The directors are responsible for recording attendance and completion of study clubs and sending that information to the MHSA/MOA office. This information can greatly impact the rating of each member of your pool, so we ask that you be as accurate as possible. Also, please be aware that each study club attendance form must be signed by your regional director in order for your members to receive credit. Nominees must exemplify the highest standards of ethical conduct, moral character and carry the endorsement of their respective state high school association. They shall have made a recent significant contribution to high school officiating in their state. Congratulations to Montana s Officials of the Year: Boys Basketball Steve Weston, Hamilton Girls Basketball Todd Fiske, Kalispell Volleyball Cindy Buechler, Columbus Softball Ed Schoenrock, Billings Football Jeff Mead, Sidney Wrestling Tom Bauer, Missoula Boys Soccer Scott Brown, Great Falls Girls Soccer Ron Gordon, Bozeman CLINIC ATTENDANCE SUMMARIZED The attendance for basketball and wrestling online rules clinics is as follows: BASKETBALL Total 1207 Officials 770 Coaches/Administrators 437 WRESTLING Total 198 Officials 84 Coaches/Administrators 114 MOA PROPOSALS FROM WINTER REGIONAL DIRECTORS MEETING The MOA Regional Directors met at the MHSA office on December 6, 2010 and reviewed proposals and requests from local pools, individual officials and schools. Below is a recap of proposals that were approved and will be presented to the MHSA Executive Board for their approval and those approved not requiring MHSA Executive Board approval: MOA proposals to be presented to the MHSA Executive Board: The MOA/MHSA approved for the season, to require that assistant coaches, in addition to head coaches, view the yearly rules clinic for their respective sports. 2 MOA proposals approved at the December meeting: Approved that, effective immediately, all MOA exams will be administered online as follows: Apprentice open for 3 weeks minimum 60% Certified open for 1 week minimum 80% Master open for 1 week minimum 85% All exams will have a two (2) hour limit. Approved a temporary adjustment to both the wrestling ballot and the wrestling rotation to accommodate the changes in venue for this year s state wrestling tournaments. Approved that football officials must wear black socks when wearing the black football pants. Approved following National Federation rules that require the football coin toss to be mandatory at three (3) minutes. Approved that Montana will continue to use only a solid white volleyball. Approved to allow, at a combined gender district basketball tournament with six (6) or fewer teams competing and no back to back contests scheduled, the use of three-person crews with a total of eight (8) officials assigned four (4) officials to each gender s tournament. Approved adding green uniforms as an option for soccer officials. Approved amending the MOA Handbook, Section XII Official Uniform, G, to read: Pink whistles may be used by officials at contests designated as breast cancer awareness events. Any other uniform modifications for the purpose of supporting a charitable fundraising event must be approved in advance by the MOA Commissioner. Approved adding language to the MOA Handbook to allow officials whose employment requires them to be away from home during the week, to attend study clubs at an alternate pool location with the permission of both regional directors and the MOA Commissioner. BASKETBALL INFORMATION Scorer s Location Reminder: The NFHS Basketball Rules strongly recommends that the official scorer wear a black and white striped garment. An X 12 inches long and 2 inches wide shall be placed on the floor out of bounds directly in front of the official scorer to help substitutes with the proper location of the scorer. Challenge Games Regular tournament officials must be used to officiate a challenge game and the tournament manager should have the officials checks ready to give to the officials when they arrive to work the challenge game. Note: Because Basketball Districts/Divisions are now scheduling play-in games on Monday or Tuesday to pare the tournament down to an eight team bracket or having the possibility of a challenge, the MOA/MHSA has approved that if one of the tournament officials has a work related conflict and is unable to officiate the play-in or a challenge game, the MOA/MHSA office or tournament manager can assign one of the other tournament officials to work this game(s). Situations Player A1 dribbles to the end line and attempts a shot at his/her basket. A1 shoots an air-ball that does not touch the backboard, the rim, or any other player. A1 is able to run and catch the ball before it strikes the floor. Which of the following is correct? A) traveling on A1 for passing to him/her self, B) A1 can shoot or pass but not dribble, C) A1 can shoot, or pass, or dribble. Ruling: C is correct. Rule states, A try for goal is an attempt by a player to score two or three points by throwing the ball into a team s own basket. Rule a states, Team control continues until the ball is in flight during a try or tap for goal. Rule states, Neither team control nor player control exists during a dead ball, thrown-in, a jump ball, or when the ball is in flight during a try or tap for goal. If the attempt by player A1 is a legitimate try for goal, no player or team control exists. Therefore, player A1 could retrieve the missed attempt and then shoot, dribble or pass even though the ball did not touch the backboard, the rim, or any other player. Player A1 dives for a loose ball and due to his/her momentum A1 slides on the floor for 8 feet after gaining control of the ball. Which of the following is correct? A) traveling on A1 for sliding on the floor, B) traveling on A1 for laying on floor because he/she has "multiple pivot feet", C) no call this is legal, D) A1 can pass, shoot, or begin a dribble while laying down. Ruling: C & D are correct. Rule 4-44 defines traveling (running with the ball) as moving a foot or feet in any direction in excess of prescribed limits while holding the ball. If the player slides on his/her stomach, the player cannot roll over once the slide is ended. If the player is flat on his/her back, the player may sit up without violating. In both cases (back or belly), the player may pass, shoot, start a dribble, or call time-out. Their momentum in causing the original slide is not deemed traveling. Player A1 is posting-up in the key for two seconds when he/she receives a pass from A2. A1 dribbles toward the basket and makes a move to try for a goal, after 2 more seconds, A1 ends the dribble and A1 passes the ball out to A4 for a 3 pt shot, or B) A1 shoots the ball. What is the correct call for each situation? Ruling: A) 3 seconds in the key should be called as at least 4 seconds have elapsed, B) no call, legal play. Clarification: an allowance is made and the count is momentarily stopped when a player in the key Page 2 of 8

3 has the ball and dribbles or makes a move to try for goal. However, the previous count is resumed if the player does not continue and try for goal. Therefore, if the player attempts a try, no violation occurs. If the player does not attempt a try, the three second violation occurs. Team A is awarded a throw-in A) near the mid-court line or B) from the end-line. Player A1 s thrown-in pass is deflected by B1, A2 then jumps from Team A s front court, catches the deflected ball in the air, and lands in the back court. What is the correct call for each? Ruling: over and back violation on A2 in both cases. Rule and -5 states, The throw-in ends when the ball is released by the thrower so the passed ball goes directly into the court and The throw-in ends when the passed ball touches or is legally touched by another player inbounds. Once the ball is deflected by B1 the thrown-in ends and court status becomes relevant. A2 jumped from the front court, caught the ball in the air, and landed in the back court. Upon obtaining control of the ball in the air, A2 established player control and team control of a live ball that was no longer considered a throw-in. A2 last touched the floor in the front court which establishes the ball in front court when caught. When A2 lands in the back court with the ball it becomes a back court violation. WRESTLING INFORMATION Mixers time between matches In wrestling, more schools are utilizing the mixer format for regular season wrestling tournaments. This format has been a great addition for MHSA wrestling, but we have recently heard some concerns. Mixers are defined as inviting a set number of schools to one location, with meet administration matching up the wrestlers from different schools to provide each participating wrestler the opportunity to compete in several matches that day (predetermined matches in specific weight classes; not bracketed competition). A mixer is an excellent option for teams that cannot fill all of their weight classes. Team scores are never kept in mixers and one weigh-in according to NFHS rules occurs at the beginning of the competition. Recently, the concerns voice are about the amount of rest time wrestlers are taking between matches. NFHS Rule states: No contestant shall wrestle in two consecutive matches with less than a 45-minute rest between them. The conclusion time of each match shall be recorded. Wrestling meet managers must ensure that the conclusion time for each match is recorded and no wrestler is ever allowed to start a match prior to having a 45-minute rest. If a wrestler was ever injured and it became known that the 45-minute rest rule was not followed, this would be an enormous liability issue for schools. Weight Allowances Also, it has been reported to the MHSA that some schools are taking unauthorized weigh allowances for mid week wrestling events. For example in a Tuesday mixer, (where none of the teams involved have wrestled the day before) meet administration is allowing a 2 pound weight allowance at weigh-ins. This is not allowed by MHSA or NFHS rules. The NFHS rule in regard to weight allowances for consecutive days of competition states: Rule: When there are consecutive days of team competition, there shall be a 1-pound additional allowance granted each day for all wrestlers up to a maximum of two pounds. In order to be granted this 1-pound additional allowance, a minimum of 48 hours advance notice is required for the opponent(s). The acceptable person(s) to receive that notice shall be the head coach, principal or athletic director. Competitions that are postponed for one calendar day or more, for reasons beyond the control of the participating school(s), or practices that cannot be held in these situations due to school policy shall be treated the same as competitions when there are consecutive days of competition in terms of the 1-pound allowance, with the exception of the required 48-hour notice. Also, NFHS Rule states - For all matches, net weight shall be required. No additional weight allowance is permitted nor should be requested, except as stated in Rule 4. These rules are very important and schools that violate these rules will be subject to appropriate penalties from the MHSA. They will contain the following: Online Exam Information Spring Sports Rules Clinic Instruction Sheet Softball Rules Book Softball Preseason Guide Softball Rules Changes & Points of Emphasis HITTING THE MARK Winter sports seasons are in full gear and the MOA Regional Directors and MHSA Executive Board has asked me to share a couple of items with each MOA member: It seems there are more and more displays of unsporting behaviors in professional and college sports occurring lately. We cannot control what happens in those arenas but we can make it clear that unsporting behaviors are unacceptable during high school sporting events. It takes a cooperative effort between coaches, administrators and officials to enforce and promote proper behaviors by all those involved in MHSA contests. Game officials must immediately Page 3 of 8

4 penalize any unsporting behaviors within the rule code of that particular sport, whether these behaviors are by coaches or players. Game officials are obligated to contact game administration to deal with unruly fans at Association Contests. There have been reports that obscene language, gestures and other inappropriate behaviors in some cases have been ignored, not only by the officials but by the coaches or school administration. It is imperative we work together to promote, encourage and actually require good sporting behaviors. If you are not using the MOA Central Hub please consider taking advantage of the many resources available. We will be sending more information regarding the Hub in a separate mailing. Recruitment of Officials In your local pools please discuss strategies to recruit new officials. In the separate mailing I mentioned above, we will be sending copies of the MOA recruiting poster to each official to display prominently in an appropriate public area. All efforts to recruit new officials are appreciated and much needed. And finally, one way to retain and recruit officials is to remove the threat for prospective and all officials of civil liability in the form of unreasonable or trifling lawsuits an unfounded lawsuit filed against an official when emotions are running high and a party wants to blame the game officials for a loss, etc. Senator Lewis from Helena has introduced a bill that would limit civil liability for sports officials. This is a good bill and I hope you will contact your local legislators expressing support for the passage of the bill. The first hearing will be held on January 14 th and I am submitting written testimony supporting the bill and Jock Anderson, MHSA Legal Counsel, will be testifying on behalf of the MHSA and the MOA. I have included the text of the bill below, as well as my testimony supporting the bill. LEWIS A BILL FOR AN ACT ENTITLED: "AN ACT PROVIDING FOR IMMUNITY FROM CIVIL LIABILITY FOR SPORTS OFFICIALS AND OTHER PERSONS FOR INJURIES OR DAMAGES CAUSED BY THE NEGLIGENT ACTIONS OR INACTIONS OF THOSE OFFICIALS IN ATHLETIC CONTESTS; AND PROVIDING AN IMMEDIATE EFFECTIVE DATE." BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MONTANA: NEW SECTION. Section 1. Liability of sports officials and persons who train them. (1) A sports official in an athletic contest, and a person who has educated, trained, or assigned the sports official for the purposes of officiating at the athletic contest, is not liable for injury or damage sustained by a person because of an alleged action or inaction of the official unless the injury or damage was sustained because of the gross negligence or the willful, wanton, or intentional action or inaction of the official in the athletic contest. (2) As used in this section, the following definitions apply: (a) "Athletic contest" means: (i) a game, set, match, round, or other competition or sporting event played by participants at any educational level, including grade school, junior high school, high school, junior college, or college, or at the semiprofessional or professional level; or (ii) a scrimmage, practice, training session, or drill undertaken in preparation for the contest described in subsection (2)(a)(i). (b) "Sports official" or "official" means an individual who: (i) serves as a designated umpire or referee and is a member of a local, state, regional, or national organization that educates, trains, or assigns individuals to act as umpires or referees; (ii) serves as a designated umpire or referee without compensation and is not a member of an organization listed in subsection (2)(b)(i); (iii) serves as an official similar to those listed in subsection (2)(b)(i) or (2)(b)(ii) but under a different title; or (iv) serves as a designated assistant to an individual identified in subsection (2)(b)(i), (2)(b)(ii), or (2)(b)(iii). (3) This section does not apply to a sports official working as part of an athletic contest for which a limitation on liability is provided by other law. Submitted Testimony Senate Judiciary Committee Senate Bill 4 January 14, 2011 Mark Beckman, Executive Director Montana High School Association (MHSA) and Commissioner of the Montana Officials Association (MOA) Senator Shockley and members of the committee, my name is Mark Beckman and I am the Executive Director of Page 4 of 8

5 the Montana High School Association and also serve as the Commissioner of the Montana Officials Association (MOA). I am unable to appear in person today as I am traveling to Billings for the MHSA Annual Meeting. The mission of the MOA is to advance and to sustain fair, competent and ethical officiating while providing safe competition at all levels of Montana s interscholastic athletic activities. The 1,690 members of the MOA and the 179 MHSA member high schools are in support of Senator Lewis s bill providing immunity from civil liability for sport officials. Officials, by state law, are independent contractors and the passage of this bill would protect both the schools as the employer, and the officials as independent contractors, from unreasonable or trifling lawsuits filed when emotions are running high and a party wants to blame the game officials for a loss etc. Officials train and study extremely hard for the particular sport(s) they officiate. They are required to meet in weekly study clubs, view a yearly online rules clinic, complete mechanics training, test to upgrade and be evaluated by their local pool. Officials are competent, dedicated individuals who officiate not for the money but for the love of their avocation. These individuals provide an essential service for high school sporting events. There is a shortage of sports officials in this state and throughout the nation and passage of this bill would help in recruiting and retaining officials because the threat of unfounded lawsuits would not exist. Appropriately, the bill does not provide blanket immunity because the official can still be held liable if injury or damage was sustained because of gross negligence or the willful, wanton, or intentional action or inaction of the official in the athletic contest. On behalf of the 179 MHSA member high schools and the 1,690 MOA members, I encourage your support for the passage of Senate Bill 4.
