3 A Challenge and a Festival EOC 2012 in Dalarna at the heart of Swedish sport, is a championship for the world s best orienteers, and a race where you can meet the challenge of the same terrain as the international orienteers. Fantastic, virgin terrain in Mora and Orsa. Challenging and spectator friendly races in Falun. A championship for all sports enthusiasts who love challenges, experiences and festivities. 3

4 Welcome to Dalarna As governor of Dalarna I welcome you all to the in Dalarna. You are coming to a region with a very long and proud history. This applies particularly to sport. Sweden s first official sport competition was arranged in Falun, the capital of Dalarna, already year 1792! Since then, the people in Dalarna have been gladly devoted to do sports and competitions. Not at least, orienteering and skiing have been popular. Vasaloppet the longest cross country skiing race in the world, passing Hökberg, one of the competition places in. But Dalarna is also a county with its own culture, where folk music and art are well established. The business community is diverse, where forest and steel industry, together with the manufacturing sector accounts for a significant proportion of Sweden s exports. Entrepreneurship creates growth. Many see Dalarna as a Sweden in miniature. Dalarna often symbolize the image of the whole of Sweden and is visited by many tourists who want to experience the beautiful scenery. In particular it seems as orienteers have settled down well in Dalarna. The terrain is exciting with a diverse mixture of forest, mires, mountains and valleys. The sport is popular and appreciated and there are a lot of orienteering clubs in Dalarna. Opportunities for training are very good and at Dalarna University there is a wide range of qualified education in a variety of areas. I therefore hope that your visit in Dalarna during the EOC 2012 will not be the last. You are welcome back both for temporary visits or more permanent stays! 5 FALUN Falun has been a well-known sports and event city for many years. Now we are also pleased to be the first city in Sweden, to welcome the European Championships in orienteering and all the participants to our city. Falun has a wide range of cultural activities and business opportunities, broad educational opportunities, a vibrant downtown and not least a well-developed lifestyle in sports and training. All this and more makes Falun an attractive place to live, study and work in. See you in Falun and at the competitions! 7 Ok kåre The club was formed in 1948 and is one of Sweden s oldest dedicated orienteering clubs. OK Kåre has 400 active members who have organised OL-Touren Dalarna since the 50 s. OK Kåre was one of the main organising clubs for O-Ringen Other events held are O-Ringen 1985 with the event centre located at Arena Lugnet ( participants), The Swedish Elitserien 2000 and a World Ranking Event IFK MORA The club was formed 1909 and is one of Sweden s oldest sports clubs. IFK Mora s orienteering section has 450 active members who organise national standard races every year. IFK Mora were one of the main organising clubs for O-Ringen (including World Cup status) Every winter the club organises the world s biggest ski race, Vasaloppet, with more then participants. 8 Weather and climate The weather of the Region Dalarna in May is normally very pleasant. It s a typical weather of Swedish spring and statistic from the Swedish Meteorological and Hydrological Institute (SMHI) shows a average temperature of 15 C during day time. Rainfall for the entire month is statisticly approximately 50 millimeters. Entry permits to Sweden According to the current regulations citizens of some countries must obtain a visa in order to enter Sweden. Please note that conditions of entry to Sweden can change and all EOC participants are advised to keep up to date of the current situation. Visa have to be applied at your nearest Swedish Embassy. 10 Competition rules The Competition Rules for IOF Foot Orientering Events, version valid from 1st January 2011, shall be applied to participation in EOC Classes and Participation Restrictions There is one class for women and one class for men. There are no age restrictions. Competitors representing federations of the IOF, defined by the International Olympic Committee as belonging to the European continent, can compete in EOC. Competitors representing other full member federations of the IOF can participate in EOC but will not be eligible for European titles, medals or diplomas. Competitors who are representing a federation shall have full passport-holding citizenship of the country of that federation. A competitor may represent only one federation during any one calendar year. There is no limit on the number of runners and officials in a team. In the individual events a federation may enter a maximum of 6 runners in each class. The current European Champion shall be given a wild card to enter the qualification in the next EOC in addition to the ordinary entries from his/her federation (in which case one starting group may have three competitors from that federation). In each individual competition, the competitors placed number 17 and better in each qualification race heat may run in the A-final. In the relay a federation may enter 2 teams each consisting of 3 competitors, but only the better placed team will count in the prize list. Incomplete teams and teams with runners from more than one federation are not allowed. Under no circumstances may persons other than entered competitors participate in the competition. It is the team manager s duty to see that the team receives all necessary information. Competitors participate at their own risk. Insurance against accidents is the responsibility of the Federation or the individual competitor according to national regulations. 10

11 Clothing According to Swedish Orienteering Federation competitors should wear clothing covering the whole body except for head, neck and arms. This does not apply for the sprint competitions. There are no regulation concerning the type of footwear. Anti doping Doping is fundamentally contrary to the spirit of sport. The organizers of EOC 2012 are committed to do everything required to support the official anti-doping authorities in the succesful and transparent realization of their work. IOF Anti-Doping Code and its rules shall be in force during EOC Embargoed areas With reference to the IOF Competition Rules (article 26.5) and with a sense of fairplay between athletes, the listed areas are embargoed for all potential team members as well as coaches, team leaders and other persons that may be in a position to give information to the team members. Specifically, until is finished, in the embargoed areas there will be: No organized orienteering activities may take place in these areas. No training sessions, route testing, etc. may take place in these areas. No surveying or other use of maps is permitted. This applies to potential participants and to persons who may become team leaders, coaches or similar. It is permissible to pass through the embargoed areas using paved public roads. In addition, for the embargoed area for the relay and the sprint competitions (qualification and final), the following applies: It is permissible to pass through the embargoed areas using paved public roads and prepared skitracks during winter. It is allowed to visit shops, hotels and public buildings from paved public roads. It is allowed to use Scandic Hotel for accommodation. From 1 May 2012 all embargoed areas will be totally closed (except Scandic Hotel and hotel parking area). 18 Training Opportunities The following areas shown in the list of Training areas for EOC 2012 have been designated as official training areas for teams participating in EOC The maps have been revised in the period The training areas have been selected on the basis of relevance for the competitions. The structure of the terrains that will be used is of similar nature. All the training areas are considered to be relevant for any of the competitions. Notice that some training in Falun and in Mora will not be opened until , because the areas and maps will be used for the Elitserien Category 1: Relevant terrain and mapped by EOC 2012-mapper. 24 ETOC2012 Classes and participations restriction The following regulations based on The IOF Trail-Orienteering Competition Rules (edition of 1st February 2011) shall be applied to participation in the ETOC2012: In ETOC there are two classes. All competitors, regardless of sex, age or physical ability/disability are eligible to be entered for the European Championship Open class competition. Only competitors who have a permanent disability that significantly reduces their mobility are eligible to be entered for the European Championship Paralympic class competition. Competitors for the Paralympic class shall submit to the IOF, at least eight weeks before the competition, an eligibility form (available at completed by a doctor. When approved, a certificate authenticating their Paralympic status will be issued. The eligibility certificate must be sent to the event organiser with the final entry form. The rules for representing a country are the same as for EOC. The rules for ETOC classes will be revised until 2012 (has to be approved by the European Working Group) in order to harmonise with the WTOC-rules. In the individual events a Federation may enter maximum 6 persons in each class + European champion. Competitors may only be entered for one class. In the team competition a Federation may enter 2 teams with three competitors, including at least one Open class competitor and at least one Paralympic class competitor. Only the better-placed team will count in the prize list. 24

25 ETOC2012 Transport Organisers will provide on previous request for ETOC participants the following transports: 1. From Falun/Borlänge to CC on model day and back. 2. From Falun/Borlänge to CC on Tempo and back. 3. From Falun/Borlänge to CC day 1 and back. 4. From Falun/Borlänge to CC day 2 and back. Transports are adapted for all wheelchair users. The cost is 40 euro. There will be no transport available from the ETOC organisers for participants staying at other places than Falun/Borlänge. All interested persons will be allowed to enter and follow ETOC competition courses in a non competitive or competitive manner at defined period after the last start of ETOC participants. The access of public to ETOC courses area is subject to the approval of IOF Adviser and can be limited by organisers according weather conditions. 26

ETOC2012 Embargoed Area With reference to the WTOC Competition Rules, the listed areas are embargoed for all potential ETOC 2012 team members (competitors, team leader, coach, escort, etc.) as well as others with strong links to elite trail orienteering.
