5 4 To: From: Members of the Arenas Parks and Recreation Advisory Committee Rob Anderson, Recreation Division Coordinator Meeting Date: February 19, 2019 Subject: Report APRAC Cyclocross National Championship Update Purpose A report to provide an update on the outcome of the 2018 Cyclocross National Championship, through a presentation by the Peterborough Cycling Club. Recommendations That the Arenas Parks and Recreation Advisory Committee approve the recommendations outlined in Report APRAC dated February 19, 2019, of the Recreation Division Coordinator, as follows: a) That a presentation by the Peterborough Cycling Club be received, detailing the outcome of the 2018 Canadian National Cyclocross Championship, and the club s plans for the 2019 Championship; and b) That staff be requested to continue to assess the viability of other City-owned locations, as identified by the Peterborough Cycling Club, as alternatives to using neighbourhood parks to conduct Cyclocross clinics.
6 Report APRAC Cyclocross National Championship Update 5 Page 2 Budget and Financial Implications There is no budget or financial implication resulting from the approval of the recommendation of Report APRAC Background The Peterborough Cycling Club (PCC) successfully bid to host the Canadian National Cyclocross Championship for 2018 and The 2018 event took place in Nicholls Oval Park in November. Cyclocross races are held on a closed loop course approximately 3km long, located in a closed area like a large city park, and are very spectator friendly. The course typically covers various types of terrain, such as grass, asphalt, gravel, hills, sand, and mud, to ensure challenging conditions for racers. Part of the strategy in designing a course worthy of a national championship race is to use the existing geography to its fullest, and to showcase the natural beauty and historical importance of the area. Nicholls Oval Park provides a suitable terrain for such an event. On February 19, 2019, Mr. John Hauser will attend the meeting of the Arenas Parks and Recreation Advisory Committee, to make a presentation on behalf of the PCC, detailing the outcome of 2018 Canadian National Cyclocross Championship, and the PCC s plans for the 2019 Championship. During the 2 months prior to the National Championship, the PCC ran several Cyclocross clinics at various locations across the City, which included neighbourhood parks. While the Club found the neighbourhood parks suitable for their clinics, Staff determined that neighbourhood park sites are not the best option for this type of activity. That determination was arrived at based on feedback from the neighbourhood residents and Staff s assessment of the wear and tear to the grounds following the clinics. Recognizing Cyclocross is a worthwhile activity, City Staff reviewed alternative locations for the Clinics. Jackson Park has been made available as a viable alternative location to conduct the clinics, on an ongoing basis. The Club s use of the park will be subject to all requirements through the City s Park Permitting process. The approximate course layout is attached as Appendix A. Staff is willing to assess the viability of other Cityowned locations, as requested by the Peterborough Cycling Club.

10 APRAC Countdown Project Presentation 9 Page 2 Background Lisa Clarke, Interim Executive Director of the Kawartha Sexual Assault Centre will attend the February 19, 2019 meeting of the Arenas Parks and Recreation Advisory Committee, to provide information regarding the Countdown Project. The project s purpose is to create a monument to honour survivors of sexual violence, and the missing and murdered Indigenous women, girls and Two Spirit People in Nogojiwanong-Peterborough. Building on the Medicine Wheel Garden founded in Millennium Park in 2016, the Countdown Project is one of eight monuments across the province that will create a road of solidarity for survivors and their supporters. The monument is survivor-designed with river rocks as its medium, survivor-built through a series of workshops, and a place for survivors and their families to gather, learn and remember. 12 Report APRAC Healthy Kids Community Challenge and the Transition to Keeping Kids Healthy Initiative Page 2 Background 11 The Healthy Kids Community Challenge, (HKCC), was launched in 2014 by the Ministry of Health and Long-Term Care, (MOHLTC) and was designed to improve the health of children aged 12 years and under across the province. The HKCC aimed to support community-based activities to promote healthier living as a key component of Ontario s strategy. Peterborough was one of 45 communities who took part. Between October 2015 and September 2018, the MOHLTC provided funding, training, advice, social marketing tools and other resources to develop and implement community-based programs and activities that promoted healthy lifestyles. The project was co-led by the City of Peterborough and Peterborough Public Health, along with a cross-sector leadership group, topic-specific action groups, and a broad community network. HKCC Goal: Reduce the prevalence of and prevent childhood overweight and obesity in selected communities by promoting children s health through physical activity and healthy eating. Four themes were implemented over 9-month terms. Each theme integrated key factors associated with healthy weights in children and included: increasing physical activity, promoting healthy hydration, supporting healthy eating, and reducing sedentary screen time. Many of these initiatives are continuing past the end of HKCC funding, as building in sustainability was a key factor in program planning. As HKCC funding was coming to an end in September 2018, HKCC communities were invited to apply for a new project entitled Keeping Kids Healthy through Collective Impact: Connecting Health and Social Sectors to Promote Healthy Equity (KKH). Peterborough, along with three other communities, the County of Middlesex, the City of Ottawa and the City of Thunder Bay were the successful applicants. While this project is not a direct continuation of the Healthy Kids Community Challenge initiative, it seeks to leverage and build upon the great work already underway from the HKCC to support children s health and well-being. KKH will run from October 2018 to March 2020, funded through the Ontario Public Health Association. As with the HKCC, the KKH project will be co-led by the City of Peterborough and Peterborough Public Health. This project aims to strengthen community capacity to build and expand their cross-sector linkages. This will enable more coordinated planning and services to support the optimal health and well-being of children. Strengthening partnerships is the key to this initiative. KKH Objectives: Identify gaps in community capacity to support linkages between local health and social sectors to more effectively support individuals who are disproportionately impacted by the social determinants of health;
13 12 Report APRAC Healthy Kids Community Challenge and the Transition to Keeping Kids Healthy Initiative Page 3 Develop a plan to address the identified gaps in community capacity, build linkages and deliver programs to support individuals who are disproportionately impacted by social determinants of health. This could include, for example, consideration of colocation of programming across the health and social sectors; Implement and evaluate the plan in its ability to meet stated objectives; and Use a sustainability approach to support ongoing impact beyond the duration of the project that includes sharing of project tools, resources, and findings with other communities in Ontario, via the Ministry. Peterborough is currently engaging with diverse stakeholders to conduct a situational assessment, identify a common agenda, create an action plan, and develop a corresponding evaluation plan to guide this work through the duration of the initiative. Recommendation That the Arenas Parks and Recreation Advisory Committee approve the recommendation outlined in Report APRAC19-004, dated February 19, 2019, of the Community Arena Operations Manager, as follows: That Report APRAC be received for information. 15 14 Report APRAC Arena Division 2019 Scheduling Update Page 2 Background The Peterborough Memorial Centre (PMC) is undergoing a major floor renovation project from June 3 through October 18, The activities normally taking place in this location during that 20 week period will be accommodated in other arena facilities. Below is an outline of operational changes, with the facility schedules identified in Table One Ice In/Out Schedule: Evinrude Centre and Kinsmen Arena summer and fall ice/floor schedules have been reversed to accommodate Sr. Lakers and Jr. A and C Lakers lacrosse games at the Evinrude Centre with the higher spectator capacity. Peterborough Minor Lacrosse Association (PMLA) will primarily operate from the Evinrude Centre, as its home location, with additional single pad at Kinsmen and PMC until the end of May. PMLA is currently finalizing their schedule to expand hours to accommodate groups normally on PMC floor pad. Canadian Hockey Enterprises Hockey School will be operating out of Kinsmen during July/August. Peterborough Petes OHL club will host 2019 training camp at the Evinrude Centre and practice regularly at that facility until PMC opens in October. User groups that use ice in August, September and October have been asked to streamline their requests based on facility availabilities. Some organizations may possibly delay the start of some of their programs until late October. PMC box office and tenant activity (Petes, Sr. Lakers, and Hall of Fame) will still to be accommodated at the PMC during the floor pad construction. Any facility access restrictions to be determined by the Project Manager and General Contractor.
