1 ArcelorMittal Dofasco Old Timer Hockey League Constitution and Rules CONSTITUTION Article #1 The name of the organization shall be the "ARCELORMITTAL DOFASCO OLD-TIMERS' HOCKEY LEAGUE Article #2 The object and mission of the league shall be: a) To foster and organize Old Timer Hockey within the F. H. Sherman Recreation and Learning Centre in accordance with the constitution and rules herein prescribed by the ArcelorMittal Dofasco OTHL. b) To promote good sportsmanship and team spirit. Article #3 1. The executive body shall be President, Vice-President / Treasurer, Secretary, Statistician and Time Keeper Referee Liaison. The executive will hold office for two (2) consecutive years. If a change in the executive is necessary within the two-year period, the President may call an emergency meeting to appoint a replacement. 2. The position and year term completed are as follows: President - Season ending even numbered year Vice-President / Treasurer - Season ending odd numbered year Secretary - Season ending odd numbered year Statistician - Season ending even numbered year Time Keeper / Referee Liaison - Season ending odd numbered year 3. The league executive decides upon all rules and selects governing body (i.e., Canadian Adult Recreation Hockey Association - CARHA) to dictate rules for each. 4. The President will, after the last game of the season, call a general meeting (within a one month period) to review the past season and to hold elections of officers, if necessary. 5. Any changes to the approved executive structure must be agreed to by the executive and then be submitted to the F.H. Sherman Recreation and Learning Centre Office for approval. 6. All direction will come from the League Executive and the F.H. Sherman Recreation and Learning Centre. 7. Please refer to Appendix 1 Executive, Team Representative and Player Responsibilities for additional information. Article #4 a) Executive meetings may be held during the regular season (e.g., January and March) and when necessary during off-season (e.g., August or September) b) At General meetings, executive and team representatives attending the meetings will have voting power. c) General meetings will be held at the end of each season.
2 Article #5 Order of Business The business of the league at the annual general meetings shall be conducted in the following order: 1. Call to order. 2. Health and Safety. 3. Agenda 4. The President s address. 5. The Vice-Presidents / Treasurers report. 6. The Secretary s report. 7. The Statisticians report. 8. The Timekeeper / Referee Liaison report. 9. New Business a) Constitutional / Rule changes. b) Election of Officers. 10. General discussion 11. Adjournment. Article #6 Player Qualification a) To be eligible to participate in the League a person must be: Thirty-five (35) years of age or over by the end of December of the current season A permanent or casual or retired male employee of ArcelorMittal Dofasco, or a male spouse (or common law) of an ArcelorMittal Dofasco permanent or retired employee. An associate to be sponsored by a permanent or retired male employee of ArcelorMittal Dofasco (that will be playing in the league). Fees for the associate will be ~15% more than those paying regular fees. b) If a person leaves the employment of ArcelorMittal Dofasco of his own accord, AFTER HALF THE SCHEDULE HAS BEEN COMPLETED, he may, with executive and Recreation approval, be eligible to remain with the League for the remainder of that season. An ArcelorMittal Dofasco Recreation release form MUST BE SIGNED PRIOR TO PARTICIPATING IN ANOTHER GAME absolving ArcelorMittal Dofasco of all liability. The President of the League will have the ability to make any exceptions. c) If a goalie is required, and none is available who is within Article #6(a) the League Executive will use other sources (i.e., external to ArcelorMittal Dofasco) to complete a roster(s). Player Equipment a) All players on all teams in this league must wear full equipment in all games. Full equipment includes: Helmet with protective face masks and chin strap. Players will not be able to play without a minimum of a half face shield which must cover half of the face area. If a player chooses to use a half face shield, the use of a mouth protector is encouraged. Athletic Supporter or equivalent with cup Elbow Pads Gloves Hockey Pants Shin Guards Team Uniform (Provided Sweater and Socks) Skates
3 b) All equipment shall be in reasonable condition and free from excessive wear or damage. Article #7 Executive and Team Representative Qualification a) The President and Vice President / Treasurer must be a permanent or retired employee of ArcelorMittal Dofasco. b) All team representatives of this league must be a permanent or retired male employee of ArcelorMittal Dofasco. Team Representatives volunteer on a year to year basis. c) The President of the League will have the ability to make any changes or exceptions. Article #9 Membership Membership in the league shall be composed of persons who shall agree to abide by this Constitution and comply with the Rules of the ArcelorMittal Dofasco OTHL the F.H. Sherman Recreation and Learning Centre. Players and Teams a) Players will be graded according to ability and experience based on the application submitted and any prior year experience in the league. b) Teams will be balanced to ensure competitiveness. c) A complete new draft will be made by the league executive and team representatives from the respective division prior to the start of each season. d) Each team in the 35+ division will consist of 13 skaters and 1 goalie, and the 45+ division will consist of 14 skaters and 1 goalie. Article #10 Suspension a) Any conduct detrimental to the League can result in a suspension. The decision will be made by the League executive. Specifically: If a player incurs an Unsportsmanlike or Roughing penalty, they will be issued a letter by the League executive reminding them of the spirit of our league and that if they incur any related type penalties during the remainder of the season, they will be suspended for a number of games as determined by League Executive. If a player reaches six (6) penalties, a one game suspension will be issued for their next game. If a player incurs three (3) penalties during a game, they will be suspended from the remainder of the game and a one game suspension will be issued for their next game. b) Players who have been suspended from the other ArcelorMittal Dofasco Hockey Leagues will not be accepted by the Old-Timers until the suspension in the originating league is completed, and the Old-Timers executive accepts them. c) If a player gets suspended in another league at ArcelorMittal Dofasco, he will not be allowed to play hockey in the OTHL until his suspension has expired in that league. d) Suspensions are not considered served until the full registration fee has been paid and an application form has been completed and signed. e) If an associate player gets suspended (for any amount of games) from the ArcelorMittal Dofasco Old-Timer League, the person who sponsored the associate will incur the same suspension. Damage
4 Any individual or team causing damage to facilities will be billed for the repairs and may be suspended until the damages are paid. Statistics The only statistics kept in this League are penalties. The league executive will evaluate all penalties and take appropriate action with further suspensions if deemed necessary. Article #11 Uniform a) All sweaters are the property of ArcelorMittal Dofasco Old-Timers hockey league. Sweaters shall be returned to the Team Representative at the end of each season for use the following year. b) A player leaving a team for any reason must return his sweater and socks to the team representative. c) No alterations or additions to the cresting on the sweaters are to be made. d) After the season has concluded socks are to be kept by the players. Article #12 Exhibition Games Exhibition games involving visiting teams must be approved in advance by your League executive and the Recreation Office (in writing) and a release form signed by the visitor s manager/coach. Article #13 Amendments a) The League executive has the option to alter or extend any part of this Constitution. The league executive also has the option to rule on any occurrence not covered by League or CARHA rules. b) Any amendments must be voted on at a general meeting will become part of the Constitution only after approval of a majority of the membership present. c) The membership will be advised of the time and place of the general meeting to consider and vote on proposed amendments. The membership will consider any amendment submitted in writing by any player, team representative or executive member. (Must be submitted seven (7) days prior to the general meeting to the President). Article #14 a) In the event that an elected executive member resigns prior to their elected term being complete, the executive as a whole may appoint a replacement (from the current executive members) to finish the year. b) In the event that a team representative resigns or for whatever reason is not able to continue prior to their volunteered term (season) being completed, the president of the league may appoint a replacement from that team representative s team. Article #15 Registration The signed (both sides) application with the cheque or cash attached must be received before players will be accepted into the league on a FIRST COME, FIRST SERVE basis (Excluding Goalies). Those memberships received that are incomplete (e.g., no cheque or cash for non-goalies or not signed) or after the deadline may not be considered.
5 Article #16 Refunds Refunds will not be provided after the season has begun. If a player decides to leave the league, and can provide a replacement or a replacement is made available by the league (i.e., waiting list), refund monies are to be sorted out between the departing player and the replacement player themselves. Sweater and socks are to also transfer ownership from the departing player and replacement player (Sweater and socks shall not influence refund monies). If a replacement player cannot be found, sweater and socks are to be returned to the team representative. Refunds for injury or other exceptional events are at the discretion of the League Executive. APPENDICES Appendix 1 Executive, Team Representatives and Player Responsibilities A) The President will: 1. Promote good sportsmanship and team spirit. 2. Have the responsibility of conducting all league meetings and functions according to accepted rules of order for the general good of the league. 3. Hold the responsibility for ensuring that other executive members perform their duties satisfactorily. 4. Hold the primary responsibility for the conduct of the members and the executive at all league meetings and functions. 5. Call a general on an annual basis and / or executive meeting when necessary. 6. Co-ordinate and communicate modifications to the constitution, by-laws and board executive job profiles. 7. Be direct contact and group liaison with the F.H. Sherman Recreation and Learning Centre Office and the group. 8. Ensure the F.H. Sherman Recreation and Learning Centre Office is informed of how the league is doing. 9. Inform the F.H. Sherman Recreation and Learning Centre Office of any proposed increases in fees. 10. Will assume signing authority on the league account when required. Cheques require two (2) signatures of three (3) executive members with signing authority. 11. Give notice of all meetings to the members of the executive body. 12. Report to Executive and General Committee when required. B) The Vice-President / Treasurer will: 1. Promote good sportsmanship and team spirit. 2. Assist the President in all league functions. 3. Assume responsibility for the President when the President is not available. 4. Assume signing authority on the league account when required. Cheques require two (2) of three (3) executive members with signing authority. 5. Handle all financial transactions for the league. 6. Follow the F.H. Sherman Recreation and Learning Centre policy on financial stability. 7. Submit financial statements to the F.H. Sherman Recreation and Learning Centre and available to all executive members. 8. Report to Executive and General Committee when required. C) The Secretary will: 1. Promote good sportsmanship and team spirit. 2. Maintain a minute book and place in this book the minutes for each of the meetings of the league before the opening of the next meeting.
6 3. Maintain a correct up-to-date list of all executive members, their home addresses, address(s), phone numbers, cell phone numbers (where appropriate) and work extensions. 4. Be responsible for ensuring new executive members receive copies or access to previous year s minute book. 5. Pass all correspondence from F.H. Sherman Recreation and Learning Centre on to the executive members so they may be kept up-to-date and informed of what is going on. 6. Update Website with F.H. Sherman Recreation and Learning Centre.. 7. Update and maintain constitution. 8. Create and distribute game schedule. 9. Be responsible for communicating with the F.H. Sherman Recreation and Learning Centre all correspondence required to be communicated to the employees at large. 10. Assume responsibilities for registration and pre-registration. F) The Statistician will: 1. Promote good sportsmanship and team spirit. 2. Record and report penalty statistics. 3. Report to Executive and General Committee when required. G) The Timekeeper / Referee Liaison will: 1. Ensure the health and safety and well-being of all participants. 2. Ensure sufficient supplies of league rules are available to referees. 3. Ensure sufficient supplies of hockey pucks are available to referees. 4. Be responsible for the scheduling and payment of timekeepers and referees for all league games. 5. Be responsible for communicating with the timekeepers and / or referees all related correspondence required to be communicated (e.g., issues / complaints). 6. Report to Executive and General Committee when required. 7 Revisions April 21, 2015 Article # 9 Revised the number of skaters that each roster will consist of. April 21, 2015 Article # 11 Sweaters will now be returned at the end of each season for use the following year. Socks may be kept by the players. Appendix 2 - Executive Membership for Andy Hamilton retired in February He has his expressed his desire to resign from the Executive Committee. His role of Vice President / Treasurer will be assumed by Jeff Kovach and Steve Dean (as noted in Appendix 2) ADDENDUM MINOR PENALTY - 3 MINUTES: (Addition of the following bullet) If any player on either team prior to the game steps onto the ice or throws pucks onto the ice prior to the RED LIGHT being shut off by Ice Cleaning Staff, a BENCH MINOR PENALTY will be called and assigned to the offending team(s) (specifically to the player who committed the offense) at the start of the game. 9 ArcelorMittal Dofasco Old Timer Hockey League Constitution and Rules ADDENDUM RULES 1. The ArcelorMittal Dofasco OTHL will abide by the rules of the Canadian Adult Recreation Hockey Association (CARHA) with the following additions / exceptions: 2. PENALTIES: a) FIGHTING: Any fighting will result in automatic ejection from game and suspension from the League for the remainder of the season with no refund. The executive will review to see if further disciplinary action is warranted. b) MAJOR PENALTY: Any major penalty called by the referee will result in automatic ejection from that game and a minimum of three more games. The major penalty will be reviewed by the League Executive to determine if further disciplinary action is required. c) MINOR PENALTY - 3 MINUTES: Any player receiving three minors in any game will be ejected from remainder of game plus the next scheduled game. Minor penalties include slap shot, contact, hooking, tripping, helmet without chinstrap, stick above shoulder for any reason, etc. If any player on either team prior to the game steps onto the ice or throws pucks onto the ice prior to the RED LIGHT being shut off by Ice Cleaning Staff, a BENCH MINOR PENALTY will be called and assigned to the offending team(s) (specifically to the player who committed the offense) at the start of the game. d) GAME OR GROSS MISCONDUCT will result in a one (1) game suspension and further review by the League Executive. e) Penalties accumulated by a player as the season progresses will be reviewed. If a player incurs a Major Penalty or an Unsportsmanlike or Roughing penalty, they will be issued a letter by the League executive reminding them of the spirit of our league and that if they incur any related type penalties during the remainder of the season, they will be suspended for a number of games as determined by League Executive. If a player incurs three (3) or more penalties at any given time during the season, they will be issued a letter by the League Executive reminding them of the spirit of our league and that once they reach six (6) penalties, a one game suspension will be issued for their next game. Any players receiving suspensions in the ArcelorMittal Dofasco Competitive and/or Fun Hockey Leagues will also be suspended in the Old-Timers Hockey League until suspension is served in originating league. 3. There is no centre ice line. 4. There will be no stoppage in play for icing the puck. 5. If players clear the zone on an offside pass, the referee will wave off the offside. 6. Play will consist of one (1) fifty five (55) minute period. No changing ends. TEAM REPRESENTATIVE RESPONSIBILITIES 1. Promote the health and safety and well-being of all participants. 2. Participate in their respective draft prior to the start of the season.
10 3. Distribute League schedules and rules to each player on his team. 4. Distribute sweaters and socks, registering each player's name and number, and sending a copy to the League Statistician (as soon as possible). 5. Inform and collect feedback from players for any changes made by the League executive, game rules, qualifications, etc. 6. Attend any meetings as requested by the executive. 7. Check to see if team goalkeeper is available for each game. If not, see if the goalkeeper has made arrangements for a replacement. IT IS GOALKEEPER S RESPONSIBILITY TO FIND A REPLACEMENT. 8. Assign each player his position and line mates for each game. 9. Allow each player equal ice time. 10. Inform executive of over-aggressive opponents. 11. Replace players due to lack of attendance for a game with the same caliber as the missing players from the opposing team only or previous game players. 12. Carry your team's nomination to a year-end meeting to elect next season's executive. PLAYER RESPONSIBILITIES 1. Promote good sportsmanship and team spirit. 2. Play in accordance to the Constitution and Rules of the League. 3. Provide feedback to team representative for any changes made by the League executive, game rules, qualifications, etc. 4. Provide any concerns as to team's operation (lack of equal ice time, over-aggressive opponents, etc.) or suggestions to improve the League with team representative or League executive. 5. Attempt to play every game. Please notify team representative if unable to make a game.
