3 1. INTRODUCTION 1.1. General Rally FORTECYA will be run in compliance with the International Sporting Code and its appendices, the National Sporting Code and its appendices, the 2019 Ukrainian General Rally Regulations (further only FAU GRR) and these Supplementary Regulations. The 2019 FAU GRR (only Ukrainian text) can be found at the FAU website Modifications, amendments and/or changes to these Supplementary Regulations will be announced only by numbered and dated Bulletins issued by Organizer or the Stewards. This document is the short English version of Supplementary Regulations made only for non- Ukrainian speaking competitors. During the rally of any dispute concerning the interpretation of the regulations, only the Ukrainian text will be binding Road surface 95% of road surface gravel; 5% of road surface cobblestone, tarmac Overall distance and total distance of the itinerary Total distance of SS: 110,48 km Total distance of the rally: 334,41 km Total number of stages: 12 Total number of sections: 3 Total number of legs: Testing stage Official testing stage will be held at Kam`yanets-Podilskyi of Khmelnytskyi region, 10 of May 2019 from 14:00 to 17:00. Conditions of official Testing stage will be published by Promoter on the rally official website Restriction of reconnaissance Any presence of driver or co-driver on the route of special stages in period after the publication of these Supplementary Regulations shall be regarded as reconnaissance performed. Drivers and codrivers, who for whatever reason enter the area used for Rally FORTECYA during that period, must promptly inform the Clerk of the Course, excluding drivers living in that area or working there.

ENTRIES 4.1. Closing date for entries Closing date for entries: Friday, Entry procedure Any person wishing to participate in the Rally FORTECYA must send his/her correctly and fully filled entry form until 23:00 3 May 2019 via the official rally website. Details concerning the co-driver can be specified up to the start of administrative checks. The entry application will only be accepted if accompanied by total amount of entry fee Number of accepted entrants and classes Number of entrants is limited to 60. Competitors will be divided according to next list of classes:

9 Classes RC1, RC2 (according WRC Regulations) and electro-cars only in overall classification (without getting points in Ukrainian Rally Championship); Classes 4WD OPEN, 2WD OPEN and 2WD in overall classification and proper classes Entry fees Entry fee is a donation to the Promoter as a help to organize the event. Entry fees with the optional advertising proposed by organizers: Classes RC1, RC UAH (eq. 300 EUR) Class 4WD OPEN 7000 UAH (eg. 240 EUR) Class 2WD OPEN 5000 UAH (eq. 170 EUR) Class 2WD 4500 UAH (eq. 150 EUR) Youngsters (both drivers under 25 years old) 1500 UAH (eq. 50 EUR) Women (both drivers) 1500 UAH (eq. 50 EUR) Team entry 1000 UAH (eq. 30 EUR) 4.5. INSURANCE 5.1. Insurance Coverage for the Organizer The organizer has made the insurance contract with Brokbusiness company (agreement #TBA), organizer s liability insurance covering damage causes to the third party by competitors and crews during the competition up to UAH (equal to EUR). However the damage caused by drivers among themselves is not covered by this contract.

10 5.2. Insurance policy and International Green Card All crews will have to submit an administrative check an insurance policy, the crew from abroad as well as international green card for their car. Without it, the crews will not be permitted to take the start Insurance Coverage for the competitors and crews All the competitors are obliged to arrange their Insurance for minimum amount of UAH (equal to 1500 EUR), which has to be presented at administrative check. By the very fact of signing the entry form, the crew accepts the terms from the Supplementary Regulations and relinquishes any rights to compensations of any kind which may occur following the incidents during the rally Accident Reporting In case of any accident, the crew or their representative should report this fact at the next SOS point or control point, respecting the prescriptions of the Accident Procedure (FIA RRCSR Appendix III) and then submit a written report in the Rally HQ before the time of publication of the results. 6. ADVERTISING AND IDENTIFICATION 6.1. Organizer s obligatory advertising Competitors have to reserve the space on the competition car for the organizer's Advertisings, Competition numbers and rally plates in accordance to Appendix IV to this Regulations. Competitor cannot refuse the organizer's compulsory advertising Loss or removal of advertising and rally plates If it is ascertained at any point during the rally that an advertising plate (or any other type of advertisement) supplied by the organizer is missing from a car than the crew shall be penalized with a fine of 1000 UAH (equal to 30 EUR) for each missing advertisement plate. If it is ascertained at any time during the rally that a competition number or one rally plate is missing, this will be penalized by 2000 UAH (eq. to 60 EUR). 7. TYRES 7.1. Tyres specified for use during rally All competitors must use tyres complying with the Article 64 of FAU GRR. Any breach of the tyre regulations will be submitted to the Stewards.

11 7.2. Number of tyres using During the all competition only 10 tyres can be used according to Article 64.4 of FAU GRR Tyres specified for use during recce During the recce competitors can used tyres according to Article 36.5 of FAU GRR. 8. FUEL 8.1. Fuel All competitors must only use marketable sorts of fuel. Organizer will not supply competitors with fuel, fuel supply is left to competitor's care Refuelling Refuelling may only be performed during the rally in the refuelling zones which will be marked in the Road Book. Procedure of refueling must be held in accordance with the Article 62 of FAU GRR. 9. RECONNAISSANCE 9.1. Reconnaissance registration Each crew which is going to perform the reconnaissance must first register with the organizer. On the registration, the crew must submit information on the vehicle for reconnaissance and phone number at which it reached during reconnaissance. Each crew will receive Road book as well as two numbers for reconnaissance, which have to be affixed on a reconnaissance car. One number has to appear on the windscreen (the upper right position) and second one on the rear window, all time during reconnaissance. Promoter has to be informed immediately of any changes of recce cars by any crew with the details of new recce car. Each crew must give its Recce Card to officials not later than on TC 0. The crew which will not have at least one marking per every special stage in Recce Card will not be permitted to start the rally Reconnaissance time schedule Reconnaissance is restricted to 2 passes in one special stage, entering special stage at start and leaving on finish. Officials, nominated by the Clerk of the Course, will check and make markings in the Recce cards at the start and finish. Their controls will be identified by standardized FIA signs for start and stop. Recce time schedule is set out in Appendix II to these Regulations.

12 9.3. Reconnaissance rules The reconnaissance may only be carried out using production cars complying with specifications given in Article 36 of FAU GRR Speed limit During the reconnaissance crews must strictly observe the prescriptions of the Ukrainian Traffic Code. Particularly, they must respect general speed limit in Ukraine of 50 km/h in the built-up area and 80 km/h outside it. Speed limit zones will be marked on Rally Map which will be published by Promoter on 3 of May 2019 on the official rally website. Speeding control during the recce will be carried out via GPS-trackers supplied by Promoter. Procedure of collecting and using trackers will be described in special Bulletin of Promoter. Speeding up to 10 km/h will not be penalized. Speeding over 10 km/h will be penalized according to Article of FAU GRR. Police will control thoroughly the route of special stages and strictly sanction the offenders. 10. SCRUTINEERING, MARKING AND SEALING Scrutineering venue and timetable Address: Kam`yanets-Podilskyi, Khmelnytskyi highway, 34 Date Time Saturday, :30 13:30 Each crew or representative of the team, has to report to the scrutineering in its individual time, which will be published together with entry confirmation on official rally website and sent to all entries by e- mail. Administrative checks will be held according to Article 31, 32 of FAU GRR Documents to be presented Documents to be presented during the scrutineering: scrutineering form (collected on administrative checks) registration document of the rally car insurance policy of the rally car authorization by the owner of the car, if he is not one of the drivers FIA homologation card Lateness on scrutineering Lateness on scrutineering within the time of conducting will be penalized by amount equal to 20% of Entry fee. Arriving on scrutineering after it s end will be penalized by amount equal to 50% of Entry fee or by disqualifying by Stewards decision Marking and sealing Marking and sealing is obligatory for the cars of Priority drivers according to lists published by their ASNs. Other cars may be marked and sealed at the discretion of Chief Scrutineer Mud flaps Mud flaps can be used in accordance with Appendix J Article Drivers safety equipment Competitors helmets (which must comply with the requirements of FIA Appendix L), FHR devices (which must be an FIA approved model as detailed in Technical List No.29 of Appendix J) and flame resistant clothing (homologated to the FIA standard) will be checked at scrutineering.

14 12. OTHER PROCEDURES Penalization before the start All penalizations given before the competition part of the rally must be paid to Rally Secretary until 16:30 11 of May Test stage Official test stage can be provided to competitors. If so, the details of place, time and other conditions of this test stage will published in Promoter s Bulletin Car wash Organizer can provide the car wash before the entrance of Service Park and before the Pre-Finish Area. The place of car wash will be indicated in Road Book Ceremonial start Ceremonial start of the rally will take place immediately after TC0. After the end of recce each crew has to place his car in Pre-Start area under the marshal s instructions. After passing the start podium crews must immediately proceed to TC1 (start of SSS1) Starting procedure on SS Starting interval on every SSD of Section 1 will be 1 minute for all crews. Starting interval on SS of Section 2 and 3 will be 2 minutes for first 10 participants. For the rest of participants starting interval will be 1 minute if Stewards will not make another decision Markers and Retarders There will be Markers and Retarders on the Special Stages, which will be marked in Road Book and controlled by the officials. For every passing the Retarder with no according to Road Book each crew will be penalized by the Stewarts up to disqualifying Restart after retirement / Rally 2 A crew which has failed to finish Sections 1 and 2 may be assumed to re-start the rally according Rally 2 rules. Cars of these crews must accord the Articles 54 and 55 of FAU GRR. These cars must be represented on re-scrutineering according the rally programme Permitted early check-in On the TC 4B and 12D the early check-in will be permitted.

Service Park Address: Kam`yanets-Podilskyi, Khmelnytskyi highway, 11 ТC «Epicentre K» Date Time П ятниця, :00 22:00 Субота, :00 22:00 Неділя, :00 22:00 Only competition cars and cars with the SERVICE plates will be allowed to enter the Service Park territory during the rally. Speed limit imposed in Service Park, for all vehicles including the competition cars, is 10 km/h. Refuelling may only be performed in the refuelling zones marked with the proper signs. Each crew is responsible for it s service place. Any damage of tarmac in Service Park is strictly prohibited. Any violation of environmental laws in Service Park will be penalized by Promoter. It is not allowed for crews which finished the rally in any way to leave the Service Park without permission of Service Park Officer Service Park Officer Vacant Regrouping Zones and Parc Ferme Competitors and official may enter the Regrouping Zones and Parc Ferme according to FAU GRR excepting the Pre-start and Pre-Finish areas where only crews and accredited media can enter Ceremonial finish procedure Ceremonial prize giving will take place over the Provisional Unofficial Classification of the rally. After the leaving the TC 12C (Service Park out) each crew must reach the TC 12D (Parc Ferme in) according to Road Book. The competition part of the rally will end on this TC. After the start of ceremony, by the signal of the Chief of Parc Ferme, crews will leave the Parc Ferme, pass over the finish ramp and immediately return they cars to the Parc Ferme, where they will stay until the Parc Ferme opening by the Stewards decision. Crews are allowed to pass the finish ramp either in sportive closing or in ceremonial team uniform Official time Official time during all competition will be Kiev s time (GMT + 2 hours). At any time of the competition official time will be available at Rally HQ.

16 Bonus points Special Stages 1, 2, 3 and 4 will be provided as Super Special Stages. Bonus points will be counted according to Article 10.2 of FAU GRR by summing up the best times on SS1-4. All possible penalizations will not be taken into account Additional Trophy «100+» There will be Unofficial Additional Trophy «100+» established by Major of the City of Kam`yanets- Podilskyi and dedicated to 20-years-jubilee of rally in Kam`yanets-Podilskyi. This Trophy will be counted only for crews with the summed age of both drivers exceeding 100 years. The winners of the Trophy will be defined by the summing up the best times on Section 1 and 2 including all possible penalizations. 13. 17 14.2. Prize giving ceremony Prize giving ceremony will take place at the finish ramp of the rally basing on the provisional final classification. 15. FINAL CHECKS AND PROTESTS Final checks Address: Kam`yanets-Podilskyi, Khmelnitskyi highway, 34 Date Time Sunday, :15 20: Protest fees Sum of the protest fee set by the FAU is 5000 UAH (eqal to 170 EUR) Appeal fees Sum for national appeal fee set by the FAU is 6000 UAH (equal to 200 EUR). For the people, who live on the route, rally and particularly reconnaissance, when the road is open for a normal traffic, present a major increase of traffic and a major disturbance in their habits of life. Thus people are often against rally and organizer has to put huge effort to get their permission. Reconnaissance out of the prescribed terms and racing on the route threat the future rallies. For this reason we appeal to the crews to respect reconnaissance restrictions. The organizer, together with the local Police, will control thoroughly the route of special stages and strictly sanction the offenders.
