6 2013 Selections Two selections took place for 2013 USATF Senior National Championships, as the Indoor Combine Championship was not conducted separately as in the past but was made part of the Indoor Championship in Albuquerque, NM. For the Indoor senior Championship at Albuquerque 3 officials declined their respective assignment, selected alternates were their replacements. For the Senior Outdoor Championship at Des Moines, IA 20 individuals declined their assignment and had to be replaced Selections For 2014 four selections will take place Senior Indoor & Outdoor Championship, Junior Championship and the World junior IAAF Championship. The selections will take place at USATF's 2013 Annual Meeting in December. The 2014 championship applications, for the second time, were sent and being received via . By going the route has saved the National officials Committee thousands of dollars in in printing and postage expense. USATF's Committee Chair Meetings USATF conducted two Committee Chair meetings in Purpose of the meetings were to inform Chairs of the following 1) USATF's code of ethics 2) USATF's conflict of interest policy 3) Volunteer handbook 4) Privacy statement 5) Emergency response plan and 6) Volunteer acknowledgement form. In addition committee operating procedures, budgets and sponsor conflicts were also discussed. Office Personnel Jim Estes is now the contact person at USATF for the Officials Committee. Jeff Mylinski who was our contact person is now with the NCAA. Clinics/Meetings - Attended During 2013 I have had the privilege of attending two clinics/meetings, Mid-Atlantic and Southern California. Both Chairs of their respective Associations Earl Edwards, Mid-Atlantic and David Smith, Southern California are to be commended for conducting outstanding meetings, one additional clinic I have scheduled to attended is the Alabama Associations' in November. NTO's/Master Referee Programs Laurie Boemker is now directing the NTO program and George Kleeman is now administering the Master Referee program. If you have any questions regarding these programs please contact Laurie or George directly. NCAA Officials Certification Bob Podkaminer has had numerous meetings and conference calls with the NCAA and others in regards to this joint venture. Before an announcement can be made there are many items that have to be negotiated and agreed upon before the certification process can be implemented. There have been several reports of officials being injured during 2013, especially in throwing events. Please know you limits... if you are not mobile, fit, and alert than stay out of the sectors both for warmups and competition. Again, be aware of your limitations. Certification As of October individuals have been certified for the Olympiad. Jimmy Stuart, Vice Chair of Certification has made the following improvements to the certification process 1) Certification Chairs can now up- grade individuals on their own without going through the Vice Chair of Certification and 2) The system now provides a statement, money owed to the National Officials Committee, in a timely manner. This system is also tied in with the application process for the USATF National Championship selections.

7 Best Practices The library on USATF's website now contains 115 items. It is maintained and continuously up-dated by Rich Schornstein from Colorado. This resource covers everything from meet management to conducting a specific field event. This information is free, informative and for you to use. If you have any ideas to improve or delete material, contact Rich directly. Hall of Fame/Awards Banquet Gordon Bocock and Sue Polansky have been hard at work planning another outstanding banquet for Both have been negotiating very hard in keeping the cost of the banquet reasonable. They are doing their best in keeping with last years' cost per ticket. An increase in a ticket price mayor may not occur for Also nominations are needed for future candidates for both the NOC National Awards and for the Hall of Fame inductees. Please submit future candidates to be considered to either Gordon or Sue. NOC Operating Procedures Thanks to Don Berry and John Bahakel for taking on the task of up-dating our (NOq Operating Procedures. The updated version will be presented at the Annual Meeting for approval. USATF's office thru their outside Attorney mandated all Committee Chairs to update their Operating Procedures. As of this date the Attorney has signed off on the updated version Annual Meeting Clinics Four clinics are scheduled to be conducted at this year's (2013) Annual Meeting. Rob Buzaitis 'Vice Chair of Training has assembled a good agenda with one of the sessions dealing with Para track & field officials training. The Rules Committee will be taking action on 90 plus Articles/Items at this years' Annual Meeting. Mark Kostek, Vice Chair of Rules will keep our Committee abreast of changes that are pertinent to officials. Law & Legislation The National Officials Committee thru our L & L Representative John Bahakel has presented two Items to L & L to be considered 1) Proposal that the Chair of the NOC shall have overall responsibility for officials at a championship site. And 2) If an officials is barred from a championship meet, due to a conflict of personalities, than it goes to an Arbiter for a decision. Officials Directory In order to keep the NOC Directory (Association Certification Chairs) current please report any changes in your Association to Tom Hott. This information is not only important during an election year but is also helpful when individuals are trying to contact a Certification chair for various reasons.

Meeting called to order at 11:01 am. Motion by George Kleeman, second by Mark Heckel to approve the minutes of the December 1, 2011 and the April 15-17, 2012 Executive Board meetings. 10 Old Business Certification money deposits. To Treasurer Certification chairs need to send recertification fees to Jimmy Stuart on a regular timely basis. Executive board members need to give receipts to Treasurer to cover cash expenses. Money owed To/For old website/web-master The NOC owes a small amount of funds to the hosting company of the previous web site. That amount will be paid and the issue closed. Membership/Insurance Certification Chairs were reminded to tell all officials to renew their USATF membership yearly or on a multi-year basis in order to keep insurance. Banquet status Banquet plans in good shape and the details are being finalized today. Olympic Trials commemorative shirt project ( ) Shirts for officials who worked either or both of the Olympic Trials in 2008 and 2012 will be distributed prior to the first officials general session Trials gear (2012) Left over officials shirts, jackets, shoes, etc. from the 2012 Olympic Trials will be distributed prior to the first officials general session on a first come-first served basis. Protocol guide for championship meets The guides will be for the crews and head officials. These will be reviewed annually and updated. Seven are finished, three are being developed. They will be available no later than January. New Business Elections for Chair, VC Rules, VC Training, Secretary and the at-large positions will be held at the first officials general session Marshaling Apprentice/Association Level Should marshals be certified at the Apprentice/Association level is a question that will be addressed by an ad hoc committee Certification Process All recertification is being done on line and is working well. Youth Meet Workload Need more communication to officials from LOC at 2012 JO s. A general discussion of problems with youth meets and JO s was held. Representatives of the officials committee will talk with representative from the youth committee Paralympics Officials certification / Cathy Sellers

11 Cathy Sellers from the Paralympics committee told the group that the international Paralympics has changed directives for Paralympics officials. An online rules review is now available for USATF certified officials to use to be certified as Paralympics officials. Motion by Gordon Bocock, second by George Kleeman, to accept Cathy s concept and that the NOC will only provide processing of the credential. Motion carried Motion by Jimmy Stuart, second by Don Berry, to remove current Athletics for the Disabled certification. Motion carried. Electronic Measuring Devices Discussion of use of electronic devices at all national meets. Motion by Don Berry, second by Gordon Bocock, to move into executive session. Motion carried. Motion to come out of executive session by Gordon, second by George. Motion carried. Motion by Sue Polanky, second by Mark Heckel to recess until Saturday. Motion carried.

Motion carried Election of officers (all elections held by representatives of Organizational Services) Parliamentarian Don Berry read the Nomination Committee s report of nominations for Chair and asked for additional nomination from the floor. Hearing no additional nominations, motion and second to close nominations. Motion carried. Motion and second to elect Len Krsak as NOC Chair by acclamation. Motion carried. Secretary Hott directed to cast one vote for Len Krsak as NOC Chair. Parliamentarian Don Berry read the Nomination Committee s report of Tom Hott and John Murray as nominees for Secretary and asked for additional nominations from the floor. Hearing no additional nominations, motion and second to close nominations. Motion carried. Tom Hott elected as NOC Secretary. Parliamentarian Don Berry read the Nomination Committee s report of Mark Heckel and Rob Buzaitis as nominees for Vice Chair for Training and asked for additional nominations from the floor. Hearing no additional nominations, motion and second to close nominations. Motion carried. Rob Buzaitis elected as NOC Vice Chair for Training. Parliamentarian Don Berry read the Nomination Committee s report of James Flanik and Mark Kostek as nominees for Vice Chair for Rules and asked for additional nominations from the floor. Hearing no additional nominations, motion and second to close nominations. Motion carried. Mark Kostek elected as NOC Vice Chair for Rules. Nominations and seconds were accepted from the floor for At-Large members of the NOC. The following were nominated: Dan Reynolds, Ken Yerger, John Murray, Paul Mahoney, Paula Everdall, Gary Westerfield, Lloyd McMillan, Carol McLatchie, Jim Carlisle, Jim Flanik, and Perry Jenkins. Motion and second to close nominations. Dan Reynolds, John Murray, and Jim Carlisle were elected At-Large Members of the NOC. Motion and second to destroy all ballots. Motion carried. Motion and second to approve the minutes of the 2011 NOC Annual Meeting. Motion carried Treasurer Sue Polansky presented the 2012 financial report and the 2013 proposed budget. Motion and second to accept the report and proposed budget. Motion carried. Old Business Sue Polansky reported on the status of the NOC Awards and Hall of Fame banquet. Chair Len Krsak reminded the Certification Chairs to send the certification fees to Certification Chair Jimmy Stuart on a timely basis and not hold the fees more than 30 days. Other Reports

13 Shelby Sharp reported on safety issues in the throws especially in venues that have overlapping venues. He also reminded officials about some officiating contracts that contain language that holds officials responsible for the negligence of others and urged officials to not sign those contracts. He also reported that he has spoken to meet managers concerning these issues. Bob Podkaminer reported on discussions with the NCAA for an officials certification program for NCAA Track and Field Officials that will affect officials selected to work NCAA Championship meets. Officers Report Chair Len Krsak summarized the Chair s annual report. The entire report is on line. Vice Chair of Awards Gordon Bocock summarized his report. The entire report is on line. He also presented plaques to the finalists for the Lori Maynard Award, the James Gray Award, the John Davis Award, the Charles Ruter Award, the Horace Crowe Award, and the Andy Bajian Award. Vice Chair of Certification Jimmy Stuart summarized his annual report. The entire report is on line. Vice Chair of Training Mark Heckel summarized his annual report. The entire report is on line. Vice Chair of Rules George Kleeman summarized his report with emphasis on proposed competition rule changes. The entire report is on line. Other Reports USATF President Stephanie Hightower brought greetings. She also presented the shirt USATF is giving to every official who worked the 2008 or 2012 Olympic Trials. USATF CEO Max Siegel brought greetings. USATF Board Member Ken Taylor brought greetings from the board and gave a brief overview of the USATF 2013 budget. Laurie Boemker reported on the status of the NTO project. A template for the pathway for an official to be named as an NTO is under development. Evaluations Sub-committee Chair Murray Sanford reported on the meets for which evaluations were conducted in He also encouraged all chief officials to return the evaluations to him in a timely manner. IAAF representative David Katz reviewed some IAAF rule interpretations and changes. He also reminded the committee the IAAF World Junior Championships will be held in Eugene, OR in Youth Chair Lionel Leach thanked the officials who worked the youth meets in He announced the 2014 Youth Cross Country meet will be in Myrtle Beach, SC, the 2014 Junior Olympics will be in Houston, TX, and the 2014 Youth Athletics meet will be in Bloomington, IN. Cathy Sellers reported on Paralympics Officials Certification. The certification rules review will be done on line and Para Track and Field officials must be NOC officials in order to be certified.

14 Equipment and Facilities Sub-committee Chair Bob Springer reported on the proposed rule changes concerning equipment and facilities. Newsletter Sub-committee Chair Jimmy Stuart reported on the new look and server for the officials newsletter. Official s Merchandise Sub-committee Chair Keith Mitchell reported on the merchandise available to USATF officials. Law and Legislation Sub-committee Chair John Bahakel reported the L&L committee had no items for consideration at the 2012 annual meeting. He and a small committee of the NOC will be looking at the NOC Operating Procedures and any proposed changes will be brought to the annual meeting in Pat Pretty asked for assistance with the Youth meets. He especially encouraged Master and National level officials to work those meets in order to mentor younger officials. The NOC Executive Board held a question and answer session. A variety of topics was discussed. Official Coordinators for various meets announced the meets and provide application forms for the meets. Motion and second to adjourn at 4:15 pm.

15 National Officials Committee Executive Board Mid-Year Meeting April 14-16, 2013 Columbus, Ohio Minutes Meeting called to order at 3:05 pm by Chair Len Krsak. Motion by Gordon Bocock, second by Mark Kostek, to approve 2012 Mid-year meeting minutes. Motion carried. Treasurer Sue Polansky reviewed the March 31, 2013 financial report. Motion by Rob Buzaitis, second by Tom Hott, to approve treasurer s report. Motion carried. Don Berry moved, second by Rob, to take agenda items out of order. Motion carried. Officers Report Chair -- Report attached. Report on meeting with committee and division chairs and USATF leadership April 13, Awards Chair Associations has been divided into 11 areas nationally to assist the vice chair of awards in gathering nominations for the national awards. Area chairs have been invited to take a lead role in awards procedures. Hall of Fame Selection Committee Revision A proposal to name the 7 members of the National Officials Committee Executive Board, 11 Awards Committee Area Chairs, 2 at-large members of the Awards Committee, and present Hall of Fame inductees to the Hall of Fame Selection Committee. Motion by Mark Kostek, second by Rob Buzaitis, to accept the Awards Committee and Hall of Fame organizational structure as presented by the Awards Chair. Motion carried. A discussion of situations with certain associations regarding non-payment of officials fees was held. Rules Chair Chair has received a few phone calls from various officials regarding rules and some questions regarding rules reviews. Discussion of rules reviews and needs for revision. Training Chair Written report is attached. Motion by Gordon Bocock, second by Mark Kostek, to adjourn until 9:00 am April 15. Motion carried. Motion by Rob Buzaitis, second by Mark Kostek, to come out of recess at 9:00 am. Motion carried. Old Business Waivers Discussion of various meet applications and the waiver language included in them. Recommendation to continue to inform officials of inappropriate language in meet applications. Insurance Norman Wain and Desiree Friedman discussed USATF insurance program for officials. For USATF sanctioned events and USATF non-sanctioned events officials have General Liability and Participant Accident insurance although somewhat different procedures apply. Discussion of associations responsibility for payment of insurance premiums. The national Certification Chair has worked with the USATF national office to align membership with certification. Motion by Gordon Bocock, second by Don Berry, to recess for lunch. Motion carried. Motion by Rob Buzaitis, second by Gordon Bocock, to come out of recess at 12:45. Motion carried. Master Referees/TO s The NTO program for USATF is being reevaluated at the national office level at this time. Emeritus Status Motion by Mark Kostek, second by Sue Polansky, to accept revision B to the Certification Rules as proposed. Motion carried. Revisions will be posted on the officials website as soon as approved by the USATF national office. Hosted Community Website

17 Motion by Rob Buzaitis, seconded by Jimmy Stewart, to approve the expenditure of funds to host a community website not to exceed $200 per month. Motion carried. Clinics There will be no training at the outdoor championships in New Business Officials Code of Conduct Motion by Rob Buzaitis, seconded by Mark Kostek, to amend the officials Code of Conduct as presented. Motion carried. Back Ground Checks Discussion of need for background checks for officials and the issues involved. UK Seminar Lori Boemker is in England at this time. She will report at the 2013 annual meeting. Newsletter Will institute rules article of the month, best practices of the month, and original content. Ludus Grant Money A USATF supplier is providing $ to be used for a grassroots project. USATF is considering a new officials grant. Discussion of various options for use of the funds. Motion by Rob Buzaitis, seconded by Mark Kostek, to submit to Ludus two options for use of grant monies. 1) to provide a grant to up to 10 Association level officials 35 years of age and younger to attend the annual convention for the first time in 2013, 2) to provide a grant to a total of up to 10 Association level officials 35 years of age and younger to attend the JO meet, the National Youth Indoor meet, the Youth Outdoor meet, the Indoor Masters meet, or the Outdoor Masters meet in Criteria for the selection is to be determined. Motion carried. L & L/Bylaws Motion by Rob Buzaitis, second by Gordon Bocock, to direct the NOC Law & Legislation representative to submit amendment proposals concerning Regulation 18 of USATF s Governance Manual to the USATF Law and Legislation Committee for consideration at the annual convention in Motion carried. NOC Operating Procedures Motion by Rob Buzaitis, seconded by Mark Kostek, to direct the Parliamentarian to draft proposed amendments to the NOC Operating Procedures and present those to the NOC Executive Committee for recommendations and approval. Motion carried. NCAA No update at this time. Selection Committee Motion by Rob Buzaitis, second by Mark Kostek, to appoint Roger Burbage as NOC representative on the 2013 selection committee. Motion carried.

18 World Juniors Competition officials will be selected by the selection committee at the national convention. The meet will operate under IAAF rules. Electronics The Executive Committee endorses the current rules prohibiting electronics on the field of play. Coaches Request A request for the NOC to establish a pool of officials in areas of the country by event that is available to officiate meets. Discussion followed with a decision that this is not feasible across the country. Training Document A copy of a starter manual was presented from Carolyn Griggs concerning starting at youth meets. Motion by Gordon Bocock, second by Mark Kostek, to adjourn until 8:30 am April 16. Motion carried. Motion by Mark Kostek, second by Gordon Bocock, to come out of recess at 8:35. am April 16. 20 USATF Officials Training Subcommittee 2013 NOC Executive Committee Mid-Year Report At the 2012 USATF Annual Meeting, Rob Buzaitis was elected Vice Chair for Training. Other than that, the subcommittee membership has remained the same to date: Robert Kern (Secretary), Janice Berkebile (Instruction Designer), Dave Bowers (Initial Training Group), Mike Armstrong (Continuing Education Group), and Rich Schornstein (Advancement Training Group). The subcommittee has had two conference calls. Below are current projects of the subcommittee: Basic Training Online Modules In February 2013, the introductory module was released. Three modules will be drafted for each event area: (1) Apprentice/Association; (2) National; and (3) Master. For the Apprentice/Association module, it will simply state the rules and explain event judge positioning and duties. The National module will explain the rationale of the rules and scenarios. The Master module will continue with scenarios and also focus on event management (for head officials). The next modules will be for throwing events, followed by umpiring. Bowers and Berkebile are reformatting the material drafted up through 2010 for the throwing events to fit the three module format. From the Ground Up This is a four-part video series would show the step-by-step process of field event venue set-up. Schornstein has written a draft script for the Pole Vault and looking into the necessary arrangements and equipment; he has permission to film at the U.S. Air Force Academy track. The next step will be to convert the script into a storyboard and edit it. Championships Evaluations At our meeting after the end of annual meeting, we decided to ask the elected at-large members (Jim Carlisle, John Murray, and Dan Reynolds) to work on revising the current evaluation form. I sent them the current forms and two sample evaluations. I have also suggested Mike Davey assist with the project. Venue Inspection Checklist This project will create a checklist with specific and helpful suggestions on how to inspect each venue for rules compliance and safety. Mike Armstrong is leading the project. I selected the following people who expressed interest in getting involved in training projects: Mica Barton, Mary Onken, John Sales, and Angela Vail. USATF Officiating Mentoring Program I will be meeting with Robert Kern to head this project. We will update the current templates and finish the remaining one to release to the Associations. NFHS Pre-Meet Notes In January 2013, the fifth edition of the NFHS Pre Meet Notes was published.

That number will decrease proportionally over the course of the Olympiad. Expenses: A 5-10% increase in cost seems reasonable due to the economy. Hall of Fame gifts will have to be reordered in I am hoping that the Training Committee will be able to proceed with the production of a video. Committee expenses remain high in large part due to the fact that the NOC foots the entire bill for the Selection Committee even though the USATF By-Laws have made that committee a joint committee of officials, men s and women s track & field and athletes advisory. Hotel costs have mandated a larger amount of reimbursement to members of the Selection Committee.

26 Awards Committee 2013 Convention Report The Awards Committee report is designed as both a yearly and historical report. The section highlighted in grey will let you know what has taken place during the past year while the rest of the report will keep you informed of the history of the Awards Committee and the various Award Winners of the USATF National Officials Committee. Association Awards: The USATF Convention in Tampa 1986 the National Officials Committee instituted the process of issuing a maximum number of annual National Outstanding Official Awards. The number of awards for each association is five percent (5%) of the total National, Master and Emeritus officials in each Association. The individuals in these categories are only eligible for one award in the Olympiad ( ). The National Outstanding Official Award is for the association to provide an appreciation to officials for their dynamic officiating, contributions to the organization and support to the athletes. This award is not to replace any local programs but in addition as this lets the National Officials Committee show support to you and your officials. This distinguished award is printed on parchment and signed by our National Officials Committee Chair ant the USATF President. This is embossed with the National Officials Committee seal. The National Officials Committee Vice-Chair for Certification will provide the Vice-Chair of Awards with listing of each associations number of officials as of July 31 The number of certifications for each association is determined by the number of upper level officials in each association as of August 1. Due to the fact that so many certifications were not processed by this date in 2005, the National Officials Executive Committee decided to allow each association to receive certificates for 5% of the total number of officials they had for the Olympiad period. In 2005, the first year of the current Olympiad period, 57 associations were eligible for the National Outstanding Official Awards. Ten of these associations (Border, Central California, Missouri Valley, Montana, Oklahoma, South Texas, Utah, Virginia, West Virginia and Wyoming) did not return names for this award. That was 82% participation from the 57 associations eligible for awards and resulted in 384 certificates being processed and mailed to the various association certification chairs. In 2006, the second year of the current Olympiad period, 49 Associations were eligible for National Outstanding Official Awards. Alaska, Border, Central California, Dakotas, Montana, Nevada, West Virginia and Wyoming did not meet the requirements to be eligible to receive awards. Two of the associations (Minnesota and Oregon) eligible to receive awards did not return names for this award. That was 96% participation from those 49 Associations eligible for awards and resulted in 116 certificates being processed and mailed to the various Association Certification Chairs. In 2007, the third year of the current Olympiad period, 49 Associations were eligible for National Outstanding Official Awards. As in 2006 Alaska, Border, Central California, Dakotas, Montana, Nevada, West Virginia and Wyoming did not meet the requirements to be eligible to receive awards. Six of the associations (Gulf, Inland Northwest, Michigan, Ozark, South Carolina and Three Rivers) were eligible to receive awards but did not return any names. That was 88% participation from those 49 associations eligible for awards and resulted in 122 certificates being processed and mailed to the various association certification chairs. In 2008, the fourth year of the Olympiad period the National Officials Committee voted at the mid-year meeting to allow the association to receive at least one certificate per year. With that in mind I am happy to report that all 57 Association have sent in names and have received certificates for the National Outstanding Official Awards. According to the late Jim Grey, this is the first time in recorded history that 100% of the Associations have participated in this area. A total of 143 certificates were processed and sent to the various association certification chairs.

27 For the Olympiad Period a total of 764 Outstanding Official Awards were prepared and presented to the association certification chairs and given to deserving officials across the United States. In 2009, the first year of a new Olympiad period the National Officials Executive Committee decided to allow each association to receive certificates for 5% of the total number of officials they had for the Olympiad period. 56 associations were eligible for the National Outstanding Official Awards. Five of these associations (Michigan, Minnesota, Pacific Northwest, Potomac Valley and Snake River) did not return names for this award. That was 91% participation from the 56 associations eligible for awards and resulted in 335 certificates being processed and mailed to the various association certification chairs. In 2010 the second year of the current Olympiad period, 56 associations were eligible for the National Outstanding Official awards. Only the Alaska association decided not to participate as numerous attempts failed to get any response from anybody in the North West. That was 98% participation from the 56 associations eligible for awards and it resulted in 128 certificates being processed and mailed to the various association certification chairs. In 2011 the third year of the current Olympiad period, 55 associations were eligible for the National Outstanding Official awards. After numerous attempts and reminders there were eight associations (Border, Florida, Long Island, Nevada, New Mexico, Oklahoma, Ozark and Three Rivers) that decided they have no outstanding officials this year. This was 85% participation from the 55 associations eligible for the award and resulted in 127 certificates being processed and mailed to the various certification chairs. In 2012 the fourth year of the Olympiad period, 55 associations were eligible for the National Outstanding Officials awards. After numerous attempts and reminders there were ten associations (Border, Gulf, Hawaii, Lake Erie, Minnesota, Missouri Valley, Montana, Nevada, Oklahoma, and Southwestern) that decided they have no outstanding officials this year. This was 81.8% participation from the 55 associations eligible for the award and resulted in 120 certificates being processed and mailed to the various certification chairs. In 2013 the first year of the Olympiad period, 55 associations were eligible for the National Outstanding Officials awards. After numerous attempts and reminders there were 4 associations (Border, Nevada, Oklahoma, Tennessee) where the Certification Chairs decided that they have no outstanding officials this year. This was 92.7% participation from the 55 associations eligible for the award and resulted in 405 certificates being processed and mailed to the various certification chairs. Awards Certificates that have been awarded to outstanding officials from the various USATF Associations now total 1,880 since the 2004 Olympic Games. Horace Crow Award The Horace Crow Award was established at the National Convention in The National Officials Executive Committee established the following criteria to receive the Horace Crow Award at the mid-year meeting in Must be a certified USATF field event official for a ten (10) year period Must be a National or Master Level official in good standing with the association which they are certified, with the National Officials Committee and with USATF Recognition by peers for their betterment and devotion to track and field officiating in the area of field events Nomination and Selection Process All the nominees for the Horace Crow Award will be presented to the National Officials Executive Committee by the Awards Sub-Committee. The Awards Sub-Committee will be divided into five areas with the committee members serving as the area representative for the assorted associations of USATF that make up each zone. The Awards Committee Area Reps will canvass their respective areas through recommendations from other USATF certified officials, association official s certification chairs and from association presidents for candidates for the Horace Crow Award. Once approved by the area reps these names, along with letters of recommendation of his/her accomplishments are to be sent to the National Officials Committee Vice-Chair of Awards who will then present them to the National Officials Executive Committee. The Horace Crow Award winner will then be determined by a vote of the National Officials Committee Executive Committee at the annual mid-year summer meeting. The winner of the Horace Crow Award will be presented at the annual USATF convention.
