1 SECTION 5: EVENT SANCTIONING 5.1 Definition / Directive / Types The dictionary defines sanction as the act of a recognized authority confirming an action or something such as a principle which makes a rule of conduct, moral law, etc., binding. Sanctioned events take place within clearly defined parameters set out by Hockey Alberta and its constituents. These can include association, team and league scheduled practices, games, evaluations/tryouts and related activities. These activities, which would qualify as normal hockey program delivery, all fall within the scope of regular day to day operation of a minor hockey association, team and league and do not require specific sanctioning authority. However, program extensions such as dry land training camps, exhibition games and tournaments all require separate specific sanctioning or approval. It is understood that in the course of annual programming many team, association, and league activities can fall outside what is considered to be normal programming. These kinds of activities usually occur away from the arena venue and in the surrounding community where opportunities exist to enhance the programs offered to our teams. It is crucial to note that of hosting tournaments, private arena facilities are not Hockey Alberta members and therefore cannot access Hockey Alberta sanctioning for the purpose of hockey camps or other hockey related events. Teams must carefully review their participation in any tournament advertised by a private arena. 5.2 Procedures / Zone Contacts Request Procedures Complete Special Event Sanction Request Form and have your Minor Hockey Association President approve the request and sign/date the form. te: The form is incomplete without the Presidents signature and will not be approved without the signature. 2 Forward Special Event Request form to your Zone Game & Conduct Management Coordinator for approval. If request is approved, form will be forwarded back to the requesting Association stating approval and conditions that must be followed (if necessary). All information required for conditions to be met must be provided to the Zone GCM Coordinator. If request is not approved, confirmation will be sent back via fax indicating nonapproval. Request is filed and a summary forwarded to the Hockey Alberta Office Contact Information Zone GCM Coordinators Please go to for an up to date list of GCM Coordinators within your Zone The Following WILL NOT be Sanctioned by Hockey Alberta Hockey Schools not approved by the local Minor Hockey Association. Summer Hockey teams. Any activity that is against the law. Events that have alcohol or drugs available in the same area as minors. Hockey Alberta may charge an administrative fee for some sanctions (special events). Hockey Alberta also reserves the right to revoke any sanction upon learning any new information, which may change its intent, or activity. Section 5-Event Sanctioning Page 2 of 7 GCM Resource Manual
3 5.3 Sanctioning Guidelines The GCM committee has adopted the following document to provide the Game & Conduct Zone Coordinators and Minor Hockey Associations with an overview and guide to what Special Events will be and will not be sanctioned. It is the responsibility of the Minor Hockey Association to screen their team s activities prior to signing and sending onto the Zone GCM Coordinator for Hockey Alberta approval On-Ice Events NHL & Professional Hockey Players at Practice Major Junior, Junior, Senior, University & College Players at Practice High Risk NHL & Professional players have not paid for that specific year the required CHA Insurance Fees. Medium Risk Players must be registered for that current year and they must wear a CSA certified protective helmet, skates and gloves. Conditioning Camps Low Risk - As approved by the Zone GCM Coordinator. All aspects of the camp would have to be submitted to the Zone GCM Coordinator to ensure that all players and personnel are registered within the Branch and that all conditioning activities were stated on the request for insurance. Hockey Alberta Development Camps Medium Risk - If approved and conducted by the Branch. Activities such as Under-17 Camps are approved. Summer Hockey High Risk The function would have to be approved and coordinated by Hockey Alberta (i.e. POE Programs). Hockey Alberta does not support, endorse, nor register Summer Hockey. USA Hockey Only for those games approved by the Branch or CHA. Hockey Schools / High Risk Private Hockey Schools are not members of the CHA/Branch. Insurance coverage cannot be extended. Even in cases where the local association wishes to coordinate a Summer Hockey School, the coverage cannot be extended. Only those Schools conducted directly by the Branch will be afforded coverage. 4 Adult Recreation Hockey / If the teams and association are recognized and registered with Hockey Alberta. If the teams and association are not registered with Hockey Alberta Girls vs. Boys Teams Medium Risk - These are approved if all the participants are registered with the Branch. Parent-Child Games / Medium to High Risk - an insurance certificates could be issued if the organizers of the event and the parents involved fully understand and place in writing to the Branch that the only individuals insured are the players. Parents are not insured. -if the organizers of the event do not place in writing to the Branch their full understanding of the limits of this event, then the event is not approved and the event should not take place. Canada s National Team Medium Risk - These events are conducted under the guidelines of the CHA and the Branch hosting the event. International Exhibition Games Medium Risk - These events are conducted under the guidelines of the CHA and the Branch hosting the event. Celebrity Hockey Games Or Benefit Games n- Sanctioned CHA Teams Sanctioned Hockey Tournaments Medium Risk - Only with respect to insuring the players and volunteers that are registered with the Branch. It will not cover the n-cha participants such as the celebrity, and the celebrities must be made aware of this by the MHA. - Premium has not been paid therefore no coverage. It is the responsibility of the Zone Discipline, Travel & Tournament Coordinator to ensure that the Tournament meets all requirements of Hockey Alberta prior to sanctioning. Once sanctioned all the tournament games are covered for insurance, but any other activities must go through the Special Event approval process. 5 5.3.2 Off-Ice Events Dry Land Training Medium Risk-This event is directly related to the playing of the game. When a certificate is requested all events should be stated. The Branch would have to apply general risk management concepts to the activities stated. Activities should be supervised at all times and should not be of a high risk. In-Line Hockey If registered with the Branch and fees have been paid into the CHA Insurance Plan. Chocolate Bar Sales Low Risk Special Event Request should include all activities related to the event including times, dates, locations and supervision. Bottle Drives Low Risk- Same as above Bingo s Medium Risk -Same as above including considerations of Provincial Laws and there is no serving of any alcohol. Car Washes Low Risk- Requests for Insurance Certificates should include all activities related to the event including times, dates, locations and supervision. Raffle Tickets Low Risk event- Requests for insurance should include all activities related to the event including times, dates and supervision. Consideration should be made for Provincial Laws. Christmas Tree Sales Low Risk Event- Request for insurance should include all activities related to the event including times, dates and supervision. Bake Sales Low Risk Event- Same As Above Donation Drives Low Risk Event - Same As Above Sports Auctions Low Risk Event - Same As Above Road Blocks High Risk Event Skating on Rivers High Risk Event Wood Splitting High Risk Event Registration Booth at Mall Low Risk Event- This is an activity that is directly related to the activities of the team and or association. Mall Displays Low Risk Event - This activity can be directly related to the promotion of the association and or programs that are conducted by the association. 6 Events Sanctioned Rationale Community Festivals The organizers of the event possibly a town, city of local organization should carry its own event insurance. Hockey insurance should not be used to offset the exposure of all activities of the event. Rock Concerts High Risk Event- Same As Above. Also, often alcohol is being served with a high concentration of people involved. Music Festivals High Risk Event - Same as Above Dunk Tanks High Risk Event- The organizers of this event should obtain separate insurance. Slo- Pitch Tournaments The CHA insurance is not designed to cover other sporting activities. n-hockey Sporting Same As Above Events Ice Rental Agreements This is an event that is directly related to the playing of hockey. Those signing the agreement / contract should be reminded NOT to sign contracts that contain a" Hold Harmless" clause contained within the contract wording. Proof of Insurance (Requires separate form) Often local associations and or clubs are asked to provide a " Proof of Insurance" to those renting the ice. Proof of Insurance requests are also often requested for Dry Land Training or other Low Risk Events. Specific details as to why the request is being filed should be noted in the initial request to the Branch. Development Seminars This is a direct approved function of the Branch that is directly related to the activities of the Branch and the playing of the sport. Rental or Facilities for Meetings Selling and/or Serving of Alcohol Bars, Blue Line Clubs, Beer Tents Road Side Clean-ups High Risk Event This is a direct function of the association that is organizing the activities of the teams in the league or association. Specific details of the event should be noted on the Request for Insurance Form. High Risk any event involving alcohol will not be sanctioned. HIGH RISK EVENT These events do not meet the criteria for the selling of alcohol. Separate insurance should be obtained for hosting these events. 7 Car Rallies High Risk Event Demolition Derby High Risk Event This criteria is designed to provide a guideline for Minor Hockey Associations to use when considering events that are requested by their teams to be sanctioned. If the event is approved and signed at the Association level by the President, the form then needs to be sent onto the Zone GCM Coordinator for Hockey Alberta approval. 5.4 Special Event Request Form (see Appendix 6) Section 5-Event Sanctioning Page 7 of 7 GCM Resource Manual
