1 Wednesday, December 21, 2016 Sheridan, Noblesville, Cicero, Arcadia, Atlanta, Carmel, Fishers, Westfield Vol. 3, No. 251 TODAY S WEATHER Mostly sunny today, mostly cloudy tonight. HIGH: 34 LOW: 24 Common Council approves decision on $15 million Noblesville Fieldhouse The Noblesville Common Council approved the agreement with Klipsch-Card Athletic Facilities LLC to build the Noblesville Fieldhouse at Finch Creek Park during its December 20 meeting. Initial plans for the $15 million, 130,000-square-foot youth sports facility were announced on November 29. This is an exciting day for the City of Noblesville. I appreciate the vision of the Noblesville Common Council members to address a need that benefits our community s youth sports clubs and the positive impact this project will have for our local businesses, said Mayor John Ditslear. I also want to thank our partners at Klipsch- Card Athletic Facilities LLC for working with us to create a state-of-the-art facility like the Noblesville Fieldhouse. We can t wait to get started on Finch Creek Park and the Fieldhouse and what opportunities and experiences it will bring to the east side of our city. Since the November 29 announcement, officials worked out a new financial deal as part of its public-private partnership agreement that removes $300,000 of the city s annual commitment. The new terms agreed On Wednesday, Dec. 14, several members of the Gordon family were on hand at their award-winning facility at Hague Road to present a donation of $10,000 to Becky Terry, Executive Director of the Boys & Girls Club of Noblesville for its Build & Grow Capital Campaign. The Gordon s various companies have long been active in numerous Hamilton county philanthropic endeavors, with the Noblesville s Boys & Girls Club being a particular favorite of second generation businessman, Frank Gordon, who oversees Harbour Storage and Morse Lake Industrial Park. My parents [Dick Gordon and Margaret Gordon] came from very humble beginnings, and always made sure we knew it was expected that we give back when and where we can. It s a great feeling to be able to help these kids, Frank said. Also at the check presentation were founder and CEO Dick Gordon, who with his wife Margaret started the insurance field marketing organization, Gordon Marketing, in Daughters Theresa Gordon Landers and Sylvia Gordon, were present as well. Sylvia is president of Gordon Marketing working in the Senior health insurance market, with Theresa handling compliance and human resources for the company, and sister Rebecca Gordon serving as Vice President focusing on under age 65 health insurance matters. Gordon Marketing, which employs nearly 100 people at their ever-growing campus on Hague Road, is always looking ahead. The kids that the Boys & Girls Club helps are the future of this community, Dick said. We love Noblesville, and want to see it thrive. Sell 10 acres of land for $500,000 which is just 5 percent of the total Finch Creek Park property of 203 acres. Klipsch-Card is responsible for renting facility 100 percent of the time Rather than having the City commit to or having specific time available during the week, we would allow Klipsch-Card to have 100 percent of the time available with the guarantee that any Noblesville-based organization/club/501c(3) receive a 25 percent discount on the rental rate of the facility during the week, said Ditslear. This means there will be no revenue sharing as Klipsch-Card will capture 100 percent of the revenues and the City reduces our annual commitment in the deal by $300,000. This project does not provide a tax abatement. Klipsch-Card is responsible for paying all capital (construction), operating Gordon family makes $10,000 donation to Boys & Girls Club Cicero Fire Department receives pet oxygen mask donation First Responders with the Cicero Fire Department are now some of the best-equipped in the nation to save a pet s life. That s because Invisible Fence of the Central Indiana has donated one pet oxygen mask kits to the department. This donation is just a small part of Invisible Fence Brand s Project Breathe program, which was established with the goal of equipping every fire station in America and Canada with pet oxygen masks. These masks allow firefighters and EMS staff to give oxygen to pets who are suffering from smoke inhalation when they are rescued from fires and often save pets lives. Invisible Fence Brand has donated a total of more than 12,400 pet oxygen masks to fire stations all over the U.S. and Canada throughout the life of the program. A reported 150+ pets have been saved by the donated masks so far, two family dogs by the Grant s Pass Fire Department in Oregon in early October of this year. When a family suffers the tragedy of a fire, lives are turned upside down, said Ed Hoyt, Director of Invisible Fence Brand. Pets are valued family members, so we want families to know that their pet can be cared for if tragedy strikes. We realize that humans are the first priority, but in many cases, pets can be saved if firefighters have the right equipment, said Hoyt. Project Breathe program is simply a way of giving firefighters the tools necessary to save pets lives. Cicero, and surrounding areas are now joining the ranks of cities like Seattle, Chicago, Denver, and Salt Lake City who have all received donated pet oxygen masks from Project Breathe program. "Thank God they had the masks. They (the dogs) are just like family. I don t know what I d do without them. Things can be replaced. Lives can t, whether they re animals or people," said a pet owner whose dogs were recently rescued using donated masks. Although the number of pets that die in fires is not an official statistic kept by the U.S. Fire Administration, industry web sites and sources have cited an estimated 40,000 to 150,000 pets die in fires each year, most succumbing to smoke inhalation. In most states, emergency responders are unequipped to deal with the crisis. The loss is terrible for the family, heart wrenching for firefighters. The company has set up a website, where local fire personnel can make a request for their own departments.

2 2 News Fishers City Council gives go-ahead to The Yard The Fishers City Council unanimously approved the economic development agreement with Thompson Thrift for The Yard Project Monday night. The development is a private investment of at least $40 million planned for the southeast corner of 116th Street and IKEA Way. Planned on 17 acres by Thompson Thrift Retail Group, the culinary and entertainment center intends to attract first-class amenities and local culinary entrepreneurs to Fishers. The development plans to house a collective of individual concepts; however the exact site-plan may shift depending on demand in the area. In the heart of the development, situated on an acre of greenspace, a shared culinary center will foster the advancement of the culinary arts and entrepreneurship in the greater-fishers area. The city will master lease two 1,500 square feet buildings to be used as a culinary and/or restaurant accelerator. While details on the accelerator effort are still being finalized, Mayor Fadness has asked the Indiana Restaurant and Lodging Association to assist in the concept development to ensure the endeavor meets the needs of the industry. FIELDHOUSE From Page 1 and maintenance costs. Had the land remained only a city park, there would be zero property tax dollars generated, so this project nearly pays for itself, said Ditslear. In return, Noblesville gains a first-rate youth sports complex that will support local youth sports, attract athletic tournaments from outside our region and bring greater tourism spending to support our community including hotels, restaurants and retail businesses. The city has been in discussions since spring with Mike Klipsch and Andy Card, co-presidents and CEOs of Klipsch-Card Athletic Facilities LLC. Their plan for the Noblesville Fieldhouse, includes five hardwood courts, 75,000 square feet of indoor turf and a 10,000-square-foot physical therapy office. At the Council meeting, Card announced plans for a potential 200-meter indoor track that will surround the turf fields and be approved by USA Track and Field, which makes hosting indoor track and field events a possibility. Card said that since the announcement, they have received interest from a volleyball club with 100 teams, baseball teams and tournaments, an international soccer academy, flag football organization, a Futsal League and if Noblesville could become the international Pickleball headquarters. Baseball, volleyball and track will be the prominent sports, he said. Noblesville Fieldhouse will be different than anything else in the country. It will be so unique and set Noblesville apart from anything else in the youth sports industry. The 203-acre Finch Creek Park, which will be built out in phases, is bordered by Boden Road on the east and East 166th Street to the north. Budgeted at $8.9 million for construction of phase I, Finch Creek Park is expected to break ground in late spring 2017 and begin with the southeast portion just north of the Blue Ridge Creek neighborhood development on Boden Road. The cost of construction includes all utility relocations, infrastructure, roads, parking, play areas, landscape, lighting and more. As the first public park on the east side, we re excited to move forward with Finch Creek Park and address the needs of the growing population out there, said Noblesville Parks Director Brandon Bennett. Fifty-six percent of the Noblesville housing permits are east of State Road 37. The City s five current parks are all located west of 37 so those residents on the east side of town do not have park amenities in close proximity to their homes. Thankfully, in the near future all of Noblesville will be able to enjoy all of Finch Creek Park s green space with active and passive areas. Bennett said the anticipated park amenities included in the first phase of construction include three shelters, a restroom, age appropriate playgrounds, a spray ground, basketball and pickleball courts, park parking lots, a large berm utilized as a play feature, trail connections and a maintenance facility. or call

Crooked Stick Drainage/ Storm Water and Multi-use Path The normal level of a pond in Crooked Stick has been lowered to inspect and clean the storm water pipes leading into the pond. A plan to effectively remove surface pooling of water will be tied into a long desired multi-use path along the west side of Ditch Road. This path project is a part of the southwest Clay Township annexation agreement. West Carmel Drive Path Project One westbound lane on Carmel Drive remains closed for the construction of a new path to connect US31 to Keystone parkway that started in October as part of Carmel's Active transportation plan. This portion of the city's path project is expected to conclude in December. 126th Street Improvements between Range Line Road and Keystone Avenue Eastbound 126th street between Keystone Parkway and Range Line Road remains closed. Road improvements have been underway, including multiuse paths, and storm water management. Utilities have been relocated underground. Eight-foot multiuse paths will be installed on both the north and south side of the length of this section of the road. Curbs, gutters and storm water drainage will continue to be installed along the roadway and a median installation all combine to create a two-lane boulevard section of 126th street. An important roundabout has been partially installed at Kinzer Avenue that will be shifted to the south from the center line. This roundabout will have a stub street heading south for an anticipated future connection to Carmel Drive. The 126th Street project is anticipated to last until summer of Detour Route: Use Main Street and 116th Street for east bound traffic. Keystone Parkway and Guilford Avenue will be main routes connecting drivers to east-bound detour routes. Spring Mill Road Improvements NOW OPEN TO TRAFFIC.
