2 1 BUNBURY ROWING CLUB VISION AND CORE VALUES 1.1 Club Vision To be the premier rowing and social club in Western Australia 1.2 Club Core Values To continue the unbroken tradition built by the club since Be recognised for fairness in our business conduct, competition, social standing and dealings with all people and organisations. Encourage maximum participation by individuals and families in both competition and social activities of the club. Foster teamwork as the club culture over individual glory. 3 2 MEMBERSHIP POLICY 2.1 Membership There are six types of members: Family Membership Full Membership Junior Membership Gym Membership Social Membership Associate Membership Membership forms are available on the Web or from the registrar. Applications will be submitted to the Committee for approval. From the time your application is received, you may participate in club activities, competitions and enjoy the facilities for which you have nominated until confirmation or rejection of your acceptance as a member, by the Executive Committee. If the Executive Committee accepts your application, the Registrar will advise you accordingly and include with that advice, the following: A copy of the club constitution (available on request); A membership card; A copy of the club rules. Note: New members to apply and pay a deposit for a Security Card to activate/de-activate the security system. If the Executive Committee rejects your application, the Registrar will advise you accordingly and refund your subscription. 2.2 Constitution In choosing to become a member of the club, a person agrees to abide by the constitution of the club. A copy of the constitution is available on request from the secretary. 2.3 Code on Conduct At the Bunbury Rowing Club, we expect athletes to strive to reach their potential and encourage them to participate in the sport of rowing. It is expected that the rowing experience will be enjoyable to the athlete, provide an opportunity for them to develop individual skills while learning the values of good sportsmanship, team play, competition, loyalty and dedication. Participation in rowing is a privilege and not a right for our athletes. We expect athletes to represent their school, region, community, and club with dignity, respect and good sportsmanship. This is particularly important at all regattas and regatta trips. In addition, all athletes must: Show mutual respect for each other regardless of ability, sex or status. Treat officials, coaches, opponents, teammates and volunteers with respect Control emotions at all times Be punctual. This is essential for the smooth running of all training sessions, competitions and events organised by the club. Being late is impolite and disrespectful to your fellow crew members. 4 2.4 Members Responsibilities On water/ Off water/ Club All members are expected to attend the club cleaning days / Busy Bees. Members must report all damages to club equipment/buildings to the Infrastructure Manager, whether they were responsible or not. All boats, riggers and oars must be hosed and wiped after every outing by the crew that rowed it. Members are expected to attend boat loading and unloading on regatta/headrace days. If training alone members are to ensure the boathouse is secure before leaving the facility. 2.5 Club Service What is expected as Club Service Members are required to perform a club service at least three times a year. These are: Boat & Shed Maintenance / Busy Bees Social Event Assistance (Friday Night Dinners, Christmas Dinner etc.) Regatta Assistance o Boat drivers o Kitchen o General Fund Raiser assistance / participation In general, if you see something that needs to be done we expect you to take the initiative and do it. 2.6 Grievance Process Should a member have a complaint about the amount being charged for membership fees, they must make a formal written complaint to the Committee and be prepared to present their argument to the Committee when the issue is reviewed by the Committee. Should a member disagree with the Registrar as to how much money they owe with regard to membership fees, uniform payment, racing fees or fines, both the member and registrar should present reasonable proof of their case to the Club Captain. The Club Captain will decide how to resolve the issue with the help of the Committee. Any grievances between a member of the club and any other member, coach or Committee member, should follow the resolution process below: Firstly: discuss the issue with the person it concerns; Second: if the previous step does not help resolve the issue, or the complainant does not feel comfortable dealing with the person it concerns themselves, the Club Captain must be approached to act as mediator; Lastly: if the Club Captain, for whatever reason, is unable to help resolve the issue, the BRC President may be consulted to act as mediator. 2.7 Member Misbehaviour Rowing WA has the ability to impose fines on the club in the event of non-adherence to regatta rules; the BRC Boat Club reserves the right to fine the rower(s) who defame the club during regattas. If a member does not adhere to Club rules he/she will have sanctions imposed on them by the Committee. Such sanctions may be explanation of actions to the Committee, suspension or expulsion from the club. 2.8 Dismissal of / or Cancelling of Membership (Refund Policy) Should a member cancel their membership or be dismissed at anytime, they may be entitled to a pro-rata refund of what they have paid in fees for that year, from the time that the application for refund was made. As the membership fees include registration with Rowing WA, these fees will not be reimbursed. The approval of the application for refund will be decided by Committee majority. 5 2.9 Policy on collection of outstanding monies The Registrar, Treasurer and Club Captain shall keep all members informed of what money is owed by whom. It is a member s responsibility to pay all money owed timely. Members will be prevented from racing until outstanding money is paid A Positive Attitude A Keystone of BRC Philosophy We re all here because we enjoy rowing, and as soon as we don t enjoy rowing, something needs to change. Negativity spreads through a boat/squad very quickly making training and racing unpleasant for everyone involved. Stay positive and look for ways to improve your circumstances. If you re not happy with something, DO SOMETHING ABOUT IT. Your feedback is always appreciated by the coaches and Committee (but your active help and contribution goes a lot further!). 3 ROWING 3.1 Primary Objectives for the Club To increase adult membership through participation in rowing and club activities thereby securing the future of the Bunbury Rowing Club. Manage a strong junior / schools program introducing young people to the sport of rowing. To promote recreational rowing securing competitive and non competitive rowers of all ages. To be able to represent the BRC at State Pennant Regatta s and win State Titles. To encourage and form crew boat rowing being part of a team. Run regular trophy races throughout the year and encourage the social aspect after a row. 3.2 Athlete Pathway The diagram below outlines the development pathway for athletes, starting from learning to row and culminating with selection in representative crews. Structured club programmes will be managed at each point in the pathway, with the aim of providing a rewarding rowing experience for athletes at all levels of development. 6 3.3 Season Jan Feb Mar Apr May Jun Jul Aug Sep Oct Nov Dec Social Schools Program Corporate SW HOR Schoolgirls Head of the River Social Schools Program Club Pennant Regattas Club Masters States States Nationals Squad Nationals Nationals Squad The Season consists of the following main streams: Social Rowing which will include the Corporate Regatta and Learn2Row programs Schools Program flowing into the Pennant Club season and Schoolgirls competition The Club Pennant season culminating in the State Championships The Nationals (Australian Rowing Championships and Australian Masters Games) An off season training programme for any other athlete wishing to improve their strength, fitness or technique during the pennants off season 3.4 Rowing Squad Management Squad Structures Squads catering for all of the above rowing streams will be established at the appropriate points in the rowing year. The size, structure and makeup of each squad will vary depending upon: Rower numbers Development level Coaching availability Equipment availability Training times Each rower and coach within each squad will be encouraged to set objectives for what they intend to achieve each year, and monitor progress towards those objectives Crew Selection Crew selection within each squad (and across squads) is primarily based on training trials and ergo trials. If required, on water seat racing or single scull racing can be used to establish final positions in squads. The head coaches have discretion as to who makes their squad. Any disputes as to the selection of squads shall be raised with the Club Captain Expulsion Any coach can recommend any member of their squad to be removed from their squad. The Committee will decide on any expulsion by majority. Possible reasons for expulsion are: Non adherence to Club Rules Deliberate damage to equipment A physical or verbal attack on a coach or another club member Race Entries The coach of each crew is responsible for race nominations. All racing fees must paid in full before the regatta entries are due, otherwise the rower or their whole crew will not be nominated for any races. The seat fee register will be kept up to date on the web page (and posted on the notice board) and all rowers are Approved by: BRC Committee 2009 Page 6 of 12 BRC General Policies and Rules

7 encouraged to pay fees as a lump sum in advance this makes it very easy to manage and should any funds be left at the end of the season they will be refunded in full Crew Selections for Races The selection of crews for all races is up to the discretion of the coaches. Any dispute as to the selection of crews is to be raised with the Club Captain. All crew selections will be confirmed by coaches when nominations have been completed Crew Grade Levels Coaches will decide which grade crews will row in. As a rule, every crew will enter in the grade they qualify for and will not row up to prevent them from winning and to reduce their grading. 3.5 Policy on breakages/collisions Boat and clubhouse damage must be reported to the Club Captain as soon as possible after it happens. If the damage is deemed by the captain or Committee to be an accident, the club will bear the initial cost of the repair. If the damage is deemed by the captain to be purposeful or due to a lack of reasonable care, the person/s responsible will be invoiced by the Treasurer for part of, or all off, the cost of the repair (for insurance claims you will be expected to pay the excess). You are also expected to take ownership of the repair by: notifying the Club Captain discussing the best arrangement to repair the damage make arrangements to repair the damage notify the Club Captain of the completion of the repair 3.6 Policy on race fines Fines are imposed by Rowing WA during races for the following reasons: Racing without the correct bow number Racing out of uniform Missing the race start or not scratching. Fines imposed by Rowing WA for a boat not having a bow number, missing the race start or not scratching will be paid for by the whole crew in the boat for that particular race. Fines imposed by Rowing WA for a rower not being in correct uniform will be paid for by the rower(s) at fault. 3.7 Boat Allocation Regattas All boats will be cleared to be rowed and allocated by the Club Captain. Boat allocations preference will be given to crews training in specific boats. The resolution to any dispute regarding the allocation of boats is to be decided by the following: Coach Club Captain Committee If the Club Captain deems that any member(s) have mistreated or damaged boats they can restrict those members boat allocations. 8 3.7.2 Boat Restrictions Some boats in the BRC fleet may have restrictions on them from year to year. Generally boat allocation for training and racing is as per the club Who rows What policy, the coaches and Club Captain. If you are unsure ask first. 3.8 Nationals and Australian Masters Squad Selection Goals Attendance at both the Australian Rowing Championships and Australian Masters Games competitions is a goal of the Bunbury Rowing Club. The club has a fantastic record at both events and fully supports these programs. BRC would like to see crew selection based on Club combinations as a priority, then state whenever possible Squad Selection Any rowers wishing to compete in either of these competitions will be invited to express interest at an appropriate point in the pennants season (generally after the state championships). A selection panel will be established to review the list of interested rowers and construct the squad or squads based on: Club membership status Performances registered during the year at pennants, masters and school regattas Assessments of rowing potential Availability of coaching Any other factors deemed relevant It is expected that an initial training group will be created, and assessments will be performed at various points during the programme to review progress before selection of the final squads and crews Equipment Requirements Coaches managing the various squads will submit their specific training and racing requirements to the Club Captain for consideration. This includes: Rowing boats Oars Coaching boats Ergometers Gym facilities Training times The Club Captain will consider all requests and allocate resources as best possible to meet requirements of all club members Squad Management and Fundraising Upon selection of the initial squads, a team manager will be nominated to manage the logistics of getting the squads and equipment to the regatta locations. The manager will, as early as possible, assemble: A cost estimate for attending the regatta A funding plan to meet the estimated costs All fundraising to be in line with the Fundraising Policy contained in section 10 of this document Approved by: BRC Committee 2009 Page 8 of 12 BRC General Policies and Rules

9 4 COACHING 4.1 Coaching and Self Improvement The Club has a number of experienced oarsmen and coaches who are normally very willing to provide assistance and share their knowledge of the sport. It is very important, however, to realise that all of our coaches are volunteers who contribute their time to the Club on top of other commitments. While the Club endeavours to provide a high level of support for all rowers, we have a philosophy that although a coach is desirable, it is not essential to have a coach at every session in order to improve. Motivated athletes and crews are able to develop by being disciplined enough to follow the training program and to take responsibility for their own technical improvement by following guidance from a previous coaching session, asking questions of other rowers and coaches, and taking on board the advice of experienced rowers in the boat and in the Club. The club will strive to provide new rowers a structured program and active coaching to get them to the novice level through the Schools, Corporate and Learn2Row programs. 5 MAINTENANCE 5.1 Policy on fixing of boats The aim is for all boats to be maintained in working order. This is to be achieved through a preventative maintenance programme. Reactive maintenance (repair) work takes precedence over preventative maintenance tasks. Boat damage reported to the Club Captain will be fixed in the timeliest manner possible. 5.2 Policy on purchasing of tools and parts The Club Captain may purchase tools and parts to the approved budget for boat maintenance. All money spent against the budget will be reported back to the Committee monthly. 5.3 Requirements of Club Captain The Club Captain is responsible for the rowing operations of the club. The captain s key objective is to maintain and develop rowing participation and performance. The captain is responsible for: Managing and co-ordinating rowing activities Setting up goals and objectives for the year. Management and nominations for regattas. Implementing club rules Management of rowing equipment condition / maintenance The Club Captain shall maintain a minimal supply of tools and spare parts to enable simple/ common repairs to be undertaken, and shall ensure that the club owns, at a minimum, the tools required to rig/ unrig and pitch rowing shells. The Club Captain is responsible for maintaining a register of all the clubs assets, and shall develop and maintain a system, so that if club equipment is removed from the shed for an extended period of time, the equipment is tracked and inspected for condition and completeness when it is checked out and returned. 10 6 BOAT STORAGE 6.1 Club Boats The primary purpose of the club boat shed is for the storage of club owned equipment and as such, club owned equipment has priority at all times. Boats which receive the most regular use shall be stored at the lowest practicable level within the storage system. This is to maximise safety for personnel, ease of handling the equipment and to minimize potential equipment damage. Boats utilised less regularly will be stored at the next available lowest level with nonused boats being stored at the highest (out of the way) level. Boats which are no longer suitable for BRC use shall be disposed of by way of sale or other means to facilitate optimum boat storage management. 6.2 Private Boats Club members seeking space for additional boats or first time storage must seek Club Captain approval for such storage space. Such approval shall be at the Club Captain s discretion. Replacement/upgrading of member boats that already enjoy storage approval will have such approval extended to the replacement boat. The boat being replaced must be removed from club storage prior to the new boat being given access to the facility. Storage approval in these circumstances is transferred to the replacement boat. As the club is constantly upgrading and expanding its own boat fleet, members are advised to seek storage approval prior to making any purchase. Storage space is at a premium and club boats will receive priority over new private applications. Private boats storage approvals are not transferable between members. 6.3 Other Boats Storage of private and/or associate clubs non-rowing boats and equipment may be facilitated by the Bunbury Rowing Club. Such approvals, if given will be reviewed annually with new twelve months extensions granted on the basis of available space and compliance with all current BRC membership requirements. 7 SOCIAL PLAN 7.1 Annual Club Events Annually the BRC holds the following social events for its members; Members Nights every Friday night (except in December) Australia Day fireworks at the club 26 January Friday Night Dinners first Friday of every month AFL Footy Final at the Club Last Saturday in September Annual Presentation Evening First Friday in October Christmas Dinner First Friday in December The annual Presentation Evening is a formal event at the end of the rowing season to present awards and recognise member s contribution to the club. 11 7.2 Friday Members Night Friday nights are members nights where you can enjoy your club, however, every first Friday of the month is set aside for Friday Night Dinners. Member groups or associate clubs will take turns to put together a value meal watch the website for details of these events and get the family or friends to the club for a social evening. 7.3 Social Director Responsibilities The responsibility of the Social member of the Committee is to coordinate all social events throughout the year. He/She can form a sub-committee to assist in the organising of functions, but is ultimately responsible for each of the events. 8 SAFETY PLAN 8.1 Policy on running a safe club BRC members must be proactive in their own safety and the safety of all fellow members at all times. BRC have an appointed safety officer and all issues must be raised with the safety officer immediately. Any Committee member can also be approached at any time on any safety issue. 8.2 Areas of High Risk at club On the water Lights are required by all crews rowing before light or after dark. No light, no row, no exceptions. Coach boats must also carry lights. Port and starboard navigation lights must be visible on all coach boats. Traffic rules must always be followed correctly particularly in coxless boats. It is the rower steering or coxswains responsibility to be following traffic rules. In the event of an incident where a boat is not following the traffic rules they are at fault for the incident. A map stating and explaining the rules will be posted in the boat shed. The Western Australia Rowing Yearbook should be consulted regarding safety on the water Off the water All flammable liquids including petrol, paint and any other chemicals must be stored in the yellow cabinet in the back of the boat shed. Coaches are responsible for ensuring that the petrol tanks are removed from the coach boats and placed in the cabinet after every session. If enjoying a drink at the club, you are expected to drink and behave responsibly. 9 PLANNING & BUDGETTING The BRC will complete a planning exercise each year with the following objectives: Develop a fully costed annual plan that aims to: Maintain the integrity of our equipment base Achieve individual and squad objectives Approved by: BRC Committee 2009 Page 11 of 12 BRC General Policies and Rules

12 Achieve overall club rowing success Generate an accurate estimate of available funding each year to ensure: Understanding of funding constraints / options Identification of fundraising / grant / sponsorship needs The annual plan is adequately funded Update and maintain a 5 Year Plan that ensures a big picture view of: Major investment decisions required Changes in club strategy / approach required Succession planning needs Any other major disruptions on the horizon Accountability for this exercise will be assigned to the appropriate BRC Committee member.
