Advocating U.S. Dept. of Energy adopt FEGs But not sizing/selection window 4. Lead development of utility rebate programs around FEGs 5. Communicate widely throughout the process to help concepts filter into the market 2/24/2014 Copyright AMCA International 12
What s Next? Code/Standard /Regulation First Generation (Year Finalized) IgCC 2012 (2011) 2015 (2014) Second Generation (Year Finalized) Third Generation (Year Finalized) Notes 2018 (2017) 2021 (2020) Basis is ASHRAE ASHRAE (2013) 2016 (2016) 2019 (2019) ASHRAE (2014) 2017 (2017) 2020 (2020) Basis is ASHRAE 90.1 IECC 2015 (2013) 2018 (2016) 2021 (2019) Basis is ASHRAE 90.1 DOE Requirement Final Rule (2015/2016) Fan Rebate Programs Pilot (2014) Effective 2020 (or later) Official Rollout (2015) Phased requirements? Easier to delay than accelerate Estimated dates 2/24/2014 Copyright AMCA International 13
About Rebate Programs Usually start as pilot programs within one or two utilities California, Oregon, Illinois are contenders Three types of programs Direct rebate (simple) Calculated (moderate) Custom (complex) AMCA likely to pilot a Direct and Calculated program in 2014/2015 2/24/2014 Copyright AMCA International 14
About Rebate Programs Rebate programs have to save energy cost effectively Codes are often used as baseline Efficiency Delta is the incentivized higher efficiency Cost Delta is the higher first cost for the higher efficiency fan Lifecycle cost-benefit analysis determines investment quality for rebate program Highly complex and very data-driven 2/24/2014 Copyright AMCA International 15
Want to Learn More? AMCA Americas Region Meeting Ethan Rogers, ACEEE, the lunchtime speaker AMCA International Fan Symposium Neil Elliott, ACEEE John Cymbalsky, DOE Michael Ivanovich, AMCA European and Asian speakers Wow!!!! 2/24/2014 Copyright AMCA International 16
We ve Hit a Glitch Long story short, and this is quite new FEGs probably won t work for low-pressure fans Axial and centrifugal powered roof ventilators PRVs There are some cases where they may not work for higher pressure fans AMCA looking to redevelop its core position on fan metrics 2/24/2014 Copyright AMCA International 17
What s Not Different Category definitions from Framework Document are crystallizing We ve vocalized difficult of FEGs with low-pressure fans in the past PRV exemption Statements in the Framework Document comments Technical articles Emphasized need for considering fan size as an issue 2/24/2014 Copyright AMCA International 18
Size Matters Operating Performance 80,000 CFM 3.0" SP Data from Cookware v6.0 (Loren Cook Company) Total Operating Budget Operating Model FEG Efficiency Power (HP) Price Cost/Yr Weight 365CADWDI 85 56% 114 $21,100 $37, CADWDI 85 62% 90 $16,100 $29, CADWDI 85 68% 74 $16,900 $24, CADWDI 85 77% 60 $17,600 $19, CADWDI 85 78% 56 $20,300 $18, CADWDI 85 81% 51 $23,800 $16, CADWDI 85 81% 50 $27,400 $16, Operating cost based on 16 hrs/day, 250 days/year and $0.10/kw-hr All sizes are FEG85 (represents the energy efficiency potential) Actual efficiency at the operating point varies greatly (larger sizes are operating close to peak efficiency) 2/24/2014 Copyright AMCA International 19
Other Recent Epiphanies Primacy and dependency We have to work out DOE efficiency metrics and efficiency thresholds in UNISON with development of codes and standards AND utility rebate programs. 2/24/2014 Copyright AMCA International 20
Foundation is DOE DOE regulations preempts state codes and model codes and standards Model codes and standards and state codes will eventually contain DOE regulations as minimum Stretch codes/standards like ASHRAE and IgCC can go further Think of rebate programs as incentives for stretch codes/standards
Primacy and Dependency DOE regulation California Title 24 ASHRAE 90.1 or Equivalent International Energy Conservation Code Green / Stretch Codes and Standards Utility Rebate Programs Cal Green ASHRAE International Green Construction Code Utility 1 Utility 2 Etc.
Timing of Key Dates AMCA / Advocate Joint Recommendation 2014 Utility Rebate Program Pilot Programs 2014 Utility Rebate Program Rollouts Model Code/Standard Cycle 1 ASHRAE ASHRAE Intl. Energy Conservation Code 2018 Intl. Green Construction Code 2018 DOE Final Rule COMPLETED 2016 Model Code/Standard Cycle 2 ASHRAE ASHRAE Intl. Energy Conservation Code 2021 Intl. Green Construction Code 2021 DOE Final Rule EFFECTIVE 2020
Another New Wrinkle Ripple effects California Title 24 Energy Code for commercial buildings considering adopting equivalent of ASHRAE 90.1 Add 2016 and 2019 Title 24 versions to table ASHRAE 90.1 expecting air curtain change proposal to mirror IECC and IgCC provisions 2/24/2014 Copyright AMCA International 24
And We Have a Labeling Challenge Label requirements: DOE IECC-2015, IgCC-2015 AMCA initiated this in response to direction from ASHRAE-IECC panel drafting IECC proposal Utility rebate programs This didn t exist at time of IECC debate Goal is one label to rule them all AMCA Marketing Committee AMCARC AMCA 211 2/24/2014 Copyright AMCA International 25
AMCA Strategy Step 1: Finalize revised position Step 2: Leverage ASHRAE 90.1 Goal: Have ASHRAE reflect AMCA positions for joint recommendation Voting member of Mechanical Subcommittee Chair of 90.1 Fan Working Group ACEEE a voting member of Mech. Sub. and Full Comm. AHRI a wildcard on Mech. Sub. and Full Comm. Cooling Technology Institute could help
AMCA Strategy Step 3: Participate in ACEEE/NEMA program Goal: Build influence with advocates and utilities while becoming more astute on programs Introduce wire-to-air metric on limited basis for pilot program This will help our wire-to-air position on joint recommendation Get more support for joint recommendation and model/codes and standards Provide a basis for enlarging relationships/support beyond current advocates and utilities
AMCA Strategy Step 4: Enlarge public profile and extend influence with key relationships Thought leadership and vital educational service Webinar series, blog, conference speakers etc. Engineers, contractors, commissioning providers NEBB, ASHRAE, etc. Relationship initiative for DOE rulemaking and for GSA/DOD federal policies for air systems Alliance to Save Energy, Consortium for Energy Efficiency, etc. Tom Catania is key Also accelerates and broadens utility program rollouts
