OUR VISION Our vision in 2016 and beyond is to inspire and unify to create opportunities that ensure the greatest participation in rugby at all levels. OUR PURPOSE Our purpose is to lead, grow, support and promote our game. ROLE OF THE JUNIOR ADVISORY BOARD The JAB is a sub-committee of the MCRU Rugby Administration Council Responsible for the administration of Junior Rugby within Mid Canterbury Rugby Union on behalf of the MCRU Rugby Administration Council (RAC). To foster and oversee the development of the sport of Rugby and its participants. To advise the RAC on policy pertaining to Junior Rugby. GOALS OF THE JAB To have as many players as possible playing the game. Each player shall have as many involvements in each game throughout the season. 7 P a g e

8 Every player will play at least half a game on each occasion their team plays. To have the best and fairest competition structure possible. To have the best possible infrastructure to support the game at Club level. This includes coaching, refereeing, administration and volunteer support. CLUBS WILL Promote safety as paramount Ensure playing fields are appropriately prepared and all safety equipment in place. This includes goal post pads, sideline flags and fields roped off. Enter teams in relevant grades Ensure squad sizes to enable maximum player participation every week Enter equivalent strength teams when 2 or more are in the same grade Provide competent referees where none are appointed (Associate Referees) Apply to dispensation committee when appropriate Promote appropriate behaviour to all participants in the game Inform opposition in case of defaults (fine will be imposed) COACHES AND MANAGERS OVERVIEW First and foremost, thank you for volunteering to coach or manage JAB club rugby. The guidelines below have been summarised to ensure you have access to information on the Introduction to the Small Blacks Coaching Process. It is COMPULSORY FOR ALL SMALL BLACKS COACHES to have a NZR Small Blacks accreditation applicable to the grade level they will be coaching. The Small Blacks Development Model was introduced to ensure there was consistency of play, player welfare and coaching across New Zealand. Skill development was to be a focus and it was to be aligned to the players physical and cognitive ability. There are three Small Blacks grade levels: Beginning Rugby (Under 7) Learning Rugby (Under 8, 9 and 10) 8 P a g e

9 Playing Rugby (Under 11.5, 12 and 13) Coaches and Managers are Expected to: Attend the relevant compulsory Coaching Small Blacks course facilitated by MCRU. Promote safety as paramount. Promote sportsmanship, discipline and respect among home spectators. Develop rugby skills and promote rugby etiquette. Prevent hopelessly one-sided matches. Adhere to age dispensation (regrade) guidelines Adhere to MCRU Club Rugby Sideline ProtocolsAdhere to NZR concussion Graduated Return to Play (GRTP) 9 P a g e

10 SAFETY All teams will be coached by a person who has attended a current compulsory NZ Rugby Small Blacks Course which has been approved by MCRU. All players in all grades must wear a mouth guard at all times and boots will be inspected before all games by the referee. All NZR and local safety rules and recommendations will be adhered to. No player who is seriously injured should be moved from the field of play without qualified direction. If the player is moved, the responsibility will be that of the person authorising the moving. Concussion All players diagnosed with a concussion or suspected concussion must go through the Graduated Return to Play (GRTP) rehab stages. For more information, talk to your coach, your local union, contact NZ Rugby or check out rugbysmart.co.nz. Leve l Rehab Stage Min. Time 1 Complete mental and physical rest until symptoms have cleared. 14 days 2 Once symptom-free, light aerobic exercise such as walking or stationary cycling. 3 Rugby-specific exercise such as running or ball-handling activities only if symptom-free. NO head impact activities. 4 Non-contact training drills until medical clearance given and only if symptom-free. 2 days 2 days 2 days 5 Once medical clearance has been given, full contact training. 2 days 6 Return to play Reports Serious injury reports must be completed for any head or neck injury that requires the player to be transported directly from the ground to an emergency department, hospital or after hours medical centre OR any injury that is expected to prevent a player from playing for a period of eight weeks or longer. Serious injury reports must be forwarded to the Provincial Union headquarters within 48 hours of the injury coming to the notice of the referee or team management. Serious Injury Report forms can be found in the Managers Pack or on the MCRU website. Call the Game Off 10 P a g e

11 If the referee or coaches consider that the game is unsafe they can, after discussion, call the game off. If they consider that an individual player is unsafe they can, after discussion, have that player removed from the game. The Referee will be called upon to make the final decision. Coaches/Managers must respect this decision. 11 P a g e

12 DISPENSATION RULES FOR ALL GRADES Age dispensation for players to play in a grade for which they are not age eligible is considered a privilege (not an automatic right) and requires application to, and approval by the Rugby Administration Council. Factors to consider when dispensation is requested are to include: Age and player experience Physical stature i.e. weight and height Skill Level of the player (in the team) Will the player impact matches to an extent that is likely to influence results? A player is usually not eligible for dispensation if they have been a representative player in the previous season) The player s attitude and the safety of the player s opponents. All players will generally be expected to start the dispensation assessment process playing in their correct grade. Once they have been assessed a decision will be made on which grade they will eligible to play in. A dispensation may be granted to play in a lower grade. (The granting of a dispensation is still subject to ongoing review). An over-age player who plays in a team without dispensation is considered as an unregistered player and teams will incur the same penalties as playing an unregistered player. Dispensations which are granted are under continuous review by the JAB Committee, Mid Canterbury Rugby Administration Council and opposition coaches and management. The Rugby Administration Council reserves the right to revoke any player s dispensation. A player may appeal the decision by the Rugby Administration Council to refuse/revoke dispensation; any appeal is, in the first instance, to be heard by the MCRU Rugby Administration Council. Mid Canterbury Rugby Union will provide coaches of age grade teams a list of all dispensated players in their respective grade. A player, who has been granted a dispensation for club rugby, is ineligible for representative selection. A player who is playing up a grade, cannot play in his correct grade until that player has applied for - and received - reclassification, subject to the rules that apply to their grade. This will need to be requested through the Rugby Administration Council. Dispensated players may play no more than one half of each game unless there are insufficient players in total or insufficient front row numbers to allow this to occur. 12 P a g e

13 For Under 14 ½ grades and below: (Subject to having already gained the necessary approvals outlined above). There may be a maximum of three (3) dispensated players in any age group squad. No more than two may be on the field at any given time. Applications requesting more than three (3) dispensated players in a squad must be approved by the Rugby Administration Council. All dispensated players are to be identified to the opposition coach/manager (in a reasonable time) prior to the match kick off and noted on the team s match sheet prior to the commencement of play. If an opposition coach/manager has serious concerns over a dispensated player s performance, ability, attitude or discipline they may submit a written request for reconsideration of a dispensated player outlining the reasons for their concern. This is to be forwarded to the Mid Canterbury Rugby Union within 48 hours of completion of the match being completed. Dispensation and continuance of play in the players preferred grade will be based on the recommendations received by the Rugby Administration Council. REFEREES The referee will, where possible, be appointed by the Mid Canterbury Referees Association. In most cases this will be an officially qualified Club Referee or Associate Referee. If no referee has been appointed, it is the host club s responsibility to find a suitable person to referee the game. (Ideally somebody who has attended a NZ Rugby Smallblacks Course) For Under 11.5 to Under 13 grades, if the referee is not registered with the Mid Canterbury Referees Association or an officially qualified Club or Associate referee, or has not done a Small Blacks Learning / Beginning / Playing course, then the non-competitive scrum rule will apply (i.e.) no pushing in the scrum, and with the team putting the ball in receiving it. TEAM REGISTRATIONS All players must be registered with the Mid Canterbury Rugby Union. All registered players must be a member of a club. All players will be registered in the age group applicable to them as at 1 st January of the playing year. (Under 6, Under 7, Under 8, Under 9, Under 10, Under 11.5, Under 13, Under 14.5, Under 16). Proof of age in the form of a birth certificate, passport, baptism certificate or Plunket book is to be provided and sighted by the Rugby Club when the player registers. 13 P a g e

14 All sections of the registration forms are to be completed accurately and signed by the parent or guardian. Clubs shall forward all registration forms to the Mid Canterbury Rugby Union along with official team lists by the due dates notified each year. From 2015, MCRU have adopted the NZR Online Registration System, where players can go to their club website and complete the respective registration form online. This registration form is connected to the NZR database and means that player is immediately registered against the club. All teams will complete a match day result sheet prior to the game which must be available to the opposing coach if he wishes to see it. No player can play or register with another club if he is already registered and played a competition match with a club unless both clubs agree to the transfer. LATE REGISTRATION A player whose name does not appear on the Team Player Registration Form (i.e.) new to the team and previously unregistered with that Club must complete a Player Registration form. That form must be submitted to the MCRU Office no later than 1pm on the Monday following the player s first game. INTERCHANGE OF PLAYERS Overview JAB policy is to have as many teams as possible and to limit squad sizes. While in most circumstances this is a very positive outcome, situations may arise where teams are short of numbers on match days from time to time. The raises the question as to where players may be drawn from to address shortages on a given match day. Some clubs have more than one team in the same grade while others have only one team in each grade. Players can only play for another team within their Club if that other team is short of players for their game. (A team having a bye no longer qualifies players of that team to play for another team that day.) The limited movement of players between teams will be allowed either; 1. Where a Club has 2 teams in the same grade or 14 P a g e

15 2. Where a Club has only 1 team in a grade but has a team in the age grade immediately below, if certain circumstances apply and, if certain conditions are met. Under the NZR Smallblacks guidelines the stated team numbers for grades are maximums. Games must proceed with the same number of players. Balancing playing numbers and ability is to be strongly encouraged. Where one team has more players than another in a match, then the option of players playing for the opposition should be utilised to balance numbers in the first instance before any other option is considered. Given this framework, the movement of players between a given Clubs teams participating should only be necessary in extreme or relatively rare situations. Player movement between teams 1. Where player availability is such that a team would have to start a game with 2 players less than the recommended number of players, Clubs with 2 teams may use players from the Clubs other team in that grade or, where a Club has only 1 team in a grade, the age grade immediately below 2. Where a player from the age grade below is used, that player must be within 2 years of the age limit for that grade and, the coach must ensure that the player is physically capable of playing in that higher grade 3. Players from other teams may only be used when the number of starting players in a grade is less than the recommended number for that grade. 4. The number of players that may be brought in is limited to the number required to bring the player numbers up to the recommended number of players for that grade. 5. If the opposition has more than the recommended number of players in their squad for that day, one further player may be added to the squad of the team that was short i.e. one additional reserve. 6. No regular player from the team short of players is to be substituted by the fill-in players. 7. The coach of the team supplying players must give all players equal opportunity to play for the other team. i.e. it is not the intention that team quality be improved by the addition of fill in players 8. In round-robin matches, the Coach of the team proposing to field fill-in players must have the approval of that Clubs President prior to the match. 9. In Competition finals series matches, the Club proposing to field fill in players in a match must have approval of MCRU prior to the match. Such request for approval must be made by 4pm the day prior to the match. 15 P a g e

16 10. The coach of the team with the fill-in players must inform the opposition prior to the commencement of play, giving the reasons why they are playing in his team. The opposition coach shall accept the reasons given and the game must be played. 11. Coaches who wish to complain about aspects regarding the interchange of players must do so by writing to the MCRU JAB Committee. It is unacceptable for teams to argue over any of these matters before, during or after the game. For Under 14.5 & Under 16 Grades - Any Age Grade player who has started six (6) or more games in a higher grade may not play back in a lower grade (even if they are age eligible) until the player has been re-graded by the relevant Union/Sub Union. GUIDELINES FOR COMBINED CLUB TEAMS In recent times the need for clubs to combine to field teams has become more prevalent. In order to assist clubs with this process, below are the guidelines setting out the Union s expectations on how Combined teams should be operated. 1. TEAM NAMES These names should reflect the joint nature of the teams, if there are more than 5 players from a club in the squad, then the team must be classified as a combined team. 2. REGISTRATION - Players remain registered to their Home Club. i.e. the Club they were with prior to the formation of a Combined team. 3. SUBS These are paid to their registered Club, same for loan players or combined teams. 4. PLAYING KIT Players play in their Home Club socks and shorts unless a different arrangement is negotiated between the Clubs involved. Negotiation with team management. Club s must bear in mind any potential increase in costs that are passed on to players/parents. 5. OFF FIELD UNIFORM - If a team has an official off-field uniform then the players will wear the uniform of the club they are registered with. 6. If there are any disputes or concerns about the management of Combined teams those concerns should be raised between the Clubs concerned, and if a satisfactory resolution is not possible the matter should be refereed to Ian Patterson, CEO via P a g e

17 FIXTURES/DRAWS The weekly draw will be published in The Guardian on Tuesday morning and on the Unions Website; Schools will supply the Fixtures Officer with dates of any school tournaments, which may affect the draw. Before each round starts, the Rugby Union will provide a copy of the draw. Games must be played on appointed fields unless a ground transfer has been arranged through the Rugby Union. Every effort must be made for a home and away draw. CANCELLATIONS Every effort will be made as early as possible to decide if cancellation is required. Cancellations will be notified on all local radio stations from 8.45am onwards. Cancellation notices will also be posted on the Unions website: DEFAULTING OF GAMES If a team is registered, every effort must be made to field a team every week. If a coach feels that the circumstances justify defaulting, then he should first contact the opposition coach and discuss what other options there are. If it is decided that the team will default, then the players, opposition coach, the Referees Appointments Officer, and the Mid Canterbury Rugby Union are to be notified. This should be done no later than 9.00 am Friday prior to the game. Please complete the Form in the Managers Pack. MCRU CLUB RUGBY SIDELINE PROTOCOLS INTRODUCTION The Mid Canterbury Rugby Union is committed to creating a positive environment to enjoy rugby. Rugby should be played within the spirit in which it was intended we must all work to ensure that anti-social behaviour is removed from the sideline. Responsibility for ensuring that this happens lies not with one individual it involves coaches, captains, players, referees and spectators. It is for this reason the MCRU Club Match Day Management Protocols is created to provide a framework for clubs to ensure every person involved in a match has an 17 P a g e

18 enjoyable experience the environment should be safe and free form abuse or harassment. FIELD PREPARATION Clubs will ensure that fields are adequately roped to ensure the safety of players, spectators and match officials. Ropes are to be a minimum of 3 metres from each touchline and run the length of the playing area, from dead ball line to dead ball line. Technical Zones must be marked. (refer to field setup options diagram). Host Club is to ensure that any stretching/pushing of the ropes does not lead to spectators encroaching into the 3 metre area. If this cannot be managed, the ropes are to be positioned further away from the touchline. Where a ground has two fields within 10 metres of each other and both fields are being used, the area between the two fields is to be roped off. The area should not to be used for spectator viewing of the matches. Club officials, selectors, medics or referee association officials may use such an area. Clubs must ensure post pads are fitted, field flags are in position and ground markings are adequate. SIDELINE PROTOCOL Authorised persons that are permitted inside the ropes: Club Match Day Manager The Playing XV from each team. (This does not include reserves or substitutes) Match Officials Referee and two Assistant / Referees plus Referee Coach. One person from each team who will administer first aid. One person from each team who will act as water carrier. No more than two persons from each team who act as coach or Manager who must remain in the Technical Zones at all times during play St John Ambulance Officials. Ball Boys Reserve players, coaches and management must remain stationary in one of the technical areas identified in the field layout diagram. Host Clubs will determine which of these areas are available for use to each team on a given day. Coaches must not be on the field of play at any time (Grades U9 and above) other than the half time break. Note: It is the responsibility of team coaches and managers to ensure their team strictly complies with these requirements. 18 P a g e

19 Persons may only enter the playing area: To attend to an injured player during stoppages St John and team officials only. To carry water to the players during stoppages team officials only. At half time team officials only. To assist in the carriage of an injured player from the field St John, team officials, plus any nominated assistant. To provide a kicking tee team official only or any nominated assistant. To supply ball to players team official only or any nominated assistant. To perform touch judge duties in the absence of an Assistant Referee Any person who are permitted to be within the playing enclosure other than the players and match officials or the medic whilst attending to a player, are to remain stationary in the designated areas. Reserve players are not to enter the playing enclosure during the match. A reserve player when required to replace an injured player or as a substitute player, is to enter the playing enclosure at the halfway line. The Referee is required to stop the game if: Unauthorised persons remain inside the ropes Any referee abuse or general disorderly behaviour of spectators is not being addressed by the Match Day Manager(s). Any abusive/disruptive spectator or team member does not abide by any requests made of them by the Match Day Manager(s) Any player ordered from the field who does not immediately leave the playing enclosure. REFEREE ABUSE AND SPECTATOR BEHAVIOUR Abusive behaviour is not to be tolerated. Abuse is defined as to attack with coarse or insulting, rude, threatening or maligning language or behaviour. 19 P a g e

20 Verbal Abuse includes: Any form of foul language. Any form of threatening language. Continual complaining/sledging. Personal insults. Dissent by players. Any insults or personal attacks published in all forms of media including all social media in or on a club affiliated domain. Physical Abuse is as follows: Pushing Bumping Spitting Kicking Punching Any form of attempt of the above. Any form of threatening behaviour. 20 P a g e

22 MATCH DAY INFORMATION MATCH START TIMES All matches shall commence at the time appointed by the Mid Canterbury Rugby Administration Council Draws Committee. COACHES ON THE FIELD OF PLAY Under 8 Grades and below The coach of each team may run with their team and give assistance where necessary. A third person is to referee. A maximum of three people (the referee and the two teams coaches) are to be on the field while the teams are playing the game. For all other grades coaches are not allowed on the field and should remain in the designated technical areas. If no technical area is marked all coaches, team management and reserve players must remain stationary between the 10m lines on either side of the field. WINNING MARGINS/BONUS POINTS Rule: Under 10 grade and below if the margin reaches 42 points the coaches must even up the game by either: I. Removing the winning teams best players from the field II. Mixing up the 2 teams. The maximum winning margin that is recorded for results and competition tables is 42 points. So 68-0 will be recorded as will be recorded as etc. Competition points are awarded 4 pts for a Win, 2 points for a Draw, 1pt for a loss by 7 points or less. There is no bonus point for 4 tries. Your attention is drawn to the requirement under the competition rules to proactively ensure score blow outs do not occur. There is an expectation that the process used in the Under 10 and below rule will be utilised at U11.5 and U13 grades also. MATCH RESULTS SHEETS The match sheet must record correctly & legibale all team details for the match Official Team Name, opposition, date, venue, players Christian and Surname (no nick names), regrades (RG) scorers, and the final result. Where applicable (contested scrum grades) front row players must have (FR) against them. 22 P a g e

23 Match Sheets must also record the halves or quarters played by each individual player. Again, a reminder that all players are expected to get half a game every match. After the game, sheets must be signed by both team managers and also the referee. Please check with the opposition team you agree with the score. Match Results sheets can be lodged at the office or scanned and ed to the office on admin@midcanterburyrugby.co.nz or by photo text to as soon as possible after the match. The Team Match Sheet must be legible to read and submitted to the Mid Canterbury Rugby Union office by Monday 1pm following the game or within 24 hours of the game being played. In official competition grades, the failure to submit match result sheets will result in points not being awarded and for continued failure to submit match sheets a Club may be subjected to a fine. In competition grades; Team s cards will be scrutinised and any discrepancies found the team will lose points and may be liable to a fine from the Mid Canterbury Rugby Administration Council. Junior player registration forms can be found in the Managers Pack if required. SATURDAY RESULTS Each club has appointed one person representing their JAB teams to collate the results for all their teams on a Saturday. All results are to be sent to them and they will then forward the results for the Under 11.5, 13, 14.5, 16 & 18 (Competitive grades) will be on to the MCRU results phone by 4.30pm on match day for collating. PUBLISHING OF RESULTS Non-competitive grade results are not published in any media sources, but all result sheets are to be returned to the office for collating and checking. Competitive rugby results will be preliminary published in the media, but these results are not the confirmed results for standings purposes until match result sheets are received & checked at the office. DISCIPLINARY PROCEDURES JAB matches are subject to the same disciplinary and complaints procedures as senior matches. Any instances of a player being sent to the sin bin or ordered from the field must be notified to the MCRU. The requirements are outlined in the NZR Disciplinary Rules available on MCRU website. Referees: must fill in either a sin bin report form, or a send-off report form, and send it to the MCRU CEO within 48 hours of the match. These forms can be downloaded from the Unions website from the Referees section if required. Sending Off: The player will be required to either serve an automatic 2 week stand 23 P a g e

24 down or appear before the Mid Canterbury Disciplinary Committee. This is determined by the Union s Complaints Review Officer and will be notified formally to the player and his/her club as well. Sin Bin: Once a player has been sent to the sin bin on three occasions they face an automatic stand down and may be required to appear before the Mid Canterbury Disciplinary Committee. This is determined by the Union s Complaints Review Officer and will be notified formally to the player and his/her club. TEMPORARY SUSPENSION If a player is sent off as a temporary suspension, he shall remain outside the playing area for the duration of the penalty. The ten (10) minutes suspension period will begin as soon as the player leaves the playing area. The ten (10) minute suspension period will not include half time for the purpose of calculating the ten (10) minutes. In matches where injury time is applicable, the ten-minute temporary suspension period shall be ten (10) minutes of actual playing time. SEND OFF The referee shall submit a report of the offence in writing to the Mid Canterbury Rugby Union Judicial Complaints Officer (via the Chief Executive) as soon as possible after the completion of the game but not later than 48 hours after the match in which the offence took place. MISCONDUCT COMPLAINTS For all matches coming within the jurisdiction of the Union complaints procedure will be in accordance with the NZR Disciplinary Handbook. This covers misconduct on the playing field or outside of the playing enclosure. APPEALS OF DECISIONS OF THE JUDICIAL COMMITTEE Appeals in regard to decisions made by the MCRU Judicial Committee are handled by the Unions Appeals Committee who acts in the name of the Union for the purposes of hearing and determining any appeal in relation to disciplinary proceedings for which the Union has jurisdiction. Appeals over judicial committee decisions are conducted under the framework of the NZR Rules for Disciplinary Proceedings. PROTESTS AND COMPLAINTS Protests or complaints over the actions of individuals or member organisations in 24 P a g e

25 matters other than judicial proceedings but relating to the conduct of matches under the Rules relating to: Registrations Classifications Defaults Transfers Dispensations General rules of competition are made in the first instance to the MCRU Rugby Administration Council. Such Protests or Complaints must be made in writing to the Chief Executive. Such written notice must be received by the Chief Executive within seven (7) days after the date on which the action which is subject to complaint occurred or when the complainant became aware of the that action. The RAC will then consider the complaint and make a determination on the matter. REPRESENTATIVE RUGBY TEAMS The MCRU will appoint Coaches and Managers to all representative teams All representative coaches must attend a Rugby Smart course or relevant NZR course.
