Opportunities: 2/17 -- NCLA fields in Apex 2/24 -- Athens Drive High School 2/25 -- UNC 7v7 Level 3 s and above-- availability on 2/17 and 2/24 to help rate?

4 2018 Scheduling UPDATE YOUR BLOCKS!!! I will begin scheduling next week (1st week of Feb) Games will be scheduled in a more varied fashion throughout the week. However here are dates that we need EVERYON E available. March 6th March 20th March 27th April 10th April 13th April 17th April 24th

5 NCHSAA Updat es Game Day Administrator -- Needs to be recorded in book for that game. All problems need to go through Game Day Administrator (unruly fans, weather, etc.) this started in the 2016 season Commitment to sportsmanship -- Together, we make the right call The NCHSAA will have zero tolerance within the confines of an NCHSAA event for the following: profanity of any kind, inappropriate language, racial or ethnic slurs, sexist or homophobic language. One Voice policy only the Head Coach is allowed to verbalize regarding officiating. The HC should be charged with any cards relating to their assistants. 2 yellows = an ejection Proactive officiating -- Coach, handle your assistant. I don t want to penalize you. Rough play In addition to USL, NCHSAA has added language in rule book stating that flagrant contact can result in an immediate ejection. Use your cards to control the game and prevent injuries

6 NCHSAA Updates - Saf et y Protect yourself first Be aware of situations going on around you Utilize the Game Day Administrator to escort you to your car if needed Blood on the field Per USL rules, if you see a player with blood on her, call a timeout and ask her to leave the field. This is not penalizing the player and she can come back in as soon as the blood is cleaned and the wound is covered Prevent yourself & others from coming into contact with blood and potential bloodborne pathogens Injuries on the field -- Call a timeout. You do not need to do anything else. All High Schools have a certified Athletic Trainer. Allow them to do first aid and injury management. Do not touch an injured player and keep contact with players to a minimum.

16 EN CWLOA Updates Developmental Scholarship ENCWLOA Scholarship 62 responses Unanimous support for the ENCWLOA Developmental Scholarship. Varying responses to what the Scholarship should cover but consensus for any developmental opportunity Amount of Scholarship: 30 responses said Up to $500 annually Scholarship Review Committee: 18 people offered to participate Next Steps: Finalize list of eligible events/expenses for Scholarship Identify Scholarship Chair Work with new Scholarship Review Committee to develop application Launch Scholarship by May or June 2018

18 USL Certified Trainer The goal of this program is to develop trainers, by utilizing online resources emphasizing proper mechanics, correct rule interpretation, and showcasing different methods of engaging learners Who can apply? An official with at least three years of officiating experience at the high school level in lacrosse. Certification Requirement: Current USL Membership Register with the program and pay a one time $50 fee (covered by ENCWLOA) Initiate a background check through USL s provider Complete the USL Women s Game Officiating Online Course Complete the USL Certified Trainer Online Course Participate in annual webinar Pass the upcoming season s rules test-- both NFHS & USL Youth with a 90% or better score

19 USL Certified Observer The goal of this program is to develop observers and evaluators, by utilizing online resources emphasizing proper mechanics, correct rule interpretation, and showcasing different methods of observing and evaluating officials. Who can apply? An official with at least three years of officiating experience at the high school level in their area or someone with a deep understanding of the game of lacrosse. Certification Requirements Current USL Membership Register with the program and pay a one time $50 fee (covered by ENCWLOA) Initiate a background check through USL s provider Complete the USL Women s Game Officiating Online Course Complete the USL Certified Observer Online Course Participate in annual webinar Pass the upcoming season s rules test-- both NFHS & USL Youth with a 90% or better score

20 ENCWLOA Goals 1. By 2019, ENCWLOA will offer online training videos to provide on-going training for active officials and give everyone the opportunity to complete the required three (3) hours of classroom training annually. 2. By 2020, ENCWLOA will have at least six (6) USL Certified Trainers in different geographic areas. 3. By 2019, ENCWLOA will have at least three (3) USL Certified Observers in different geographic areas. 4. By 2020, ENCLWOA USL Certified Observers will be training and preparing officials to be raters. 5. By 2021, only USL Certified Observers and trained raters will be conducting ratings, providing rating feedback, providing rating letters, and updating records.

28 2018 Point s of Em phasis Illegal defensive positioning Obstruction of free space to goal (shooting space) Opportunity to shoot is key when calling shooting space violations If opportunity to shoot does not exist, call should not be made. Contact in the mid-field Forces ball handler out of her position or off of her path Repeated fouls in the mid-field - advantage (play-on) signal should not be used in these situations even if the offense is able to maintain possession. Note page 52 of rule book, rules 10-1-c and Crosse in sphere and checks to the head Defender is responsible for keeping her own stick out of the sphere and throat area of ball handler Professionalism

29 2018 Rule Changes PRE-GAME Stick checks: Officials now check the back side of the stick as well as the front See stick check clarifications in Appendix B, Sections 24 and 25 (pages 82 and 83)

30 2018 Rule Changes THE DRAW Distinction was made between an Illegal Draw foul and a Player Positioning foul (pages 36-37) Player positioning fouls to be administered at the spot of the ball Sticks must now be parallel on the draw Early entry (on the draw) is now a minor foul Reaching over the center circle and restraining line with the stick (even if it is grounded) now OK on the draw

31 2018 Rule Changes THE DRAW Draw fouls are only by centers and are administered at the center line Normal set up, non-offending center receives Early entry fouls are minor fouls and are administered at the location of where the foul occurred

32 Communication Lessons Learned from LaxCon Coach: Why is she calling that now? She hasn t called that all day! o Do not shrug or say I don t know. o Say, Coach, it was a (name of foul). Don t respond to the all day Coa ch : Are we carding today? o I hear you, Coach. Don t respond to the sarcastic question. Coa ch : Can I get some foul signals today? o I h e ar you, Coach, we will m ake ou r sign als m ore n otice ab le. How can he possibly make that call?! o S/He was in a good position to make that call or S/He had a good angle. 33 Communication Lessons Learned from 2017 Coach: You are calling fouls for things that we have never been called for. o I m happy to answer any rules questions that you have during a timeout or at halftime. Coa ch : She s barely touching her! We haven t been called for that all season. o I m happy to answer any rules questions that you have during a timeout or at halftime. Coa ch : Your partner is missing everything! o S/He is in the best position to see fouls if they occur. Coach: You re calling things differently than everyone else this season. o Contact Lindsay Smart, Rules Interpreter if there are inconsistencies in applications of ru le s. Coa ch : Oh I m glad you re on our game today. The refs we had last week were te rrib le and I learned that it was both of their first games ever. o Glad to be here today Coach.
