I want to welcome you to the 40th annual football playoff season. I d like to personally congratulate Aquinas for winning the New York State Championship in Their players, coaches, school and fans should feel extremely proud. This was a great accomplishment for the school and Section V. Finally, we would like to encourage you to thank our corporate sponsors by patronizing their place of business. Without their generous support, we couldn t function at the high standard we presently do. The Section V football committee congratulates those schools that will be participating in the championship games. Your schools and communities are proud of your season. We would like to sincerely thank everyone involved with the planning and coordinating efforts of our championships. We d especially like to thank the volunteers on our Section V Football Committee. 5 PLAYOFF SELECTION AND PROCEDURE Rating System: A rating system has been developed to provide the fairest method for determining the best teams in each classification to qualify for the Sectional play-offs. The system is predicated on how successful a team is against the teams on its schedule, taking into consideration the classification of these teams. The system also tracks the success of the team s opponents to determine second level points. Teams from outside Section V are classified according to where their 9-11 enrollments of boys and girls would place them if they were members of Section V. General Criteria: 1. All teams are expected to schedule seven (7) games to maximize their chances of earning enough points to compete in the Sectionals. 2. A team must schedule a minimum of six (6) games to be eligible to compete in Sectionals. 3. A team must actually play a minimum of six (6) games to be eligible to compete in sectionals. Forfeits will not count as a game played. However, points can be earned with the following limitations: (A) If a team has a seven (7) game schedule, they may receive points for a maximum of two forfeits. (B) If a team has a six (6) game schedule, they may receive points for a maximum of one forfeit. (C) If a team exceeds the numbers identified in A and B, the extra games they are unable to play will be classified as canceled contests. Whether a game is considered to be a forfeit or canceled is determined by the order in which they occur. Ex: If a team with a seven game schedule loses games during the 2nd, 4th, and 5th weeks, the games from week 2 and 4 will be considered forfeits and the game from week 5 will be considered canceled. A team may not select the game it wishes to be considered a forfeit or a cancellation. 4. If both teams in a scheduled contest are unable to play, there will be no forfeit points or credit for a game played awarded to either team. 5. If a team determines it is unable to play a game, the opposing school has two options. (A) They may receive forfeit points for the originally scheduled game or, (B) They can elect to cancel the originally scheduled game and play another game in its place. If they are able to find a team with an opening who will play them, the results of that game will determine what points are earned. Sectional Representation: At the conclusion of the seven (7) week season, the eight teams with the highest first level points in each classification will be selected for the Sectional Tournament. The team with the highest point total will be seeded 1st, the next will be seeded 2nd,etc., until all teams are seeded 1 through 8. Connors & Ferris Bowl Games: For the 2016 season, the Connors & Ferris Bowl Games will be played beginning Thursday, October 20th at the higher seeded team site. For Class AA & A, the 9th, 10th, 11th & 12th seeded teams will play in the Bowl Games. In Class B, the 9th, 10th & 11th seeded Class B Teams & the 9th seeded Class C will play. In Class C, the 10th, 11th, 12th & 13th seeded teams will play. In Class D1, the 9th, 10th, 11th & 12th seeded teams will play, and in Class D2, the 13th, 14th, 15th & 16th seeded teams will play. Awards for these games are as follows: Sportsmanship Award for each team. MVP for each team. Trophy to the Bowl Game winner. Teams that do not qualify for the Sectional Tournament or Connors & Ferris Bowl Games will have a game scheduled for them in the eighth week. 5

6 PLAYOFF SELECTION AND PROCEDURE (CONT.) Preseason Football Practice: : 1. The first two (2) days of practice must be non-contact, without protective pads and mechanical blocking devices. The use of cones, ropes, ladders, step-over dummies, soft hand shields and similar devices as teaching aids is permissible. Helmets may be worn. 2. The next three (3) days provides a transition from the conditioning phase to full contact. During this phase players are permitted to wear a helmet and should pads. Blocking dummies, sleds and similar devices are permitted. During this phase player to player tackling drills, team scrimmaging, running full contact plays are not permitted. 3. The following six (6) days consists of contact practice will full protective equipment and the use of all training devices. Full player to player contact and team scrimmaging is permitted. 4. Four (4) additional practices must be completed by the individual and team prior to the first contest. Interscholastic scrimmages may commence after eleven (11) practices have been completed by the individual player and team. Tie Breakers: 1. Should a tie exist between two or more teams involved in this selection or seeding, the first tie breaker is the result of head-to-head competition between the tied teams, if such competition occurred. 2. Should a tie still exist, the tie breaking criteria will be as follows, in the order listed. a. The team with the most second level points. b. Opponents total win-lose percentage. c. Coin Toss. Awarding First Level Points: Throughout the season, points are tabulated and based on the following formula: Points System +6 points Defeat a team 1 classification higher than your team +5 points Defeat a team in your classification or lower than your team -5 points Lose to a team in your classification or lower than your team -4 points Lose to a team 1 classification higher than your team Note: 1. An independent school playing up one or more classification, is limited to +6 and -4 points only. 2. Teams who are not schedule to participate in the Section V Tournament, all games will be +5 or -5 points. Class AA 930 and above......class A Class B Class C Class D 239 and below Awarding Second Level Points: 1. Second level points are awarded only for a win. 2. Second level points are the full value of points if a defeated opponent is victorious (team A defeats team B and team B defeats team C, Team A would receive team B s first level points at the 2nd level). 3. No second level points are awarded for an open date on an opponent s schedule. Site Supervision: All schools must send at least 3 designated supervisors to each game site to help with crowd control. The designated supervisors should check in with the site supervisor at the game site. Postponements: It is possible that severe weather conditions, facility problems, various emergencies or other unforeseeable occurrences may necessitate the postponement of games. The following guidelines are to be used if such problems arise. 6

7 PLAYOFF SELECTION AND PROCEDURE (CONT.) 1. Quarter-Final field conditions are the responsibility of the home site supervisor. If the field is unplayable, the two schools should talk and reschedule no later than Monday. If the field will not be useable by Monday, or if the schools cannot agree on a mutually acceptable date and time, the Section V Football Committee will determine the date, time and/or alternative site so that the game will be played no later than Tuesday. 2. Semi-Final and Final game sites are the responsibility of the Section V Football Committee. Any changes that may be necessary will be done after consulting with the affected schools. 3. Extraordinary events that may impact a single game will be addressed on an individual basis by the Section V Football Committee and the schools affected by said events. NYSPHSAA Tournament Representative: Each Sectional Tournament Champion will advance and represent Section V in the State Football Tournament. Games Ending In Ties: The New York State overtime system for breaking football ties will be used in all varsity games. Financial Obligations: 1. Section V will assume all financial obligations for the Quarter Finals, Semi-finals, Finals. 2. Connors & Ferris Bowl games will be the responsibility of the home team. 3. Section V will provide all awards for the Connors & Ferris Bowl Games. Admission: There will be no advance sale of tickets. 1. For the Quarter-Finals, the price will be $4. 2. For the Semi-Finals and Finals, tickets will be $6. 3. For the Connor & Ferris Bowl games, tickets will be $4. 4. For the Western Regionals, tickets will be $ For the NYSPHSAA semi-finals and finals tickets will be $10. Field Passes: Each Team will receive nineteen (19) sideline passes which are to be used for coaches, statisticians, cameraman, etc. Up to 4 managers or ball boys will be allowed on the sideline without passes. If you use more than 4 of these individuals, the extras will have to use sideline passes. Injured players may be on the sideline without passes, but they must wear their team jerseys. Team Rosters and Pictures: A team roster must be submitted using the form that can be found on the Section V Web page ( under Team Rosters. They must be ed as an attachment to: sectionvfootball@gmail.com. The rosters must be updated as the season continues. For the Sectionals, the rosters on the web will be used in the Sectional Playoff program. Note: Teams will be limited to a maximum of 55 varsity players. This number is inclusive of any injured players or JV players who may be pulled up. A Team Picture must also be submitted for the Sectional and NYSPHSAA Playoff Programs. It must be submitted by October 1 st. It may by submitted by (as an attachment) to ReadyToRun@PixosPrint. com or mailed to Pixos Print, 75 Goodway Dr, Rochester, NY Cheerleaders: Only Varsity Cheerleaders will be allowed on the field. Chain Crews: The Home team is responsible for providing an experienced adult chain crew for all rounds of the Sectional Playoffs and the Connors & Ferris Bowl games. 7

8 PLAYOFF SELECTION AND PROCEDURE (CONT.) Uniforms/Game Balls: The Home team (the team with the higher seed) will wear its colors and the visiting team will wear white. Spalding is the official game ball for the Section and New York State tournaments. For Quarter-Final and Semi-Final games, the participating teams must provide the game balls as they do during the regular season. However, the teams must use a Spalding ball. During the Sectionals, Section V will provide the game ball for all Section V Championship games. All teams playing in the Connors & Ferris Bowl games must provide their own Spalding game ball. Statistician: The Football Committee will assign an official statistician for each game. Game statistics will be made available for participating teams. Pre-Game Ceremonies: Each team will be assigned an end of the field to warm up on by the Site Supervisor. Teams are not to go into another team s warm-up area while jogging, running pass patterns, etc. Game officials will monitor pre-game warm-ups. Going into another team s warm-up area and/or trash talking during pre-game warm-ups will result in a 15 yard penalty for unsportsmanlike behavior. The introduction of the starting line-ups will begin ten (10) minutes prior to kick-off. Teams will line up in their respective end zones. Upon being introduced, each player will run to the middle of the field, then go to his sideline. The playing of the National Anthem will follow the introduction of both teams. The toss of the coin will follow. Half-time Ceremonies: If a school wishes to participate at half-time, they must notify Neil Zwierlein ( ) (nzwierlein@ rochester.rr.com) Bands, Pom-Pom or cheers are acceptable. Presentation of Awards: At the conclusion of the game, coaches and players are asked to return to their side of the field and line up on the hash marks. At this time all awards will be presented. Locker Room Controls: Due to multiple games at most Sites, teams need to share locker rooms. Schools are to provide locker room supervision as needed. Section V is not responsible for stolen or damaged property. Schools are responsible for any damages attributed to them. All Section V personnel have been instructed to prohibit intoxicating beverages in the locker room areas or any of the facilities before, during, or after any sectional game. Banners: Participating schools may have larger signs or banners made up to be displayed appropriately on their half of the field. Offensive signs or signs displaying poor taste will be removed by field security. Schools are responsible for removing and disposing of all signs and banners at the conclusion of the game. Scouting: Coaches are responsible for film or video tape exchanges. Teams are permitted to film or video tape their potential opponents. Filming is to be permitted from the stands and coaches should not expect to be allowed in the Press Box. The option to film in the end zone area varies from facility to facility due to the layout of the field. This option is solely at the discretion of the Site Supervisor. 8

9 2016 Eddie Meath Community Service Award Werner Kleemann Werner Kleemann was a graduate of Hastings High School in After graduating from Springfield College in 1963, Werner began teaching and coaching at Ilion Central School. After 4 years he became the University of Buffalo defensive line coach until In 1971 he became a teacher, coach and department chair in physical education at the Rush Henrietta Central School District where he remained until his retirement. Werner was later appointed director of Physical Education & Athletics and Interim Assistant Principal for the district. Werner was a true leader who set the example for all, and took his leadership role seriously. He was president of the Rush Henrietta Administrators Association for two terms. Werner established trainer service for six days per week for all RH student athletes. Werner served on the section V Football committee beginning in He was liaison to the officials group and conducted the draw. He also served on the Eddie Meath Senior All Star Football Game Committee and was the inaugural coach of the All Star Game. Werner was a member of the Section V Football Hall of Fame Committee. He was also a state approved Coaching Certification Instructor through BOCES in the Rochester area since Werner has received many accolades during his long and distinguished career. He was inducted into the Section V Football Hall Of Fame and was a recipient of the Bill Quinlan Award for service in ice hockey. He received the Rotary Club s Henrietta Community Service Award. Werner was also awarded the Chapter V Athletic Administrator award, as well as the NYSAAA Apple Appreciation Award. In 2011 he was awarded the Otis Sennett Award. Werner was most recently inducted in the NYS Amateur Athletic Association Hall Of Fame. Over the years he received several Coach of the year honors in Monroe County and was a true advocate and promoter of good sportsmanship. Werner resides in West Henrietta with his wife of 46 years. He has two daughters and a son, who are all teachers. He also has seven wonderful grandchildren. 9

They have been selecting both the offensive and defensive players of the week. At the end of the season, a player of the year is selected for both offense and defense. The presentation of these awards will be at the Section V finals. ONTARIO HONDA SCHOLARSHIP RECIPIENTS Through the generosity of Ontario Honda, a scholarship program for varsity football and cheerleading participants was established in The program awards one thousand dollar scholarships to two graduating seniors who have participated in Section V Football or Cheerleading programs in their school. The scholarships are presented at The Football Hall of Fame Banquet. The applicants must be graduating seniors. The criteria does not list that they be the biggest or best in their program, but they must have demonstrated 110% effort for the good of the team. They also must have demonstrated the same effort toward their academics and sportsmanship. PAST WINNERS YR. 18 COMMENTS ON THE 2016 FOOTBALL CHANGES 2016 FOOTBALL RULES CHANGES 1-5-1d(5)a 1-5-2b Completely clear or completely white tooth and mouth protectors are no longer prohibited. Tooth and mouth protectors shall include an occlusal (protecting and separating the biting surfaces) portion and include a labial (protecting the teeth and supporting structures) portion. Football gloves are now required to meet either the new SFIA specification or the existing NOCSAE test standard at the time of manufacture. 2-17; 9-3-6; In a continued effort to minimize risk, the Committee made clipping in the free- 9-3 PENALTY blocking zone illegal. 19 2016 POINTS OF EMPHASIS RISK MINIMIZATION Concussions Coaches and game officials need to become familiar with the signs and symptoms of concussed athletes so that appropriate steps can be taken to safeguard the health and safety of participants. There continues to be concern about the cumulative effects of non-concussive blows to the head and body in practice and games. Therefore, the NFHS SMAC recommends that coaches consider holding their non-contact practices without helmets and pads for the purpose of reducing the number of blows to the head and body. Impact Sensors Impact sensor technology continues to advance and improve, however, players, parents, coaches and administrators need to be careful not to rely primarily on unproven technology to diagnose a concussion, or even as a tool to decide if a concussion should or should not be suspected. Heat Illness The pre-season is the time of greatest risk. Coaches need to remain open and flexible to change practice and game plans if environmental conditions are such that their players are at risk for heat illness. This is especially true during the heat acclimation period at the start of pre-season training. LEGAL AND ILLEGAL BLOCKS Blocking is obstructing an opponent by contacting the opponent with any part of the blocker s body. Blocking can involve significant personal contact between a player and an opponent. When proper blocking techniques are taught by coaches and executed by players, risks of injury are minimized. Remember, a player may attempt to take an opponent out of a play, but it is NOT legal to attempt to take an opponent out of a game. Game officials are reminded to maintain the integrity of the game and uphold their responsibilities to officiate blocking within the spirit and intent of the rules. Player safety and risk minimization are central objectives of officiating. LEGAL JERSEYS, PANTS AND PADS In order to provide for the safety and protection of all participants, jerseys are required to completely cover the shoulder pads and any auxiliary pads, such as rib pads or back pads. Pants must completely cover the knees and knee pads, and knee pads must be worn over the knee. It is essential that players not be permitted to participate unless their jerseys and pants fully comply with the rules. Game officials should not permit the ball to become live when they observe any player whose jersey or pants fail to comply with the rules. UNFAIR ACTS Rule 9-10 states that a player or non-player or person(s) not subject to the rules shall not hinder play by an unfair act that has no specific rule coverage. Teams shall not commit any act which, in the opinion of the referee, tends to make a travesty of the game. The spirit of the game of football lives in effective blocking, fundamental tackling, tireless pursuit, skillful running, passing and kicking, and well-planned game strategy. This positive atmosphere cannot be maintained unless both the spirit and intent of the NFHS football rules are observed. Coaches should exemplify the highest moral character, behavior, integrity and leadership, adhering to strong ethical standards, and abiding by and teaching the rules of the game in both spirit and intent. Student-athletes should understand the seriousness of their responsibility to teammates and opponents and the privilege of representing their school and community. As leaders, we must recommit ourselves to the preservation of fair play, which includes eliminating illegal, unfair or dangerous acts both on the practice field and on the field of play. The NFHS Football Rules Book specifically prohibits unfair acts. Unfair acts which are prohibited by the spirit and intent of the rules, include, but are not limited to the following: 1. Uniforms which do not conform to specified standards or which have a foreign substance on them; 2. Use of disconcerting acts or words prior to the snap in an attempt to interfere with the offensive team s signals; 3. Hide-Out plays, including those that use a substitution or pretended substitution in order to deceive opponents. Of course, it is impossible to list every unfair act that could take place. Deliberately violating the rules in the hope or expectation of not being detected is deplorable and indefensible, and should be penalized. The spirit of good sportsmanship depends on conformance to a rule s intent as well as to the letter of a given rule. 19
