3 From Mike Murray (Program assistance request for C-C) If you need more information why, here it is. 1. C-C was actually in Division 3 in boys lacrosse in the previous alignment and only moved up to D2 based on my request in the previous 2 year scheduling cycle. That did not work out so well for us. 2. JV record for the past 2 years is 1-14 in 2018 being outscored In 2017 we went Mod B record in these 2 years was 1-11 in 2018 being outscored In 2017 we also went As you can see above by the scoring, we are not just losing, we are getting blown out in many games. Thanks, Mike From Patrick, Gates Chili is applying for program assistance for two years in boys lacrosse. Our record has been the following for the past three seasons: 4-13 (2018); 7-10 (2017); 8-9 (2016) This record is while playing in Division 3. We are currently looking for a new varsity head coach. Our current varsity coach is resigning to develop an elementary youth program in our community. We fully understand that we need to help create a stronger culture of lacrosse in our community. In the meantime, we would like to encourage participation while playing meaningful games. At the same time, we want to help support the league in its schedule development. I am proposing two options: (1) - Gates Chili would play all teams in Division 2 once and we would opt out crossover games. We would go get the remaining 11 games on our own. (2) - Gates Chili switches with a Division 3 school and we take on their schedule.

4 Sport Chair People: Monroe County Public School Athletic Conference, Inc. Sport Chair person job description: Approved: 6/2017 Section 1 The League Sport Chairperson shall be appointed annually by the league President at the June meeting. Section 2 The League Sport Chairperson will chair their respective sport committee comprised of a representative(s) [usually the respective varsity sport coach] of each school competing at the varsity level in that sport. Section 3 A League Sport Chairperson shall be the official league representative of his/her sport to any Section meeting in that sport. With the support of the respective school coaches, the sport chairperson shall make recommendations related to his/her sport in the best interests of the league, subject to review and approval of the Executive Committee and the league general body. Section 4 Active or retired professional staff of a member school in good standing may serve as a Sport Chairperson. Section 5 There shall be one Sport Chairperson for each sport (Boys and Girls) and may have an assistant chair. to be approved by the Executive Committee. Section 6 Each Sport Chairperson and his/her Committee are responsible for the organization of their own activity and shall have the approval of the Executive Committee for changes to how any league tournament or Senior All Star contest is conducted. The Chair must follow the sport rules of the Athletic Association, if applicable, the rules of the SED, and the rules of the NYSPSAA, Inc. Section 7 Each Sport Chairperson shall prepare a complete written post season report of his/her sport and forward a copy to his/her league sport liaison, Long Range Planning Chair. and the Executive Committee. This report shall be completed in accordance to a schedule developed by the Executive Director and Long Range Planning Chair. A copy of any proposed sport budget changes must be in the hands of the league Exec. Director and treasurer at the time of the post season report. Section 8 The Sports Chairperson will organize and supervise the officials draw in those sports where it s appropriate. Section 9 All League Sport Chairpersons will know, understand and administer the all-county and/or all league awards program and seek assistance, if needed, from the league s Awards Chair. Section 10 All League Sport Chairpersons have an advocate and voice in a league meeting through his/her league sport liaison. Section 11 On an bi-annual basis each Sport Chair. in coordination with his/her league sport liaison shall suggest any alignment changes to the LRPC for discussion at the appropriate league meeting. Section 12 Each Sport Chairperson shall assist the League Sport Liaison in any league protest within his/her respective sport. Section 13 For historical purposes, all records (handbooks, budgets, programs, etc) shall be kept on file by each Sport Chair and on an annual basis, this information shall also be provided to the league. Section 14 The Sport Chairperson will receive a copy of all approved transfers and combined teams. Section 15 The Sport Chair Person may be involved in program assistant decisions. Section 16 The Sport Chairperson shall perform any other duties as seen appropriate by the league.

5 From Fritz Regarding Robert s presentation on 6/4. Robert s response in BOLD. Good afternoon Robert, Thank you for taking the time to come to our league meeting. From Robert: Thank you for the . The Cheerleading Committee met on Tuesday and had unanimous agreement on a proposal to bring to the Central Committee in late July. I do believe their proposal has merit and will help our association move in a positive direction with the sport of cheerleading. Your Section Representative will be providing details to the coaches in Section V shortly. Some questions/comments/considerations on my end. I feel that there is value in getting feedback from student athletes via a survey. I felt Dr. Myers (Superintendent of the Brockport CSD) comments had a great deal of merit. In today's educational climate, value is placed on the feedback of our students. I agree that getting feedback from students is important. This is why I advocated for the creation of our Student-Athlete Advisory Council which provides a voice for students within our association. This group has helped to give NYSPHSAA a perspective on several issues impacting the association, which I believe was missing in the past. In your presentation you mentioned Texas (UIL) and Ronnie Carter, the retired executive director of the Tennessee secondary school athletic association. From what I have read, cheerleading in the state of Texas is an activity not a sport. I referenced the UIL (Texas Association) hosting a GameDay competition for 541 schools. My intention was not to compare our competitive competition to Texas, but to make the group aware that GameDay is helping to improve school spirit and school culture in Texas. In the language below it states that that decision is left to the school district. In New York State, cheerleading is a sport. Please see what I cut/pasted from the UIL website. The Texas Director is a good friend of mine; I spoke with him yesterday evening on a different topic. I can certainly reach out to him with any follow up questions you may have related to Texas cheerleading program. In Texas they only have a GameDay competition; I am not advocating for doing GameDay only. I think this would be a disservice to the Sections and students who enjoy the competitive programs we offer. Is a cheerleading or spirit program considered a sport or UIL athletic activity? The UIL Legislative Council approved a pilot program for Spirit in This program is not included in the Constitution and Contest Rules at this time. Therefore, it is not designated as an Athletic, Music or Fine Arts Program. Cheer is athletic in nature, and it has many safety requirements currently utilized in the UIL athletic programs. The question as to whether an activity is considered a sport is left to the discretion of the local school district. The focal point continues to be centered on safety awareness, current NFHS Spirit Rules and coaches education specific to cheerleading activities. I am curious if you have looked at other states such as Georgia? I have not thoroughly examined Georgia s program. I have spoken with many Executive Directors throughout the country who have told me that working with Varsity has helped and viewing cheer as different has helped to make progress. Furthermore, Varsity is a major partner of our parent organization the NFHS. The link below has contains the information I found on the Georgia High School Association's website. We currently have two styles in New York State. These two styles are what the majority of cheerleading stake holders can agree upon. All music and traditional. Why not focus on acknowledging and creating two divisions so schools can compete in either All-Music or Traditional if they so desire? Regarding the two styles, the Cheer committee has always discussed the two styles as UCA and NCA. UCA being more cheer and NCA being all-star or music. See the attached document released by NYSPHSAA in October 2014 which defines Traditional Cheer as A team that does not stunt and tumble would be a traditional squad and NOT subject to SED and NYSPHSAA rules and regulations. Multiple stake holders in New York State Interscholastic Cheerleading have communicated to me that the conflict comes from leading taking the current two styles, and trying to mesh into one style. Meshing the two styles have been unsuccessful. It has certainly been more challenging that many anticipated it would be. I think this has a lot to do with the approach that our association has taken and our resistance to asking Varsity for assistance. If the two styles exist, let us focus on improving the two styles. Let us acknowledge the two styles and give schools the choice regarding their participation in the style that works best for their program.

6 There is enough knowledge within New York State to accomplish this task. You are correct that blending the two distinct styles of cheer has been challenging. In my discussion with many national experts and other State Executive Directors, they have been successful in working with their schools to develop a score sheet that is acceptable to all teams, regardless of style. The Pennsylvania score sheet, which I am using a model at this time, has helped to accommodate for cheer and music. Below is what I cut and pasted from the Varsity website. Below you will read that they state that cheerleading's primary purpose is to support high school and college athletic teams. Since cheerleading became a sport in New York State, the primary purpose changed to competing (competitive cheerleading), the secondary purpose to supporting high school teams. When NYSPHSAA advocated for cheer to become a sport in NYS it was because there was no oversight and coaches were not certified. Our association feared that students were not competing in a safe and appropriate manner. I do not believe NYSPHSAA was interested in reducing or eliminating the support aspect of cheer nor encouraging cheer teams to stop cheering at games. This benefits school culture and school spirit; this is why I am encouraging for us to treat cheer different. Further below is what I cut/pasted regarding title IX compliance regarding cheerleading. This is where your argument ends. Not because of any physical definition as you can see cheerleading meets ALL of the athletic specifications. But, because cheerleading s primary purpose is to support high school and college athletic teams. Competition comes second! In other words, cheerleading is more than a sport. In 2011, USA Cheer, the national governing body for sport cheering in the United States, launched the sport of STUNT to create new opportunities for female athletes at the collegiate and high school levels while allowing traditional cheerleading to remain a vital and important part of a school s spirit program. STUNT combines all of the athletic skills from cheerleading and puts them into 4 quarters of head-to-head competition, in a format that was developed to meet the requirements of a sport under Title IX. In the past few years, STUNT has become one of the fastest-growing sports in the nation. Although it appears unlikely that the OCR or federal courts will ever find that a sideline cheer squad satisfies the 2008 DCL criteria, the acknowledgment by the OCR of even one high school competitive cheer squad as fulfilling the criteria and therefore constituting a sport for Title IX purposes would provide a blueprint for compliance by other schools. I will add that the CIF (California) had cheerleading as a sport for the first time in their history for the school year. They have listed 2 styles of cheerleading in their Sports Preview...competitive cheerleading and traditional competitive cheerleading. Below is the link from the CIF So-Cal section. If they can acknowledge that there are two styles that work for their member schools, I am confident that we can do the same with the two styles that already exist within our great state. As evidenced in the attached document, we too have acknowledged that there can be competitive and traditional cheer. I believe you would like to see a championship for all-music (NCA) and a championship for cheer (UCA). This proposal could be taken to the cheer committee for consideration. I did present this idea to the Cheer committee over a year ago; it received no support. Thank you for your time and I look forward to your response. I am appreciative of your commitment to getting cheerleading in a good place to benefit the students of NYSPHSAA. Thank you From: Joanne Small (Thursday, June 14, 2018); Subject: NYS Cheer Proposal Hi All, As promised, here is the State proposal that is going for approval in July. Bottom line is that there is still a cheer portion (30 seconds), total of 2:30 for the routine with no down time. Tumbling score has been cut in half and in general things have been simplified. Training dates (Listed in your packet) for Coaches and Judges are in September across the State and you will be welcome to attend any of them. Section 5 and 6 will be together on September 15th and I am looking to host at Batavia BOCES. Confirmation will be sent out. Training only will be done by a Varsity representative and our NYS Rules Interpreter (Casey Goll). Past that, Varsity will not be running any of our tournaments. There will be no cost to the training and it will be 4 hours. Progression sheets will be sent out probably in about a week. Included in the packet is some information on Game Day for anyone who is interested. There will be at least two open invitationals in the Fall in NYS. More information will be sent out as it comes. I am very excited that this information is coming to you before the summer! You will have plenty of time to prepare for the Fall! Thank you all for your help, expertise and patience.

7 S. Barker - Football reclassification input needed league feedback is due the 15 th. The non-public / charter school classification committee will be given all the league input, sport committee input and the information provided by AQ and McQ. A decision hopefully by the 22 nd Monroe County Modified Track Meet Expected Duties and Recommended Staffing Staffing Recommendations To run an efficient meet between teams of 80+ athletes, the following is recommended (non-essential, but helpful staff in parentheses): Starter: 1 Timers: 8 (or 6 depending on lane availability) Throws: 2 (1 additional to assist with recording performances) Long/Triple Jump: 2 (1-2 additional to help rake the pit) High Jump: 2 These roles could be assigned to home team coaches, athletic supervisors, parent volunteers, high school athletes and/or noncompeting middle school athletes. For meets between teams of less than 80 athletes, staff could judge multiple events at discretion of host school, so long as the meet is concluded by league curfew (6:15). Meet Responsibilities The home team shall provide adequate staffing for the meets that they host as well as venues that can accommodate the number of athletes competing. Visiting coaches may offer to assist, but will not be asked to run any event other than serving as a timer for lane events. This is to allow those coaches to effectively manage and coach their teams in an unfamiliar setting

Listed below are some of the concerns some of the leagues have and will be brought to the floor for a vote 1. Eliminate the automatics from the entries. Right now Division II get four automatics and four at large, often many of the automatics are not even close to the top eight Division I gets 2 automatics and six at large 2. Add more entries to the meet 3. Rearrange the order of events the excuse is that it mimics the state meet how if the state meet is two days 4. Ending the combining of the distance events, also ending the 20 minute break if the pentathlon is not ready 5. Moving the scratch down day to Tuesday F. States 1. Athletes again were for the most part, very good. 2. Congratulations to all athletes and their performances, but to the ones from Rush Henrietta what an amazing two days of performances 3. Next year it will be in Middletown 4. 10 From Fritz: Colleagues, Due to conversations with a large number of you I would like to offer a scheduling proposal that I am going to be recommending for Monday. The attachment contains the Divisional alignment that we approved at our last league meeting. The Class B schools that I have a star are schools that have historically strong boys lacrosse programs. The schools that I have a circle are schools that are in Class C, Class B and have historical boys lacrosse programs that would not fit in the starred school category, or have expressed the need for Program Assistance. The cross-overs would be drawn according to the language proposal below: My proposal is as follows. Division 1 schools play their divisional opponent 1 time for 5 games. The schools would go into a cross-over bucket with the Division 2 and Division 3 schools that are starred for 11 total League games. The circled school would go into a cross-over bucket with the circled schools in Division 2 and Division 3 for 11 total League games. Division 2 schools would play their divisional opponent 1 time for 5 games. The starred schools would go into a cross-over bucket with the Division 1 schools that are not circled and the Division 3 schools that are starred for 11 total League games. The circled schools would go into a cross-over bucket with the circled Division 1 School and circled Division 3 schools. Division 3 schools would play their divisional opponent 1 time for 5 games. The starred schools would go into a cross-over bucket with the Division 1 schools that are not circled and the Division 2 schools that are starred for 11 total League games. The circled schools would go into a cross-over bucket with the Division 1 schools and the Division 2 schools that are circled for 11 total League games. 11 Varsity Media Film Sharing Proposal for Monroe County Varsity Media is proposing a year-long film sharing program for all Monroe County High Schools for the school year. The following proposal must be approved by all schools to take effect. Each School Covers 37 Home $150 Per Game = $5, Total Each School Will Receive 74 games total. 37 home games paid PLUS 37 away games! -9 Football Games..5 paid, 4 away (1 scrimmage, 7 reg season, 1 playoff) -8 Boys Soccer 4 home paid, 4 away -8 Girls Soccer 4 home paid, 4 away -8 Girls Volleyball 4 home paid, 4 away -8 Boys Basketball.4 home paid, 4 away -8 Girls Basketball..4 home paid, 4 away -8 Boys Lacrosse 4 home paid, 4 away -8 Girls Lacrosse.4 home paid, 4 away Each school is receiving 74 games but only covering the cost of 37 games. This means the real value per game is only $75! Each School is saving 50% off regular football video pricing!!! This package only includes games where both teams are Monroe County teams. Non-league games outside of Monroe County are not included in this package. Schools who wish to use Varsity Media for other sports/games such as Field Hockey, Ice Hockey, Wrestling, Baseball, Softball should contact us to add to their package. Those additional sports will not have film sharing service. Varsity Media will select which games get filmed based on our schedule and availability. Coaches can make requests and we will try to accommodate game requests best as possible. All football scrimmages, regular season football games and 1st round playoff football games will be filmed as part of this package. Every game filmed by Varsity Media will be shared via HUDL or Krossover or any designated website provided by each school. If a school does not have any account, Varsity Media will provide one at no cost via box.com. Each school and participating sport must add Varsity Media as an administrator on any account in order for us to facilitate game sharing.
