1 THE OFFICIAL WORD January 2017 A Publication of the Montana Officials Association One South Dakota Avenue, Helena, Montana Phone: (406) Fax: (406) HITTING THE MARK Mark Beckman, MOA Commissioner: The weeks are busy with regular season basketball games and wrestling matches/tournaments and it is hard to believe it is only less than a month away from post season events in these sports. As good as our late fall weather was, we have paid for it with our December and January winter weather! We have been spoiled over the past several years with mild winters and this one has been a little more difficult to adjust to. The MOA Regional Directors, during their recent Board meeting, approved drafting a summary of uniform requirements (including both NFHS and MHSA) for each sport. Those summaries are attached. If you have any questions on those uniform requirements please contact the MHSA staff member responsible for that sport. As we are all aware, the appearance of officials is most important, for both the respect of players, coaches and spectators, as well as for comfort and safety. I also would like to share with you once again the Officials Professionalism statement that is included in many of the NFHS Officials Manuals: Officials Professionalism Officials have the responsibility for enforcing the existing rules structure in a consistent manner. Officials are not authorized to create new rules on the floor, nor are they authorized to choose rules they will or will not enforce. Officials personal opinion about the value of a rule is not to have an effect on the enforcement of that rule. Players and coaches must have a consistently called game so they can make proper adjustments. Inconsistency breeds confusion and confrontation Once again it is important that I share our appreciation (the MHSA/MOA staff and the MHSA Member Schools) for all your efforts. No doubt, without officials it is just recess! Good luck during the remainder of the winter sports season! And now I will turn it over to Dan Miller and his comments about paying officials, specifically using Arbiter Pay / Ref Pay: Dan Miller Region 5 Director: As we have all advanced and BEEN advanced into the digital age, (some of us with enthusiasm, some of us just willingly, and some no doubt with heels dug in and being drug into the fray), there have been more and more items in each of our lives that have instant access. It often seems that the days of a game day schedule being set, and everyone sticking to it, (schools, officials, parents, etc.), have gone by the wayside, often due to everyone s busy lives, which includes the ability to make game changes last minute due to easier and faster communication with schools, parents, and officials. One of the issues that comes up with regularity at each one of our semi-annual Regional Director meetings is payment of officials, and issues that pools and schools have in adapting to the changing of game schedules, payment amounts, timely payments, and such. Following is a brief description of one possible solution to this issue that seems to work well. Many schools and referee pools throughout MT that have been using, or have recently begun using, ARBITER to schedule their games and game officials for contests in their sport. In my region, ARBITER is being used to schedule Football, Basketball, and Volleyball, for several referee pools. While this doesn t stop or prevent changes from happening it can make it easier to deal with the ramifications of those changes. HOWEVER, how do we make it simpler to handle the resulting fallout for who/what/when officials affected by these schedule changes get paid correctly? Right now, many schools, and in particular the larger school districts, often cannot get checks re-done for officials at the last minute when a change occurs due to an official being moved to another game, or being replaced for any number of valid reasons, (and as we know, we are no longer allowed to accept another official s check and just cash it if we are the replacement official). In this age of accountability, many schools bookkeeping and payment systems do not allow Page 1 of 8
2 them to re-issue checks on game day, and can be a frustration for both schools and officials to have to mail out replacement checks the next week. One potential way to help alleviate the extra bookkeeping and re-issuance of checks, and then the official waiting for them in the mail, is for a school to choose to use ARBITERPAY, (also called REFPAY). This option is one of the approved methods in the MHSA/MOA Handbook for schools to use to pay officials in each sport. REFPAY is currently being used by several schools in my region to pay game officials without having to worry about changing names/games/etc. Officials are paid electronically, following each weekend of games, without having to worry about cashing or depositing the check, or relying on the mail to get said check to them. (And yes, it is true that we don t get a check in hand on game day, but don t many of us use DEBIT CARDS on a regular basis because we don t want to actually write checks?) With this method we don t get cash in hand so to speak, but we also fix the problem of wrong names, mail time, etc. that often happen now. So, how does this actually work? Essentially REFPAY/ARIBTERPAY works just like a PayPal account. Each official signs up for a FREE account, and following the weekend of games, (when names are then correct on schedule), the school transfers the fees from their RefPay account to the officials RefPay account. This is a secure transaction, and because it is independent of the school s bank account AND the officials bank account, there is little to no risk of personal info being lost or stolen. The official can then transfer the money from their own secure REFPAY account into a personal checking account, or onto a Debit card that is available. The schools pay a small transaction fee for this, (however, it is much cheaper than printing a check, and the price of the paper it s on, and possibly the cost of mailing that check), but there is no cost to the official. This has worked well with Football, Volleyball, and Basketball in our region with the schools that have chosen to use it. NFHS OFFICIALS OF THE YEAR Each year the NFHS Officials Association requests nominations from each state for Official of the Year awards. Nominees must exemplify the highest standards of ethical conduct, moral character and carry the endorsement of their respective state high school association. They shall have made a recent significant contribution to high school officiating in their state. The directors are responsible for recording attendance and completion of study clubs, and sending that information to the MHSA/MOA office. They must also approve any upgrade evaluations. This information can greatly impact the rating of each member of your pool, so we ask that you be as Page 2 of 8
3 accurate as possible. Also, please be aware that each study club attendance form must be signed by your regional director in order for your members to receive credit. MOA PROPOSALS FROM WINTER REGIONAL DIRECTORS MEETING The MOA Regional Directors met at the MHSA office on December 5, 2016 and reviewed proposals and requests from local pools, individual officials and schools. Below is a recap of proposals that were approved and will be presented to the MHSA Executive Board for their approval and those approved not requiring MHSA Executive Board approval: MOA proposals presented to the MHSA Executive Board: The MOA approved recommending to the MHSA Executive Board, a lifetime pass (includes post season events) for retired officials with 40 or more years of service. MOA proposals approved at the December meeting: Approved, effective for , wrestling officials may wear a standard jacket for warm-ups only, solid black with rib knit cuffs and collar, pullover with no zippers or buttons, unadorned (except for MOA service pins). Approved amending the uniform language for volleyball officials. Either shirt (short sleeved or long sleeved) can be worn, but the R1 and R2 must match, and the shirts must be tucked in. Approved clarifying language in XXVI, A, #6: Officials who coach are a member of the coaching staff are prohibited from working a varsity contest or tournament of his/her gender specific sport in the classification that he/she coaches. Approved adding to Section XVII, C, #5 study clubs can be administered, with the approval of the Regional Director, via real time interactive video conferencing (which includes, but is not limited to FaceTime and SKYPE). BASKETBALL INFORMATION Alternate Official Schedule at Tournaments It is important that an alternate official is always available for basketball post season tournament games below the state level. The MOA Regional Directors have approved that a schedule of alternate officials must be prepared by the tournament officials and coordinated by the tournament manager. Regular Season Basketball Warm-up Regular season basketball contests (at any level of competition) will have at least a 15-minute pre-game warmup period and when one regular season game (at any level of competition) immediately follows another on the same night and the same officials or any of the same officials work consecutive games there will be at least a 20-minute intermission between games. Pink Whistles The MOA Regional Directors have approved that pink whistles can be used by officials only at contests designated as breast cancer or other cancer awareness events approved by the MHSA office. All other NFHS/MOA uniform requirements must be followed during those events. Selecting Post Season Basketball Officials In selecting officials for post season basketball tournaments, the goal is to obtain the best available officials at all post season tournaments by using a 3- pronged selection process. This process was adopted a several years ago by MOA officials, MOA Regional Directors and the MOA office, and approved by the MHSA Executive Board. This process requires the MOA office to use a combination of the following, which can be found on page 119 of the current MHSA Handbook: (1) coaches input (ballots), (2) individual officials pool ranking, and (3) MOA office input. (1) Coaches input (ballots): Coaches are sent a ballot asking them to vote for two (2) more officials than the number of officials used at each post season tournament. The reason the coaches vote for two (2) more officials than used at the tournament is to try and make sure all officials assigned to work a tournament have votes. These ballots are returned to the MOA office and the tournament votes each official receives are tabulated. (2) Individual official s pool ranking. Each pool is sent an officials ranking form that requires pools to rank all master officials in their pool. It is very important for all pools to provide the MOA office with as much information as possible about each official s abilities so that if officials receive the same number of coaches votes, the MOA office can use the pools ranking form to determine the best available official for a tournament. (3) MOA office input. The MOA office uses the following information along with the pools ranking information to help determine the best available official for a tournament when the officials have the same number of coaches votes. a. MOA office knowledge of the official s abilities/experience Page 3 of 8
4 b. Contact with pool personnel to talk about individual official s abilities/experience c. Tournaments an official has done in past years. Coaches ballots are used as the first criteria for post season officials selection. For example, if a tournament needs six (6) officials to work the tournament, the six (6) officials with the highest number of coaches votes will be offered that tournament. If officials have the same number of coaches votes, the official s pool ranking and MOA office input are the next criteria to determine which officials will be offered the tournament. This process is done for each boys and girls tournament. Based on the number of officials needed to work a tournament, officials who receive the highest number of coaches votes for a tournament will be offered any/all those tournaments. Below is the process to assign officials to work tournaments: 1. Determine which officials receive the most coaches votes in each tournament. 2. officials with multiple State Tournaments to offer them those State Tournaments (offer them Dist/Div tournaments at that time). 3. officials with a single State Tournament to offer them that State Tournament (offer them Dist/Div tournaments at that time). 4. officials with multiple Divisional Tournaments to offer them those Divisional Tournaments (offer them Dist tournament(s) at that time). 5. officials with multiple District Tournaments to offer them those District Tournaments (offer them Div tournament(s) at that time). 6. officials with single Divisional and single District Tournaments. 7. Once an official chooses not to work a tournament (turn back), the MOA Office refigures what official should next be offered the tournament. Basketball officials are prohibited from working more than two MHSA tournaments below the state level each year and basketball officials can work only one state tournament each year. Starting line-ups During player introductions, players may not leave the playing floor or enter the spectator section; players may not throw objects into the spectator section. Teams should not huddle at center court, but should go to the free throw area on their side of the court. WRESTLING INFORMATION Maximum of two team personnel allowed in the corner Again for the season, we will be enforcing the NFHS rule that allows schools to have maximum of two individuals in the corner (on chairs at the edge of the mat). NFHS Rule states: During tournament competition, a maximum of two team personnel (coaches and/or non-participating contestants) will be permitted on chairs at the edge of the mat. It is permissible to allow coaches on the corner of the mat in a restricted zone. In tournaments where coaches are permitted on the corner of the mat, the restricted zone shall be defined by either a contrasting line marked on the mat with paint or tape or a contrasting colored surface under the chairs. The restricted zone shall be no closer than five (5) feet to the edge of the circle. Coaches shall be seated at least ten (10) feet from the scorer s table, where facilities permit. Also, the rule for dual meets and dual meet tournaments is different and states: Rule For dual meets, all team personnel, including coaches, other than actual participating contestants shall be restricted to an area which is at least 10 feet from the edge of the mat and the scorer's table, where facilities permit. If coaches decide to set up their chairs in the corner during a dual meet, a maximum of two (2) team personnel will be allowed in the corner. The NFHS rule that coaches would be violating would be NFHS rule which states: Unsportsmanlike conduct of coaches and other team personnel is any act which becomes abusive or interferes with the orderly progress of the match. These acts could occur prior to, during or after a match. This includes violations of the bench decorum rule (7-5-2), taunting, acts of disrespect or those actions which incite negative reaction by others. The offender shall be penalized for unsportsmanlike conduct in accordance with the Penalty Chart. Here is the process that must be followed this season by officials: 1. If an official notices three or more team personnel in a team s corner, then the official will notify one of the coaches and give them an opportunity to reduce the number of personnel. Page 4 of 8
5 2. If the coach does not leave immediately, this constitutes unsportsmanlike conduct, and the referee will deduct one team point from the team s score. The unsportsmanlike conduct penalty is charged to the head coach, no matter which coach is involved. 3. A second violation results in an additional point being deducted and another unsportsmanlike conduct penalty charged to the head coach. The head coach would also be disqualified from the event. Disqualifications must be reported to the MHSA office by MOA Policy. Skin Checks NFHS Rule a states - Before an individual, combination or team advancement tournament begins each day the referee shall perform skin checks or verify that skin checks have been performed by a designated onsite meet, appropriate health-care professional. This rule applies in regular season competition and also in the post season this year. Officials will be performing skin checks on Saturday morning at the State Tournament in Billings.
