3 Dear Delegates, It s a great pleasure to serve you with the Technical Handbook of the 3rd Islamic Solidarity Games, Pekanbaru, Riau, Indonesia As we are looking forward to welcoming all participating countries, we have been working hand in hand with the Islamic Solidarity Sport Federation as well as National Sport Federations preparing the Technical Handbook for each sports. We sincerely hope to carry out each sport competition at the highest level possible in order for participating countries best athletes to display their talents. We also would like to provide the best service possible to International Federations to assist their officials in carrying out their functions, supporting the athletes, and managing the sports competitions and to also implement the rules and regulations of the respective IF s. Lastly, we will deliver our very best to fulfill all our obligations to the Islamic Solidarity Sport Federation. With just over seven months remaining to complete our preparations for hosting the 3rd Islamic Solidarity Games 2013 Riau, we are pleased to present you with this Handbook and look forward to welcoming you all in Riau in June Rita Subowo Chairperson INAISGOC

4 RIAU FACT AND FIGURES Riau province is one of the most fast-growing regions of Indonesia in terms of economic, population and tourism. Riau Province occupies the central part of eastern region on Sumatra Island, which straddles between Malacca Straits, South China Sea and Berhala Straits. The Province is a strategic region as it directly faces Malacca Straits and Singapore, one of the busiest shipping lanes in the world. Riau is one of the richest provinces in Indonesia. This province is rich with natural resources, particularly petroleum and natural gas, rubber, and palm oil. The majority of the province is heavily forested lowland; logging is a major industry in the province. Geography Geographically, Riau Province lies on 445' North Altitude up to 115' South Longitude or 10003' up to 10919' Greenwich and 650' up to 145' West Longitude Jakarta, with natural borders as follows: North side: North Sumatra Province, Malacca Straits South side: Jambi Province West Side: West Sumatra Province East side: Riau Archipelago Climate This region is dominantly characterized by the sea climate with average temperature of 30 C at day and 23 C at night throughout the year. Rainy season falls on November (sometimes October) up to April while dry season begins in July. Riau has tropical climate and in general is classified into climate type "A" with relatively high rainfall, ranging from 2,000 to 3,000 mm per year in average. 3

5 Topography Most areas in Riau are lowland plain, including alluvial islands scattered along coastal line with average elevation less than 200 m above sea level. In mainland region, there are four big rivers, i.e. Rokan River, Siak River, Kampar River and Indragiri River. These rivers spring from Bukit Barisan mountain range stretching along the border Riau Province and West Sumatra Province, and flow down to Malacca Straits. The rivers play an important role as the means of transportation, sources of irrigation, energy, and clean water as well as fishery resources. Archipelagic region of Riau, on the other hand, is formed of volcanic formation in the form of islands, big and small. The soil is in general of Organosol type (Histosol), containing much organic substance. Wide Area The territorial size of Riau Province is 329, km consisting of land area 94,561,61 Km2 and water area 235,306,00 Km2. Riau population is 4,948,000 (2000 census). 4

ACCOMODATION The accommodation service will accommodate all the athletes and team officials of the 3 rd Islamic Solidarity Games Riau 2013 for a period of 12 days, from June 6 th to 17 th An additional pre-opening period of two weeks in order to enable NOC s Chefs De Mission to complete the administrative matters upon Delegation Registration Meeting, which will be held prior to the arrival of their teams. Schedule for Delegation Registration Meeting will be informed later. Athlete Village and Hotels will accommodate the athletes and teams officials for the whole length of their stay (from two days prior to opening ceremony until one day after closing ceremony). 7

9 4. ACCREDITATION 4.1 Process The organization of a great sport event, such as the Islamic Solidarity Games, necessitates strict access control to all official INAISGOC 2013 venues, zones, and area. This will be achieved through ticket allocation to spectators and by accreditation to athletes and other games participants with respective official job functions. Every approved responsible organization will complete the accreditation application process on behalf of its delegation, including the receipt and distribution of the appropriate accreditation cards to each participant before traveling to Pekanbaru, Riau. Upon arrival in Pekanbaru and Jakarta, participants must validate their cards (see 4.2. Validation). All participants must be accurately registered and duly accredited through the INAISGOC 2013 accreditation process in order to take part in the 3 rd Islamic Solidarity Games Riau Validation Participants must present their accreditation cards, accompanied by either a valid passport, National Identity Card (Indonesian National), or other approved means of identity to the validation desk at Sultan Syarif Kasim II International Airport (Pekanbaru, Riau) and/or Soekarno-Hatta International Airport (Jakarta) or at INAISGOC primary accreditation centre as specified in the Accreditation Manual. 5. TRANSPORTATION A comprehensive transport system for athletes, team officials and technical officials will be available exclusively for the 3 rd Islamic Solidarity Games Riau This will include: arrival service from International Airport to the accommodation 8

10 regularly scheduled shuttle service from accommodation to official competition and training venues dedicated service to opening and closing ceremonies dedicated service to all official functions and/ or meetings departure service from the accommodation to Airport Buses will provide the following services. Transportation services for the sports delegation upon arrival and departure Providing shuttle bus for delegates to and from matches / training of hotel Special vehicles for NOCs Provision of Transport for the Opening Ceremony and Closing Ceremony. Transport Provision for Special Events Provision of Transport for NOCs in attending a Special Event Transport Provision for Official activities Transport Provision for Technical Officials, VIPs and media. Provision of Transport for INAISGOC 6. UNIFORMS INAISGOC will provide all International Technical Officials/ Jury/ Referees (ITOs), National Technical Officials (NTOs) and Technical Delegates with appropriate attire and uniforms. A sizing form will be sent in advance to all parties concerned. Forms must be returned and received before the given deadline to ensure availability. 7. MEDICAL SERVICES A first aid and emergency first response medical service will be provided during the 3 rd Islamic Solidarity Games Riau 2013 to any person requiring medical assistance. This service will operate in official 3 rd Islamic Solidarity Games Riau 2013 competition and training venues during official operating 9

11 hours. This service will comprise a dedicated medical team supported by an ambulance service. 8. SPORT INFORMATION CENTRE One main sports information center will be located inside the Accommodations and a sports information desk will be located in each of the competition venues. 10

12 CHAPTER TWO GENERAL RULES 9. PARTICIPANTS 9.1 Athletes of the I.S.S.F Member National Olympic Committees, whose National Federations are affiliated to the International Federation of the sport listed in the Games program, are entitled to participate in the 3 rd Islamic Solidarity Games (ISG). 9.2 Every athlete shall hold the nationality of the country he represents. If he has acquired a nationality of a member country other than his own, he must complete a three-year citizenship in the new country before the start of the Games, as per article (3) of the General Regulations of the 3 rd Islamic Solidarity Games. 9.3 Individual passport shall be the only official ID document of the athlete since collective passports shall not be considered under any circumstances. 10. COMPETITION RULES 10.1 The Indonesian National Federation of the sport shall be responsible for the management and technical organization of competitions under the supervision of the respective Technical Committee Competitions shall be organized according to the rules and regulations of the respective International Federation of each sport. The ISG Basic and General Regulations shall apply to matters of entry and participation. 11. PROTESTS AND APPEALS 11.1 Protests and appeals against competitions and/or results shall be submitted in written form by the team official to the Jury of Appeal 11

13 of each sport in the specified time, so as to be dealt with within 24 hours, according to the International Rules of the concerned sport Appeals, against athletes eligibility shall be submitted in written form, duly signed by the Chef-de-Mission or the Team Official to the Athletes Eligibility Committee, by attaching relevant official documents in support of the appeal The date and time of the appeal shall be registered upon submission or receipt, to be endorsed by the signature of both the recipient and the concerned team official Whenever a protest is lodged or an appeal is submitted, a sum of US$100,or its equivalent in Indonesian Rupiah, shall be paid The protest or appeal shall be decided upon according to IF Rules, the ISG General Rules and the Technical Handbook The above-mentioned fee is refundable in case the appeal is upheld; otherwise it shall become revenue for the I.S.S.F. These fees are paid against an official receipt issued by the Committee concerned. 12. PENALTIES 12.1 The Technical Delegate of each sport shall decide the penalties which will be applied to athletes, coaches, officials and spectators - as per IF Rules - based on the nature and degree of the violation The Referees Committee of each sport shall decide the penalties which will be applied to referees or judges according to the nature and degree of the violation. 13. DOPING CONTROL 13.1 Every athlete is obliged and committed to respond positively to the call of the Sports Medicine and Doping Control Committee whenever asked to conduct his tests. If any athlete objects or fails to respond to the Committee s written notification communicating the time and place specified for collecting the samples, his results shall be nullified and he shall be excluded from the competition. 12

14 13.2 The I.S.S.F Sports Medicine and Doping Control Committee shall be the sole authority responsible for the collection of the athletes samples In the case of positive results, the Games Secretary General shall be informed thereof; the same shall be announced by the Supervision & Coordination Committee in the presence of the Chairman of Anti- Doping Committee. The Supervision & Coordination Committee shall send a written notification to the Chef-de-Mission of the concerned athlete delegation, and shall take the necessary measures nullifying his/her competition results, excluding him/her from the remaining competitions, and thus restituting the awarded medals or diplomas. In this case, IF rules will be applied for re- arranging the final ranking order The Chef-de-Mission, his representative, or team official may apply to the Sports Medicine and Anti-Doping Committee with a request for conducting a B sample tests of the faulting athlete The participating NOCs, the concerned International Federation as well as the World Anti-Doping Agency (WADA) and shall be informed by I.S.S.F. 14. ENTRY FORMS AND DEADLINES The following deadlines are to be observed: 14.1 October 5 th 2012 INAISGOC shall send the Estimated Team Size forms to member NOCs November 5 th :00 HRS West Indonesia Time Deadline for returning the Estimated Team Size form. In this form, each NOC shall determine the sports in which it will take part November 10 th 2012 INAISGOC shall send the Entry Forms by Number to member NOCs December 10 th :00 HRS West Indonesia Time Deadline for returning the Entry Forms by Number. In this form, each 13

15 NOC shall determine the number of its participants in every sport January 5 th 2013 INAISGOC shall send the Final Entry Forms by Name to member NOCs April 5 th :00 HRS West Indonesia Time Deadline for returning the Final Entry Forms by Name. In this form, each NOC shall determine the names of members of participating delegation. 15. TECHNICAL DELEGATE International Sport Federation upon the request of Indonesia National Sport Federation on behalf of Organizing Committee shall designate 1 (one) Technical Delegate for the respective sport before the Games. Technical Delegates shall not be from countries that participate in the respective sport competition Responsibilities Supervising and following up the Games competitions and submitting periodic reports to the Organizing Committee, which shall, in turn, refer them to the Supervision & Coordination Committee, if necessary Endorsing the competitions results according to the reports submitted by the Referees Committee Deciding upon the submitted protests or referring them to the Appeals Committee according to rules of the International Federation of the sport Applying penalties on athletes, coaches and officials Proposing changes of competition timetables and venues in case of emergency Meetings of Technical Delegates and Team Managers Meetings of the Technical Committee and Team Managers of each sport shall be held upon an invitation from Technical Delegates. 14

REFEREES AND JUDGES COMMITTEES 16.1 Composition International Sport Federation upon the request of Indonesia National Sport Federation on behalf of Organizing Committee shall appoint Juries of Appeal for each sport. A committee member shall not attend the meetings at which appeals and protests related to his country are discussed Responsibilities Applying penalties to referees and judges when necessary Holding meetings for referees and judges prior to the start of the Games in order to consider judging-related matters, and holding any other meetings when necessity arises. 15

17 CHAPTER THREE TECHNICAL RULES 17. VENUE AND SCHEDULE 17.1 Wushu competition shall be organized in Pekanbaru, Riau during the period from June 7 th 11 th 2013 for men Wushu competitions shall be staged in GOR Beladiri Rumbai, Pekanbaru, Riau Training venues have been prepared for the participating teams according to a schedule made by the Organizing Committee and distributed to the teams participating in the Games. 18. TECHNICAL MEETING 18.1 The technical meeting shall be held on June 6 th 2013 at GOR Beladiri Rumbai, Pekanbaru The meeting shall be attended by: Technical Delegate Representatives of the sport Referees and Judges Committee. Two members of each team (official and/orcoach) The meeting aims at providing the necessary information on the progress of events as well as the explanations related to the implementation of the Rules of the International Wushu Federation and the provisions of the Wushu Technical Regulations. 19. PARTICIPATION 19.1 Wushu competitions shall not be held unless at least eight (8) countries participate. The Organizing Committee and the Supervision & Coordination Committee may opt to organize events that do not meet the said requirement, if deemed necessary for the success of the Games Individual competitions, in which one or more competitors represent the same country in each event, shall be held if the participants are 16

18 at least eight competitors from eight different countries. However, if fewer competitors arrive to the competition venue, the Supervision & Coordination Committee together with the Organizing Committee may decide to hold competitions among five competitors from five countries at least; otherwise, competitions shall be organized among the competitors who have arrived and in such case no diplomas and no medals shall be awarded to the athletes Each National Olympic Committee whose National Federation is 20. EVENTS 20.1 Taolu affiliated to the International Wushu Federation is entitled to participate with o One (1) Team Manager o Four (4) Coaches (2 for Taolu and 2 for Sanda) o Two (2) IWUF 2010 Licensed Judges: one (1) for Taolu and one (1) for Sanda o Max. six (6) men + four (4) women for Taolu o Each participating NOC may enter one (1) team of men for Duilian event (including barehand or with weapon, two (2) or three (3) athletes in one team) o Each participating team may enter maximum of five (5) men athletes for Sanda. o Maximum limit for participating for each NOC is fifteen (15) event for Taolu and Sanda event. Category 70 Kg Award Ceremony for Sanda 12/6/13 Depature Team and Judges 22. COMPETITION FORMAT, RULES AND REGULATION 22.1 All competitions shall be carried out in accordance with the IWUF Rules. In the case of any controversy over the interpretation of rules, the Chinese version of the IWUF rules shall be considered binding. Issues that are not covered shall be dealt with according to the following: o For technical matters, the IWUF Rules are binding. o For general matters, ISG Basic regulations, General Rules and this Technical Handbook should be consulted 22.2 The Knock-Out system will be adopted in Sanda competition. If the number of competition is less than 4, a single round will be adopted In Taolu competition, the scoring criteria will be implemented according to optional routing of the competition rules Athletes can choose the degree of difficulty of movements of categories A and B. If they choose the degree of movements of categories C, the value will be awarded according to the value of degree of difficulty of movements of category B At the same category of degree of difficulty, the movement with the same degree can be done two times at most, but the movement with degree of difficulty of connection movements cannot be repeated Music shall be accompanied to Taijiquan and Taijijian. 0.2 point will 20

22 be deducted if there is no music (lyrics are not permitted) accompanied to the said routines. 23. PROTEST 23.1 All protest shall be dealt with according to the rules of IWUF. The Jury of Appeal shall only accept a protest in written form, signed by the team manager, within fifteen (15) minutes after the conclusion of each event Protest Fee shall be as mentioned in Point 11.4 of Chapter II. 24. APPAREL 24.1 Competitors must wear the Wushu official competition uniform in accordance with the IWUF Rules. 25. EQUIPMENT AND ACCESSORIES 25.1 All equipment, accessories and mats used in Wushu competitions must comply with the International Wushu Federation Rules. 26. MEDALS, DIPLOMAS, AND VICTORY CEREMONIES 26.1 Victory ceremonies shall be held directly following the end of each competition. Winners shall wear their training suits or the official uniform of their National Olympic Committees Winners shall be granted the following medals and diplomas: TAOLU - The first prize: a gold medal and diploma for first-place winner. - The second prize: a silver medal and diploma for second-place winner. - The third prize: bronze medals and diploma for the third-place and shared third-place winners. Note Prize for Duillian event shall be awarded according to number of the athletes 21

23 SANDA - The first prize: a gold medal and diploma for first-place winner. - The second prize: a silver medal and diploma for second-place winner. - The third prize: bronze medals and diploma for the losing semi finalist The competitors ranked from the fifth to (5 th ) the eighth (8 th ) positions are awarded ranking certificates. 22
