1 2017 JWOC Team Selection Criteria Introduction The JWOC Selection Committee will choose up to six young male six young female athletes to represent the USA at the Junior World Championships in Using the same selection criteria, the Selection Committee may also choose alternates who will step in should the need arise. If a selected athlete declines to attend JWOC, then the Junior Team Coach (JTC) may replace them with the next qualified junior. Once selected, athletes must continue to adhere to the Athlete Agreement. Failure to maintain physical stards or violation of the Athlete Agreement is grounds for removal from the team. Athletes who are removed from the JWOC Team for performance reasons may be moved to alternate status at the discretion of the JTC. No athletes will be added to the pool of alternates JWOC Team members after the Selection Committee has announced the Team. Selection Criteria Declaration of Cidacy Eligibility In order to be considered a cidate for 2017 JWOC Team Selection, a junior (born in 1997 or later) must meet the IOF eligibility requirements also declare their intent to seek selection. The timeframe procedure for declaration will be included in the JWOC Trials announcement. Any Junior who declares his/her intention to be a cidate for the 2017 JWOC Team must be a U.S. citizen, either hold a current U.S. passport that will remain valid through the 2017 JWOC competition period, or be able to obtain a valid U.S. Passport at least one month prior to the JWOC competition. He/she must also be a member of Orienteering USA in good sting, both currently through the 2017 JWOC competition period (this might require membership renewal well in advance of expiration). Scoring List An ordered list of cidates, known as the Scoring List, will be generated from the Overall Selection Scores. A Selection Score will be the sum of the following: the four competition scores, JNT membership, the 3k time stard score. JWOC Rankings Score using a 20 point scale (1st place = 20pts) JWOC Trials Sprint Race Score using a 20 point scale JWOC Trials Middle Race Score using a 20 point scale JWOC Trials Long Race Score using a 20 point scale JNT Membership points 3K Running Time Stard 3 points if the 3k running time stard is met. Selection Period The Selection Period started with the 2016 WOC trials in Mount Holyoke CT, will end with the JWOC Trials in Minneapolis MN April 28-30, JWOC Trials The three JWOC Trials Races (Sprint, Middle, Long) will take place on one weekend (including the Friday before or the Monday after, if possible) during the above Selection Period, as part of one overall event. If a suitable planned event cannot be designated as the JWOC Trials, the Selections Committee JTESC will organize the races exclusively for JWOC Cidates.
2 The dates location(s) other details of the JWOC Trials will be announced no fewer than 4 months in advance, in the Junior Team section of the Orienteering USA website, as well as through lists, social media other communication methods, so as to reach as many juniors as possible. In the event that a JWOC Trials course is voided, the Selections Committee will decide whether how to evaluate JWOC cidates for that discipline. JWOC Trials Race Scores Each JWOC cidate will be assigned a score based on their finish position, amongst all JWOC cidates, within each race. The scores will be assigned as follows, for each place in each race: 1st - 20 points 2nd - 16 points 3rd - 13 points 4th - 10 points 5th - 8 points 6th - 6 points 7th - 4 points 8th - 3 points 9th - 2 point 10th - 1 point 11th+ - 0 points In the event of ties, each runner tied will receive the average of the points for the combined places. Runners tied for 10th place will get 1 point. Competitors who finish in 11th place or below, or do not finish the race, will receive 0 points as their score. JWOC Rankings The 2017 JWOC Rankings will be calculated as they were in 2016; that is, the same way as the Orienteering USA 12-month Rolling Rankings for the F-20/F-21 /or M-20/M-21 categories, but including some additional races. The Rankings will include all Orienteering USA sanctioned races within the Selection Period. They will also include the following events races if they occur prior to the end of the Selection Period: Interscholastic Championships Varsity races (ISVF, ISVM); Intercollegiate Varsity races (ICVF, ICVM); Races in which a U.S. junior runs in the F-21+ or M-21+ category (However, the ranking score will be taken as is from that category); North American Orienteering Championships (NAOC). In addition, the JWOC Rankings may include Canada Cup (national events) F/W17-20 M17-20 races in which at least one U.S. junior competes. JWOC Trials races will not be included in the calculation of JWOC Ranking Scores. The JWOC Ranking points for each JWOC-eligible orienteer will be calculated as the average of his/her four (4) best individual JWOC Rankings race scores similar to the way that Orienteering USA Rolling Rankings points are calculated. However, unlike the Orienteering USA rankings, a JWOC-eligible orienteer with fewer than four ranked races will have a valid JWOC Ranking Score, but it will be equal to the total of his/her individual race scores divided by four (4). JWOC Ranking Score
3 The JWOC Ranking Score will be calculated using a 20 point scale in the following way based on the individual placement described in the previous section: 1st - 20 points 2nd - 16 points 3rd - 13 points 4th - 10 points 5th - 8 points 6th - 6 points 7th - 4 points 8th - 3 points 9th - 2 points 10th - 1 point 11th+ - 0 points 3K Running Time Stard Score Athletes who meet or exceed the following 3k time stards will earn 3 points. Female 12:15 Male 10:20 The time trial must be witnessed by the JTC, or by a person designated by the JTC who agrees to be an observer prior to the time trial. Official race results may also be accepted, but must be approved by the JTC. The time trial must happen within the two months leading up to JWOC team trials. An athlete may submit a 3200m time which will be scaled by taking the average time for 200m subtracting it from the total. Summary Each cidate s Overall Selection Score will be calculated as the sum of: JWOC Ranking converted to points using a 20 / 16 / 13 / 10 / 8 / 6 / 4 / 3 / 2 / 1 scale Sprint JWOC Trials race result converted to points using a 20 / 16 / 13 / 10 / 8 / 6 / 4 / 3 / 2 / 1 scale Middle JWOC Trials race result converted to points using a 20 / 16 / 13 / 10 / 8 / 6 / 4 / 3 / 2 / 1 scale Long JWOC Trials race result converted to points using a 20 / 16 / 13 / 10 / 8 / 6 / 4 / 3 / 2 / 1 scale JNT Membership - JNT members earn 100 points Physical Fitness in the last 2 months of the Selection Period: 0 or 3 points depending on the athlete s ability to run faster than his/her threshold time in the 3k. Example: At the JWOC Trials, Sarah came in 2nd, 3rd 5th in Sprint, Middle Long, respectively; her JWOC ranking score was 3rd highest. Her scores, therefore, were 16, 13, In addition, because she ran a 3km trial in 12 minutes, she earned the 3 points for beating the 3K Running Time Stard. Sarah is a JNT member receives 100 points. Therefore, her Overall Selection Score was 153. If this puts her 4th overall, the Selections Committee decides to send at least 4 female athletes to JWOC, she will be on the team. Breaking Ties In the case of a tie in Overall Selection Scores between two or more athletes, the Selections Committee will use the methods listed below, in the order listed, to settle the tie. If the first method does not resolve the tie, due to lack of data or a continued tie, the Selections Committee will continue down the list until one of the methods is able to resolve the tie an athlete is (athletes are) selected to the JWOC 2017 Team. 1. Head-to-head Results The Selections Committee will review all head-to-head results between the tied athletes for A-event, Canada Cup international races; the athlete with more wins will move ahead on the Scoring List. This tie-breaker will only be used if there are at least 4 head-to-head races.

JWOC Rankings The Selections Committee will use the 2017 JWOC Rankings, calculated as described above, the athlete(s) with the higher ranking point total will move ahead on the Scoring List. 3. 3k Times The Selections Committee will compile a descending order list from fastest to slowest 3k times submitted by athletes for the 2017 JWOC selection process. The athlete(s) with the faster time(s) will move ahead on the Scoring List. 4. Selections Committee Decision This method will be used only in cases where the first three methods have failed to break the tie. The Selections Committee will settle the tie using their best judgment to determine who among the tied athletes is better prepared physically mentally to compete at JWOC The Selections Committee may refer to the rubric designed to review petitions to make a decision. Petitions An athlete who is unable to compete in any of the JWOC Trials races, feels mis-represented by one or more of the four scores, has not been placed on the JNT, or lacks a ranking score due to extenuating circumstances, may submit a petition for consideration to be eligible for selection to the JWOC Team. An athlete may submit a petition for consideration for any reason that justifiably shows their ability is misrepresented by their Selection Scores status. Petition Preparation & Requirements The information required in petitions depends on whether the athlete s circumstances can be classified as either Missing JWOC Trials races, not on JNT, unrepresentative ranking scores, any long term issue Unrepresentative JWOC Trials races If the circumstances involve missing any/all JWOC Trials races or not having a JWOC Ranking based on at least 4-races, or not being on JNT the petition must include: 1. Evidence that the petitioning athlete has met the 3k time stard in the two months prior to JWOC Trials of: o Male 3k: 10:20 o Female 3k: 12:15 2. Links to results from significant races over the past 12-months, including championships, other A-events, /or international competitions. Head-to-head competition against athletes who are also declared JWOC Team cidates should be highlighted. 3. Evidence of the petitioning athlete s training activity during the 3 12 months leading up to JWOC Trials. This should include links to training logs, descriptions of training camps attended, coaches /or other athletes who could verify that the training submitted is accurate. 4. A detailed explanation of the petitioning athlete s situation how it precluded him/her from participating in one or more JWOC Trials races, or four or more rankable races. The explanation should highlight any inconsistencies in training /or racing that might be relevant to the situation. If the circumstances involve sub-par JWOC Trials race results or JWOC Ranking scores, the petition must include: 1. An explanation of the circumstances related to the petitioning athlete s sub-par performance(s) why he/she feels it does not represent his/her current ability. The explanation should highlight any inconsistencies in training /or racing that might be relevant to the situation. 2. Evidence of the petitioning athlete s training activity during the 3 12 months leading up to JWOC Trials, or prior to the occurrence of an injury. This should include links to training logs, descriptions of training camps attended, coaches /or other athletes who could verify that the training submitted is accurate. 3. A description of the petitioning athlete s current fitness level, if he/she has not met the 3k stard. Please note that while 3k times are not required in a petition for sub-par performance(s), meeting the 3k time stard would significantly improve the likelihood of success. 4. Descriptions of head-to-head competition against athletes who are also declared JWOC Team cidates. These should include links to the results of the races cited. Submission Review Process
5 The Selections Committee will follow the steps below in evaluating each petition. The committee will accept all petitions for consideration that have met the required petition circumstances above. Any petition that does not include the required information will not be considered. Step 1 Submission An athlete must submit his/her petition to the Selections Committee by sending it via to Erin Schirm (erin_schirm [at] orienteeringusa [dot] org). The submission deadline is determined by the petitioning athlete s circumstances, in particular, when those circumstances arose: 1. Athletes submitting petitions for circumstances that were known at least two weeks prior to JWOC Trials must submit their petition by the Sunday before the weekend of JWOC Trials. Petitions are welcome before that time; however, no petitions will be accepted after that date. Circumstances that would fit this description include, but are not limited to, the following: a. Missing one or more JWOC Trials races; b. Lack of a JWOC Ranking; c. A JWOC Ranking that is misrepresentative of ability; d. An injury in the months prior to JWOC Trials that has affected training; e. Other reasons that have affected the petitioning athlete s training in the months leading up to JWOC Trials. 2. Athletes submitting petitions for circumstances that were known less than two weeks prior to, /or during, JWOC Trials must inform a Selections Committee member that he/she intends to submit a petition, as soon as possible after the issue has arisen. Within 24 hours, the Committee member will assign a date by which the petition must be submitted. Circumstances that would fit this description include, but are not limited to, the following: a. One or more poor race(s) at JWOC Trials; b. An Injury or illness occurring in the two weeks prior to, /or during, JWOC Trials; c. A disqualification / mispunch in a JWOC Trials race; d. Issues with a map, course, /or specific control placement. Step 2 Review 1. The Selections Committee will review all petitions for acceptability in terms of meeting the requirements listed above. 2. Committee members may reach out further to athletes coaches to learn more about a given situation. 3. Committee members will evaluate each petitioning athlete s ability, based on the circumstances of their situation, head-to-head results with other athletes in contention for the JWOC team from past performances in national international events, physical ability, the clarity relevance of the circumstance(s) of their petition, training over the past year. 4. The Selection Committee will then determine whether to insert the petitioning athlete into the Scoring List, adjust his/her position in the Scoring List, or do neither, thus denying the petition. Step 3 Findings The Selection Committee will notify the petitioning athlete(s) of their findings, then post their findings on the internet, as appropriate. Reviewing Rubrics In order to fairly review evaluate athletes petitions the Selections Committee will use the various rubrics described below. Please note that athletes whose petition evaluations score 3 s 4 s will have a made strong cases for being added to the JWOC team. However, athletes whose petition evaluations score mainly 1 s 2 s will have a low chance of being added to the JWOC team. The Selections Committee may assign fractions of points where deemed appropriate. Criteria 1 Point 2 Points 3 Points 4 Points

Circumstances for petition are out of athlete s control; reached out for support before petitioning; Petition connects lack of performance or poor performance with circumstances; Explanation of circumstances suggests that preemptively reaching out still would not have affected the situation. has beaten athletes in 4th 8th place on the Scoring List 75% of the time, including 2+ wins against athletes in the top 3 spots. Past performance at National International competitions athlete has: Attended less than 4 days of racing in the last 6-12 months; Unexplainable finishes in the bottom 40% in national races; No international racing experience; Placed in the bottom 45% in Attended 4-6 days of racing in the last 6-12 months; Unexplainable finishes in the bottom 55% of competitions; 1-3 days of international racing experience; Attended 6-10 days of racing in the last 6-12 months; Explainable races in the bottom 40% in national races; 3-6 days of international racing experience; Placed in the 70-85th percentile in championship 10+ days of racing in the past 6-12 months, Explainable races in the bottom 55% of competitions, 7+ international racing day experiences, Placed in the th percentile in championship

Note: The selection committee may award 3 s 4 s for lower competitive percentages in cases where a field is highly competitive. Selections Committee As per Orienteering USA rules, the Selections Committee shall be composed of the: U.S. Junior Team Coach (JTC); U.S. Junior Team Administrator (JTA) or designee; Orienteering USA Vice President of Competition (VPComp) or designee.
8 All members of the Selections Committee shall be members of Orienteering USA. If the JTA or VP Competition believes that she/he is unable to fulfill her/his duties as a Selections Committee member, he/she may designate a replacement, aka designee. Selections Committee members shall be familiar with abide by the Orienteering USA Conflict of Interest Policy (PDF; opens in new window). If a Committee member has an unavoidable conflict of interest e.g., family relationship with one or more cidates he/she must recuse herself/himself from discussion of voting on any cidates involved in the conflict. If he/she has four or more such conflicts, he/she should consider resigning from the Committee, designating a replacement, as per above.
