AGE DIVISION A. A competitor's age division is determined by the year he/she was born. B. A participant may not compete in any age groups other than their own except relays. Relay teams will compete in the oldest age group of the four runners. AGE GROUP AGE GROUP BY BIRTHDATE AGE Fleas 2010 or Mosquito 2009 or Bantam 2007 or Midget 2005 or Youth 2003 or Intermediate 2001 or Young Men and Women 1999 or II. ELIGIBILITY A. Any person, except flea age group, as noted above, will be permitted to participate in the Seattle Department of Parks and Recreation Age Group Qualifier and Championship Meet except as follows: 1. Participants registered in an intercollegiate or high school track and field program after March 1, of 5

A player registered with an interscholastic or intercollegiate track and field team after March 1, 2017 who is dropped from that team may apply for a special exception to participate on a Department-sponsored team. The exception request shall be made in writing to Lori Chisholm/Youth Athletics Manager and must be accompanied by written documentation on school stationary, signed by the school coach or secretary, stating that the athlete is no longer on the school team. 3. Requests for exceptions will be accepted through the end of the season. Approval/ disapproval will be made at the Youth Athletics Office. Community center staff will be notified within three (3) working days. ROSTERS A. Rosters must be printed legibly or typed. Each age division shall be placed on a separate page. It is recommended that community center staff have one master roster, which is photocopied for each meet. The Community Center Coordinator or his/her designee will delete participants who are not attending a particular meet by placing a line through their name. B. Incomplete rosters will not be accepted. C. Community Center Coordinator will be responsible for verifying participants' ages and will accept the responsibility for any ineligible youth. A Recreation Coordinator, or designee, must be able to immediately provide proof of age if called upon to do so. This regulation requires that a copy of the proof of age document be on file at the community center. D. The appropriate Recreation Manager will take appropriate action if this procedure is not followed. Suggested verification documents are as follows: birth certificate, baptismal certificate, school record (signed by authorized school personnel), naturalization record, passport or hospital record. PENALTIES FOR VIOLATION OF ELIGIBILITY REGULATIONS A. Any competitor participating ineligibly may forfeit the right to enter any Seattle Parks and Recreation sponsored meet for the remainder of the season pending investigation and a decision by the Youth Athletics Office within five (5) working days of the alleged infraction. V. REGISTRATION A. All competitors must be listed on the official entry roster. B. All roster forms are due to Youth Athletics staff by 5:45pm at the meet location the day of the meet. Roster forms must be complete and submitted to Youth Athletics Coordinator during the coaches' meeting at the meet site. Entry forms are not required for the championship meet. C. Each participant is required to wear a name tag while participating in the meet. The name tag shall include the following information: Community Center name, participant s name, division, gender, birthdate, and events entered. Failure to have name tags on participants may result in being excluded from participation. VI. UNIFORMS A. Each team must have team uniforms. They must be of similar color for all team members and must have the Seattle Parks and Recreation logo as well as the 2 of 5

3 community center name on the front of the shirt. T-Shirts are fine. Other sponsor names will not be allowed on any part of the uniform. VII. EVENTS A. Each competitor may enter three (3) individual events and one (1) relay event. Individual events chosen are limited to two running events and one field event or one running event and two field events. Events will NOT be conducted for less than two participants. 4 Youth Intermediate, Y o u n g Women/Men * No Relay events will be conducted at the first invitational meet. At the second and third invitational meets, relays will be run if time allows. Each center may enter up to two teams (1A and 1B relay) in each age division (excluding fleas) at the Invitational meets. VIII. AWARDS A. Ribbons will be awarded for first through eighth places for all heat and final races except timed finals and field events where the top 8 time/distance finishers will receive ribbons. RULES A. The current rules of USA Track & Field will govern the meet. VIIII. REGULATIONS A. All Events: 1. No competitor will be allowed to take part in any event without shoes of some type. 2. A shoe is a covering for the foot and must be used by participants. The use of ballet type slippers or sweat socks does not meet the requirement of this rule. The following types of shoes are not allowed: sandals, open-toed shoe, or shoes with a raised heel. B. Running Events: 1. Spiked running shoes may be worn but are not required. 2. Use of starting blocks is permitted. 3. All running events 200 meters and up will be timed finals. The winner will be determined on best times from all heats. 4. 5 b. Children from different age groups divisions may combine to form a relay team provided they participate in the age division of the oldest member of the relay team. c. All members of the relay team must be the same gender. 5. Relays will be run on a pursuit basis with exchange of the baton in a marked 20- meter zone. The acceleration zone will not be used. 6. Competitors in running events must remain in their assigned lanes after the event is completed until the head judge dismisses them. 7. Any competitor making two false starts shall be eliminated from the race. The starter should warn the competitor after the first false start that a second will result in disqualification C. Field Events: 1. All participants in the long jump, triple jump, shot put and ball throw will be allowed three attempts. The best attempt shall determine the place. Ties will be broken by the next best attempt(s). 2. Ball throw participants must use the balls provided by the Meet Director. 3. Ball throw participants may run to the scratch line to throw the ball. Participants may not cross the scratch line with any part of their body before the ball is released. 4. Shot put participants must remain in the restraining circle and behind the toe board until the put has been completed (shot hits the ground). XI. XII. PROTESTS A. Only competitor ineligibility or rules misinterpretation are grounds for protest. B. Ineligibility may be protested at any time. C. All protests on rules misinterpretation must be registered with the Meet Director immediately after the situation occurs. D. A Protest Committee will meet to judge the protest. All decisions of the Protest Committee are final. E. The Protest Committee will consist of the Meet Director, Head Judge and one Recreation staff member. F. If one or more steps of the Protest Procedure are not followed, the protest is invalid. RAIN-OUT POLICY A. In the event that weather conditions are such that the track meet must be cancelled, the information will be transmitted to the media three hours prior to the meet starting time. B. Information of the cancellation will be broadcast on radio stations KOMO, KJR, KVI and KIRO and on Team Sideline ( after 3:00pm for weekday meets and 7:30am for Saturday meets. C. If the weather conditions become severe during the meet; the Meet Director will make the decision to cancel the meet after conferring with the Citywide Athletics Office. There will be no appeal; the decision shall be final. 5 of 5
