And I have 20/20 vision so I couldn t be a referee. I don t think Jay could ever have been serious enough to be an official anyway! We have close to 1,700 members of the MOA who thoroughly enjoy the officiating vocation. Every MOA member realizes how important retaining current officials and recruiting new officials is to our ranks. However, I am concerned with a bill that is going to be introduced in our legislature which will affect all sports officials across the state. House Bill 210 repeals the Assault on a Sports Official provision in Montana law. We have been monitoring the bill closely and will be ready to have MOA members ready to testify when the bill is scheduled to be heard in committee. Please contact your local legislator to express your opinion in regard to keeping the assault on a sports official provision in place. This law has been very effective in curbing behaviors by overly emotional fans. We have experienced more fan ejections in the past two years than in my previous 16 years in this office combined. This provision is needed more now than ever before. In Billings, a class at West High School is helping to recruit high school students to become officials. Jay Lemelin, Billings area MOA Regional Director, was recently interviewed for an article by Derek Brouwer from the Billings Gazette regarding a semester long officiating class offered at Billings West High School. The class was started by West teacher and football coach Steve Guelff in tandem with Principal Dave Cobb, who is a youth sports coach and MOA official. Here is the article in its entirety: West class preps teens for hardest test of all: The basketball court JANUARY 18, :00 AM BY DEREK BROUWER Cody Ostwald called his first foul in the third quarter. He dropped the whistle from his mouth and walked calmly to the scorer s table. Foul, 71, white, he said. A reaching foul on the floor during a youth basketball game. A simple call. But it was the first time Ostwald had worn the zebra stripes, and no matter the stakes or the score, the quiet 17- year-old, a junior at West High, knew he d be scrutinized. This game among fifth- and sixth-graders has all the spirit of youth sports: improbable jump shots, scrums for the ball and cheers of encouragement from parents. There s also the occasional grumbling from a few in the crowd. How can that be a jump ball when he reached over his head? one man mutters My God. It s this part of the game that discourages teens from serving as sports officials and one reason why communities in Montana and around the country struggle to find them. Some parents are a little impatient with that learning curve, said Jay Lemelin, a Billings elementary school principal and regional director for the Montana Officials Association. Ostwald, though, is more prepared than most his age to take on the job. Last week he completed a unique, semester-long course at West High that helps students learn the ropes of sports officiating and introduces them to the art of coaching. Several of the students, including Ostwald, took the test to become certified as basketball referees in Montana and already are officiating leagues and tournaments. It s an opportunity for the teens to earn some money while participating in the sports they love from a new perspective, they said. The class was designed three years ago by West teacher and football coach Steve Guelff in tandem with Principal Dave Cobb, who is a youth sports coach and official. The curriculum is still evolving, but centers around both technical knowledge and sports leadership skills. Given the course s practical bent, Cobb also sees it as a way to get young people into positions as referees and thereby fill a void that exists in many Montana communities. The best experience you can give them is getting into a game situation, Cobb said. Page 1 of 8

2 There are 66 officials registered in the Billings MOA pool for youth basketball, Lemelin said, and 10 or so high school students have become certified through the West High class. The association generally pairs new officials with veterans, so they continue learning while on the job. Our goal is to mentor them, Lemelin said. Senior Aili Baxter, herself a soccer and basketball player, was drawn to the coaching component of the class. I love the thought of being an inspiration for someone else like my coaches were for me, she said. Baxter said she s learned that good coaches know how to relate to each of their players and must tailor their approach to each s needs. She has enjoyed experiencing competition from a perspective different than an athlete s. Reflecting on the relationship between coaches, referees and athletes has prompted her to think about other kinds of relationships, like that between students and teachers, or bosses and their employees, she said. Students put together a coaches handbook for their final project, whose components included play designs, practice schedules and statements on their coaching philosophy. I think it s made me more understanding of the coaches, said Austin Lange, 18. Lange moved to Billings from Sidney for his senior year so he could compete in junior hockey with the Billings Bulls. The class, he said, complemented his efforts on the ice. I ve been connected to this class more than any other, he said. The class focuses on aspects of athletics beyond just the final score. At the high school level, it s nice to win, but you have to learn to be a good person, said Tanner Payton. Payton officiated his first travel basketball tournament a couple weeks ago, refereeing six games. A football player for the school, he s yelled at his share of referees. As an official, he said, he focuses on keeping his composure. It has just gotten to the point where I wanted to blow my whistle, Payton said. You ve just got to tune it out. Ostwald s game ended with a lopsided score, but also with a roaring cheer for the losing squad during the waning seconds, as the kids scored a basket after securing four rebounds in a row. Afterward, Ostwald acknowledged that he hadn t called a perfect game. I missed a few calls, but it happens, he said. Ostwald didn t show any frustration on the court, instead keeping his thoughts focused on the mantra he said he learned in Guelff s class. Keep it even, keep it fair, no matter the score, he said. What a great avenue to promote and encourage young people to become officials. Thanks Dave and Steve for your efforts. It is hard to believe that the state wrestling meet and district basketball tournaments are less than a month away. William James once said, Act as if what you do makes a difference. It does. We don t say it enough what you do as officials makes a big difference. Thank you for your efforts and good luck during the remainder of the winter sports season! Mark Beckman, MOA Commissioner STUDY CLUB REMINDER Pool Leaders - Please get your study club attendance records to your regional director by the deadlines indicated in the MOA Handbook on page 112. The directors are responsible for recording attendance and completion of study clubs, and sending that information to the MHSA/MOA office. They must also approve any upgrade evaluations. This information can greatly impact the rating of each member of your pool, so we ask that you be as accurate as possible. Also, please be aware that each study club attendance form must be signed by your regional director in order for your members to receive credit. NON-VOTING SCHOOLS LISTED As requested by the MOA Regional Directors and approved by the MHSA Executive Board, MHSA and MOA publications will provide a list of schools which do not submit ballots for tournaments officials. Approved to allow volleyball officials to wear either the short sleeved or the long sleeved shirt with no requirement that all the crew wear the same shirt. Approved requiring that the current state tournament volleyball rotation be used at the district and divisional level for tournaments utilizing a standard 8 team bracket (6,6,3). Approved amendment to the misconduct section regarding concussion training Section XX, F, 17 (page 114) to read: Officiating any school district sanctioned contest or practice without having completed the required concussion training for the current school term. WRESTLING Total Officials Coaches/Administrators MOA PROPOSALS FROM WINTER REGIONAL DIRECTORS MEETING The MOA Regional Directors met at the MHSA office on December 8, 2014 and reviewed proposals and requests from local pools, individual officials and schools. Below is a recap of proposals that were approved and will be presented to the MHSA Executive Board for their approval and those approved not requiring MHSA Executive Board approval: MOA proposals to be presented to the MHSA Executive Board: The MOA approved recommending to the MHSA Executive Board, that three person basketball crews be required at the district tournament level. Three person crews are currently mandated at both the state and divisional tournament level. The above recommendation did receive approval from the MHSA Executive Board and will be effective beginning in MOA proposals approved at the December meeting: Approved retirement of the white knicker pants for football officials. Approved, beginning in , a standard warm up jacket for football officials: A standard jacket, solid black with rib knit cuffs and collar, pullover with no zippers or buttons, unadorned (except for MOA service pins), is allowed. Approved postponing the implementation of the standard warm up jacket for both basketball and volleyball officials until , to be consistent with football. That jacket will be solid black with rib knit BASKETBALL INFORMATION Play-in and Challenge Games Because basketball districts/divisions are now scheduling play-in games on Monday or Tuesday to pare the tournament down to an eight team bracket, the MOA Regional Directors have approved that if one of the tournament officials has a work related conflict and is unable to officiate the play-in or a challenge game, the MOA office or tournament manager can assign one of the other tournament officials to work this game(s). Alternate Official Schedule at Tournaments So that an alternate official is always available for basketball tournament games below the state level, the MOA Regional Directors have approved that a schedule of alternate officials be prepared by the tournament officials and coordinated by the tournament manager. Regular Season Basketball Warm-up Regular season basketball contests (at any level of competition) will have at least a 15-minute pre-game warmup period and when one regular season game (at any level of competition) immediately follows another on the same night and the same officials or any of the same officials work consecutive games there will be at least a 20-minute intermission between games. Pink Whistles The MOA Regional Directors have approved that pink whistles can be used by officials only at contests designated as breast cancer or other cancer awareness events. All other NFHS/MOA uniform requirements must be followed during those events. Page 3 of 8

4 Closely Guarded A well-officiated, closely-guarded situation provides for better balance between offense and defense and stimulates play. When the closely-guarded rules are not followed, there is a significant advantage for the offense. The following areas are to be emphasized: Closely Guarded Rule: A closely-guarded situation occurs when a player in control of the ball in his or her team s frontcourt is continuously guarded by an opponent who is within 6 feet of the player who is holding or dribbling the ball and the defensive player has obtained a legal guarding position. Officials should begin the visible count when the six-foot distance is established. A player shall not hold the ball for five seconds or dribble the ball for five seconds while closely guarded in his or her frontcourt. A player can legally hold the ball while closely guarded for four seconds, dribble the ball for four seconds and hold the ball again for four seconds before violating. Remember, the official should switch arms when going directly from one counting situation to another. By NFHS Rules, the closely guarded count should continue even if there is a defensive switch, provided the six-foot distance is maintained. There is no requirement for the defensive player to remain the same during the count as long as the offensive player is closely guarded throughout. Measuring 6 feet: Officials must define and have a clear image of the 6-foot guarding distance necessary. Too frequently, officials require the defensive player to be within 3 to 4 feet prior to the count being initiated. Good visual examples of this distance can be found on the court as: the distance between the free-throw line and the top of the semi-circle; from the division line to the jump circle; two adjacent marked lane spaces. Failure to properly judge the 6-foot distance and require the defender to be within 3 or 4 feet of the dribbler before beginning the count puts the defensive player in an unfair position. The key to officiating this rule properly is recognizing when the six-foot distance has been established by the defense and having the official begin a visible count when the six-foot distance is established. Ending the count: A closely-guarded count ends when no defensive player is within 6 feet. The count also stops when a closely guarded player: completes a dribble anywhere in the team s own frontcourt; starts a dribble in the team s own frontcourt and ends it anywhere in the frontcourt (a new five-second count will start if the player holds the ball); loses possession of the ball for any reason in the team s own frontcourt; or has his or her dribble interrupted. If a closely-guarded player beats the defender(s) by getting head and shoulders past the defensive player, and the defender is no longer in a legal guarding position, the count has ended. WRESTLING INFORMATION Maximum of two team personnel allowed in the corner There was significant discussion at the state tournament last year about the number of team personnel that will be allowed in the corner. We will be implementing a change for the MHSA regular season and also the 2015 MHSA post season tournaments. In the past, we have allowed two coaches and a statistician in each corner. For the season we will be enforcing NFHS rules regarding corner personnel and will allow schools to have maximum of two individuals in the corner (on chairs at the edge of the mat). NFHS Rule states: During tournament competition, a maximum of two team personnel (coaches and/or nonparticipating contestants) will be permitted on chairs at the edge of the mat. It is permissible to allow coaches on the corner of the mat in a restricted zone. In tournaments where coaches are permitted on the corner of the mat, the restricted zone shall be defined by either a contrasting line marked on the mat with paint or tape or a contrasting colored surface under the chairs. The restricted zone shall be no closer than five (5) feet to the edge of the circle. Coaches shall be seated at least ten (10) feet from the scorer s table, where facilities permit. Also, the rule for dual meets and dual meet tournaments is different and states: Rule For dual meets, all team personnel, including coaches, other than actual participating contestants shall be restricted to an area which is at least 10 feet from the edge of the mat and the scorer's table, where facilities permit. If coaches decide to set up their chairs in the corner during a dual meet, a maximum of 2 team personnel will be allowed in the corner. The NFHS rule that coaches would be violating would be NFHS rule which states: Unsportsmanlike conduct of coaches and other team personnel is any act which becomes abusive or interferes with the orderly progress of the match. These acts could occur prior to, during or after a match. This includes violations of the bench decorum rule (7-5-2), taunting, acts of disrespect or those actions which incite negative reaction by others. The offender shall be penalized for unsportsmanlike conduct in accordance with the Penalty Chart. Page 4 of 8

5 Here is the process that must be followed this season by officials: 1. If an official notices three or more team personnel in a team s corner, then the official will notify one of the coaches and give them an opportunity to reduce the number of personnel. 2. If the coach does not leave immediately, this constitutes unsportsmanlike conduct, and the referee will deduct one team point from the team s score. The unsportsmanlike conduct penalty is charged to the head coach, no matter which coach is involved. 3. A second violation results in an additional point being deducted and another unsportsmanlike conduct penalty charged to the head coach. The head coach would also be disqualified from the event. Disqualifications must be reported to the MHSA office by MOA Policy. Here is an NFHS Casebook situation that further describes this ruling situation: SITUATION B: During a tournament match, the coach and manager of Team A occupy the chairs reserved for such use in the restricted zone. As the match, which is closely contested, progresses, the assistant coach of Team A moves into this zone. When the referee notices this, Coach A is notified that only two persons may be in the restricted zone. There is no movement on the part of any of the three-team attendants to vacate the zone as the referee returns to the center of the mat to restart the match. RULING: This constitutes unsportsmanlike conduct, and the referee will deduct one team point from Team A's score. There is no warning prior to this penalty. The rules clearly explain that only two attendants may be in the restricted zone during tournament competition. Failure to comply with the referee's instructions constitutes unsportsmanlike conduct. The head coach shall be charged with the violation no matter which coach is involved. (2-2-2) This rule is an NFHS Rule and all officials are expected to enforce this rule and all coaches are expected to comply with this rule. Officials who do not enforce this NFHS rule could be charged with misconduct. If anyone has any questions, please contact Brian in the MHSA office.
