substitution possibility (1 horse for each team) - The order of individual or team classes can be further discussed. - nd horse of the athlete to be added for individual competition to be discussed - Possibility to increase the number of medals to be discussed - Number of team riders- possibility to have 4 in the first round and 3 in the nd.
3 Invitation System: - Discussions with the IJRC to continue in order to resolve the current status with a possibility to establish a working group. - Event Classification System(ECS) to be further developed to accommodate the new changes. - There is now more control over the entries via FEI online entry system in cooperation with the Foreign Judge. - A new level of 6* Major Events to be introduced. (Possibily 4-5 events/year). To be selected from the existing shows. Special ranking points can be assigned. - All CSIOs will attribute Nations Ranking points to NFs.(possibly selected CSIs as well) - All CSIOs (except for OG and WEG ) will continue to have 4 riders per team with one drop score. Types of Shows : Type 1: % ranking points. - Home Riders Participation: according to percentage in the schedule for the relevant star level - OC Wild Card+FEI Wild Card: 5+ - Remaining Athletes: according to descending order of athlete ranking list Type : - 50 % ranking points - Home riders+wild Cards(FEI/OC): max 30 %. - Remaining 70 % Athletes: according to descending order of athlete ranking list Percentage of Home Riders: 5* Events Between % 4* Events Between 0-40 % *&3* Events Between % 1*Events Between % Following intensive discussions for the Invitation Sytem- Types of Shows above, participants unanimously agree on the following joint proposal: Type 1 Type Obligatory for NCs, WCs, 6* events. Open to all other shows Open to all shows (other than NC,WC,6*) OC Wild Card + FEI Wild Card 5+ OC Wild Card + FEI Wild Card 5+ Home Riders % in accordance with star levels as above Home Riders % in accordance with star levels as above Percentage of invited riders to be determined by the OC. A Maximum percentage cap to be discussed. Remaining riders invited in descending order of the ranking list 100 % Ranking Points (Min.) Remaining riders invited in descending order of the ranking list X % Ranking Points in relation to chosen percentage of invitations. 3
4 Remarks to above decision : o o o The OCs have to declare their status and invitation percentage at the time of the FEI Calendar entry deadline in order to give the riders enough time to choose. To this end, special deadlines may be introduced in addition to the existing ones. Transparency for all stakeholders (riders, OC, etc.) is necessary. The ranking list should be as transparent and dynamic as possible. Riders should be able to follow easily on a live or online entry list to make their decision. Ideas such as FEI App, to be utilised for this purpose. On-line entry system: The practical aspect of the proposals need to be considered very carefully. Simulation on selection of multiple events by the rider and the relevant process must be revisited. This inlcludes changes after the definite entry deadline. JM continues to provide information on possible revisions for : a) Horse names b) National identification on equipment and textile and garments c) FEI Dress Code According to the proposals explained; the definition of a Wild Card Athlete is now as follows: Any athlete who is not competing according to the descending order of the ranking list or who is not a home rider is a Wild Card Athlete One of the EEF proposals were attributing the same ranking points to riders in classes of 3-5* events. The FEI address to the issue is now revised in the FEI GA. Accordingly, the 5* events will attribute HH points while 3-4* events will have H points as per the table in the FEI Longines Rankings/Jumping Calculation for 015 regulation. JM states that he also understands the sensitivity of WG members on the case of Officials. The primary approach of the FEI to the matter is education. The education system needs to improve not only for judges but also for stewards, vets, etc. Another challenge is to scale and measure the performance of a judge. JM and JR need to leave the meeting due to their schedule. HH thanks both of them for their enormous input and the good cooperation. Lunch Break Assesment: After the break, the discussion unfortunately due to their schedule without JM and JR- comes to following conclusions. 1. Participants find the proposals generally acceptable and heplful for the equestrian sport to grow. Therefore, they appreciate and welcome the efforts put into the preparations. documented, it will be more clear and easy to review the details. Once the proposals are 4
5 . Members re-iterate once again their agreement on the Invitation System-Types of Shows section (pp.3-4). 3. Additionally, if an OC is not compliant with its invitation type policy, there must be a procedure in place on the action to be taken. This should not be a burden on the shoulder of riders as they arrive, expecting that the show provides 100% ranking points. Another aspect is the inclusion of young riders into the entry system. It is seen that this part is not covered at the new proposal. Ranking point classes: Former decision of 1 ranking class/day was discussed. Second alternative of max. 4 ranking classes per event + 1 for NC events also to be considered. 4. The proposal of AJO for the invitation system in 5* CSIOs.: 40 team riders 10 individual riders 10 home riders 5 riders from top 30 ranking list riders from top ranking list 5. 3* Riders in s: As for other remarks: The proposal to compete with 3 riders in the team without a drop score seems not acceptable. Main reasons are the welfare of the horse and much less drama. Both arguments stand against the intention to have more flags i.e. more nations & more TV transmission. The members present are convinced that the welfare and drama are more important than the commercial aspect. That is the same for OGs, WEG, Continental Championaships and Games. 6. The concept of 6* events is also taken positively with the remark that there should not be a sponsor conflict. In future, it might be necessary to name the shows with 0 % invitation as a special class show. All CSIOs, World Cup Qualifiers and 6* events must belong to this category. 7. Olympic Games: Welfare item needs to be considered with regard to number of classes/rounds in both Olympic Games and WEG (see further items). Following an intense discussion an alternative format for OG team competition is proposed. Total Athletes s riders per team Compt. Compt. Day O. Games 75(60 team+15 ind.) s Start 8 s start from 0. When tied, jump of with 1 rider each. Medal Ceremony 8. WEG: Froms the same reason, the members agree to: o either one of the rounds on Saturday must be cancelled o or the final four is cancelled. The event finishes with final placings on Saturday. 5
6 Instead of 5 teams, the following format must be considered. 0 teams of 4 riders + 0 individual athletes. Total of 100 plus 0 reserve. 9. Officials: Members agree that the weak point still lies in between the two professional stake-holders of riders and organisers. That is the officials. Namely judges and stewards. The EEF proposal is discussed but no solution at the moment. The participants agree to receive the minutes of the meeting as soon as possible in order to make preparations for the FEI Sports Forum. HH thanks all participants for their valuable contribution and closes the meeting at 16:30 hours. 6
