1 PARKS AND RECREATION Sports Field Allocation Standard (DRAFT) DEPARTMENT: Parks & Recreation ISSUED: December 2008 REVISED: 27 PAGES RESPONSIBILITY: Field Booking & Field Maintenance Staff Introduction: The City of Brantford Parks & Recreation Department strives to provide quality facilities in a fair and equitable manner for leisure activities for the citizens of Brantford and surrounding areas. Purpose: The purpose of the Sports Field Allocation Standard is to address the ongoing demand for sports fields offered to user groups by the City of Brantford. Due to an increasing demand for quality field space, growth and development of new or expanding sports groups and programs is difficult to accommodate. These procedures will outline the process by which sports field usage, distribution and allocation will be reviewed each year. The procedures contained within will serve as a guide for the sports field allocation process and to more clearly define and communicate how fields will be managed, allocated and distributed. The goal of these procedures is to promote and encourage participation in field sports to the overall benefit of the community. The Procedures contained herein will clarify the City s management of: Fair and equitable sports field allocation The processing of tournament, special event and seasonal contracts & applications 1

3 Procedures: 1.0 Sports Field Operations The City of Brantford will responsibly manage its field resources to ensure optimum usage and programming and to reflect municipal directives and goals. The City of Brantford Sports Field season begins on or after May 1 of the current season. No bookings will be accepted prior to the May 1 date. Sport fields that require end of season maintenance will begin to be closed on or around September 15 of the current season. Sports field allocation and distribution throughout the City of Brantford will reflect population, group registration, utilization and participation patterns and trends, in addition to applying municipal, provincial and federal directives where required. 2.0 Sports Field Allocation and Distribution On an annual basis, before booking the upcoming season, City staff will review issues from the previous season, the expressed needs of the users, the sports fields available and distribution from the previous year. All contracts are for the current season only. The City of Brantford reserves the right to reassign sports fields annually as required in order to satisfy changing priorities, appropriate field usages and emerging municipal, provincial or national directives Scheduling Priorities Applications for the use of outdoor athletic facilities, which are received by required deadlines, will be processed according to the following priority listing: 1. Sanctioned Tournaments; 2. Non-profit leagues, non-sanctioned House League Tournaments sponsored by a recognized local league; 3. Non-profit leagues, non-sanctioned Invitational Tournaments sponsored by a recognized local league; 4. Full-season usage for League games; 5. Fundraising Tournaments sponsored by a recognized local league; 6. Non-profit Tournaments sponsored by a local organization which is not a league; 3

4 7. Fundraising Tournaments sponsored by a local organization which is not a league; 8. Single game requests. 9. Practice requests 4.0 Rules, Regulations, and Restrictions The City of Brantford, Parks and Recreation Department schedules the use of various City owned or operated facilities by issuing facility contracts. A facility contract essentially does three things: 1. It approves use of a specific facility for a specific purpose; 2. It ensures exclusive use of a specific facility by the contract holder on one or more specific dates and times; 3. It is an agreement, which binds the contract holder to certain conditions in return for facilities and services provided. A facility contract is also considered a permit. Permits must be on site and available for inspection by a Department representatives. Note: One of the conditions in the contract requires the permit holder to abide by and to adhere to all City of Brantford By-laws and all Provincial and Federal legislation and regulations. The onus is on the Permit Holder to ensure that he/she is aware of such By-Laws, Legislations, or Regulations. 4.1 Examples of Activities Regulated by Municipal By-Laws: 1. Any activity whereby food or beverage is stored, prepared, bought, sold, or consumed. 2. Any activity, which involves the admission of animals to a facility shown on a facility permit. 3. Any activity whereby any goods or services are purchased, sold, offered for sale or lease, or otherwise made available. 4. Any activity involving a lottery game, gambling, or a game of chance. 5. Any activity whereby a permanent or temporary structure (including tents) is erected. 6. Any activity whereby any motor vehicle or towed vehicle is transported over a pathway or other area not designated as a roadway. 7. Any activity, which may cause injury or inconvenience to others including all use of firearms. 8. Any activity involving mechanical rides. 4

5 9. Any activity where an admission fee is charged or whereby public access is restricted. 10.Any activity whereby alcoholic beverages are involved. With regard to alcoholic beverages, the City must be made aware of your requests, in writing, a minimum of 90 days prior to the event in question with full details of the event. The City of Brantford has a Municipal Alcohol Policy in effect and all permit holders must be trained and adhere to the policy. Contracts are not valid unless they are signed by an approved representative of the applying organization. By signing the application to obtain a required contract, the applicant is acknowledging that he/she agrees to be bound by the rules and regulations governing the use of City-owned and operated outdoor facilities. 4.2 Rules and Regulations Governing the Use of outdoor City Facilities: 1. The issuance of a facility contract is entirely at the discretion of the Parks and Recreation Department. The Department reserves the right to cancel any contract temporarily or permanently: Should accommodation be required for special events; Upon breach of these rules and regulations; Should the Department be of the opinion that the premises are not to be or are not being used for the purpose(s) contained in the application; In the event of inclement weather and/or poor playing conditions and/or mechanical failure; or Should the organization fall in arrears with the City of Brantford. 2. The facilities named on the contract are to be used only on the date(s) and time(s) specified and only for the purpose(s) named. The contract is not valid unless signed by the Manager of Arenas & Fields or some other authorized person on his/her behalf. 3. The Contract is not transferable. 4. Contract holders wishing to cancel and/or alter the contract must give written notification as per policies established by the City of Brantford. 5. The City of Brantford will not be responsible for personal injury or the loss or theft of clothing or equipment of the 5

6 5.0 Services Provided: applicant or organization, or anyone attending on the invitation of the applicant organization. 6. The contract holder must pay all damages arising from the use of such facilities. 7. All contract holders must comply with Federal, Provincial, and Municipal By-Laws and regulations. 8. The contract holder shall be responsible for the conduct and supervision of all persons admitted to the facilities permitted, and shall see that all regulations contained in the contract are strictly observed. 9. The person signing the application to obtain a contract must be a person authorized by the organization to sign. A person signing a contract shall, when asked, agree to personally guarantee payment of any fee that becomes due to the City under the contract. If no guarantee is given when required, no contract shall be issued. 10.No alcoholic beverages are allowed in facilities without an approved liquor license. 1. Permitted/Contracted diamonds will be prepared by Parks Staff daily. Only Parks Staff are permitted to maintain the fields. 2. Team and/or leagues are required to provide their own bases. 3. All field maintenance concerns must be directed to the Parks and Recreation Department. Parks and Recreation is located at 1 Sherwood Drive, Brantford, Ontario, N3T 1N3 (Phone: / Fax: ). 4. All scheduling concerns must be directed to the Arena and Fields Administration Office (Phone: / Fax: ). Note: User groups are not to contact the maintenance staff directly, but can direct all inquiries through the Parks and Recreation Office. 6

7 5.1 Washrooms Permanent washroom facilities are available at the following locations only: Lions Park Complex Wayne Gretzky Sports Centre Cockshutt Park / Arnold Anderson Stadium Jaycee Sports Park Waterworks Park John Wright Soccer Complex Opening of permanent washroom facilities is dependant on the overall usage of the facility. Seasonal portable washrooms are also available at these sites. Some other heavily used Sports Fields in other locations have portable washrooms on site. These locations may vary seasonally or be removed as a result of vandalism. * Tournament users must ensure that washroom facilities are adequate to meet their needs (i.e. additional units, pump, and clean up is the responsibility of the organization). 5.2 Concessions Rights to primary field facilities are contracted and the concessionaire has the exclusive rights to concessions in these areas. Tournament organizers should contact concession operators in advance of their events. A list of these contractors is available through the Parks & Recreation Office. 7

8 6.0 How to Apply for a Contract for the Use of Outdoor City of Brantford Sport Fields 1. Complete the application for Season Permit for Recreation Facilities or for tournaments the Tournament Application. 2. Submit the application to: The Corporation of the City of Brantford Parks and Recreation Department Wayne Gretzky Sports Centre 254 North Park Street Brantford, Ontario, N3R 4L1 Phone: Fax: Deadlines: Seasonal Application to be submitted by the end of the last week of March of the current year. Tournament Application to be submitted by end of the third week of February of the current year. - $ non-refundable deposit is required. - $ Damage and Clean-up deposit may be required upon signing contract 4. The applicant will be contacted back concerning the status of the application no later than the end of the 3 rd week in April. 5. Please pay all contract fees at the Arena and Fields Administration Office located at the Wayne Gretzky Sports Centre. All deadlines for payments for seasonal, occasional, and tournament permits are due upon signing the contract unless otherwise arranged. Payments may be made by cash or by cheque, payable to the City of Brantford. Payments for regular users may also be paid on a monthly basis through the Accounting Department of the City of Brantford if mutually agreed upon. Payments for billing through the Accounting Department must be made at the Accounting desk at 1 Market Square. (City of Brantford entrance off Colborne) 6. Requests from out-of-town groups for the use of City facilities for special events are subject to negotiation. Full details of the event should be forwarded to the Arena and Fields Administration Office. 8

9 7.0 Tournaments 1. Application Information: Applications must be received by the end of the third week in February of the current year for tournaments. Application forms can be picked up at the Arena and Fields Administration Office. Please complete the application for Tournament and indicate clearly and accurately the following information: The number of ball diamonds, soccer fields, etc. required at each facility requested; Whether or not you are requesting the use of lights, where applicable; The alternate contact person. Applications will be reviewed according to the criteria outlined in Section 3.0. Applications received after the end of the third week in February will be processed on a first-come first-served basis, providing suitable facilities are available. Requests by a single applicant for a second tournament shall be considered after all first requests by other applicants in that category are applied. Allocation in previous seasons for a tournament is not a guarantee for similar consideration in subsequent seasons. A $ non-refundable deposit must accompany each tournament request and applicants will only be considered if the non-refundable deposit of $ has been paid. The $ will only be returned if dates are not available as requested by the applicant and subsequent dates are not feasible or suitable to the group. In the event that the original tournament date requested is not available, applicants who provide alternate dates will be considered before applicants in the same category who do not provide alternate dates. Rain dates will not be scheduled for tournaments unless they are considered as alternate dates. 2. Payments: Payment must be received in full from the event organizers no less than 14 days prior to the event date or the event may be cancelled. All payments may be made by cash or by cheque, payable to the City of Brantford. Payments for regular users may also be charged on a monthly basis through the Accounting Department of the City of Brantford if mutually 9

10 agreed upon. Payments for billing through the Accounting Department must be made at the Accounting desk at 1 Market Square. (City of Brantford entrance off Colborne) 3. Tournament Schedules: Schedules are to be provided to Parks and Recreation maintenance/booking staff 7 days prior to the start date of the tournament so that the staff schedules may be arranged. 4. Tournament Lining: Fields will be lined and groomed for the first game of the day. The number of tournaments and staff on duty on any given weekend will determine how many additional fields can be groomed thoroughly. 5. Cancellations and Refunds: No refund will be given after 10 business days prior to the event as a result of changes or cancellations on the part of the applicant. Should the tournament organizer cancel the event and not notify the Parks and Recreation Department in writing 10 business days prior, the organizer will be held responsible for full payment. A full refund will be issued in the event of facility unavailability or cancellation at the discretion of the Parks and Recreation Department (i.e. inclement weather and/or poor ground conditions). In the event that inclement weather forces alterations or cancellation of a portion of a tournament schedule, applicants are required to give full details in writing of the schedule revisions to the Arena Administration Office no later than the 48 hours (2 business days) following your tournament. This will allow for appropriate fee adjustments to be made. Should notice not be received by the specified deadline, no alteration of tournament fees will be considered. 6. Contracts: Tournament contracts can be picked up at the Arena and Fields Administration Office between the hours of 9:00 a.m. and 4:00 p.m., Monday to Friday. Other times or days can be arranged if mutually agreed upon. Contracts must be signed, when picked up, by an approved representative of the group/organization. Contracts not picked up and signed 10 business days prior to the event, may be cancelled. The facilities may then be re-allocated to other User Groups. 10

11 8.0 Seasonal Use 1. Application Information: Application forms will be sent out to past User Groups on or before March 1 st. Application forms can also be picked up at the Arena and Fields Administration Office. Please complete the application for Season Permit for Recreation Facilities and indicate clearly and accurately the following information: The number of ball diamonds, soccer fields, etc. required at each facility requested; The starting and finishing dates and times for league play; Whether or not you are requesting the use of lights, where applicable; The alternate contact person. 2. Processing Applications: 1. League requests receive priority over individual team requests. 2. Competitive organization requests receive priority over recreational teams/organization requests. 3. Full-seasonal usage receives priority over occasional usage and practice usage. 4. Practice time receives the least priority. 5. Practice permits will be issued on a week-to-week basis until the first week in June. After that they can be issued for the remainder of the season. 3. Payments: Payment of fees for full-season contracts are due before league play will be permitted. Payment of seasonal fees for playoffs will be due when playoff schedule is submitted. All payments may be made by cash or by cheque payable to the City of Brantford. Payments for regular users may also be charged on a monthly basis through the Accounting Department of the City of Brantford if mutually agreed upon. Payments for billing through the Accounting Department must be made at the Accounting desk at 1 Market Square. (City of Brantford entrance off Colborne) 4. Cancellations and Refunds: Requests by the contract holder for a refund due to a cancellation must be made in writing. These requests must be received by the Arena and Fields Administration Office a minimum of 10 business days in advance 11

12 of any affected date. If the contact holder does not submit a request within this time period, then no refunds will be considered. In the event of a rainout, the user is required to contact the Arena and Fields Administration Office within 48 hours (2 business days) of the rainout for rescheduling of the game(s) lost. Requests for partial or full refunds must be made in writing to the Arena & Fields Administration Office. 5. Contracts: Seasonal contracts can only be picked up at the Arena and Fields Administration Office, Monday to Friday, between the hours of 9:00 a.m. to 4:00 p.m. during the last week of April. Other times or days can be arranged if mutually agreed upon. Contracts must be signed when picked up, by an approved representative of the group/organization. Contracts not picked up prior to the first date of the contract, may be cancelled. The facilities may then be re-allocated to other User Groups. When signing the contract, all User Groups holding full-season contracts must: Forward a schedule of games for the duration of the contract; and Forward a complete list of all teams competing in their league. 12

13 9.0 Occasional Use 1. Application Information: Occasional field requests may be made by letter, in person, or by phone to the Arena and Fields Administration Office a minimum of three (3) business days prior to the date(s) being requested. Three business days notice is required in order to guarantee sufficient time for processing of an application if facilities are available and to prepare the required contract. Occasional use contracts are only booked on a weekly basis, one week in advance of the date required (i.e. call Monday for the following Monday). Weekend bookings can be made on a Friday for the following Friday, Saturday, or Sunday. Extended practice contracts will only be considered after June 1 of the current year. This allows all game, seasonal and tournament contracts to be entered first. Practice contract dates are subject to cancellation to accommodate game, seasonal or tournament contract reschedules. All efforts will be made to give as much advance notice as is possible. 2. Payments: When contracts have been confirmed for availability, they must be picked up prior to the date of use at the Arena and Fields Administration Office during the hours of 9:00 a.m. to 4:00 p.m., Monday to Friday. Other times or days can be arranged if mutually agreed upon. Fees are payable in advance and are due when the permit is issued. Payments may be made by cash or by cheque, payable to the City of Brantford or the Wayne Gretzky Sports Centre. Payments for major users may also be charged on a monthly basis through the Accounting Department of the City of Brantford if mutually agreed upon. Payments for billing through the Accounting Department must be made at the Accounting desk at 1 Market Square. (City of Brantford entrance off Colborne) 3. Cancellation and Refund: Requests by the permit holder for a refund, due to a cancellation must be made in writing. 14 10.0 Practice Permits Follow the same procedures as 8.0 Occasional Use permits Conflict Resolution Field permit conflicts may happen from time-to-time due to various reasons. These conflicts will first be discussed within the booking process between the groups and booking agent for the City of Brantford. If no resolution is accomplished in the initial discussion the affected groups will be brought together for discussion and resolution. Should no resolution be obtained, the decision of the booking agent for the City of Brantford will be final. Field conflict resolution will involve considering the following when a decision must be made: Historical field allocation Operational efficiencies 12.0 Guidelines for City Permitted Facilities Guidelines: 1. Alcohol is not permitted, except with a Special Occasion Permit. 2. Please be neighbourly and considerate to the surrounding areas (i.e. loud and boisterous behaviour, parking in undesignated areas). 3. Sale of food or drinks is not permitted. 4. Selling or purchasing of goods of any kind is not permitted. 5. Gambling is illegal. 6. Erecting of temporary structures (i.e. tents) must be pre-approved by the Parks staff. 7. Vehicles are restricted to the designated parking areas and lots. 8. Mechanical rides are not permitted. 9. Please place animals on a leash. 14

15 10.Light curfew is 11:00 p.m. unless authorization is given to extend curfew. Lights: If there is a mechanical light failure or inclement weather, contact the Arena and Fields Administration Office at within 48 hours. Failure to contact us within this time will result in full field rental costs Rain Out Policy In the event of a rainout, contact the Arena and Fields Administration Office within 48 hours of the scheduled event or full charges will apply. Rainouts will be rescheduled to available fields upon negotiation with the User Group. Criteria used by the Parks and Recreation Department to determine if a field or diamond is judged to be unplayable are: Visual ponding of water on the surface of the field or diamond; Water sponging up around your feet when you walk on the field/diamond. However, the Parks Department recognizes that certain site specific consideration must also be used to determine if a game may be played during marginal field conditions. Age of players. No alternative sites. Games with teams from out of town. Important competition with advance planning. Seriousness of game (i.e. playoffs). Drainage characteristics of sand or clay based fields. Effective communication between user groups and the Department staff (i.e. phone calls, inspection sheets, or written communications). Damage to the fields may be charged to the rental group. Note: Parks and Recreation may cancel a permit if, in their opinion, the facility is not in suitable condition to use. If for any reason, other than bad weather, you are not able to use the facility at the time for 15

16 which the permit was issued, Parks and Recreation must be notified at least 10 business days in advance, enabling them to grant the permit to another organization. User groups failing to give notice will lose their permit privileges. Organizations, coaches and parents must be made aware of this policy Review of Policy The Sports Field Allocation Policy will be reviewed annually prior to the first Field Users meeting in order to identify any required changes to all concerned groups and organizations. The next scheduled formal review of the Field Allocation Policy will take place in June

18 Outdoor Athletic Facilities: Brantford Primary Park Facilities: Wayne Gretzky Sports Centre 1 Field House with 4 dressing rooms, referees change room, washrooms, and concession area. 3 Tennis courts 2 Football fields (one with field house) both have lighting, press box, irrigation system, bleacher seating and score clocks. Stone dust track in enclosed field. Enclosure contains bleacher seating for approximately irrigated Softball diamonds with lights and bleacher seating, including warning track and outfield fencing. Parking facility for 400 cars. Lions Park/Steve Brown Sports Complex 3 Softball diamonds (1 diamond with lights), including warning track and outfield fencing. 3 Soccer fields (2 fields with lights, 2 fields with irrigation systems) Washrooms Change Rooms available in the arena for an additional fee. Arena bookings have first consideration for change rooms. 3 Tennis courts with lights All-weather polyurethane track with bleacher seating for 1,000 and press box. P.A. system available. Parking facilities for 200 cars. Cockshutt Park / Arnold Anderson Stadium 1 signature Hardball diamond with lights, irrigated, dugouts, press box, warning track, scoreboard, concession area, and bleacher seating for 1, Hardball diamonds (1 diamond [George Henry Red] with lights, home run fence, warning track, and grass infield). The increasing demand by local baseball organizations to use Arnold Anderson stadium has caused the Parks & Recreation Department to create a new User Standard in order to ensure that maintenance service levels remain high and are not impacted by over usage of the facility. Statement: Only the Brantford Red Sox, Brantford Braves and Brantford Minor Baseball (Midget Rep) baseball organizations will be provided priority use of this stadium to ensure that field conditions are maintained at the highest possible level and are not impacted by over usage. Use of this facility by other groups is governed by the following: Procedure: Cost of using the facility is as per the current rates and fees schedule The stadium will not be booked out to any other team or organization for any reason on the day of a scheduled Red Sox or Braves game. The Parks & Recreation Department will be the only contact for this facility. All stadium bookings will be made through the department s field booking personnel. Under normal circumstances, all games played in this facility are restricted to an 11:00PM curfew. Minor Baseball tournaments will be restricted to 3 games played per day at the stadium. Minor baseball tournaments must be booked accordingly and play will not be permitted on the same day as any scheduled Red Sox or Braves games. Rain out policies must be strictly followed. Rain delays and cancellations do not account as validation for additional games to be played on that same or subsequent day. Stadium locker rooms are for the use of priority use groups only. Minor Baseball practices are not permitted on stadium grounds. The field user immediately following the game must replace all infield tarps. Tuesday will be recognized as maintenance shut down day in which field bookings will not be taken in order to perform additional field maintenance. 23

24 Teams that fail to comply with the Arnold Anderson User standards may face suspension from the facility. Additional facility services, such as infield maintenance are available from the Department at an additional charge. Field maintenance, preparation or alterations must not be performed by the user group and can only be performed by Parks Maintenance staff. Sports field users and patrons must adhere to the City s Municipal Alcohol Policy as applicable. Lightning and/or thunder activity warrants the immediate cancellation or postponement of all activities on the sports field. Users are to immediately vacate the field and seek safe shelter. Field booking requests must be submitted to the bookings office by the last week of March of each year 24

In order to ensure that patrons use the soccer complex efficiently and that field quality remains of the highest standards, the following procedure for usage has been developed. Statement: Use of this facility is open to all local soccer associations; giving local soccer groups prioritybooking rights over non-resident groups. Procedures: Cost of using this facility is as per the current rates and fees schedule. Booking of this facility gives first right of recall to current users for the following season. Field booking requests must be submitted to the bookings office by March 25th of each year. The generated field permit will confirm the field booking. Groups requiring field lighting may be given priority for this location. This facility is to be strictly used for games purposes only, practices are not permitted. Users should have the sports field permit on site the date of the booking. This facility is governed by the City s rain out policy; good judgment must prevail during inclement weather if City staff has not contacted you. Lightning and/or thunder activity warrants the immediate cancellation or postponement of all activities on the sports field. Users are to immediately vacate the field and seek safe shelter Field bookings are restricted to the timelines of the permit and games may have to be curfewed if other permits are affected by the delay. Where consent is granted, The Brant County Health Unit, Guidelines for Special Event Food Premises must be strictly adhered to and any required permits must be obtained and displayed.
