1 10-SECONDS IN THE BACK COURT 10-Seconds in the Back Court Tuesday, November 03, 2015 Defense tips the ball out of bounds in the backcourt with 24 seconds on the shot clock. Team B calls a timeout. Can you confirm that Team A DOES NOT get a new 10 seconds? I have found a couple of statements and references stating that when the team in control calls a timeout they get the new 10. I cannot find anything written that addresses the defensive team calling a timeout and it doesn't fit in the three exceptions given in the rule. When the defense calls a timeout, it does not give the offense a new 10 seconds to advance into the frontcourt. When there is 24 seconds on the shot clock, Team A will only have 4 seconds to advance the ball into their frontcourt. Casebook AR221 A1 is in her backcourt and her pass is batted out of bounds by the defense before gaining frontcourt status. The throw-in spot is outside of Team A s frontcourt. A1 attempts to inbound the ball into the backcourt when B1, in Team A s frontcourt, touches the ball before it enters backcourt. A2 then gains control of the ball in her backcourt. Will A have a new 10 second count? Yes. When B1 touched the ball while standing in team A s frontcourt, the ball gained frontcourt status. When A2 gained control of the ball in her team s backcourt, Team A has a new ten seconds to gain

2 frontcourt status. Rule 9.12.art1-3 A1 is in backcourt, her pass is deflected by B1 ( also in backcourt), the ball remains airborne and lands out of bounds in A's sideline in front court. Does A get a new 10 second count when A1 thrown goes directly to A3 who is in the backcourt? Because Team A did not gain frontcourt status before the deflected ball went out of bounds, when A1 s throw-in goes directly to A3 in the backcourt, Team A will have the time remaining from the original backcourt count. Rule 9 sec 10, CCA pg B4d With 30 seconds on the shot clock Team A inbounds the ball. The shot clock and the 10 second backcourt count began when A2 legally touched the ball. While still in the backcourt and the shot clock at 21 seconds, the Center official hears the coach yelling for a timeout. The official, after confirming that the coach was asking for a timeout, blows the whistle and the shot clock displays 20 seconds. The officials realize that the shot clock displays 20 seconds and there should be a 10 second back court violation. (The officials also realize that there is no timing error and the game clock and shot clock stopped on the whistle). The officials did not blow the whistle for the 10 seconds back court but instead for the time out request. Do we grant the coaches time out or assess the 10 second back court violation?

3 I realize that AR 223 is a similar situation with the ball going out of bounds at 17 seconds on the shot clock. Is there a different ruling when the clock is stopped for a timeout and the clock display 20---and the officials did not blow their whistle for the 10 seconds back court violation but for the coaches called timeout? Ultimately, the officials will have to determine which occurred first, the timeout request or the ten-second violation. If it is determined that the timeout request occurred prior to the violation, then the timeout shall be granted and charged, with Team A being given a new ten seconds to gain frontcourt status. Rule 9-10 Team A has the ball in the back court with 23 seconds on the shot clock. Team B deflects a pass out of bounds. Team B immediately calls timeout. I assume that Team B's timeout does NOT give Team a new 10 second count. In the exact same scenario, after B's timeout has ended, Team A calls timeout. Does Team A then get a new 10 second count? When the team in control calls a timeout before advancing the ball into their frontcourt, the team will always receive a new ten seconds to gain frontcourt status, even if their opponent also calls a timeout (and it does not matter in which order the timeouts are called). Rule a.r Cca pg 16 In the rule book and case book it says that the coach is to inform the official of his/her intent to advance the ball before we report the timeout

4 In the cca manual page 16 it reads that we are to ask if they want a full or a 30 second timeout and if they want to advance the ball to the throw in spot at the 28 ft mark in the front court. Confused The option to advance (Rule ), but that does not mean that the officials are not permitted to ask the coach. The rules do not prohibit the official from asking the head coach what type of timeout he/she wants, correct? The CCA Manual s mechanics for the option to advance do not contradict the rule; rather, they compliment the rule. Rule 9-10: 10 second backcourt Team A has the ball continuously in their backcourt when the defense causes the ball to go out of bounds with 17 seconds remaining on the shot clock, all 3 officials have erred in missing the 10 second backcourt violation (A.R.223). How much time does Team A have to get the ball into front court status? On 9/22 you answered a similar question regarding A.R. 223 (2016 Casebook). I am confused why in that answer, Team A would get another 10 second count, since the play in A.R.223 has the defense causing the ball to go out of bounds, assumed to be in the backcourt. Thanks for the clarification. Team A receives a new 10 seconds because the officials missed the 10-second violation. Regardless of how the ball came to be out of bounds, when the officials saw that there was 17 seconds on the shot clock, they missed the violation. This is no different from officials missing a travel or a three-second violation. Because the violation was missed, Team A must be given a new ten seconds to advance the ball into the frontcourt when he throw-in is made into their backcourt.

5 9-10, 9-12 If the throw-in is from the frontcourt, but has not touched the court or a player in the frontcourt, is it a new 10 seconds if: 1) Thrower in A1 throws a bounce pass from the frontcourt, which bounces in the frontcourt, but is first touched by a player in the backcourt; 2) Thrower in A1 throws a bounce pass from the frontcourt, which bounces in the frontcourt and is then deflected by A2 or B2, either of whom is standing in the frontcourt, and then goes into the backcourt 3) Thrower in A1 throws a chest pass which is deflected by B1, who is standing in the frontcourt, and the ball then goes in to the backcourt? In all three scenarios you present, if Team A s pass is deflected out of bounds without touching the playing court or a player/official int he frontcourt and Team s ensuing throw-in were to be thrown directly into Team A s backcourt, Team A then has the remaining time in the backcourt count to advance the ball into their frontcourt. In your three scenarios (A1 s throw-in touches the playing court in the frontcourt before going into the backcourt, A1 s bounce pass in the frontcourt is deflected by A1 or B2 into Team A s backcourt or A1 s throw-in is deflected in flight by B2 into Team A s backcourt), Team A will receive a new 10 seconds to advance the ball once it is touched in the backcourt, because in all three examples you provided frontcourt status has been established. Additionally, if A1 s throw-in were deflected by A2 into their backcourt, this is legal and not a backcourt violation s Team A did not have team control int heir frontcourt before the ball was returned to their backcourt (Rule ) Following a made field goal, A1 is dribbling in her backcourt. B1 deflects the ball out of bounds and the shot clock shows 17 seconds. The officials err by failing to rule a ten-second backcourt violation. When the subsequent throw-in by Team A is touched in Team A s backcourt, Team A will have ten seconds to advance the all into their frontcourt. Is this correct? This was on the test. Talking with other officials who scored 100 They answered this Yes. This make zero sense and I can't find a rule to back this up. The rule 9-10 is "The 10-second count shall be reset on all stoppages of the game clock except when the defense causes the ball to be out of bounds, the offense retains possession after a held ball, or there is a technical foul assessed to the offensive team." In this situation the defensive team knocks the ball out of bounds so there is no reset of the 10 second count. Why would we reset the 10 second count in this situation? We already screwed up and gave them

6 13 seconds to get over half court and can't correct then we have to compound the problem by giving the team an additional 10 seconds? Approved Ruling 223 provides the basis for this play. When the officials failed to call the ten-second backcourt violation, it is a missed violation. When players commit traveling violations or three-second violations, officials are not permitted to go back and re-officiate those plays. The same is true for this ten-second violation. Because this is a missed violation, Team A cannot be penalized further. When Team A's throw-in is made into their backcourt, Team A must be given ten seconds to advance the ball. 9/24/2015 1, does a kick ball violation by the defense in the backcourt during a 10 second count constitute a new 10 seconds for the offense advancing.?? 2. a player rebounds in backcourt dribbles once and then that teams coach is asking to advance. We, the officials say no you advanced by the one dribble and then subsequently the coach says I want a second charged timeout to advance. Can he have that option of the second timeout to advance?? And do we address the coach on the first timeout request and say you can not advance do you want to change your request?? The rule change for ten seconds in the backcourt states that a team will receive a new ten seconds on all stoppages of the game clock, except for the three items listed (defense deflects the ball out of bounds, a held ball with no change in team control and a technical foul assessed to the team in control). In your scenario, the kick ball violation would result in a reset of the ten second count. In the second play, once a team has advanced the ball by a dribble or pass, the option is not available when they request a timeout. Additionally, a second timeout request does not regain the option. 9/22/2015

7 9-10 If Team A is dribbling in their backcourt with 30 seconds on the shot clock and the defense causes the ball to go out of bounds with 18 seconds on the shot clock and no one on the crew calls a backcourt violation, under last year's interpretation it is too late to call a backcourt violation and the inbounding team gets a new 10-second backcourt count if the throw-in goes into the backcourt. Assuming the same interpretation and situation this year, and the offensive team does not call a timeout to buy themselves a new 10-second backcourt count, I assume that if the offense throws the inbounds pass directly into the f/c, there is no violation, but if they throw the inbounds pass into the b/c, we would call an immediate b/c violation. Please confirm. There has been no change to the approved ruling that the unobserved violation may not be called when the ball is out of bounds and the crew recognizes that there is 18 seconds remaining on the shot clock (A.R. 223). Because it is too late to penalize the 10-second violation, if Team A s throw-in is made into their backcourt, they will receive a new ten seconds to advance the ball into their frontcourt. Team A would not be required to call a timeout in order to receive a new ten seconds. 9/22/2015 Concerning the 10 second back court count. With 23 seconds on the shot clock team A is in control of the basketball in their backcourt. A pass is deflected by the defense in the backcourt. The ball travels toward the frontcourt and A.) goes out of bounds on the frontcourt sideline with out touching the front court or B.) touches the frontcourt before going directly out of bounds. Does team A receive a new 10 second count in either case. The intent of the rule change in 9-10 is to not provide the team in control with a new ten seconds in the backcourt when there is a new throw-in after the defense caused the ball to go out of bounds, a held ball with no change in team control or a technical foul assessed to the team in control and the team in control had failed to gain frontcourt status by the tenth second. In (a), because the defense caused the ball to go

8 out of bounds and the ball did not gain frontcourt status, if Team A s throw-in goes into the backcourt, Team A will have three seconds to advance the ball into the frontcourt. In (b), because the ball touched the frontcourt, it gained frontcourt status (Rule a) before going out of bounds. If Team A s throw-in goes into the backcourt, Team A will receive a new ten seconds to advance the ball into their frontcourt. There is no frontcourt or backcourt status during a throw-in. It will be important for officials to discuss this scenario. 9/8/2015 Team A is dribbling in their back court with 25 sec. left on shot clock. Team B commits a kick ball violation. Will Team A receive a new 10 seconds? Yes. When Team B intentionally kicks or fists the ball while Team A is in control in their backcourt, Team A will receive a new ten seconds to advance the ball into the frontcourt. 7/31/2015 With the new 10 second backcourt count changes, here is a situation: Ball is deflected out of bounds by the defense in the backcourt with 21 left on the shot clock. Inbounds pass goes directly to the front court where it is intentionally kicked by the defense. Inbounds spot now in the front court. Inbounds pass is directly to backcourt. Does the offense get a new 10 second count or just

9 the 1second remaining on the shot clock? In your scenario, when the defense committed the kick ball violation in the frontcourt and there is a new throw-in by Team A, Team A is permitted to throw the ball into their backcourt and receive a new tensecond count. 7/15/2015 Concerning adjustment to the 10 second back court rule, can you confirm that if a timeout is called, the offensive team gets a new 10 seconds. If so, what occurs if the defensive team deflects the ball out of bounds with 23 seconds remaining and then the offense calls a timeout? When the team in control calls a timeout and they have not advanced the ball out of their back court, the team will always receive a new 10-second count to advance the ball into their front court, even when the defense deflects the ball out of bounds, there is a held ball and the AP arrow favors the team in control or there is a technical foul assessed to the team in control.
