1 2014/ CONCEPT of FEI Driving Courses and Seminars for Officials In accordance with the FEI Driving Rules ( a number of criteria have to be fulfilled to be granted promotion/appointment by the FEI headquarters. One of the criteria is to have attended an FEI Course as referred to in the requirements. Guidelines for all Levels of Courses: Judges: 1. Level I Combined Course 1 for Promotion to Level 2 Judge, Technical Delegate and Course Designer ( 1.1 Definition: Level I Courses are to be organized by NFs for National Officials as recommended by NFs. The Goals of a Level I Course are to prepare interested people to become qualified Level 2 Driving Judges for CAIs. Attendees of Level 1 Courses should receive an overview about the sport organisation, the rules for Driving competitions and the officials judging the competition. They should become familiar with the challenges of the sport and acquire knowledge about the organisation and management of competitions. This Course must be approved by the FEI and it should be run in conjunction with a Course for Technical Delegates and Course Designers so that all potential officials gain a full insight into a Competition and the teamwork required. Duration of course: 1,5 to 2 days 1.2 Course Directors: Level I course to be taken by an appropriate, suitable experienced Official from one of the FEI International lists of Approved FEI Course Directors published on our Website FEI Certificates: Certificates will be awarded to all attendees at Level I Courses provided that the attendee is present throughout. This is a recognition of attendance and does not necessarily certify a promotion. The attendance to an FEI Course for Driving Officials does not automatically enable the Official to be added/promoted on the FEI Driving list of Officials. 1.4 Promotion of Officials: It is important to remember that all officials on the FEI lists are representing their NFs and also the FEI. For acceptance on the FEI lists, Officials need to have suitable experience nationally in their field of expertise, before consideration will be given. March 2014 Page 1
2 New Level 2 - Judges-, proposed by NFs, will be appointed by the FEI to FEI Level 2 status using the following guidelines: Annex 1 Promotion to level 2 Judge 1.1. Have shown experience as a National Judge of highest national level by judging regularly over a period of at least 5 years, including as President of the Ground Jury at five CAN s or have significant technical knowledge and experience, to be assessed and approved by the FEI Have judged at three CANs or, as a member of the Ground Jury at two CAIs in the current or preceding year Have attended and passed at least one FEI Level I Combined Course for Judges, Technical Delegates and Course Designers Understand, speak and preferably write English 1.5. Be preferably under the age of 55 March 2014 Page 2
3 2. Level II - Course 2A, for Promotion to Level 3 Judges ( 2.1 Definition: The Goals of a Level II Course are to provide qualified International Judges for CAIs. Attendees of the Level II Course should have an established knowledge about the FEI Rules and Guidelines for Driving Competitions. They will understand the relationships, authority and expectations of equestrian organisations, organising committees and National Federations. Understand the importance of teamwork among FEI Officials and the need for good leadership. Gain a deeper insight into the challenges of the sport and individual competitions through working group discussions of actual problem sets. At the end of the course the attendees should be able to judge at all international Driving competitions. Duration of Course: 2 days 2.2 Course Directors: Level II course to be taken by an appropriate, suitable experienced Official from one of the FEI International lists of Approved FEI Course Directors published on our Website FEI Certificates: Certificates will be awarded to all attendees at Level II Courses provided that the attendee is present throughout. 4 Annex 2 Promotion to Level 3 Judge 2.1. Have been a level 2 Judge for a minimum of two years 2.2. Have acted as a Member of the Ground Jury at a minimum of 10 CAIs of which a minimum of three must be in a foreign Country, in a period of not less than 2 years or seasons and not more than 5 years or seasons To have acted as Shadow Judge (own scoring) at two CAI3* or above, with different Level 3 Judges and get a written recommendation of both Have attended and successfully passed an FEI Level II Course 2A for judges; 2.5. Be preferably under the age of 60 In addition: 2.6. Have a full knowledge of the FEI Driving Rules, FEI General Regulations and FEI Veterinary Regulations. March 2014 Page 4
5 Technical Delegates: 2. Level I Combined Course 1 for Promotion to Level 2 Judge, Technical Delegate and Course Designers ( 3.1 Definition: The Goals of a Technical Delegate Course are to provide qualified International Technical Delegates for CAIs and Championships. Attendees of the Technical Delegate Course should have knowledge about the competition and the course, the technical and administrative arrangements, stewarding and the organisation of an event, the examinations and inspections of horses and their accommodations. Understanding the veterinary aspect of Driving competitions is a further main point, as well as being able to work in cooperation with the President of the Ground Jury, and the Organising committee throughout the event. TDs must be able provide strong leadership and harmonize the judging team at all levels to best serve the competition. The TD should be able to demonstrate the ability to communicate and deal with sensitive situations in an appropriate manner. At the end of the course the attendees should be able serve as Technical Delegate at CAI events. Duration of course: 1.5 to 2 days 3.2 Course Directors: Technical Delegate course to be taken by an appropriate, suitable experienced Official from one of the FEI International lists of Approved FEI Course Directors published on our Website FEI Certificates: Certificates will be awarded to all attendees at a Technical Delegate Courses provided that the attendee is present throughout. 6 Annex 3: International Candidate Technical Delegate 3.1 Have had regular practice as a National Technical Delegate over a period of at least five years, as well as having acted as Technical Delegate at two CANs. Experience on Organising Committees, as well as having worked with a Course Designer is required. This requirement may be reduced if the Technical Delegate is a Level 3 Judge or a Level 3 Course Designer. 3.2 Have acted as a TD at top level National Events during the current or preceding year. 3.3 Speak one of the two official languages. 3.4 Hold FEI Level 3 Judge status. 3.5 Have attended and passed at least one FEI Level I Combined Course for Candidate Judges, Technical Delegates and Course Designers. 3.6 Be preferably under the age of 60 In addition: 3.7 Have a high level of knowledge and understanding of the FEI Driving Rules. 3.8 Have an understanding of the marathon and the FEI rules and technical requirements of the Course. 3.9 Have an understanding of the marathon rules in connection with the Welfare of the Horse Have a technical understanding and knowledge of how to measure a cones course Have an understanding of scoring March 2014 Page 6

8 Annex 4: International Technical Delegate 4.1 Have been an FEI Level 2 Technical Delegate for a minimum of 2 years or two complete seasons, and maximum of 5 years or complete seasons. 4.2 Have been an FEI Level 2 Technical Delegate at a minimum of 3 CAI Events. 4.3 Be preferably under the age of 60 In addition: 4.4 Have a full knowledge of the FEI Driving Rules, FEI General Regulations and the FEI Veterinary Regulations. 4.5 Have a full understanding of the Marathon and an understanding of how the ground conditions can affect the technical requirements of the Course. 4.6 Have an understanding of the FEI rules in connection with the Welfare of the Horse 4.7 Have a technical understanding and knowledge of how to measure a Cones Course for the different categories of Athletes. 4.8 Have a full understanding of scoring.
