2 PREFACE The Timekeeper s Bible is a simple, straightforward, guided presentation of instructions and operations used by Timing is Everything personnel in the execution of their duties at assigned sporting contests. The Bible provides necessary administrative, background and general guideline information for each sport and then presents specific protocols to be utilized at each event site. The Bible is arranged to be a hands-on tool in carrying out your role at an assigned game. It is highly recommended that you review the Chapter, Section and Part that applies before arrival at your assignment. It is also recommended that you carry with you a copy of the Part that covers your assignment. While care has been taken to ensure each and every step is correct for each event site there may be differences that generate from site/game management that alter these procedures. In that case the client is right. Upon completion of your assignment report these differences to: gotable@timeitright.org. Periodically the Bible will be updated and Sections revised. All changes will be promulgated on the Time it Right website at

7 GAME CLOCK & ALTERNATING POSSESSION ARROW OPERATOR INSTRUCTIONS Chapter 1 Section B Jan 2017 GAME CLOCK OPERATOR TIMER must: 1. Have a digital stopwatch available. 2. Notify the official of any timing mistake. START the clock when an official signals that an inbounds player touches the ball during: 1. The jump ball. 2. Any throw-in after the ball has been released by the thrower-in. 3. An unsuccessful free throw that will remain live. STOP the game clock when: 1. An official s whistle sounds. 2. A goal is successful (clears the bottom of the net) in the last 59.9 seconds of the final period and each overtime. SOUND A WARNING HORN 15 seconds before time expires for: 1. The 20-second time limit to remedy a blood or lost/displaced contact lens situation or to replace an injured player 2. The 15-second time limit to replace a disqualified player. 3. Intermission. 4. Any timeout. SOUND A FINAL HORN when time expires for: 1. The 20-second time limit to remedy a blood or lost/displaced contact lens situation or to replace an injured player. 2. The 15-second time limit to replace a disqualified player. 3. Intermission. 4. Any timeout. For more information on duties of the game clock operator, see Rule ALTERNATING POSSESSION ARROW OPERATOR SET arrow to start the game or any extra period when: 1. A team obtains the initial possession/control of the ball. 2. After a violation or non-common foul, the ball is placed at the disposal of the thrower-in. 3. After a common foul, the ball is placed at the disposal of the free throw shooter. SWITCH arrow when: 1. A throw-in ends (an inbounds player legally touches the ball on throw-in). 2. The throw-in team violates (example: thrower-in steps over the boundary line). DO NOT SWITCH arrow when: 1. A team fouls on an alternating possession throw-in. 2. Ball is intentionally kicked or fisted during an alternating possession throw-in. For more information on the alternating possession procedure, see Rule-3 and 6-4

8 SHOT CLOCK OPERATOR INSTRUCTIONS Chapter 1 Section C Jan 2017 START the shot clock when: 1. A team gains possession on a: a. Rebound. b. Jump ball. c. Loose ball after a rebound or jump ball 2. An official signals that an inbounds player legally touches the ball on a throw-in. STOP the shot clock when an official s whistle sounds. FULL RESET when: 1. There is a change of possession with a new team in control. 2. There is a single personal foul. 3. A double foul when one foul is flagrant. 4. There is a single technical foul on the defensive team. 5. A try/shot (not a pass) hits the rim or flange then a team possesses the ball. 6. There is a violation (except a kicking or fisting violation). 7. There is an inadvertent whistle with no team control. RESET to 15 seconds when there is an intentionally kicked or fisted ball with 14 seconds or less on the shot clock. NO RESET when: 1. The offense retains possession after the following: a. A held ball. b. An out-of-bounds violation. 2. There is an intentionally kicked or fisted ball with 15 seconds or more on the shot clock. 3. There is an injured player. 4. There is a timeout. 5. A double foul occurs (except when one of the fouls is flagrant). 6. There is a technical foul on the offensive team. 7. There is an inadvertent whistle with team control. ALLOW the shot clock to run: 1. During loose ball situations. 2. During a try for goal. TURN OFF the shot clock when there is a reset situation and there is less than 30 seconds remaining on the game clock. For more information on duties of the shot clock operator, see Rule 2-11.

9 N.C.A.A. BASKETBALL TIMEOUT GUIDELINES Chapter 1 Section D Jan 2017 A timeout countdown shall NEVER be displayed on the scoreboard. The calling team may shorten any timeout EXCEPT a media timeout. A. WOMEN S GAMES WITH NO ELECTRONIC MEDIA 1. Full timeout - 2 per team per game, 60 seconds long, first horn at 45 seconds second timeout - 3 per team per game, 30 seconds long, first horn at 15 seconds 3. A maximum of 4 unused timeouts will carry over to the 2 nd half. If a team uses no timeout in the first half, they will lose one 30-second timeout. 4. Overtime procedure: a) all unused timeouts carry over to next period b) 1 additional 30 second timeout per team per period. B. WOMEN S GAMES WITH ELECTRONIC MEDIA 1. Full timeout - 1 per team per game, 60 seconds long, first horn at 45 seconds second timeout - 3 per team per game, 30 seconds long, first horn at 15 seconds 3. A maximum of 3 unused timeouts will carry over to the 2nd half. If a team uses no timeout in the first half, they will lose one 30-second timeout. 4. Overtime procedure: a) All unused timeouts carry over to next period b) 1 additional 30 second timeout per team per period. c) The first team-called timeout in overtime MAY become media length 5. Media timeouts a) Occur at the first dead ball at or below the 5 minute mark of each quarter and after the 1 st and 3 rd periods b) When a team-called timeout (full or 30 sec.) is granted before the media mark of the quarter or creates the first dead ball at or below the media mark, that timeout will become the electronic-media timeout for that quarter and be charged to the calling team. c) The first team-called timeout of the 2 nd half will become a media length timeout d) The timeout length is determined by the media agreement C. MEN S GAMES WITH NO ELECTRONIC MEDIA 1. Full timeout - 4 per team per game, 75 seconds long, first horn at 60 seconds second timeout - 2 per team per game, 30 seconds long, first horn at 15 seconds 3. Overtime procedure: a) all unused timeouts carry over to next period b) 1 additional Full timeout per team per period. D. MEN S GAMES WITH ELECTRONIC MEDIA 1. Full timeout - 1 per team per game, 60 seconds long, first horn at 45 seconds second timeout - 3 per team per game, 30 seconds long, first horn at 15 seconds, 2 may be carried over to the 2 nd half 3. Overtime procedure: a) All unused timeouts carry over to next period b) 1 additional 30 second timeout per team per period. c) The first team-called timeout in overtime MAY become media length 4. Media timeouts: a) Occur at the first dead ball after the 16, 12, 8, and 4 minute marks of each half b) The first team-called timeout of the 2 nd half will become a media length timeout c) A team timeout, granted 30 seconds or less prior to a scheduled media timeout or granted after the designated time for a media timeout when there has been no stoppage of play, will become the scheduled media timeout. d) The timeout length is determined by the media agreement E. SUBSTITUTION TIMEOUT The appropriate signal to shorten the timeout is given; substitutes enter the game; play resumes immediately - NO horn is sounded. This timeout will become media length if granted within the media timeout window.

Simply enter the new value using the number keypad and then press ENTER. Number Keypad Use these keys to enter scoring and statistical values. ENTER/YES - This key has two functions: o Press to complete an action. o Press to answer "YES" for input prompts (Y). CLEAR/NO - This key has two functions: o Press to clear the LCD of numerical information. o Press to answer "NO" for input prompts (N). Menu Navigation MENU - Press to select from a list of standard and sport-specific options. o Use and to scroll through the menus. o Use and to enter and exit submenu lists. Clock Control START - Press to start the main clock. A green LED on the key illuminates while the main clock is running. STOP Press to stop the main Clock SET MAIN CLOCK - After the main clock has been stopped, press this key to display the current time of the main clock. o Enter the desired time using the number keypad and then press ENTER to set the clock. o Press CLEAR twice to cancel the changes and return to the game, COUNT UP/DOWN - After the main clock has been stopped, press this key to set the direction of the clock. o Press 1 or 2 to select UP or DOWN (default). o The current direction of the main clock is shown on the top line of the LCD with a or. Horn Control AUTO HORN - Press this key to enable/disable the automatic horn. o Press 1 or 2 to select ON (default) or OFF. An amber LED on the HORN key illuminates when the Auto Horn is enabled. o If the Auto Horn is ON (the LED is on) the horn will automatically go off when the clock reaches "00:00". HORN - Press to sound the main horn, if the Scoreboard is equipped with one. The horn sounds as long as the key is held.

TEAM FOULS +1-1 Adds/Subtracts team fouls May ask for player number if you are displaying player fouls on scoreboard. BLANK PLAYER FOUL Blanks the displayed player-foul on scoreboard. CLEAR TEAM FOULS A nswer YES to clear the team fouls displays on the scoreboard TIME OUT Displays timeouts (if applicable) on scoreboard. Press ENTER to subtract a timeout for Home/Guest Team POSSESSION (POSS) Toggles possession indicator on scoreboard to Home or Guest BONUS Turns the one or two shot bonus indicators on or off. PERIOD +1 Increments the period RECALL SHOT CLOCK Recalls shot clock time that was remaining when the shot clock was last reset SET SHOT CLOCK TIME Used to change current shot clock time Press a second time to reset shot clock number entered in Edit Settings. PLAYER ROSTER KEYS Player: Selects player number In Game/Out of Game: Changes status of player selected Delete Player: Deletes player number from roster PLAYER SUBSTITUTION Indiv Sub: Substitutes player out of game for player in game. Mass Sub: Substitutes five players out of game for all in game players. EDIT Press EDIT followed by the function to be changed (Time Out, Score, Fouls or Period). Enter the correct numerical value using the number keypad.

Press MENU 2. Press Down arrow below MENU to Menu-Roster Select Home in LCD display 3. Press YES 4. Enter TEAM NAME by using the TEAM NAME insert (normally found on under side of the console or beneath the sport specific insert) a. The default settings are: width 48 columns (maximum 9 characters), height 8 rows, font single stroke b. The size of the Home and Guest team names can be adjusted, but both MUST be the same width and height c. The font can be changed to double stroke for either or both teams 5. Press Down arrow and skip next LCD display (Home-Team Abbr) TO ENTER PLAYERS IN THE ROSTER 6. Press Down arrow to Menu-Home Edit Players in LCD display 7. Press YES to enter all roster players (max 15) 8. Menu-Home Player 01 NN* in LCD display, enter jersey number, press YES 9. Continue to enter all players 10. Press Down arrow to Menu-Home Clear Stats, press YES WHEN ENTERING TEAM NAMES AND ROSTER IS COMPLETE, PRESS DOWN ARROW TO EDIT SETTINGS TO EDIT PLAYER FOULS OR POINTS 1. Press HOME/GUEST PLAYER, enter player number, press ENTER 2. If player is not in roster press YES to add 3. Use left and right arrow key to select player foul (F-X* in LCD display) OR select player points (P-YY* in LCD display) 4. Enter correct number of player fouls or player points, press ENTER 5. 16 FAIR-PLAY MP-70 COMMON FUNCTIONS Chapter 1 Section F Part 1 Jan 2017 OPERATING THE MAIN CLOCK TIME IN: Rocker switch starts and stops the clock. Clock must be in countdown mode! When the clock is running, an up or down arrow appears in the LCD display to indicate clock direction BB must appear in the top line of LCD display during playing time. BK (break) or HT (halftime) in the top line of the LCD display disables the 1/10 seconds display on main clock.) SOUNDING THE HORN: Press HORN to manually sound horn Auto Horn light should be illuminated. Auto Horn sounds for 5 seconds at end of period. CLOCK SET: To set time on the main clock: Main clock must be off Enter correct time using number pad, press ENTER Must enter time in 5 digits, ex: 00:05.6 UPDATING THE SCORE: Press HOME SCORE or VISITOR SCORE, then press or Press HOME SCORE or VISITOR SCORE, enter correct score using number pad, press ENTER ) PERIODS: Press PERIOD or PERIOD, enter correct period on number pad, press ENTER NEXT POSS: Toggles possession indicator on scoreboard to Home or Visitor YES and NO: To respond to prompts on LCD display. Before returning to normal operation you will be asked to enter a configuration name. 2. After responding YES to QUIT? on the specific settings, the entire alphabet appears on the top line of the LCD and ENT CONFIG NAME appears on the bottom line. 3. Recommended configuration names are MBB for men or WBB for women. 4. Use the 4 (BACK) and 6 (FORWARD) keys to move cursor left or right. 5. Select letter, press the 5 (NEXT) key. 6. Continue entering letters. 7. Press ENTER when name complete, If system configurations are full respond YES to overwrite an existing configuration To use your settings without naming it, press SHIFT and CLR/ESC together Making corrections to Individual Player Fouls. 1. Press HOME FOULS or VISITOR FOULS. 2. Press FOULS/PLAYER. 3. Prompt PLAYER FOULS appears in LCD; enter the correct number of player fouls. 4. Prompt PLAYER NO. appears in LCD; enter the player jersey number; press ENTER. The player s fouls appear for 15 seconds in player foul section of scoreboard.
