2 NORAD CANADIAN HOCKEY LEAGUE CONSTITUTION PURPOSE 1. The purpose of the NORAD Canadian Hockey (NCHL) is to provide a competitive non-contact, no slap shot league for the enjoyment, recreation and physical fitness of Canadian Armed Forces members serving in the Colorado Springs area. GENERAL 2. The NCHL Executive Committee will govern the league. All positions will be filled by serving Canadian military members. Additional subcommittees may be formed at the discretion of the Executive Committee. The NCHL Constitution will be adjusted and ratified by the Executive Committee on a yearly basis prior to the season's commencement to ensure its currency and relevance. 3. play will be in accordance with the rules and policies endorsed by the Hockey USA Rulebook and rules supplement as detailed in this constitution. 4. Individual statistics will not be kept by the NCHL; however, team standings during the regular season will be kept to ensure a fair selection of playoff pools. TEAM COMPOSITION 5. The league will be comprised of eight teams, each with a roster of 18 players plus a goalie. 6. The Executive Committee will select a Team Captain for each team. The Captain must be a serving Canadian military member. Each team will also select a Co- Captain from their roster to act in the captain's absence. The team captain(s), sponsors, and the NCHL Executive Committee will participate in a player draft approximately three (3) weeks prior to the commencement of league play. The team captain and the sponsor must be in the protected player list as outlined in Appendix 'A'. The Executive Committee will prepare the Player Draft list.! 2/17

3 PLAYER ELIGIBILITY 7. The league is focused towards developing a fitness program as well as a recreation opportunity for serving Canadian military members. In order to fill out the team rosters, other players may be accepted as Associate members of the NCHL. All players must be a minimum of 21 years old at the start of the season. Exceptions to player eligibility may be considered by the Executive on a case-by-case basis. The priority of acceptance of players into the NCHL will be based on the following priority system: a. Regular Members: (1) Serving Canadian military members; (2) DND employees; (3) Retired Canadian Armed Forces (CAF) members; (4) Canadian military dependents; and (5) Fees will be $325 for all of these members. b. Associate Members: (1) Active duty U.S. military; reserve U.S. military and DOD civilian employees; (2) Retired U.S. military; (3) Civilians, other than previously defined; and (4) Fees will be $325 for all of these members. Note: Failure to pay league fees NLT the second game of the season could result in the NCHL removing the player from the roster and replacing the player with another player available from the registration list. Players unable to attend the Opening NCHL Party or either of the first two games are responsible to make arrangements to forward payment to their Team Captain. 8. The Executive Committee retains the authority to place players on the team rosters. Factors such as whether a player participated in the previous season(s) and contributions made to the league will be used as criteria for determining eligibility. Goalies shall be treated separately to ensure the best goalies are selected each year to ensure the highest caliber as outlined in Appendix 'A'.! 3/17

4 9. Applicants not accepted for the NCHL due to roster size limitations, will be placed on a stand-by list maintained by the league executive. Only those players registered prior to the draft will be eligible to be offered an opportunity to play if a vacancy occurs from an injury or transfer. Any replacement player will try to be matched as close as possible to skill level with the player they are replacing. The NCHL Exec retains the final decision as to a player s eligibility. PLAYER RESPONSIBILITIES 10. Players are responsible for: a. Payment of the NCHL entry fee as defined in section 7 must be paid prior to participating in a league practice or game; b. Playing the game in a sportsmanlike manner consistent with the 'Purpose' of the NCHL; c. Wearing the jerseys issued by the NCHL; d. Wearing of all protective equipment to include but not limited to; shoulders pads, helmet with full face mask; and e. Unless approved by the Executive: a player drafted as a forward or defence cannot play as a goalie during the playoffs; a player can only play for another team during exhibition play; and if a team requires a spare goalie, and are unable to get a goalie from the spares list, a goalie from another team can then spare for that team. Note: Failure of a player to fulfill the responsibilities outlined above may result in suspension from league play for the balance of the season, with no refund. FINANCE 11. The NCHL is defined as a nonprofit organization and the league will operate according to the budget as established and managed by the Treasurer, and approved by the President. 12. The entry fee for the season will be determined prior to the commencement of league play. The fee will be used to offset the costs associated with the operation of the league, including uniforms, officials, and social events. 13. The Executive Committee will handle refunds on an individual basis. As a general rule, refunds will only be made when a player has to terminate play due! 4/17

5 to posting, deployments, or serious injury that impact his/her participation in the league. Any refund will be based on the percentage of games the member has completed vs. games left. INSURANCE 14. The NCHL Executive will source and provide an insurance policy to cover league players, and provide proof to USAFA prior to the commencement of league play. To reduce liability of the league due to injury during NCHL play, only players that are registered with the NCHL and have been assigned to a team may occupy the player s benches or go onto the ice. SPONSORS 15. To become a NCHL Sponsor, companies/sponsors will contribute to the league by providing their companies crest for the jerseys and pay a predetermined sponsorship amount in an effort to reduce entry fees for all players. All Sponsors shall be approved by the NCHL Executive. 16. As a Sponsor, the Sponsor is entitled to play on the team they are sponsoring. Should the Sponsor not wish to play, the Sponsor is authorized to delegate his/ her position to one representative playing in the league. The representative must be an official employee of the sponsor company. Sponsor fees do not cover/ constitute player fees. NCHL BOARD OF DIRECTORS 17. The Executive Committee will consist of a President, Vice-President, Treasurer, and Past President. If the Past President is not available an alternate Regular Member may be appointed. 18. The governing body for the NCHL will be the Board of Directors consisting of an Executive Committee and team captains. The referee-in-chief shall serve on the Board in an ex-officio capacity; he has the same rights as other officers, but may not vote. The President shall break all ties. 19. Executive officers shall be serving Canadian Armed Forces members, and will exercise and perform the following duties and functions: a. The President:! 5/17

6 (1) Shall be the Chief Executive Officer of the NCHL and Chairman of the Board of Directors; (2) Shall approve a budget detailing league expenses and revenues; (3) Shall preside at all meetings of the Executive Committee and the board; (4) Shall ensure that accurate minutes of all Board and Executive Committee meetings are kept; (5) Shall be familiar with NCHL rules and regulations; and (6) Serves as the NCHL representative in all matters. b. The Vice-President: (1) Shall be a part of the Executive Committee and the Board; (2) Shall be responsible for membership development, distribution of league applications; (3) Shall be responsible for maintaining a phone and address list of league members; (4) Shall be responsible for scheduling league games and practices; (5) Shall pre-arrange access to the USAFA installation for all players; and (6) In the absence of the President, performs all duties of the President. c. The Treasurer: (1) Shall be a part of the executive committee and the Board; (2) Shall maintain all NCHL financial accounts; (3) Shall be responsible for collecting all player and sponsor funds; (4) Shall prepare the league budget; and! 6/17

7 (5) Is responsible to coordinate NCHL parties. d. The Past President or Associate Member: (1) Will assist President and Vice President as required; and (2) Shall attend all meetings of the Executive Committee and the Board. e. Referee in Chief: (1) Shall schedule and track all referees; (2) Recommends on-ice rule changes to the Executive as well as disciplinary measures for player misconduct or incidents; (3) Act as the league representative between the league and the referees; (4) Shall submit any on-ice incidents to the executive committee soonest; (5) Shall record any misconduct, match penalties or suspensions throughout the season; and (6) Is responsible for coordinating the pay for the referees with the Treasurer. f. Team Captains: LEAGUE MEETINGS (1) Shall serve as voting members of the Board of Directors; (2) Shall enforce the "NO-PAY NO PLAY" policy of the league: (3) Shall participate in the formation of teams; (4) Shall select a co-captain from their team roster; (5) Shall reinforce sportsmanship and rules within his team; and (6) Shall be responsible for ensuring their team complies with para 10 of constitution.! 7/17

8 20. meetings will be held as required throughout the season. As a minimum, an initial coordination meeting and a final league wrap-up meeting will be held. The NCHL Executive Committee shall manage all league affairs. 21. Any changes to the NCHL Constitution and bylaws may be made by the Executive Committee with approval of over 50% of the Board voting concurrence. Regular and Associate members may submit recommended changes, in writing, any time during the season and the Executive Committee will be obligated to act upon the suggestion within a reasonable time. 22. In the event a player s actions result in a game misconduct, or other such action that may result in a suspension from the league, a disciplinary committee will be established to review the player s conduct and determine if a supplemental suspension is required. The disciplinary committee shall consist of the NCHL Executive and one Team Captain. The Team Captain shall be selected on a rotating basis, but shall not include the Captain from either team on the ice during the incident in question.! 8/17

9 NORAD CANADIAN HOCKEY LEAGUE SUPPLEMENTARY PLAYING RULES 1. The operation of the NCHL will be governed by the Official Hockey Rules of Hockey USA. Since this is a recreational league to promote physical fitness, there will be No Deliberate Body Contact permitted during any game played under the jurisdiction of the NCHL. 2. The following addendum will be enforced as applied to the USAH Rules of Hockey: a. Misconduct Penalties: A misconduct penalty if assessed by the referee in accordance with the official rules and will be a 10-min penalty served by the offending player. Only the offending player will be penalized, the team will not play shorthanded due to a misconduct penalty. The second assessment of a misconduct penalty in the same game will result in a Game Misconduct penalty and the player will leave the game. Any player receiving three misconduct penalties during the season will receive a further game suspension from his team's next scheduled league game. Subsequent misconduct penalties will result in an additional game suspension. A player who has been assessed six misconduct penalties during the season will be prohibited from further play in the league. The referee will inform the NCHL Executive Committee and the Referee in Chief on the next business day following any Misconduct Penalties; b. Game Ejection/Game Misconduct/Gross Misconduct Penalties: Any player who is assessed a Game Ejection/Game Misconduct/Gross Misconduct Penalty will automatically receive an additional game suspension from his team's next scheduled game. Should a player receive a total of three penalties under this rule during the season, said player will be suspended from further play in the league for the duration of the season. The referee will inform the NCHL Executive Committee and the Referee in Chief on the next business day following any Game Ejection/Game Misconduct/Gross Misconduct Penalties; c. Match Penalties: Any player who is assessed a Match Penalty will automatically be suspended for his team's next three games. The NCHL Board of Directors will convene to determine if the individual should be prohibited from further play in the league. The referee will inform the NCHL Executive Committee and the Referee in Chief on the next business day following any Match Penalties;! 9/17

10 d. Recommended Suspension List and Escalation of Suspensions: A list can be found following this section (Appendix C) that outlines the recommended suspension requirements for different penalties. This is to act as a fair base line for the executive to make decisions on. Mitigating/ extenuating factors will be taken into consideration during the review process by the executive. For repeat offenders additional suspensions will be handed out as per the same list. e. Removal from Game for Unsportsmanlike Conduct: The referees may remove a player from the game if that player is conducting themselves in an unsportsmanlike manner which is contrary to the goal of the league. Examples of this are overly aggressive play, poor attitude or temper. The purpose of this ruling is to allow the refs to remove the player in order to control the game yet not penalize the player further as they only require a cool off for this game. A note should be made to the RIC for tracking purposes in the case that an individual has multiple offenses and the Team Captain warned that the individual s inappropriate play must stop. This rule is only to be used in the case when other penalties may not cover the play or if the penalty is a minor penalty but potential for escalation by the player later in the game is strongly evident. Any penalties that would fall under the misconduct, game misconduct, match or major penalties shall not fall under this rule as these require further discussion and decision by the executive. f. Slap Shot: Slap-shots and Fake Slap-shots are not allowed. A slap shot is defined as having the backswing above the edge of pants or, in the case of one-piece pants, above the knee as estimated by the referee. A player guilty of using a slap shot, or a fake slap shot, will cause a stoppage of play and the ensuing faceoff will be in either face off spot in his team's defensive zone. If a player uses a slap shot for the purpose of "Delay of game", then, at the discretion of the referee, a "Delay of Game" penalty may be applied. Should an injury to an opponent or official result from being struck by the puck as a result of a slap shot, the referee may at his discretion, assess a major penalty or a match penalty. A second offence by the same player is a minor penalty. Continued Non-Compliance will result in a game ejection.; g. Discussions with the Referee: To prevent confusion on the ice and verbal abuse from the bench, only the team captain or his co-capt is authorized to discuss referees' decisions with the referees. In a case of verbal abuse from the players on ice/bench, the referee will either issue a warning or, if warranted, the appropriate penalty to the offending player(s). After the first warning, the referee will administer a minor! 10/17

11 3. Game Play: penalty to the player or any players on the ice (selected by the team captain if it is a second bench infraction); a. All games will be a maximum duration not to exceed 70 minutes (i.e. 5 minute warm-up, three twenty minute periods) running time. Teams will switch side after each period. A two-minute rest between periods will be permitted when the ice is not being resurfaced; b. All games will be preceded by a five-minute warm-up; c. The ice will be resurfaced prior to the start of each game; d. A minimum of 7 skaters, not including the goalie, are required to start a game. The game shall be forfeit if a team does not have enough skaters by the time the game is ready to start. If after forfeiting the game the two teams still wish to play an exhibition game, the team short players can borrow players from the other team or find other players registered in the league to play. The referees will still call the game and any penalties that would result in further disciplinary action in a regulation game will still be considered the Executive. e. Penalty times will be served as follows: (1) Minor Penalty 3 minutes (running time from drop of puck); (2) Major Penalty 5 minutes (running time from drop of puck); and (3) Misconduct Penalty 10 minutes (running time from drop of puck). f. The referee will stop the clock when an injury occurs and the injured player is unable to leave the playing surface without assistance; g. Each team is allowed one thirty second time-out per game; h. Hybrid Icing. The league will use the Hybrid Icing Format, which is a race to the top of the faceoff circle in the respective end that icing is being called in. The questions/scenario is played out as follows. The Front/Low referee initiates icing or not as determined by where the puck was shot from and if any players had opportunity to play the puck or not. The Back/ High referee blows play dead if the defensive player reaches the top of the faceoff circle before the attacking player. The Back/High referee waives off icing after looking for player attainability (stick length), if the defensive player played the man or puck coming out of the zone, and if goalie leaves his crease at the other end. This is then verbally communicated by Back/! 11/17

12 High referee well in advance of players entering the attacking zone, and blown dead or yelled "play it" by the time any player touches the tops of the face off circles. i. Tied games. There will be no tie-breakers, games tied at the end of regulation time will terminate; 4. The officials have been directed to enforce the rules to the fullest. With the cooperation of the players and officials we will witness some good hockey and genuine sportsmanship. 13 APPENDIX 'A' PLAYER/GOALIE DRAFT PROCEDURES 1. Before the beginning of each season a player draft will be held to assign players to one of the 8 NCHL teams. 2. The Draft will be conducted and monitored by the NCHL President and Vice President who will have a list of all the players eligible to be drafted. In preparation for the Draft the Executive Committee will assign a skill level from 1-6 for each player. Team Captain(s) will make the selections for their teams and will be allowed one other representative to attend the Draft. 3. The draft order for positions 1-6 will be based on the reverse order of the regular season standings. Draft position 8 will be the previous season s Champion, and draft position 7 will be the Championship Runner-up. This order will repeat itself until all team rosters are filled. Every effort will be made to distribute an equal number of 5-6 Level players to each team hence creating parity throughout the league. All Regular Members entered in the draft shall be drafted. 4. Each team will be allowed to protect the following number of players from the previous year's team; a. max 3 x Level 5-6 b. max 3 x Level 3-4 c. max 2 x Level 1-2 Note: Team captain s and/or sponsor will only count toward their team s protection lists if they are rated a 4, 5, or 6. Note: Players added to a team to replace players that were drafted but are unable to participate cannot be protected for the next season s draft. 5. Protected player lists shall be given to the Executive Committee 1 week prior to the draft. 6. Goalies. Every effort will be made to incorporate the highest caliber goaltenders within the NCHL, hence not all goalies registered as a Regular Member must be drafted.! 13/17
