1 THE OFFICIAL WORD January 2014 A Publication of the Montana Officials Association One South Dakota Avenue, Helena, Montana Phone: (406) Fax: (406) HITTING THE MARK Respect Officials Campaign Update We launched the Respect Officials Campaign last year and phase one included the well received poster depicting two officials with their family and the following text on the poster: Think Before You Speak 1) Realize without officials, the game couldn t be played. 2) Respect officials as individuals. They are someone s father, mother, brother, sister, son, daughter. 3) Respect officials time in studying rules, watching film, getting observed and spending time away from their own family. 4) Consider that different rules may apply for the level you are watching. 5) The most qualified and best positioned people are the officials on the court/field. 6) They are not perfect. Without Officials, It s Just Recess Also, we distributed the MOA Did You Know pamphlet to each official and will be sending those on to schools along with formulating appropriate announcements to be read at post season events in regard to respecting officials reminding all attendees Without Officials, It s Just Recess. The second phase includes the distribution of another poster. The second poster will have multiple pictures of MOA officials on the top with the same text in the middle accompanied on the lower half with pictures of the officials representing his/her professions. The third phase will be to distribute all of this information to the media and to any relevant community groups etc. We appreciate your help in spreading this message. If you have any questions or any suggestions regarding distribution of this information in phase three, please feel free to contact me. Mark Beckman, MOA Commissioner STUDY CLUB REMINDER Pool Leaders - Please get your study club attendance records to your regional director by the deadlines indicated in the MOA Handbook on page 309. The directors are responsible for recording attendance and completion of study clubs, and sending that information to the MHSA/MOA office. They must also approve any upgrade evaluations. This information can greatly impact the rating of each member of your pool, so we ask that you be as accurate as possible. Also, please be aware that each study club attendance form must be signed by your regional director in order for your members to receive credit. NON-VOTING SCHOOLS LISTED As requested by the MOA Regional Directors and approved by the MHSA Executive Board, MHSA and MOA publications will provide a list of schools which do not submit ballots for tournaments officials. Below is a recap of proposals that were approved and will be presented to the MHSA Executive Board for their approval and those approved not requiring MHSA Executive Board approval: MOA proposals to be presented to the MHSA Executive Board: The MOA approved recommending to the MHSA Executive Board, to increase the fee for basketball 3 person crews to match the fee for 2 person crews. The increase will be in increments of $3 each year for the next three years to increase the fee from $51 to $60. The above recommendation must receive approval from the MHSA Executive Board. The MOA approved additional language to the general assignment policy as follows: XXVI. Assignment, A. General Policy, #5: Officials are prohibited from working a varsity contest or tournament where they cohabitate with or have an immediate relative who is participating as an athlete or head coach. Officials are also prohibited from working post season games in the classification where they have an immediate relative who is participating as an athlete or head coach. defined as.... An immediate relative is Game cancellations (XXVII. Regular Season Fee/Expenses) During this winter season, we have had multiple contests postponed/cancelled because of bad weather including high winds and poor road conditions. The MOA Regional Directors, at their recent meeting, clarified the policy regarding these cancellations pertaining to officials pay. E. If an official was not notified but was present to work a contest that was cancelled or postponed for reasons related to an act of God including, but not limited to, power failure, adverse weather, or hazardous road conditions, the officials must be paid at least half of the game fee plus all travel and per diem allowances. Note: Softball Contest(s) cancelled due to weather or act of God will be rescheduled using the same officials (if possible) and those officials will receive only travel and per diem allowances for the cancelled contest(s). If different officials are used, officials will be paid the travel/per diem allowance and game fee. In regard to cancellations/postponements after the contest begins, officials that work one quarter (or its equivalent) or more will receive a full game fee and if the officials work one quarter or less, they will receive a half of a game fee (lightning cancellations, power outages etc). MOA proposals approved at the December meeting: Approved that all MOA volleyball officials are required to have both a short sleeved and a long sleeved white polo shirt. Approved an edition to the standard jacket for basketball and volleyball to read: A standard jacket, solid black with rib knit cuffs and collar, full zip or button up, unadorned (except for MOA service pins), is allowed. For the long switch in basketball, voted to continue using the mechanic, not to implement the NFHS mechanic change. BASKETBALL INFORMATION Play-in and Challenge Games Because basketball districts/divisions are now scheduling play-in games on Monday or Tuesday to pare the tournament down to an eight team bracket, the MOA Regional Directors have approved that if one of the tournament officials has a work related conflict and is unable to officiate the play-in or a challenge game, the MOA office or tournament manager can assign one of the other tournament officials to work this game(s). 3 Alternate Official Schedule at Tournaments So that an alternate official is always available for basketball tournament games below the state level, the MOA Regional Directors have approved that a schedule of alternate officials be prepared by the tournament officials and coordinated by the tournament manager. Headbands and Wristbands AND Arm and/or Leg Compression Sleeves and Knee Pads Clarification: I continue to get questions about headbands, wristbands arm and compression sleeves. I hope the following information helps clarify these issues. Wristbands AND Headbands: 1. A headband is ANYTHING that completely circles the head. 2. A headband is NOT a ponytail device that merely goes around hair--there are no restrictions for these items. 3. Headbands can only be the following LEGAL colors: a. White, black, or beige or a single solid school color, b. All team members who use a headband must wear the same legal colored headband and it must be a maximum of 2 inches. c. Some players may choose not to wear a headband, while other players are wearing headbands, and that would be legal, d. If players wear wristbands, they must comply with the same above rules AND be the same color as the headbands being worn. Wristbands cannot be worn above the elbow and each must be a maximum of 4 inches. e. Headbands and wristbands can only have ONE visible manufacturer s logo/trademark/reference or school logo/mascot on them. Arm and/or Leg Compression Sleeves: a. Must be white, back, or beige or a single solid school color. b. If an arm compression sleeve is worn by more than one team member, the sleeve must be the same color for all team members. c. If a leg compression sleeve is worn by more than one team member the sleeve must be the same color for all team members. d. If both arm and leg compression sleeves are worn by a player or players, the arm compression sleeve(s) and the leg compression sleeve(s) must both be the same color. (See Situation 1 item below) e. Arm and/or leg compression sleeves are allowed to include only ONE visible manufacturer s logo/trademark/reference or school logo/mascot. f. Arm and/or leg compression sleeves must be worn for medical reasons. Note: compression sleeves include shooting sleeves and sleeves with pads in them. So, if an athlete wears a sleeve with a pad in it, it must be treated as a compression sleeve and would require a note from a certified health care professional or a certified trainer to allow the athlete to wear this compression sleeve. If an athlete wears just a knee pad, this would be legal and not require a note from a certified health care professional or a certified trainer. SITUATION 1: Prior to the start of the game, an official notices that several Team A members are wearing: (a) white wristbands and white headbands; or (b) black arm sleeves and white leg sleeves; or (c) black leg sleeves and white headbands. RULING: Legal in (a) and (c); illegal in (b). In (a), wristbands and headbands shall be white, black, beige or a single solid school color. In (b) illegal, the arm and leg sleeves shall be white, black, beige or a single solid school color and the same color for each team member. In (c), the rules do not require wristbands, headbands, arm and leg sleeves to all be the same color. (3-5-3, 3-5-4a) WRESTLING INFORMATION Wrestling - Hiring of officials We have had several questions from coaches and officials this year about the hiring of wrestling officials for regular season invitational tournaments. In some cases, schools and officials are not following the correct MOA assignment policies and this could eventually lead to violations by schools and possible misconduct against an official. The MOA Handbook, page 319, XXVI. ASSIGNMENT, A. General Policy, # 1 states: Participating schools will select and assign officials for all regular season interscholastic athletic contests. Schools are to go through the local officials pool(s) when hiring unless the official is a non-pool affiliated official and not a member of a pool. Participating schools will also select all officials for regular season basketball, wrestling, softball and volleyball tournaments. Tournament managers must work with their local MOA pool leader to assign officials for their tournaments. Wrestling is unique because many times officials are brought in from various areas of the state to work a tournament. Here is the step by step process for tournament managers to use for the hiring of regular season officials for tournaments: Page 3 of 8

4 1. Tournament managers should meet with local coaches and pool leaders to determine the officiating needs for the tournament. In this meeting, the number of officials to be hired and also which officials they would like to potentially hire for the tournament would be determined. 2. Then, the local pool leader will check the availability of officials in their own pool (assuming their local matches and meets are filled first) and when specific officials are going to be hired from outside of the local pool, the local pool leader will contact other pool leaders around the state to see if either a specific official is available for that weekend or if any other officials may be available. 3. All assignments must be done through the pool leaders. If not, as stated on page 311 of the current MOA Handbook, officials may be charged with misconduct: 8) Working as a member of more than one pool per sport, using more than one residence, or individually contracting contest assignments while being a member of a pool. As mentioned above, it is important to note that schools do select and assign the officials for all regular season contests, but they must go through the pools to accomplish this, which ensures local schools will have their contests covered. The MHSA will provide all MOA Pool leaders a detailed list of wrestling officials and to which pool they belong in the future. Page 47, Rule 9-2-2b: ART In dual-meet competition, if teams have identical scores, the following team tie-breaking system shall be used to determine the winner: b. The team whose opposing head coach has been penalized the greater number of team points for coach misconduct shall be declared the winner NFHS Wrestling Case Book and Manual Clarifications (Underlining denotes additions; strikethrough denotes deletions.) Page 25, SITUATION G: Wrestler A has Wrestler B in a pinning situation and the referee is holding three nearfall points when B grasps A's ear guards. The referee removes the hand, but allows action to continue to give A the opportunity to secure the fall. If (a) time expires or (b) the action is stopped due to the fact the wrestlers went out of bounds, how many points should be awarded? RULING: Whether the period ends or an out of bounds situation occurs, the point awards would be the same. The referee shall award three four points for the near-fall and one point for grasping the ear guards. The offending wrestler shall not be allowed to profit from illegal action. (6-4-6; 7-3-2) Page 26, SITUATION C: In a dual meet, Wrestler A is ahead by a score of 14 to 4 with both wrestlers on their feet. Wrestler A is able to initiate a takedown on Wrestler B straight into a pinning situation. The referee completes the five-second near-fall count. Before B can be pinned he/she reverses A directly into a pinning situation and A bites B. RULING: When this situation occurs, scoring must be reconstructed as it actually occurred. Wrestler A won the match by technical fall but was disqualified from the dual meet due to the flagrant misconduct which occurred after the match was over. The five team points earned by Wrestler A from the technical fall are removed. Three more team points will also be deducted from Team A. Even though Wrestler A has earned a technical fall, he/she loses the match due to flagrant misconduct and is disqualified from the dual meet. Three team points would be deducted from Team A. Wrestler B is the winner due to the flagrant misconduct by A, which occurred during the match. ( c; 7-4-3) Pages 64-65, SITUATION C: In the finals of a wrestling tournament the two wrestlers are both disqualified from the match because of a double stalling call. How would this affect the results of team scoring? RULING: If an individual qualifies for the finals the wrestler will receive the placement points for second place as long as there is no disqualification from the tournament. In this situation the two individuals are disqualified from the match but it is not a tournament disqualification, therefore, they would both receive second place points. If this happens in the first round there would be no advancement in either the championship bracket or the consolation bracket. In dual meet competition if this same situation would occur there would be no points earned by either wrestler. SOFTBALL NEWS Softball packets will be mailed under separate cover in February.
