16 Page 16 of 44 SECTION 4 COMPETITION FORMAT 2017 Overview 1. During 2017 clubs from Valke RU, Griffons RU and Mpumalanga RU will compete in four respective leagues namely: Peregrine, Merlin, Kestrel and Ueshe All competitions will be played as a double round (home and away) including 1.2. Kestrel that will be divided in a top and bottom after the first round All teams comprise of 22 players 1.4. Peregrine, Merlin and Ueshe compete with senior and underage teams Kestrel competes with senior teams only JUNIOR CLUBS. Junior Clubs from Valke RU will compete in under 9 to under 18 respective leagues. A second team in an age group may be registered from the same club if specific age group has a minimum of 30 registered players. 2. REPRESENTATION 2.1. SARU has adopted a comprehensive Transformation Charter that will guide SARU and its Provinces on this critical aspect of the game. Quotas no longer apply However, it is expected of each Club to take serious cognisance of the issue of representivity of players on the field of play in order to support SARU s broader transformation objectives. The agreed undertaking was to achieve a 40% representation of all players throughout a competition. This will imply that a club with three teams should aspire to have 27 players of colour, two team clubs 18 and 1 team clubs Specific reference is made to the Gold Cup qualification for those clubs who aspirers to compete in this tournament. (refer clause ) 3. MAYORAL CHALLENGE 3.1. While competing in the different leagues, clubs from Ekurhuleni and clubs from Sedibeng will also compete for a Mayoral Cup in their region. 4. PROMOTION 4.1. At the end of the season the top two clubs from the Kestrel and Ueshe leagues respectively will have the opportunity to promote to the next higher competition. 16

Specifics: The following per competitions: 5.1 Peregrine League The competition comprising of : Boksburg Brakpan East Rand United NWU Vaal Springs Vereeniging All clubs will compete with: 1 st team, 2 nd and U/21 team There will be semi- and finals for the 1st and U/21 teams Semi finals Semi-final one: Team 1 vs Team 4 - home ground team 1 Semi-final two: Team 2 vs Team 3 - home ground team Finals Winner semi-final 1 vs Winner semi-final 2 at Barnard Stadium Kempton Park The winner will be awarded the Valke Peregrine Champion s Cup Gold Cup Qualification: The winner of the Peregrine Cup proceeds to the Gold Cup. Depending the final decision from SARU the runner up proceeds to the qualifying round of the Gold Cup Eligibility: Peregrine League. A player must have played in at least three different pool match days for the Team of the club to qualify for play offs Under 20 Gold Cup. In the event that the Gold Cup U/20 is activated for 2016 then all clubs will be entitled to enter a team with the specific aim to qualify for this tournament. This might result in amending the U/21 competition based on available players. However no club will be under any obligation to enter a U/20 team Players contracted in writing to rugby bodies, excluding clubs, shall not be eligible to play in the Gold Cup; Players have to be registered with the club that participates in the Gold Cup; Players registered with a participating Club, or transferred or loaned to a participating Club 17

18 Page 18 of 44 have to be available to play at least half (50%)of total league matches for the Club, excluding semi-finals and/or finals, during the year in which the Gold Cup takes place (i.e. if a club league consists of 16 matches, the player will need to have been available to play at least eight (8) of those matches; If a player has been named in the match-day squad in any Varsity Rugby competition, i.e. Varsity Cup, Varsity Shield, Young Guns, etc., he is ineligible to play in the Gold Cup in the same year Clubs must name at least four (4) players of colour in their match-day squads. At least three (3) of these players must be in the starting line-up. 5.2 Merlin League The competition comprising of : Benoni Kempton Park Nigel Sasolburg VUT There will be semi- and finals for the 1st and U/21 teams Semi finals Semi-final one: Team 1 vs Team 4 - home ground team 1 Semi-final two: Team 2 vs Team 3 - home ground team Finals Winner semi-final 1 vs Winner semi-final 2 at Barnard Stadium Kempton Park The winner will be awarded the Valke Merlin Champion s Cup Eligibility : A player must have played in at least three different pool match days for any Team of the club to qualify for play offs. 5.3 Kestrel League The competition Comprising of : Buffels Heidelberg Delmas Meyerton Eden Park Oos Rand Polisie Edenvale Vanderbijlpark Elsburg Katlehong Teams play double round on home and away basis with semi- and finals In the first round all participating teams will play each other, four home and five away or five home and four away. After the first round the competition will be divided in top five and bottom five for the 18

19 Page 19 of 44 second round. For the second round reciprocating the home and away of the first round. The competition log will be adjusted to indicate only information relevant to the two divisions respectively, implying that only those points accumulated during the first round applicable to the opponents during the second round, will be carry forward into the respective division Rolling Subs Replacements during this competition will be made according to the laws pertaining to rolling subs. A maximum of twelve substitutions and within the protection of safety and player welfare, especially in the front row (refer to replacement of front row players clause 6.23 a - d) Semi finals Semi-final one: Team 1 vs Team 4 - home ground team 1 Semi-final two: Team 2 vs Team 3 - home ground team Finals Winner semi-final 1 vs Winner semi-final 2 at Barnard Stadium Kempton Park The winner will be awarded the Valke Kestrel Champion s Cup Eligibility: A player must have played in at least three different pool match days for any Team of the club to qualify for play offs. 5.4 Ueshe League : The competition Comprising of : Daveyton Sebokeng Katlehong Tembisa Kwa Thema Tsakane Rust Ter Vaal Teams play double round on home and away basis with semi- and finals Semi finals Semi-final one: Team 1 vs Team 4 - home ground team 1 Semi-final two: Team 2 vs Team 3 - home ground team Finals Winner semi-final 1 vs Winner semi-final 2 at Barnard Stadium Kempton Park The winner will be awarded the Valke Ueshe champion Eligibility : A player must have played in at least three different pool match days for any Team of the club to qualify for play offs. 5.5 Under 19 Club Competition : This competition will be played during the club Junior rugby campaign providing the opportunity to enhance the club/schooling. 5.6 Under9-Under18 leagues will be in the form of a single round contest on Predetermined venue s and times as scheduled by league coordinators. Should there not be enough teams registered in a specific age group league can be adjusted to a double round depending on the amount of teams. 19

20 Page 20 of Junior Club Rugby Under Top 4 Teams on the log after final round will progress to semi finals and finals in the under 9-12 age groups Semi finals Semi-final one: Team 1 vs Team 4 Semi-final two: Team 2 vs Team Finals Winner semi-final 1 vs Winner semi-final Eligibility: A player must have played in at least 50% league matches for respective qualifying Team of the club to qualify for play offs Valkie Rugby will be played for Under 6, 7 and 8 under the following rules: RULE 1 Players 1. There are a maximum of seven (7) players per team on the field at any one time. Squads are normally made up of twelve (12) players (subject to local rules). For practices or social games, teams can have ten (10) players in each team depending on the size of the field. 2. Rolling subs at anytime but the exchange of tags must take place on the halfway line on the same side of the field. (Tags are to be worn by players on the field. No substitute may have an extra pair of Tags.) 3. The replaced player should leave the field of play before the replacement can participate in the game. 4. In mixed games, the appropriate number of each gender must be maintained. 5. This is subject to local rules but footwear should be suitable for the weather and surface conditions that prevail. The preferred and recommended footwear on grass is barefoot. 6. Players may not wear spectacles or sunglasses. Contact lenses or sports goggles are permitted. RULE 2 The Playing Area 1. Field size is 45 metres in length from try line to try line, and 30 metres wide, from touchline to touchline, depending on available space and elements. 2. Ensure field is clear of glass, debris or any items that could cause injury before starting games. RULE 3 Time 1. Subject to local rules but standard game is one half of fifteen (15) minutes. 2. The captain who wins the toss can choose either, which direction his/her team will play or,possession at the start of the game. The captain who lost the toss can then choose the remaining option. 3. The game starts with a tap & pass at the centre of the half-way line. RULE 4 Kit & Equipment 1. Only official Tag Rugby Shorts / Belt to be worn. 2. Only official SA Rugby Tag Rugby tags to be used. 3. Shirts to be tucked in at all times with tags properly positioned on the hips / sides. 20

21 Page 21 of No dangerous items such as jewellery, glasses or watches may be worn during the game. 5. If jewellery cannot be removed, e.g. rings, then they must be completely covered by tape with no sharp or raised edges exposed. 6. Depending on the event, bonus points may be awarded for matching kit. 7. The colour of the tags worn by a team should not be the same colour as their shorts. RULE 5 Scoring 1. Points are only gained by scoring tries. A try counts 1 point. 2. A try is awarded when the attacking ball carrier grounds ground the ball on the opposition try-line or in the in-goal area. 3. In a mixed game, a male player s try counts 1 point and a female player s counts 2 points. 4. A try may only be scored after the attacking team have passed the ball to three (3) different players in a single movement before crossing the try line. 5. If the ball is grounded on the touch-in-goal line or the dead ball line, then it is not a try and the game will restart with a tap & pass to the defensive team, five metres (5m) out from the try-line. 6. For safety purposes, when playing on hard surfaces or in restricted areas, a try can be scored by the ball carrier crossing the try-line and not grounding the ball. 7. NO DIVING is allowed when scoring a try. 8. If an attacking player is tagged before they have actually grounded the ball for a try then a try should NOT be awarded. Instead it will count as a tag and the game will restart with a tap & pass to the attacking team, five metres (5m) out from the try-line. If this is the 3rd tag then a changeover should occur. 9. When tagged near, or over, the try-line the attacking player still has the option of passing the ball to a team-mate to score, provided that this is done within 3 seconds. 10. Penalty Try A try will be awarded if a try would probably have been scored but for foul play by an opponent. If the try was probably going to be scored by a female, then this will be worth two (2) points. RULE 6 General Play 1. Basic rules of rugby apply but no tackling, scrums, line-outs or kicking is allowed. 2. Knock-ons and forward passes result in a turnover ball and a restart with a tap and pass. 3. When in possession a team have two (2) consecutive tags or plays to score a try. If a third (3rd) tag is made, a changeover occurs and the opposition are awarded a tap & pass at the place the third (3rd) tag took place. 4. After a try has been scored, the opponents of the team that scored restart play with a tap & pass on the half-way line. 5. In order to prevent the ball carrier from deliberately trying to protect his/her tags, the ball should be carried in two hands within 3m of engaging defenders. 6. Twisting the body is allowed but no turning beyond 180 degrees. 7. Whenever the Tag Rugby rules are broken, a tap & pass is awarded to the nonoffending team at the place the infringement took place and the number of tags (Tag Count) starts back to zero. If the infringement took place over the try-line, or 21

22 Page 22 of 44 within five metres (5m) of it, the tap & pass is awarded five metres (5m) out from the try-line to create some space. 8. No player can participate in the game without both tags being correctly in place. 9. In the spirit of the game, if the referee believes a tag has dropped off the ball carrier s Tag belt purely by accident and a defender is within tagging distance, the referee can stop the game and award a tap & pass to the ball carrier s team, counting this as one of the tags towards their tag count tally. The place where this tap & pass is taken is at the discretion of the referee, but is normally where the tag originally dropped off, or where, in the view of the referee, the ball carrier would probably have been tagged by a defender if the tag was properly in place. If this is the 3 rd tag in the tag count then the referee should award a changeover of possession. RULE 7 Contact 1. Strictly NO CONTACT allowed. 2. The ball carrier is not allowed to run directly into defenders and defenders may not block the progress of the ball carrier unless they are pulling off a tag. 3. Defenders may not impede non-ball carrying players. 4. Hand offs are not allowed. 5. Pulling of clothing and knocking the ball out of an opponents hands are not allowed. 6. In order to prevent the ball carrier from deliberately trying to protect his/her tags, the ball should be carried in two hands within 3m of engaging defenders. 7. Twisting the body is allowed but no turning beyond 180 degrees. RULE 8 Off Side 1. Defending players (except the tagger / marker) must retire at least 5m at the rollthe-ball not to be off-side. 2. Players will only be penalised for off-side if they interfere with play. 3. What is off-side? Once a tag has been made there is an imaginary off-side line that runs through the ball and across the pitch, (except for the actual tagger for whom it is one metre (1m) further back.when a tag has been made, all defenders must attempt to retire towards their own try-line until they are behind the ball (the off-side line). Defenders in front of the ball at a tag, and therefore off-side, are not allowed to interfere with play in any way e.g. by blocking or intercepting the pass, marking up support players or immediately tagging the receiver of the pass. Note: There is no off-side in open play. 4. When should players be penalised for being off-side? Players should only ever be penalised for off-side if they are Off-SIDE AND INTERFERING WITH PLAY IMMEDIATELY AFTER A TAG. If players find themselves in an off-side position at a tag they must make every effort to get back on side; but if they are in no way interfering with play then they should not be penalised and play should be allowed to continue. Players who are off-side are temporarily out of the game. 5. Legal interception A defending player who is in an on-side position (behind the ball) at a tag is permitted to run forward and intercept a pass made by the attacking player who was tagged, providing they were still in an on-side position when the actual pass is made. RULE 9 Tap and Pass 22

23 Page 23 of A tap & pass is used to start the game or restart it at the place the ball went out of play or an infringement or changeover took place. 2. Any player may take a tap & pass awarded to their team. 3. The ball may be placed on the ground or held in the hand and on the instruction PLAY by the referee, and not before, the attacker must tap the ball with the foot, or lower leg, and pass the ball. Tapping the ball with the knee is not allowed and the referee should stop play and request the tap & pass be retaken in the proper manner. 4. If playing Tag Rugby without a referee the instruction PLAY can be given by the opposition captain. 5. Whenever a tap & pass is awarded the tag count will start back to zero. 6. At a tap & pass, the defending team must retire back three to seven metres (3-7m depending on field size) towards their own try-line to an imaginary line called the defensive line, or until they have reached their own try-line if this is nearer. Defending players are not allowed to move forward from this defensive line until the attacking player has actually passed the ball. 7. A tap & pass cannot be taken quickly but only after the referee has given the defensive team time (about five (5) seconds) to retire the required three seven metres (3-7m) and given the instruction PLAY. Play must restart with the attacking player passing the ball, players are not allowed to tap the ball and run themselves. If they do the referee should stop play and request the tap & pass be retaken in the proper manner. 8. If a defending player, who has not retired back the required three seven metres (3-7m), interferes with play, the referee should award a tap & pass to the non offending team if the attacking team gain no advantage. This tap & pass is awarded at the defensive line the defending players should have retired too. 9. For safety reasons, at a tap & pass the receiver of the pass must not start from more than two meters (2m) back from the mark to avoid the potentially dangerous crash ball move. 10. If an infringement takes place over the try-line, or within five metres (5m) of it, a tap & pass is awarded five metres (5m) out from the try-line to create some space. 11. If a tap & pass is awarded but the offending team is guilty of further misconduct e.g. disputing the referees decision, the referee cautions or orders off the guilty player and advances the mark of the tap & pass seven metres (7m) forward. Further misconduct can result in the referee advancing the mark a further seven metres (7m). RULE 10 Tag (Tackle) 1. Only the ball carrier can be tagged by the removal of one of his/her tags. 2. The defender holds the tag above his/her head and shouts TAG. 3. The referee signals a successful tag with a short blast on his whistle and saying Tag one, Tag two, or Tag three, turnover ball. 4. After being tagged, the ball carrier, must stop running and pass immediately. The ball carrier is allowed a maximum of three (3) steps and three (3) seconds to pass the ball. Failure to do this results in a tap & pass to the non-offending team at the place the infringement. 5. After making a tag, the tagger, and other defenders, must back off at least one metre (1m) from the ball carrier (attacker), allowing space for the ball carrier to pass After a tag has occurred and the attacker has passed the ball, both the 23

24 Page 24 of 44 attacker and the tagger are momentarily out of the game until the tagger has handed back the tag to the attacker and the attacker has replaced their tag back on their belt. Note: When dealing with beginners or players of lesser ability then, at the discretion of those in charge, players can be given longer than three (3) seconds to pass the ball after being tagged and/or the number of the tags (Tag Count) can be unlimited with possession changing on infringements only. Similarly, with more able players, or when playing in a restricted area, the Tag Count can be reduced to less than three (3). 6. If the ball carrier is tagged simultaneously in the act of passing, i.e. the ball is simultaneously leaving the ball carrier s hands the moment he/she is tagged, the referee will always rule in favour of the attacking team, shouting BALL AWAY PLAY ON. The player who has been tagged may continue playing in the movement without the removed tag until that movement is complete. 7. For a tag to be legal, the ball must still be in the hands of the ball carrier at the moment the tag is made. If a defender deliberately removes a tag from the ball carrier after he/she has passed the ball, or before the player has received the ball, the defender will be deemed to have made an illegal tag. In both instances the cases the referee should, if the non-offending team gain no advantage, award a tap & pass to the non-offending team at the place the offence occurred. 8. If a defender calls TAG without physically removing a tag (a phantom tag ) then the attacking team shall be awarded a tap & pass if the attacking team have gained no advantage. 9. For safety, if the ball carrier accidentally falls or slips to the ground while in possession of the ball (this includes if the knee or elbow touches the ground) and a defender is within tagging distance, a tag will be deemed to have been made. In this situation the referee should stop the game immediately and restart it with a tap & pass to the team in possession of the ball, adding a tag to that teams tag count tally. If this is the 3 rd tag then a changeover should occur. RULE 11 Ball out of Play 1. If the ball or the ball carrier touches the touch-line or anything or anyone on or beyond the touch-line, the ball is out of play and a tap & pass is awarded to the team who was not in last possession of the ball or last touched the ball before it went into touch. This tap & pass should be taken five metres (5m) in from the touch-line to create some space. 24

Log Point Format for all League Competitions The following format will apply: WIN - 4 points DRAW - 2 points LOSS - 1 point for loss with 7 points or less of the winning team LOSS - 0 points for loss of more than 7 points TRY BONUS - 1 point for a team that scores 4 or more tries per match All teams of a particular club will be penalized by 2 log points per team which withdraws from a particular fixture When a club withdraws a team/s for the second time in a particular league, the club will be disqualified from all league competitions and will forfeit all remaining club grants When a club withdraws from a league, all the points for and against for that club team/s must be deducted from all the other clubs log tables VRU may with consultation with the clubs in that specific league change the league format. 6.2 QUALIFICATION FOR SEMI- AND FINAL MATCHES Position in the competition table shall be determined by competition log points as set out In the event of two or more teams being equal on competition points for any position on the competition table, such position shall be determined on the basis of ratio of points scored for and against, the team with the highest ratio of points scored for and against being considered the leading team in the respective position In the event of the above (6.2.1) not providing a clear decision, such position shall be determined on the basis of most tries scored, the team with the most tries scored during the league being considered the leading team in the respective position Teams leading the log table of every division/pool will qualify to play in the semi-finals Semi-finals will be played at the home ground of the club with the highest log points at that time. In the Junior Club Leagues a pre-determined venue for both semi-finals and final will be allocated as per season programme. 26

27 Page 27 of A player, who participates in a semi-final or final match of a VRU Competition, shall not be permitted to participate in the semi-final or final of a lower graded VRU competition during that period. In Junior Club Rugby a player will only be permitted to play in one age group s semi final and final and will not be allowed to play in another on the same day Under 21 players which are playing in the senior teams of a club in a particular league is eligible for selection for the same club U /21 Team in the semiand final in the same period. In Junior club Rugby a player will be permitted to play one age group above providing there is no team available in his age group in the club A player transferred, to a new club has to play in at least 3 (three) match days for the new club in a specific competition and/or team which forms part of the VRU fixtures in order to be eligible for inclusion in a semi-final or final for the new club in that competition and/or team during that season. For the Junior Club League a transferred player should play at least 50 % league games to become eligible to play in semi-finals and finals for new club A player who was part of a Provincial full time squad has to play in at least three club match days for the club during that particular season in order to be selected for a semi-final and/or final of any VRU fixtures. 6.3 Determining Semi-Finalist Winners of league competition The semi-final winners will proceed to the final When the two teams are still tied at the end a match two 10 minute halves will be played to determine a winner. The leading will be declared as the winner. No extra time will be played for Junior Club Rugby Leagues If the two teams are still tied after additional time, the team scoring the most tries in the semi-final will then be declared as the winner If the teams are still tied the team who scored the first try in the match will be then declared as the winner When the two teams are still tied the team who scored the first points will be declared as the winner If teams are still tied then the team with the most tries scored in the league during the season will be declared the winners. 6.4 Determining Final Winner When the two teams are tied at the end normal time, then additional time (two halves of 10 minutes) will be played. No extra time will be played for Junior Club Rugby Leagues. 27

28 Page 28 of When they are still tied after extra time then both teams will be declared joint winners. 6.5 Starting times of Matches The scheduled kick off times is as follows: First teams 16h00 Second teams 14h40 U/ 21 team 13h15 In Junior Club Rugby times will be as per venue and event and are subject to change per event. All kick-off times will be communicated 48hours prior Visiting clubs must please contact the host clubs in advance to confirm kick off times. 6.6 Duration of matches First teams (40 min x 2 - playing time) Second teams (35 min x 2 running time) Under 21 teams (40 min x 2 running time) Under 9-13 teams (20 min x2 running time) Under teams (25 min x2 running time) Under 18 teams (30 min x2 running time) Except for the last scheduled match for the day, should the kick off time of a scheduled fixture be delayed but within the fifteen (15) minutes time frame (refer 6.7), the time available will be divided into two equal halves, so that the next scheduled fixture starts on the scheduled time. THE FIXTURE IS STILL AN OFFICIAL MATCH. In junior Club Rugby the time delay is 8 minutes Any change to the date, place or time of a league fixture will only be permitted in the event of extraordinary circumstances and then as follows: The particular opposing club has agreed, in writing, to the proposed change at least one (1) week prior to the day of the fixture The new date, time and place have been confirmed, in writing, with the Rugby Manager, at one (1) week prior to the originally fixture No game in Junior Club Rugby will be rescheduled. If a game cannot take place then the games will be shared with equal log points (2) awarded. 28

29 Page 29 of KICK-OFF BEING DELAYED AND/OR MATCH UNABLE TO START DUE TO ACT OF GOD OR OTHER CIRCUMSTANCES NOT ATTRIBUTABLE TO ANY OF THE PARTICIPATING TEAMS OR A MEMBER(S) AFFILIATED TO THE CLUB / PROVINCE OF THE PARTICIPATING TEAMS ACT OF GOD Should circumstances, due to an act of God, warrants a possible delay in a kickoff on the day of a match during the pool stages, semi-finals, or final, the referee, at his sole discretion, has the following options: (a) to continue with the match as scheduled; (b) to delay the kick-off for a reasonable time in order for the match to be played on the same day at the venue as scheduled or a venue within a 20km radius; (c) to declare the venue unplayable Should circumstances, due to an act of God, warrants a possible rescheduling of a match, within 3 (three) days of a scheduled match (excluding match day), the CEO of VRU in his sole discretion and after consultation with all relevant stakeholders, will determine whether circumstances warrant the match to be rescheduled In Junior Rugby should kick offs be delayed and/or match unable to start due to an Act of God, the league organizer in conjunction with club representatives can reschedule games for the rest of the day to make provision for time constraints. All avenues possible must be explored to complete games including but not limited to shortening halves Should the referee or the CEO above determine that the venue unplayable, the following rules shall apply: The host club, after consultation with relevant stakeholders, shall determine a venue within its jurisdiction provided that such venue is within a radius of 50 km from the original venue In Junior club Rugby all league games points will be shared. If venue for any other reason are deemed unplayable the Host club will forfeit hosting rights in following season The host club, in consultation with the visiting club and VRU, may determine a venue outside the jurisdiction of the host club, subject to the following: It shall not be at the venue within the jurisdiction of the visiting club; and Should the parties in above not agree on such venue, the matches shall be played at the original venue within 3 days excluding the original match day Should the referee during a match in the pool stages, semi-final and final match decide to abandon the match during the first half, the match will be rescheduled 29

30 Page 30 of 44 and clause 6.8 shall apply. In Junior Club Rugby no match will be rescheduled and the match will be declared a draw Should the referee decide to abandon a match in the pool stages during the second half the team leading at this stage will be declared the winner Semi-final match or final match during the second half, the result at the time of the abandonment shall stand and in the event of a semifinal match, the team with the most points at the time of abandonment will proceed to the final. In the event of a final match, the team with the most points at the time will be declared the winner Should the scores be level at the time of abandonment after half time, the match will be declared as a draw OTHER CIRCUMSTANCES No Referee present: (Refer ) (a) The match shall be played within 3 days excluding the original match day. (b) Should the original venue be suitable (for a night game) then the match will be played there. (c) If not, the two clubs may agree on a suitable venue and if not agreed the match will be played at the Unions home ground. (d) Should it be not possible to play the match, for whatever reason, and then the match will be declared a draw and both clubs will receive two (2) log points. (e) The cost would be for the clubs own account (f) In Junior Rugby a game can be played should both parties/teams agree on a suitable Boksmart certified and current person to act as a referee. All games to be completed as far as possible Power Failures : (Due to load shedding) Should the circumstances, warrants a possible delay in a kickoff on the day of a match during the pool stages, semi-finals, or final, the referee, at his sole discretion, has the following options: i. to continue with the match as scheduled; ii. to delay the kick-off for a reasonable time in order for the match to be played on the same day at the venue as scheduled or a venue within a 20km radius; When circumstances warrants a possible rescheduling of a match, within 3 (three) days of a scheduled match (excluding match day), the CEO of VRU in his sole discretion and after consultation with all relevant stakeholders the following rules shall apply: i. The host club, in consultation with the visiting club and VRU, may determine a venue outside the jurisdiction of the host club, subject to the following: It shall not be at the venue within the jurisdiction of the visiting club; and Should the parties in above not agree on such venue, the matches shall be played at the original venue within 3 days excluding the original match day Should the referee during a match in the pool stages, semifinal and final match decide to abandon the match during the first half, the match will be rescheduled and clause 6.8 shall apply Should the referee decide to abandon a match in the pool stages during the second half the team leading at this stage will be declared the winner Semi-final match or final match during the second half, the result at the time of the abandonment shall stand and in the event of a semi-final match, the team with the most points at the time of abandonment will proceed to the final. In the event of a final match, the team with the most points at the time will be declared the winner Should the scores be level at the time of abandonment after half time, the match will be declared as a draw and two log points awarded to the teams. 6.8 MEMBERS OF THE PARTICIPATING TEAM OR A MEMBER(S) AFFILIATED TO A CLUB OR PROVINCE OF THE PARTICIPATING TEAM RESPONSIBLE FOR THE DELAY OF THE START OF THE MATCH / MATCH UNABLE TO START OR ABANDONMENT OF THE MATCH A member(s) of a team or member(s) affiliated to a club / province of such team shall not: delay the kick-off time of a scheduled match by more that 15 (fifteen) minutes; or cause a scheduled match not to take place at all including incomplete match documentation (team sheets); or abandon a scheduled match in progress for whatever reason Any action referred to above shall be regarded as a breach of the Code of Conduct of the VRU and SARU and dealt with in terms of the SARU and VRU Judicial Regulations. The following sanctions may be imposed against a team or a member(s) affiliated to a club Suspension of players or member of a club from rugby or related activities for a period determined by the Disciplinary Committee The Club that transgressed will lose Five (5) log points. 31

32 Page 32 of When a match is abandoned before or during playing time by the player (s) or member(s) affiliated to the club, the club may be suspended from the current league by the Disciplinary Committee If a team is 15 minutes late for the scheduled kick off time, the opposing team will receive the log points. (5 log points and the score will be recorded as 28 0, with 4 tries, in favour of the opposing team) If a team is 8 minutes late in Junior Club Rugby for the scheduled kick off time, the opposing team will receive the log points. (5 log points and the score will be recorded as 28 0, with 4 tries, in favour of the opposing team) The game may proceed after the twenty (20) minutes, if agreed by both teams managers/coaches. The fixture will then be recorded as a friendly match. The time available will be divided into two equal halves, so that the next scheduled fixture starts on the scheduled time In Junior Club Rugby the game may proceed after the ten (10) minutes, if agreed by both teams managers/coaches. The fixture will then be recorded as a friendly match. The time available will be divided into two equal halves, so that the next scheduled fixture starts on the scheduled time Should this be the last fixture of the day, regular time can be played If a visiting club withdraws within 36 hours (09:00 on Friday morning) before the scheduled fixtures they will be liable to the host club for medical and referee expenses If a host club is not available and ready on match day they will be liable to the visiting club for transport expenses Junior Rugby must think about this you do not have hosting and visiting clubs as such. You should consider a penalty for a No Show as a principle. 6.9 THE PLAYING STRIP Colors No club may change its registered colours without the consent of the Tournament Committee Before a new club may participate in any league matches, its colours shall be registered with the Committee When there is clash of colors for a particular match the visiting team must change their outfit All players must be numbered according to World Rugby regulations PLAYING AREA Fields should be clearly marked according to WORLD RUGBY stipulations, SARU and Boksmart safety guidelines including but not limited to: The ground is level and free of holes. The distance from the goal line to the dead ball line should be not less than 10 m where possible. There are no exposed sprinkler heads, or hard plastic/metal ground spikes o r flag supports. There is no broken glass, rubbish or stones. 32

33 Page 33 of 44 There are no cement barriers, shot put rings, drains, steel pipes, structures, ditches, walls, buildings, fences, rails, stands, pylon s, overhead lights within the WORLD RUGBY stipulated playing enclosure. There are no other movable objects such as dust bins, scrum machines, steel rollers, tyres, school bags, gazebo s, chairs within the WORLD RUGBY stipulated paying area. Goal posts are appropriately padded. Marker flags will flex on impact with no sharp edges. Equipment and structures are stable and will not collapse. Spectators and vehicles, proximity to the WORLD RUGBY stipulated playing enclosure must be managed appropriately OBJECTIONS TO THE GROUND If either team has objections about the ground or the way it is marked out t hey must tell the referee before the match starts. The referee must attempt to resolve the objections with the assistance of the Match Commissioner but may not start a match if any part of the ground is consider dangerous/unsafe TECHNICAL AREAS AND MATCH COMMISSIONER TABLE : Every club must clearly mark the technical areas as prescribed in Boksmart all the fields on which matches will be played and can be indicated with white-wash, paint, chevron tape, or ropes. Chairs must be provided by the home club The team coaches must be accommodated in a dedicated area (coaches box) between the 22 meter and goal line and can only leave the area during half-time. For communication during the match regarding replacements and medical decisions the team manager or assistant coach may move between the coaches box and the area for the reserves The team manager, and reserve players must remain in the area dedicated for them (not within the technical area, which is reserve for the team doctor and physio and the two water carries Three members, apart from the coaches, will be allowed to take drinks on to the field during stoppages, while a member can assist with the kicking tee. These members must be dressed differently to the players. In Junior Rugby age groups under 9-13 Coaches will be allowed to take drinks on the field The referee and/or touch judges may report to the match official on team management or players leaving the area during the match It is the duty of the match official to monitor the behaviour of the coaches/team management In the event of a management member and/or player leaving the technical areas, the team of which that person is part might lose five (5) log points The referee may yellow or red card if any team management, coaches or players in the technical area if they transgress rules pertaining to the technical area. Transgressions dealt with according to the VRU Judicial system and sanctions imposed by the Disciplinary Committee No alcohol or spectators are allowed in the technical areas. 33
