2 2017 Rules Rules changes announced in 2016 to take effect this year: 1. Eyewear standard: ASTM (3077) (rule 2 sec. 7) b. c. 2. Check eyewear manufacturer website for information on product exchange or refurbishing. Umpires will NOT allow anything except what is listed on USL website. USL Head Gear NEW headgear standard: (rule 2 sec. 7) b. Must meet ASTM standard Check manufacturer's website and USL publications for 2017 *Helmets are optional*

3 2017 Rules: the draw Rule 5, Section 2: Players below the restraining lines on the draw may not cross until possession has been established. Players adjust quickly Makes fouls easier to identify Keeps midfielders safer Umpires will signal with a hands lowered and then raised while making a swinging motion Once umpire hands are in motion players may cross

4 2017 Rule Changes Rule 10, Section 1: Adjusted the "note" to remove 'looking to shoot' from the Obstruction of Free Space criteri Prevents penalizing highly skilled shooters who do not need to look to shoot safely. Ie: behind the back shot Holds defenders who are not marking within a stick's length accountable

5 2017 Rules Rule 9, Section 1: Added the wording "except with a kicking action on a non-shooting attempt" to the rule that 'players may not use their bodies to play the ball.' Players who accidentally kick a loose ball on the ground in an attempt to pick it up with their stick will not be penalized Dangerous Play can be called for kicking in an uncontrolled manner (major foul) If defense kicks the ball in the goal, the goal will count (same as years past for flicking the ball)

(pockets) may not be more than 1.5 inches apart as measured from the inside of adjacent thongs, regardless of the material. loose ends of the thongs may not be woven back up through the pocket or the sidewall of the crosse. the loose ends of the thongs must remain below the ball stop. Any additional strings used for attachment of the pocket to the head of the crosse may not be tied behind the pocket above the ball stop.

Prohibited alterations to heads include, but are not limited to, baking, drilling additional holes, breaking and/or reconstructing with adhesive material, stretching, pinching and shaving. 11 Clarification of Terms from 2016 Appendix B (Stick Stringing) Section 8. Sidewall stringing holes: Pockets must be attached to/anchored along the bottom rail of the head through stringing holes. The top of the stringing hole shall not be more than 1.0 cm From the bottom of the sidewall.

Cages should be sturdy with flat base poles (practice cages ok for U10, U12) c. All holes in nets should be fixed with zip tie or string d. 3 extra game (NOCSEA) balls on the end lines Football/ Soccer fields If field goal post or soccer goals are within 10 yards of the goal circle the post or goal must be padded. 13 NCJLA: Game Day Procedures (Pre-Game) Pre-Game Meeting (both umpires, 1 coach from each team and one sideline manager-mandatory) 10 mins before start time b. Both head coaches preferred, assistant is ok c. Sportsmanship focus, and verify NCJLA Coaches Certification Badge (mandatory after March 17th) d. Sideline manager: at least one MUST be present i. e. USL Sideline Manager Description Decide first alternate possession ***If any of these procedures are incorrect on game day, inform the home team coach of the correction needed and the assignor and our grievance chair Dirk Schoonmaker. 14 2017 Rules: U8/U10 Must have center line All other players must be 8m away from center line to start Must have a goal circle, 2 dots and Goal line extended Boundary lines are preferred or clubs may use cones Score table should be between the 2 fields Goals are 4x4ft

15 2017 Rules: U8 Teams play 4v4 on a half-field setup. A crease and 8m arc should be lined in accordance with US Lacrosse rules using paint, chalk or flat cones. Small youth cages (ideally 4x4) or a regulation-sized goal with its triangular base used as the opening A center line must be lined on the field splitting it into halves. *One coach may act as an umpire, ideally should have attended a Rules Interpretation session

17 2017 NCJLA Youth Rules: U8/U10 The Draw: Modification due to small sided field 1. Two players from opposing teams on the centerline take the draw i. U8: at the beginning of each half, after goals the defense clears ii. U10: at the beginning of each half and after goals (mercy rule after 6 goal difference) 2. Another set of players may be on the centerline but 8 meters away 3. All other players should be near one of the goal circles.

18 Offsides: U8/U10 *Must still abide by the new draw rule requiring players to remain behind the restraining line (8 meters away) until possession is won by one of the teams. U10 During play, only 5 girls will play on the offensive/defensive sides of the field (keeping 2 from each team back (behind the center line).

19 Contested Ground balls: U8/U10 U8 and U10 1. Contested Ground Balls: A loose ball shall be contested by no more than 2 players. b. If a third player comes into the scrum, then the ball will be awarded via alternate possession. (USL rule 6.1) 2. Kicking the Ball: Players may not use their bodies to play the ball. No kicking is allowed.

20 Defense 1 v1 defense definition: Within a stick's length when the butt of the stick is held parallel to the players out stretched arm Intended to increase player engagement Reduce instances of 3 seconds violation U10 U8 1v1 Defense is Encouraged: No more than 2 players may mark the girl with the ball. Penalized as a minor foul. 1v1 Defense is Required: Players are expected to play 1v1 defense on the defensive end. No double teaming. Penalized as a minor foul. *U12 A/B and U14A/B are NOT required to play 1V1 Defense

21 Clarification of Terms from 2016 NO Body Contact At the youth level there is NO intentional and maintaining of body contact Butt of stick on body to mark a player Knuckles on arm of opponent Fore arm of defender on attacker s body/arm At the girls HIGH SCHOOL and U14A level- incidental contact is allowed as long as it does NOT displace the attacker Dangerous contact foul Horizontal stick foul * Please advise volunteer coaches who have previous experience at the NCAA or Women s College Club level that YOUTH sports do not allow contact.

22 No Contact at U8,U10, U12A/B and U14B Attacking fouls that balance out the responsibility of players to not make contact Charging: charge barge, shoulder or back into an opponent, including a player pushing into an opponent s stick Forcing through: while in possession of the ball, try to force her crosse through an opposing crosse(s) Dangerous follow through: follow through with her crosse in a dangerous or uncontrolled manner at any time. Dangerous Propelling: propel the ball with her crosse in a dangerous or uncontrolled manner at any time. Illegal cradle: hold, with or without cradling the head of her crosse so it is uncheckable

23 No Contact at U8,U10, U12A/B and U14B Coaching points for the defense: 1. Establish your position on the field as the attacker approaches, b. c. 2. Shadow the attackers stick as they get closer b. 3. you are not required to move for the attacker, stand your ground Move your feet and put you stick in the passing lane so that attackers only see one way open Be ready to run next to the defender if they get past you, turn your feet you want to get the 3 seconds good defense call so that you get the ball. (p36 Youth rule book) Incidental contact b. by accident, is allowed because this is a running sport The foul occurs when you purposefully place any part of your body or your stic player and then maintain that contact.

24 No Contact at U8,U10, U12A/B and U14B Coaching points for the attack: 1. Respect the space that the defender has established b. 2. Respect the sphere of other players b. 3. Look for the open player to pass to Dodge or fake around them (do not charge into them) Do not shoot next to someone s head Propel the ball in a dangerous manner Respect the defenders stick b. You can not run into another player s stick Dodge, fake or set a pick to get the ball open

25 Clarification of Terms from 2016 Body contact that is allowed: When two players, without the ball in their cross, are attempting to get in position to gain possession of the ball Hooking- has never been allowed Checking the bottom of an exposed stick is allowed as long all of the following conditions are met: The opponent's stick does not come into the body or sphere

26 NCJLA: U14A Modifications to USL Rules: 1. Full checking 2. Mandatory Red Card for contact with a player s head May make contact with other players i. Must abide by the dangerous contact foul and horizontal stick foul Report in arbiter May not follow through into the goal circle 6 goal differential starts running clock Do not stop in the last 2 min of each half

27 NCJLA Timing Rules 1. All levels have specific timing rules b. Double check the NJCLA website for the rules and protocol sheets Read the sheets with the scorers table and timers for the game i. Make sure everyone is clear about the NCJLA modifications
