2 2 University Interscholastic League Greetings, Welcome to the UIL Sports Officials Department. Beginning , the UIL will be registering all sports officials for football, volleyball, basketball, baseball, softball, soccer and wrestling. We are excited about the opportunity this new registration process will bring to every division of high school sports in Texas. We will be designing a web site, to be launched on Jan. 15, 2010, to provide online resources including memos and other material from your leadership. The web site will provide a center for communication and will improve officiating in all sports. The UIL Sports Officiating Department is dedicated to providing the proper representation and leadership for Texas High School Sports Officials. It is our belief that positive steps can and will be made for officials pertaining to pay, relationships with UIL member schools, knowledge of the UIL Constitution and Contest Rules, training and education for sports, recruiting, retention, accountability and an overall consistency for all chapters to follow. I look forward to working with all the chapters and officials of Texas. The answers for officiating have always been found in the membership body of officials that passionately dedicate themselves, for the good of the kids, to their respective sport. Interscholastic athletics and activities are an integral component of secondary education. Sportsmanship is a core value and its promotion and practice are essential. Each member school is equal and equally important to the UIL s existence. Equality and fairness must be safeguarded at all cost. All persons involved in interscholastic activities need to be positive role models. Each individual is important and that striving to reach one s full potential is the measure of success. That to remain effective it must be a self-governing organization where each member school must take responsibility for the enforcement of all rules and regulations. Integrity and honesty are non-negotiable. UIL Governing Structure for UIL SPORTS OFFICIALS The purpose of the UIL Sports Officials is to aid the education and development of officials through the local chapters and to enhance the communications between the UIL, the local chapters and the member schools. Bylaws and Procedures The bylaws and procedures of the UIL Sports Officials will be developed by the local UIL Chapters, the UIL State Sport Boards and the entities responsible for developing UIL rules, policies and procedures.

5 Football Officials Handbook 5 OFFICIAL S CHAPTERS Official s Chapters are formed primarily for the purpose of improving officiating knowledge and skill. Each chapter, in its regularly scheduled meetings studies rules, mechanics of officiating, has organized group discussions and works with the schools in assisting with the assigning of games. The chapters take on the responsibilities for recruiting, training and retaining officials along with support from the UIL State Office. The local Chapter is the most important segment in the overall officiating program in the State of Texas. GUIDELINES FOR FORMING A LOCAL CHAPTER 1. Request must be in writing to the UIL. 2. Location must be in an area not currently serviced by an already established UIL chapter and/ or must not impact negatively on an existing UIL chapter. 3. Membership a minimum of 20 established officials to found the chapter. 4. Must be approved by a vote of the UIL State Chapters Board (vote by ). 5. Cooperate with the UIL by: a. Conducting a minimum number of scheduled meetings. b. Hosting selected UIL playing rules and interpretation meetings for officials and coaches. c. Conducting an active and ongoing program for the recruitment of new officials. d. Submitting nominations of outstanding officials for playoff considerations. TO REGISTER AS A UIL OFFICIAL, PROSPECTIVE OFFICIALS MUST: 1. Be at least eighteen (18) years of age. 2. Properly complete a UIL application online. 3. Pay the required $50.00 fee online. 4. Complete online the current rules examination by the required deadline and obtain at least 70%. 5. Not have been convicted of a sexual offense, a crime against a minor, or a crime involving illegal drugs; and 6. Be in compliance with the UIL conviction policy. Application fees are non-refundable. Maintaining an Active Registration Pay an annual fee of $50.00 online and $25.00 for each additional sport; Properly complete and submit the renewal form; Properly submit and obtain at least 70% on the current rules examination (see deadlines below); Be in compliance with the UIL conviction policy; Inform the UIL of an indictment for any crime; Properly complete and submit required special report forms; and maintain high standards of conduct; Pay late fees of an additional $20. RULES MEETINGS Currently, the rules meetings will be held at the Chapter level and regional sites. There will be an official rules interpreter for each sport. The rules and rules interpretations will be on the web site and updated as the season progresses.

6 6 University Interscholastic League CONVICTION STATUS A. A person applying to be newly registered or applying for renewal will not be approved if that person has been: 1. Convicted or adjudicated with a finding of fault, guilt or violation, in regard to an offense involving a minor or any sexual offense; unless/ until such offense has been reversed by proper authority having jurisdiction over the matter; or 2. Convicted or adjudicated with a finding of fault guilt or violation, in regard to an offense involving any illegal/illicit drug or controlled substance as prescribed by Federal or State law or regulation, prior to ten (10) years following the completion of any sentence/parole/probation period imposed for the offense; or 3. Currently serving a sentence/parole/probation for any offense or adjudication of guilt imposed by any court, judge or administrative body,other than simple traffic court. Each individual is required to self-disclose any criminal history on the registration application. B. Currently registered officials 1. When a currently registered official is indicted or charged with any criminal offense or charged with a violation of any statute pertaining to minors, drugs or a controlled substance, such registration will automatically be suspended pending resolution of the indictment or charge. Conviction or adjudication of fault, guilt or violation under any such indictment or charge shall result in immediate and automatic forfeiture of the officiating registration. 2. Currently registered officials must inform the UIL of any such indictment of charge immediately upon receipt of or upon having knowledge of such indictment or charge. Failure to notify the UIL may itself be a basis for immediate and automatic forfeiture of the officiating registration. C. Reinstatement/Reapplication for Registration An official whose registration has been forfeited, suspended or revoked or an applicant who is denied a membership under the provisions of this statement, may petition the UIL Director of Officials or his designee, in writing, for reinstatement/reapplication based on the following: 1. If suspension, revocation or forfeiture of an officials membership is based on a conviction, adjudication or finding as a result of a felony: the official/applicant may petition for registration one year after the completion of the parole/probation period; other than conviction of illegal or illicit drugs controlled substances where a 10-year probation period is used, or immediately upon dismissal or reversal of the charge or conviction (provided the offense was not involving a minor or sexual offense). 2. If suspension, revocation, forfeiture or denial results from a misdemeanor or other non-felony charge. The official/applicant may petition for registeration immediately upon the completion of the parole/probation period (provided the offense was not involving a minor or sexual offense). 3. If suspension, revocation, forfeiture or denial of membership is based upon any conviction, adjudication or finding involving a minor or sexual offense, reinstatement/reapplication will not be permitted, unless/until such offense has been reversed by proper authority having jurisdiction over the matter. MANDATORY CRIMINAL BACKGROUND CHECK The UIL will embark on a comprehensive Criminal Background Check System with prospective officials, effective with the program year. Each person applying to become a registered official in the state of Texas for the first time must clear a criminal background check prior to being allowed to register. The applicant will be made aware of negative background check results. If the information provided by the search is disputed, that person will be given the opportunity to go through an appeals process. The results of the process will determine if the person becomes registered effective with the program year, the UIL will start background checks on the registration.

8 8 University Interscholastic League UIL FOOTBALL OFFICIALS Board The UIL Football Officials Board will develop or assist in developing all bylaws and procedures pertaining to officiating and officials for each sport. The committee will consist of one designee from each chapter in a sport elected to represent that chapter. That designee should be very knowledgeable about all facets of the local chapter and keep in touch with the Chapter members on all major issues. The UIL State Chapters Board for each sport will meet each year prior to the start of their season to address the following: Assist in the planning of practical clinics and other training programs for officials. Determine categories or ranking for officials if any (Division I. V or Registered, Certified or Professional, etc.) Develop a policies and procedures manual for all Chapters (required attendance at meetings, test scores required to be eligible to officiate regular scheduled games and recommend test score needed to officiate in State Playoffs etc.). Develop a document for member schools on Hosting Officials. (This material will be mailed from the UIL office as suggested procedures and services from the UIL and the local chapters. This will include bylaws and several policies from the UIL Constitution. (Protection for officials and visiting teams, etc.) Develop bylaws and policies for non-renewal of officials and state level policies for officials. Suggest ideas to improve lines of communication among the UIL, chapter officers, coaches and officials. Develop a pay plan to recommend to the UIL Legislative Committee. A meeting will be held with a UIL Committee of superintendents, athletic directors and other school administrators to determine the pay plan for officiating games. Recommend and develop tools for evaluating officials during the regular season and the post season. Recommend policies and procedures for scratching an official from a game. Recommend officials and/or retired officials to be considered for a position as State Rules Interpreter and for rule interpreters for each local chapter. Recommend policies and procedures for an appeals process from any rulings by the chapter or the state office. Recommend officials or retired officials from each chapter to serve as evaluators of officials from the local chapter. On occasion these evaluators may be asked to observe officials at playoff games.

9 Football Officials Handbook 9 ASSIGNMENT OF OFFICIALS FROM THE UIL OFFICE 1. Game or contest officials must be mutually agreeable with both schools involved in a game. 2. When two schools cannot agree they call the UIL office and request that the UIL officials department assign officials. 3. The two schools have the right to scratch as many chapters or officials as they wish. However, the UIL office urges the use of discretion in scratching entire chapters or areas. 4. After the schools have indicated officials and/or chapters they do not want, the UIL office then contacts a chapter not scratched and requests officials. Once the two schools have agreed to have the UIL assign officials, neither coach may contact the chapter from which the officials will come. This is highly unethical and has resulted in certain officials being requested by one coach without the consent of the other coach. 5. Once the officials have been assigned out of the UIL office, the schools may not request a change in the assignment and must pay the assigned officials if they are not used, unless: a. The UIL office made a mistake in failing to scratch a chapter that the schools have indicated they do not want. b. Communication problems between the school (which contacted the UIL) and the opponent, result in officials being assigned from a chapter that one school had scratched. 6. The UIL recommends that chapters or officials deemed not acceptable be documented at the meeting. The listed must be reviewed by each school for completion and accurate, and signed by administrators from both schools. This should be part of the contract procedure and a copy retained by each school. 7. Once a game has begun, there shall be no protest based on the selection of game officials. Beginning a contest constitutes agreement. 8. Payment of officials (for all games other than tournament games) shall be according to the Athletic Plans in the UIL Constitution and Contest Rules. POLICY FOR REGIONAL AND STATE TOURNAMENT OFFICIALS 1. The UIL staff shall select regional tournament and state tournament officials. 2. In regional tournaments, the UIL staff will determine the chapter to be used and will select the individual officials from that chapter. The chapter will then be notified of the UIL choices. 3. In state tournaments, the UIL staff will consider nominations from: a. Lists submitted by each chapter in the state. b. Individual school coaches from a geographic area. c. Designated coaches associations such as TGCA, TABC, THSCA according to their listings or rankings. d. Other recommendations from designated observers or UIL staff evaluations. 4. In playoff games, other than regional tournaments and/or state tournaments, schools shall mutually agree on contest officials. If they cannot agree, the UIL staff will assign officials, allowing deletions of certain chapters or individuals. Once schools agree to have the UIL assign officials, neither school may contact a chapter representative.

10 10 University Interscholastic League UIL Officials INCIDENT Reporting procedure The UIL incident report should be filled out after any contest where an unusual situation develops (includes ejection of coaches and players, unsporting conduct by coaches, school officials, players or fans). The situation, positive or negative, could occur prior to, during or after the contest. Each reported incident will be followed up by a member of the UIL staff. (see page 20 for procedural recommendations) WRITTEN CONTEST REPORTS TO LOCAL CHAPTER: Common contest site problems to include field markings, dressing facilities, security, non-critical time difficulties, problems with players, coaches, administrators or fans not involving severe verbal abuse, physical abuse, or early termination of contests. Common problems should be resolved by the chapter in accordance with UIL/Division Policy and established chapter policy. (i.e., by a person or committee designated by the chapter board of directors, normally an officer or assignment secretary.) WRITTEN CONTEST REPORTS TO STATE ASSOCIATION: Fax contest report to office of UIL Assistant Athletic Director of Officials at as soon as reasonably possible after the contest, but no later than 12:00 noon of the day following the contest. Officials may also file reports online using the UIL website ( This report should include the following: a. Your name, sport and chapter; b. Date, time and location of the contest; c. Teams/schools involved; d. Brief description of incident or incidents; e. Phone numbers at which relevant persons may be reached; f. Whether or not the Office of the Executive Director and Chapter have been notified; g. Whether additional time is needed for local investigation of the incident. The UIL shall be the sole judge of violations of the UIL Constitution and Contests Rules in such matters and is encouraged to resolve such matters without the necessity of a hearing before the Executive Committee whenever possible. Failure of an official to timely report or timely file a written report shall be grounds for disciplinary action to include reprimand, probation, suspension or expulsion from membership. Failure of a chapter to timely forward an officials written report shall be grounds for reprimand and/or loss of eligibility of chapter members for assignments. The responsible chapter officer may be subject to disciplinary action to include reprimand, probation, suspension or expulsion from membership. Failure to follow these procedures by any person, chapter or entity shall not prohibit investigation and appropriate action involving violation of applicable rules and/or procedures by direction of Executive Director or his designee of the UIL. Contest Reports indicating possible by coaches violations of the Coaches Code of Ethics will be forwarded to the appropriate coaches association. ENFORCEMENT, APPEALS AND PENALTIES Initial reports of violations are heard and ruled on by the Chapter secretary (or their designees) or by the UIL Director or his designee. These cases are handled in writing or in a hearing if requested by the accused. There are two levels of appeals: First level of appeal: When the official is ruled against by the UIL designee, the official may appeal to the Chapter level designee or board. When the initial ruling is made at the Chapter level the official can appeal the decision to the UIL Directors designee.

11 Football Officials Handbook 11 Second level of appeal: Either the official or the initial ruling entity may appeal to the UIL Sports Officials Appeals Board if they are unhappy with the decision at the first level of appeals. The UIL Sports Officials Appeals Board is composed of one member from the UIL staff appointed by the UIL Director, two members that are retired officials and two current officials in the each sport. The Appeals Board handles cases in writing or in a hearing at the request of the appellants. If a hearing is requested at the Appeals Board level, there is a $50.00 fee to help defray expenses of the panel. The quorum for the UIL Sports Officials Appeals Board is three members. CATEGORIES OF DISCIPLINARY ACTION 1. REPRIMAND An official letter of censure to the local officials association or individual official regarding the violation(s). The letter of reprimand becomes a permanent part of the local association s or individual official s record. 2. PROBATION A period of warning for one calendar year, during which time any additional violations committed by the local officials association or the individual official may result in more severe penalties being assessed. Probation may also carry with it restrictions such as prohibition from officiating varsity level contests, prohibition from officiating State Series contests, etc. 3. SUSPENSION A period of time during which the local officials association is prohibited from assigning member officials to officiate contests, or the individual official is prohibited from officiating contests. ADMINISTRATIVE RESPONSIBILITY (Crowd Management and Game Security) In our complex and open society there are numerous problems which land in the lap of the public school administrator. Crowd management and game security are two which have haunted even the most conscientious administration. This area goes beyond the spectator who is intoxicated in the stands or those who insist on running onto the field at the end of the game. Schools in some states have been forced to abandon night games while others in some states must seek a neutral site with little or no publicity surrounding the event to prevent added disturbances. Fortunately, this has not been a great problem for athletics in Texas. However, disturbances can occur at even the smallest of schools during a game which has no bearing on the district championship. Each school system should develop a master plan for management of crowds. Administrative duties for controlling crowds involves a well thought out plan of action. Actions prescribed should be endorsed by the school board as policy for the district, prior to each school year. Plans may then be viewed for comparison with other school systems. Naturally, each system will include variations to fit their own unique situation. The UIL views this as a positive way to defend against possible trouble at athletic events. School personnel are more apt to act with confidence, knowing where they stand so-to-speak, when policy is in effect. This only strengthens the hand of the school administrator as provided in the Texas Education Code and Schools that have operated without a crowd management and/or game security policy may see this as an opportunity to add consistency while upgrading their procedures, not to mention serving as a guide for legal implications. It is better to operate somewhat anonymously and behind the scenes so that fans may enjoy their favorite events than to spend little time in planning and be faced with an unchecked security problem. The school district superintendent and/or his designee is responsible for enacting and enforcing a crowd management policy for contests sponsored by his/her district. Likewise, all phases of interscholastic competition are under the careful supervision of the superintendent. GUIDELINES (These basic guidelines may be supplemented by local schools) 1. A crowd control policy for season athletic contests shall be endorsed by the school board and should be kept on file with the district executive chairman and in possession of those in the individual school directly responsible.

12 12 University Interscholastic League 2. No interscholastic contest may be arranged without the knowledge and sanction of the superintendent or his designee. 3. A game administrator or manager (usually the athletic director or principal) shall be in charge of the various administrative duties not associated with the contest at all home games. This person shall be on duty during the actual playing of the contest. 4. In all cases where students are competing against those of another school there must be an authorized faculty representative on the premises. In team sport contests such as basketball, football, soccer, softball, and volleyball, the superintendent and/or a designated game administrator shall be present at all home games and should be present at games away from home when large numbers of students and fans are attending the game. 5. Students, participants and staff members representing member schools in interscholastic competition are expected to conduct themselves in a sportsmanlike manner. Failure to do so may be in violation of the UIL Constitution and Contest Rules and subject the school, students and sponsors to penalty. 6. The member school superintendent is responsible for initiating appropriate disciplinary measures against those guilty of violations of the State Education Code. 7. It shall be the responsibility of the host administration to insure the safety of the officials. a. For varsity sports, the school designee shall meet with the officials on the field or court to: 1. Introduce himself/herself. 2. Indicate where he/she will be sitting. The designated school administrator shall meet the officials at the designated times as listed below. Baseball: 30 minutes prior to the game at the conference with coaches and umpires. Basketball: Immediately after the officials enter the court. Football: At least 30 minutes prior to the game meet with referee on the field. Soccer: Prior to the start of the game, on the field with center official and lines persons. Softball: 30 minutes prior to the game at the conference with coaches and umpires. Volleyball: Immediately after the officials enter the court. b. If officials are not contacted by the designee ten minutes prior to start of a game, the referee shall ask the home head coach if there is a designee and if so, who that person is. c. If a designated administrator is not present, the officials shall notify the UIL in writing the next working day and report the incident. d. The designee shall meet briefly with the officials after the game to discuss the game and any problems during the game dealing with ejection of players, coaches, or fans, etc. The designee shall also offer to provide an escort to walk with the officials to their respective vehicles. e. The designee is responsible to inform the administration of both schools by phone the next school day of unsportsmanlike behavior of fans, players, coaches, and any unprofessional behavior on the part of officials. f. The home school is responsible for security. In playoff games/matches, both schools are responsible. g. Each school is responsible for the behavior of its fans, players, and employees. h. In playoff games/matches both schools shall have a designated school administrator.

13 Football Officials Handbook 13 SAFETY Be not concerned that you do not know the universal model for various threats to safety. There may be no such model. In some school districts immediate evacuation is the policy whenever a bomb threat is made while in others evacuation is almost the last option considered (depending upon the weight of the information available). Our baseline responsibility is to assure that every person who comes to school or to a school event is ensured the opportunity of returning home safely that day or night. The following suggestions are not complex, but hopefully will stand the test of time. 1. Principals and athletic directors should meet with the police and fire chiefs, emergency medical service head, and school superintendent. At this meeting establish roles of responsibility. For example, whose decision it is to evacuate a school or athletic site? Also discuss all of the other issues (e.g. lightning, power outage, bomb threats, weapons) that are concerns of the respective participants in this meeting. It would be good if written protocols resulted. 2. Form a School Safety Committee which should be representative of students, custodians (who may know your facility better than anyone else), staff, administration, parents, and the community. All of these constituents are stakeholders who should share in responsibility for safety. 3. Consider safety to be a team effort. Inform your students and other constituencies that you want them to keep their eyes open, and to report anything they see or hear that may be troubling. Intelligence is important and can be reasonably easy to acquire through such a network. 4. Every student should have an advocate member of the school staff. Too often children are without a good adult role model. A staff member, making it a point to check on each student once a week, may be enough to keep the student connected, or to detect a potentially significant personality change. 5. Recognize that you are surrounded by trained observers. Educators, like police, are accustomed to observing individuals, groups, and crowds. Anyone or anything that does not look right, probably isn t. Station trained observers at the entrance to athletic events. Assign staff in fan sections, have the police detail deployed to observe fan behavior, and place administrators at vantage points where spectators and observers can be viewed. 6. Cell phones can be critical during an emergency when phone lines are cut; incoming phone traffic precludes making calls, etc. 7. Don t believe it can t happen here. The profiles of perpetrators of recent school tragedies are suburban, affluent young people who spend time on computers or who may have access through family to guns. 8. Continue to work to keep high school athletic programs within the perspective of their educational mission. Do not place athletes on a pedestal. Honor equally achievements of all your students (e.g. academics, community service, drama, National Honor Society). 9. A communication system (e.g. walkie-talkies) is important among school personnel, fire, police, EMS, etc. 10. Remain calm, and use the PA system to deliver pre-developed messages/instructions. ADVICE FOR OFFICIALS (sportsmanship, advancing, etc) The day you stop learning as an official is the day you start to deteriorate. High school sports programs in the State of Texas are improving every year, and it is part of the job of the officials to grow with the games. Always remember that in order to improve, you have to be open to criticism from others. Use each contest as a learning experience. Even the best officials make mistakes. Here are some tips for both new and veteran officials on how to keep sharp and ahead of the game. 1. KNOW THE RULES in order to avoid problems. a. Review the rule book and note the changes. b. Converse with other, more experienced, officials about rules or game situations. c. Observe other officials work. Watch your counterparts during contests paying specific attention to his/her rule application, positioning, and mechanics. 2. Do not pass up the opportunity to work scrimmages or intra-squad events. These provide invaluable experience and a great pre-season warm-up.

14 14 University Interscholastic League 3. MECHANICS and POSITIONING are an extremely important dimension to officiating any sport. a. Be in the right place at the right time. Try not to put yourself in a situation where it is difficult to make the best call because you are not hustling, and as a result, are out of position. b. If you are working with a partner, always be aware of where your partner is and what area they are covering. c. Be vocal and confident when making a call. Proper mechanics not only look cleaner, but also increase the credibility of the official. d. Attending officials clinics is a great way to find the areas in which you can improve in order to be a better official. 4. PHYSICAL FITNESS is necessary in order to appropraitely officiate the games a. It is strongly recommended by the UIL that all member officials submit themselves to a thorough physical examination by a competent physician before undertaking his/her officiating duties. b. Officials need to meet the physical demands of the job, this means conditioning is necessary before the season begins. Physical fitness is proven preventative medicine. 5. PRE-GAME PREPARATION is a key factor for your success as an official a. Like an athlete, an official must have some kind of pre-game warm-up to allow his/her body time to physically adjust to the start of the game and its stresses. b. Pre-game should be used to put yourself into the mental aspect of the game. Prepare yourself for what will happen, what could happen, and what has happened before. Focus is key. c. Pre-game should also be used to communicate with your partner(s) (when applicable). It is imperative that you communicate when working with a partner. Communication makes for a smoother game. 6. GOAL SETTING Should occur for each season and it is a way to focus on working hard to be the best official that you can possibly be. CODE OF ETHICS UIL in conjunction with the National Federation of State High School Associations The NFOA Board of Directors has developed and officially adopted the following Code of Ethics for high school officials. DECLARATION OF POLICY Schools have entrusted us to assist them in the educational development of their youth through athletics. The proper operation of such a process requires that officials be independent, impartial and responsible to people they serve. In recognition of these expectations there is hereby established a Code of Ethics for all officials. The purpose of the code is to establish guidelines for ethical standards of conduct for all officials. A UIL Official must devote time, thought, and study to the rules of the game and the mechanics necessary to carry out these rules so that one may render effective and creditable service in a fair and unbiased manner. A UIL Official must work with fellow officials and the state association in a spirit of harmony and cooperation in spite of differences of opinion that may arise during debate of points or rules at issue. A UIL Official must resist every temptation and outside pressure to use one s position as a UIL Official to benefit oneself. Under all circumstances, officials must avoid promoting the special interest of any person or group of persons other than the athletes we serve. A UIL Official must constantly uphold the honor and dignity of the avocation in all personal conduct and relations with the student-athletes, coaches, athletic directors, school administrators, colleagues, and the public, to be a worthy example to the athletes under one s jurisdiction. A UIL Official will be prepared both physically and mentally, dress according to expectations, and maintain a proper appearance that is befitting the importance of the game.

15 Football Officials Handbook 15 A UIL Official shall avoid the use of tobacco products at the contest site. A UIL Official must remember and recognize that it is import to honor contracts regardless of possible inconvenience or financial loss. Every member of the officiating profession carries a responsibility to act in manner becoming a professional person. The conduct of any official influences the attitude of the public toward the profession in general as well as toward the official in particular. INDEPENDENT CONTRACTOR NOTIFICATION UIL registered officials are considered independent contractors and not employees of the UIL or member schools. As independent contractors, the official is entitled to remunerations for services rendered as specified by the UIL Constitution and Contest Rules, but has no entitlements that may be available to an employee of the UIL or member schools. INJURY GUIDELINES (dealing with injured players) The following guidelines are to be followed in the event an athlete is injured during a contest. These guidelines are for the protection of the injured athlete and the official(s). 1. Coaches and medical personnel must be aware that some sports rules will require officials to charge the injured athlete s team with a time out. 2. Coaches and medical personnel should be allowed to enter the field or court and should be given unlimited time to evaluate an injury and give emergency care. Officials should not request that coaches move an injured athlete. 3. The officials only role in dealing with athletic injuries is to stop play as soon as possible so that the injured athlete can receive attention as soon as possible. Officials must not offer medical advice or take any action to manage or treat any injury. NFHS RULES Possible penalties to officials If there is a substantiated allegation about an official s misconduct, failure to adhere to the NFOA Code of Ethics, or regarding the official s mismanagement of contests or persistent misapplication of playing rules, the official may be reprimanded, placed on probation or suspended in one or more sports for one or more years. The UIL staff may take such actions after the official has an opportunity to respond in writing to the allegations, but a personal conference is not required. The action may be appealed by the official to the UIL State Executive Committee. The request to appeal must be received in writing within 14 days after notice of the UIL staff s action is postmarked or personally received, and may include a personal appearance if requested. If there is a substantiated allegation that an official violated a regulation of the UIL Officials Handbook, the official may be reprimanded, placed on probation or suspended in one or more sports for one or more years. Such actions may be taken by the UIL Executive Director or his designee and are governed by the hearing procedures of the UIL, as published in the current UIL Officials Handbook. Probation applies to all sports in which an official is registered. One result of probation is that an official is declared ineligible to officiate UIL postseason contests in all sports in which the official is registered, throughout his/her entire probation period. The policy will annually appear in this document. UIL may assess penalties against local officials associations and individual officials who violate UIL regulations governing the administration and conduct of the UIL officials program. The penalties, in general, that may be assessed, separately or collectively, include:

16 16 University Interscholastic League CATEGORIES OF DISCIPLINARY ACTION 1. REPRIMAND An official letter of censure to the local officials association or individual official regarding the violation(s). The letter of reprimand becomes a permanent part of the local association s or individual official s record. 2. PROBATION A period of warning for one calendar year, during which time any additional violations committed by the local officials association or the individual official may result in more severe penalties being assessed. Probation may also carry with it restrictions such as prohibition from officiating varsity level contests, prohibition from officiating State Series contests, etc. 3. SUSPENSION A period of time during which the local officials association is prohibited from assigning member officials to officiate contests, or the individual official is prohibited from officiating contests. PUBLICITY POLICY UIL Registered Officials acknowledge that athletic contests and interscholastic competitions take place in the public. As such, there is no expectation of privacy in the images of officials at such events. The UIL and/or its agents or designees may take, distribute and use photographs at athletic contests and interscholastic competitions, which may include images of officials, at such events and use the same for publicity, marketing and other appropriate purposes, including event programs. INSURANCE The UIL is 100% member state to the NFOA. The UIL pays the dues to the National Federation for all UIL registered officials. Insurance for sport officials is obtained through the NFHS and administered by Bollinger Inc. Bollinger is the 10 th largest privately held insurance agency in the US. Officials covered by this insurance are covered while the officials is performing his/her officiating duties in any sport/activity that is recognized by the UIL. If, for example, a basketball official officiates little league baseball in the off season they are covered for any injury incurred because the UIL recognizes baseball as a sanctioned sport. Members of the NFHS Officials Association are covered for the following activities under the insurance plan: * The insurance coverage applies only while the member official is performing his/her officiating duties (as defined below) during regularly scheduled sports or activities competitions. * In order for a member to be covered for his/her officiating, the sport/activity must be recognized in that state (or US territory or possession) by the member state high school association, or by high schools that follow the guidelines of the member state associations. * If the sport is recognized for either men or women in that state, territory or possession, the official will be covered for officiating that sport for both men and women. * Officiating duties also include chain crews and attending officiating camps, clinics and meetings. * Coverage for officials is not limited to high school activities. It also extends to officiating college, junior college, independent youth, adult and recreational leagues. Coverage is limited only to officiating sports that are recognized by that state s high school association. * No coverage is provided for the officiating or management of any professional sport or activity. * Direct Travel to and from Sponsored Activity. * Assignors, instructors and rule interpreters while acting in their official capacity. ****NOTE: No liability coverage is provided for claims that do not involve Bodily Injury or Property Damage. 20 20 University Interscholastic League SUGGESTED PROCEDURES FOR LOCAL OFFICIALS CHAPTERS (education, training, dist of materials, committees, etc.) Education. Each local officials chapter is responsible for educating UIL officials in the rules of the sport in which they will officiate. It is important that each UIL official has a thorough knowledge of the rules before he/she officiates his/ her first contest and takes the UIL rules examination. Training. Each local officials chapter must hold a minimum of two training sessions for its member officials during the regular season in each sport. These training sessions should focus on application of the rules to specific situations and mechanics. Dates and content of training sessions must be submitted to the UIL Office in writing according to the calendar on page 4. Each training session shall be a minimum of one hour. Distribution of Materials. Each local chapter will receive a mailing consisting of rules books, patches, and cards as well as other materials deemed necessary from the UIL. It is the responsibility of the local association to distribute this material to its members. Changes in Membership. Local chapter and their members are responsible for informing the UIL of any changes to, or discrepancies with their information. Any changes to contact information should be updated on the UIL Hub site as soon as possible. Reports. Local chapters are responsible for completing the Games Officiated Report online via the UIL Web site by the applicable deadline. Chapters may be requested to submit to the UIL Office a survey of membership demographics. Committees. Each local officials chapter is required to have an evaluation, assignment, recommendations, grievance, and education/training committee. These committees exist to ensure that each local officials association operates in a fair and equitable manner that is in the best interest of each of its member officials. Any exception to the committees as established herein must be approved in writing by the UIL Office. Composition of Committees. Neither an executive board member nor the assignment officer (booking commissioner) may serve as a voting member of any committee established herein. Only one of these officers may serve on a committee in an ex-officio capacity. No member may serve on more than one committee. An executive board member must recuse himself/herself if he/she is party to or otherwise involved in an appeal. Committees must consist of three or five members. Committees shall be selected/appointed based on the local association s by-laws and or operating procedures. RESPONSIBILITIES OF COMMITTEES Evaluation Committee. The Evaluation Committee is responsible for setting up the process and selecting those individuals who will assist with the evaluation of member officials within the local officials chapter. Each official with two or more years experience should be evaluated at least once during each season. First-year officials should be evaluated periodically throughout the season so that mini-clinics may be offered, if necessary, to re-enforce good officiating skills. Assignment Committee. The Assignment Committee is responsible for overseeing the entire contest assignment procedure within the local officials chapter. This includes ensuring compliance with requirements on the composition of officiating crews, reviewing and approving each member official s schedule of assigned contests, and making the assigning officer aware of any corrections that need to be made before the assignment schedule is submitted to the membership. It is not implied that the Assignment Committee is to make assignments. Recommendations Committee. The Recommendations Committee is responsible for reviewing the evaluations of each member official during the regular season. This committee is also responsible for preparing and submitting to the UIL Office a list of member officials who deserve consideration for assignment to post season contests. The assignment officer (booking commissioner) should act on the recommendations of this committee. Grievance Committee. The Grievance Committee is responsible for hearing complaints and appeals made or brought by one or more of its member officials. Member officials who have grievances because of penalties may appeal under the provisions of the local officials association s By-laws and/or operating procedures.

The Education/Training Committee is responsible for the planning, content and implementation of training sessions, including on-the-field/court training. This also includes educating local officials on UIL policies and procedures, NFHS rules and mechanics, and developing a curriculum that is current and effective in both content and methodology. INCIDENTS AND EJECTIONS OF PLAYERS AND COACHES Recommended procedure for Disqualification of an Athlete A UIL official must adhere to the following procedure when disqualifying (ejecting) an athlete from a contest: (1) Call timeout. Stop the action. (2) Do not hurry. If an athlete is disqualified (ejected), request the athlete to accompany you to his/her team bench or box. Go directly to the head coach and clearly notify the head coach directly that the player is disqualified (ejected). Provide both the athlete and the head coach with a statement of explanation as to why the athlete is disqualified (ejected). Be professional, courteous and assertive. Do not, however, debate the issue with either the athlete or the coach. (3) Go to the opposing head coach and notify him/her that the athlete has been disqualified (ejected) and provide him/ her with the exact same statement of explanation. (4) Report the disqualification (ejection) to the official scorekeeper if the rules of the contest so require. (5) Resume the contest. Recommended procedure for disqualification (ejection) of a Coach Recommended procedure for disqualification. A UIL official must adhere to the following procedure when disqualifying (ejecting) a coach from a contest: 1. Call timeout. Stop the action. 2. Do not hurry. Go directly to the head coach and clearly notify him/her that he/she or, if applicable, another member(s) of his/her coaching staff is disqualified (ejected). Provide the head coach with a statement of explanation as to why he/she or the member(s) of his/her coaching staff is disqualified (ejected). Inform the disqualified (ejected) individual that he/she must leave the premises (facility) for the remainder of, and after, that contest and that he/she may not give any further instruction to, have any further contact with, or confer with athletes or other members of the coaching staff for the remainder of the contest. Be professional, courteous and assertive. Do not, however, debate the issue with any member of the coaching staff. 3. Go to the opposing head coach and notify him/her that the coach has been disqualified (ejected) and provide him/ her with the exact same statement of explanation. 4. Report the disqualification (ejection) to the official scorekeeper if the rules of the contest so require. 5. Resume the contest. Disqualified Coach Must Leave Premises. 1. A coach who is disqualified (ejected) from a contest must leave the premises (facility) and may not give any further instruction to, have any further contact with, or confer with athletes or other members of the coaching staff for the remainder of the contest, including halftime, breaks between quarters and other intermissions, and following the contest. The coach may not sit in the spectator seating area, stand beyond the fence, etc. The coach must remove himself/herself from the (premises) facility to a position where he/she is no longer visible to the participants and spectators and the competition is no longer visible to the coach.

If a coach who has been disqualified (ejected) from a contest refuses to leave the premises (facility) as specified above or is intent upon continuing to coach his/her athletes or conferring with other members of his/her coaching staff in defiance of the officials, the officials are instructed to discontinue the contest and declare it a forfeit. 3. If a coach or coaches are disqualified (ejected) from a contest and no other authorized school personnel is available to take charge of the athletes, the contest must be suspended. PROTOCOL AFTER DISQUALIFICATION IS ADMINISTERED Official May Not Hear Appeal or Reverse Decision Once an official has disqualified (ejected) an athlete and/or coach, the official may not entertain any appeal from the athlete, coach, athletic director, principal, parent, spectator or any other individual associated with the school. The disqualification (ejection) of an athlete and/or coach is a judgment call and may not be reversed. The official s decision is final. All questions regarding appeals must be referred to the UIL Office. Official May Not Discuss Penalty for Disqualification Under no circumstance should an official discuss with an athlete, coach, athletic director, principal, parent, spectator, news media or any other individual the disciplinary penalty that may be assessed an athlete or coach who is disqualified (ejected) from a contest. That penalty will be decided and processed by the UIL Office, which will communicate such penalty, if applicable directly to the school s administration or UIL representative. Official Not Responsible for Enforcing Penalty An official is not to enforce any disciplinary penalty assessed an athlete and/or coach who is disqualified (ejected) from a contest. Should, however, the official be aware of a school, coach or athlete s failure to comply with such disciplinary penalty, it is the duty of the official to report the offense to the UIL Office. Under no circumstance may an official approach the offending individual(s) directly. POLICY ON CROWD CONTROL UIL policy requires the home school administration be responsible for the control of spectators during an athletic contest and recommends that the home school secure uniformed security to assist with this responsibility. However, the officials assigned to officiate a contest are responsible for the conduct of the contest. In the event a spectator or spectators interfere with the conduct of a contest or cause an official to become distracted through continual, unrelenting verbal abuse, the official should immediately stop the action and report the spectator or spectators to the home school administration or the nearest uniformed security officer and ask that they be restrained or removed from the facility. If the home school administration or uniformed security is unwilling or unable to comply and the official does not believe the contest can be safely continued, the official must declare the contest ended at that point. Under no circumstance should an official ever confront, challenge, rebuke or threaten a spectator, or make gestures of any kind toward a spectator before, during or after a contest. NOTIFYING UIL OFFICE OF INCIDENTS When Written Reports Must Be Filed Officials must file a written report online with the UIL Office within 24 hours using the Incident Report form, which is provided on the UIL. Web site ( when: 1. An athlete or coach is ejected for any reason from a contest; 2. A contest must be temporarily stopped due to unsporting conduct on the part of a spectator or spectators; 3. A contest, for whatever reason, does not go to its normal conclusion (e.g. fighting). 4. The contest facility is, in the official s opinion, judged to be unsafe for participants, or hazards are present; and 5. The contest facility or team equipment/uniforms do not meet rule specifications.

23 Football Officials Handbook 23 Responsibility for Filing Reports The referee or umpire-in-chief is responsible for ensuring that required reports are filed with the UIL Office on the Incident Report Form, which is provided on UIL website ( The official who ejected the athlete or coach, or who witnessed the behavior that required a contest to be temporarily stopped or discontinued, however, should write the actual reports. Content of Written Reports Written reports as required should be made on the required form, must provide complete and detailed information concerning the incident that prompted the report, and must be neat and legible. The report must always include: 1. The sport and gender being contested (e.g. football, girls basketball); 2. The level of competition (e.g. junior high, junior varsity, varsity); 3. The date and site of the contest; 4. The names of the participating schools; 5. The first and last name of any athlete and/or coach who was ejected from a contest, as well as the jersey number of the athlete; 6. The score of the contest and the time remaining in the contest if it was necessary to declare it ended prematurely; 7. A narrative of exactly what occurred and exactly what was said to prompt the action which required the filing of the report; and 8. The name, address and daytime telephone number of the official filing the report. RULE INTERPRETERS Each local officials association shall appoint a rule interpreter for their chapter. A state rules interpreter may be appointed by the UIL Football Sports Board.

Chapters shall be paid for scrimmages using the following fee schedule: Baseball Basketball Football Soccer Softball Volleyball (Fees are based on a three-hour scrimmage.) NOTE: After three hours, each additional hour is $25. The fees paid are regardless of the level of competition. The fee will be paid to the local chapter and not to the individual officials, to be used in place of assignment or service fees. A portion of these fees should be used for education, retention and recruitment of officials. Chapters that agree to provide officials and charge for scrimmages are under obligation to provide officials for the school for the entire season, grades A chapter that requests a service/assignor fee from schools will not be a chapter in good standing and thus will not be eligible for post-season assignments. (l) (9) Sub-varsity/Varsity Gate Receipts Combined. When sub-varsity games/matches are played prior to varsity games/matches at the same site with the gate receipts combined, the game/match fees plus mileage paid to the sub-varsity officials may be deducted from the gross gate receipts prior to calculating the varsity officials game fees. (10) Other sub-varsity sports and tournaments may not exceed listed fees for respective varsity sports. In game arrangements not listed above, schools and officials shall agree on a fee not to exceed listed fees for varsity sports. (11) Tournament Fees. Officials shall receive the set game fees for all tournament games in the following sports: Baseball, Basketball, Softball and Soccer. (12) Game Fees Review. Game fees and possible increases for officials will be reviewed every two years. MILEAGE REIMBURSEMENT. (1) Officials shall be paid travel reimbursement according to the metro or non-metro plan based on a crew. (A) Metro -flat rate of travel reimbursement from the center point in chapter to game site. 20 mile radius = $12; 30 mile raidus = $15; 40 mile radius = $18. Any school outside the 40 mile radius will revert to the non-metro mileage reimbursement for pay from that school. (1) The UIL will determine the online mapping service to be used for the metro travel reimbursement plan by both officials and schools. (B) Non-metro -portal to portal officials shall be reimbursed one car 55 cents per mile, two cars 41 cents per mile, or three cars 33 cents per mile (A $10 riders fee will only be paid to officials exceeding three person crews). (2) Officials shall be paid based on the state mileage reimbursement rate in effect on August 1 of the current school year. (3) By prior agreement between officials and school authorities, airfare may be substituted for automobile milege fee. (4) Each UIL chapter of each sport shall select the method of payment for travel reimbursement 30 days prior to the first contest.

26 26 University Interscholastic League (m) OTHER ALLOWABLE EXPENSES. (1) Meals. Schools shall not pay for any meals for officials unless the distance traveled round trip from the official s home to the game site is greater than 150 miles. If meals are paid, the amount is $15 during the regular season and $30 during playoffs.. (2) Lodging. By agreement by the officials and schools, schools may pay lodging. (3) Ground Transportation. If prior agreement exists, schools may pay taxi fare, etc., for officials. (n) LIMITATION. No other item shall be included in payment of officials.

27 Football Officials Handbook 27 EXAMINATIONS Part I and Part II examinations must be completed on the NFHS website. The following is a representation of what the testing will look like: NFHS.org is the website for exams. On the home page look at the page links to the right in red -- select Online Exams. First time users click New users click here button. This will take you to a page to sign up for your new account. On the line that says State Lic./ID No. (near the bottom of the page) enter the unique numbers the UIL sent to each chapter for each individual member. This is your personal UIL official number. In the local affiliation slot please type in the name of your chapter. For example if you are a basketball official for the Dallas chapter simply type Dallas (not DBOA or any other words.) This will enable the UIL office to better identify which chapter should receive your results. Click Create User.
