These WABL Guidelines have been created to provide all invested parties with the clubs WABL Program strategies, procedures and guidelines Where a specific code of conduct or situation is not covered in this handbook, the WABL Director will consult and determine an outcome on a case-by-case basis. The PBA has developed this document as an addendum to the Basketball WA Codes of Conduct, and reserves the right to override or amend a policy or procedure if deemed to be in the best interest of the PBA WABL Program. This document is a living document and will be reviewed by the WABL Director in consultation with the WABL Committee. The PBA reserves the right to override any of the rules, regulations, policies and procedures if deemed to be in the best interest of the Program. It is necessary for all members of our basketball community and the WABL Program, particularly players and their families to have read this document in order to understand the Program requirements and expectations. Families should only accept a team position if all areas of this Handbook are understood and agreed to. MISSION STATEMENT Basketball, Family, Community To deliver an organised and successful WABL program, that strives to develop and encourage our members including players, coaches, officials and managers to reach their full potential within our basketball community. We have established our strategy in close coherence with the BWA division structure to ensure we build our talent throughout each respective age group. - We encourage our members to compete in the spirit of good sportsmanship and to treat all participants including players, officials and coaches with respect - We aim to develop our members as good people and citizens as well as good basketball players, coaches and officials - We deal with our members with honesty, respect and integrity - We recognize the uniqueness of every individual at the club and aim to cater for each individual within the overall success of the club - We aim for our WABL teams to reflect a true representation of our PBA domestic competitions Est 1964 A Proud Past & Exciting Future

2 WABL PROGRAM Committee Responsibilities The PBA WABL Director, the PBA Men s development coordinator, and Ladies development coordinator work together to ensure the WABL Program is managed effectively and players developed to the best of their ability. The PBA WABL Committee assists the WABL Director in the coordination of the WABL Program and must at all times ensure that it s policies and programs are endorsed by the PBA Board of Directors, including; - Meeting with WABL director and Development Coordinators to objectively discuss the allocation of coaches to their respective teams prior to WABL trials - Holding meetings as required to address any issues that may arise in the facilitation of the WABL program - Assist in the strategic plans and overall direction of the WABL program - Assist in the smooth running of all WABL home games - Assist in the provision of a safe environment for all training sessions and WABL home games 2017 WABL Division Policy and Strategy (Basketball WA) BWA are in the process of changing from ungraded to graded divisions and there has been significant change in the WABL competition structure in recent seasons. BWA have released their guidelines for the 2017 WABL season that provide the following: Men - 3 graded divisions in U12 and U16 divisions - 4 graded divisions in U14-2 ungraded divisions of U18 Women - 3 graded divisions in U12, U14, U16 divisions - 1 ungraded division of U18 * Associations are permitted to nominate only 3 teams for graded divisions per age group unless notified otherwise. In 2017 the PBA have been granted to opportunity to select 4 teams in the U14 Boys only. * Teams in graded competitions need to participate in BWA grading competition to be allocated their division and it is possible that multiple Redbacks teams will compete in the same division. * In any graded team (U12, U14, U16) the PBA is only permitted to suit up 10 players.

3 2017 PBA WABL Strategy and Guidelines The PBA will select 3 or 4 teams in both men and women s (where numbers and BWA competition structure allows) in age groups. Because teams will determine their division in qualifying tournaments (Championship, Div 2, Div 3, or Div 4), PBA will name their different teams by colours: U12 (Graded) Red. 10 players x 2006 born Black. 10 players x 2007 born White. 10 players x 06 and 07 born U14 (Graded) Red. 10 players x 2004 born Black. 10 players x 2005 born White. 10 players x 2004 Born Silver. 10 Players x 2005 Born U16 (Graded) Red. 10 players x 2002 born Black. 10 players x 2003 born White. 10 players x 02 and 03 born U18 (not graded) U18 Div 1. Up to 12 players x 2000 or 2001 U18 Div 2. Up to 12 players x 2000 or 2001 U20 (not graded) Up to 12 players x 1998 or 1999

4 In particular circumstances, inclusion of players from a younger age group in the older age division, or older age group in the younger age division will be assessed on a case-by-case basis, and then finally approved by the WABL director. A part of this process will be discussing these plans with the parents/guardians of this child, as well as the coordinators of Male and Female development. Additional development players may be selected to train on with any of the Redbacks WABL teams to develop their skills throughout the year. Development player positions will be offered at the completion of the trial process. If a regular player from a team is absent for a game it is expected that a development player be given the chance to participate in that game. It is recommended that all teams carry at least 1 development player in order to cover injury throughout the season. *Please note that the elevation of a development player into the playing roster will make a difference to the fees paid by that development player. WABL Season Info Pre-season. February - April Players will train up to twice a week for up to two hours. All players are expected to be available for all pre-season commitments including: - All training sessions - Cockburn Grading Tournament - Redback Classic Tournaments are vital to prepare our players for squad selections, and are equally important for determining our strengths, team building and to play against the strongest competition available. Teams are expected to participate in the Cockburn Grading Tournament in March, the Redback Classic in April, and post season in State Championships in December. The team coach may also wish to enter their team into additional tournaments throughout the season. This will be done only after consideration by the WABL Director, Team Staff and Parents of the children in the team. Redback Classic Dates 2017 April 15 th and 16 th All age divisions During season. May - September Players will train twice a week for up to two hours. All WABL games are played on a Sunday and tipoff times range from 8am to 5.15pm. Each game lasts approximately 90 minutes and players need to be at the venue at least 30 minutes before tip-off.

5 Home games are played at Leisurelife Victoria Park. Away games will involve travel to any of the following Centres: Eaton (Bunbury), Lakeside, Mandurah, Cockburn, Kalamunda, Willetton, Perth, East Perth, Perry Lakes, Stirling and Wanneroo. *WABL Finals will take place in September. Court Time Policy Representative basketball is an elite program and it is inevitable that some players will play more than others. With the exception of Under 12's, where all players must take the court in both halves, playing time is at the Coach's discretion and is never guaranteed. As coaches will have different philosophies for rotating their players, it is imperative for the team, players and their supporters, that their philosophy is clearly communicated and understood prior to committing to the season. Under the Program, coaches and their assistants are available to discuss their philosophy on court time and answer queries relating to team structure, how players may be able to increase their playing time or any other matter confidentially. The Coaching and WABL Directors are in continuous consultation through the season, to assist with matters arising from this Policy. WABL Fees and Cost 2017 $385 WABL Fee $175 Development Player WABL Fee Fees will need to be paid through the Shop online at WABL Fees are due by the 23 rd of April. Applications for payment plans need to be made by April 1 st. Please Warren Phillip-Clarke to apply. wabl@perthredbacks.asn.au This fee covers the registration and insurance costs of the WABL playing season including our training venues. The fee does not cover pre-season tournaments, weekly game entry fees, or uniforms (other than the playing top which is provided). The assumption is that all fees will be paid by the allotted time, with a 'no pay - no play' policy to apply. If fees cannot be paid in full by the due date, the club administrator and WABL director should be contacted prior to the due date, to arrange a suitable repayment plan. If the club administrator has not been contacted, a reminder will be advised to the player's registered address, and if payment is not received within 14 days the player shall be deemed "unfinancial and will be unable to participate in WABL.

6 Player commitment is for the ENTIRE season irrespective of later motivation. Fee reduction may be considered in the event of serious injury, relocation or on a case by case basis. Cases of genuine financial hardship can be brought to the attention of PBA. Requests for fee relief should be directed to the WABL Director by the participant (if under 18 years of age the parent of the participant). Any requests for fee relief will be dealt with in confidence and on a case-by-case basis. Kidsport is an initiative to assist State Players and Coaches with part costs involved in representative basketball. KidSport enables eligible Western Australian children aged 5-18 years to participate in community sport and recreation by offering them financial assistance towards club fees Kidsport can be used for WABL OR Domestic fees but not both WABL Uniform Policy WABL Players entering any basketball stadium to represent their Club must be wearing the approved Redbacks uniform. This includes Redbacks shorts, Redbacks warm-up top or Hoodie. Apparel that does not comply should be removed before entry to the venue on game day. For WABL Players, it is compulsory to purchase Redbacks shorts, and the Redbacks warm up top or Polo top for games, and a Redbacks reversible singlet and plain black shorts for training. Other optional club apparel items are available for purchase, including socks, hoodies, water bottles at the club website in the Shop tab For WABL Development Squad members, it is compulsory to purchase the reversible singlet for training. Should development players be required to participate in any representative competition they will then be required to obtain playing shorts and a warm up top. Who do I talk to? If you have questions, issue or concerns please get in contact with us. If they are administrative in nature, WABL admin, Referee allocation, training times, merchandise, Michelle or Warren are the best contacts. If you have an issue or concern regarding your team that you would like to raise in a constructive and positive manner, you can discuss this first with the team manager (privately after the game), the WABL Director, or even the President.

8 PLAYER CODE OF CONDUCT 1. Understand and play by the rules. 2. Show respect to referees, your coach and other officials. 3. Control your temper at all times. Verbal or physical abuse of officials or other players will not be tolerated and may result in you being removed from the game. 4. Work equally hard for yourself and for your team. Basketball is a team sport and striving for personal glory comes at the cost of the team. 5. Be a good sport. Acknowledge all good plays whether they are by your team or the other team. 6. Treat all players as you would like to be treated. Support your teammates as much as you can. 7. Play for the enjoyment of it and not just to please parents and coaches. 8. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background, religion. All persons connected with basketball are entitled to equal treatment and respect. Discrimination of any kind is not acceptable within Redbacks culture. 9. Be prepared to lose sometimes. Everyone wins and loses at some time. Be a fair winner and a good loser. 10. Listen to the advice of your coach and try to apply it at practice and in games. Your coach guides the whole team as well as you as an individual. Accept their guidance about your playing and development.

9 PARENT/CAREGIVER CODE OF CONDUCT 1. Support your child to achieve their potential on and off the basketball court by using positivity and praise. 2. Encourage children to always play by the rules and to accept the word of coaches and referees. 3. Teach children that effort is always as important as a victory. Reduce the emphasis on winning and scoring points. 4. Remind your child that basketball achievements take hard work and that commitment to training and the team is expected. 5. A child learns best by example. Acknowledge all good plays with applause whether they are by your children s team or the other team. 6. Do not criticise yours or other people s children. Basketball carries its own pressures. Children do not need more pressure from their parents. 7. Accept decisions of all referees as being fair and called to the best of their ability. Denigration of referees is not acceptable and may result in you being asked to leave the venue. 9. Support all efforts to remove verbal and physical abuse from sporting activities. The verbal abuse of your own child or anyone else s is not acceptable and may result in you being asked to leave the venue. 10. Respect the rights, dignity and worth of every person regardless of their gender, ability, cultural background, religion. All persons connected with basketball are entitled to equal treatment and respect. Discrimination and vilification of any kind is not acceptable within Redbacks culture. 11. Show appreciation for volunteer coaches, referees, officials and administrators. Volunteers are necessary for the functioning of sporting activities. Without them, your child could not participate. 12. Respect the right of the coach to coach his/her team as they see fit. This may mean there are times you disagree with the coach s decision. Please do not approach coaches with complaints directly your team manager who will ask the coach to get in touch with you.

10 COACH CODE OF CONDUCT 1. Remember that basketball is about enjoyment, personal development, self-discipline and playing as part of a team. 2. Be reasonable in your demands and focus on your players strengths. When criticism is necessary be clear in your expectations and use respectful language. 3. Consider the age and development of your players when managing expectations of players. 4. You are encouraged to play all team players where appropriate 5. Develop team respect for the ability of opponents including their coaches. 6. Instil in your players respect for officials and an acceptance of their judgement. 7. Be prepared to lose sometimes and to teach your team to lose with dignity. 8. Act responsibly when players are ill or injured to ensure players health and wellbeing are protected. 9. Appreciate that players self-esteem needs to be built wherever possible. All players have something to offer the team. 10. As well as imparting knowledge and skills, promote desirable personal and social behaviours. You are a role model, so lead by example as your players will look up to you. 11. Respect physical boundaries with players and be aware not to use physical contact that may violate personal boundaries. 12. Respect the rights, dignity and worth of every player, including those in opposition teams. Discriminatory comments against gender, ability, cultural background or religion is unacceptable and may result in disciplinary action.
