2 NOTICE INVITING TENDER Tender No. NIO/Boat Hire/Mumbai/ rd June, 2017 TENDER FOR HIRING OF MECHANISED BOATS The Director, CSIR-National Institute of Oceanography (CSIR-NIO), Dona-Paula, Goa, invites sealed bids under two bid system i.e. Technical Bid and Commercial Bid from well-established and reputed firms/parties for hiring of 4(four) mechanized boats for its Regional Centre of CSIR-NIO, Mumbai initially for a period of one year which can be extended further upto two more years subject to annual performance based renewal. Rates should be quoted on monthly and daily basis for carrying out marine surveys along the Maharashtra and Gujarat coastal waters upto 50 m depth contour (approximately within 40kms distance offshore from shoreline). Detailed specifications of the boats and the general terms and conditions are detailed below: The boat supplier is required to ensure the supply of the specific type of boats as and when required for a period of one year. Whenever the need arises, work order will be placed for the required number of boats for required period on rate contract basis. The bidders are requested to quote as per the four types specified below. Different types of boats are required at different sites along the Maharashtra and Gujarat coastal waters and bidder should consider while bidding the terms and conditions given in Annexure-A for its compliance in all respect for each boat: The rate should be quoted under the following heads: Head 1 Monthly Rate (Long-term basis) Head 2 Daily Rate (Short-term basis) Head 3 Daily Rate for offshore work involving continuous 2 nights/3 days stay on board. 1. Type A boat: For field collection of physical, biological, chemical, geological parameters and other general survey purpose including deployment of various oceanographic instruments, for collection of sea water and sediment samples and offshore bathymetry/geophysical surveys. 5 (Terms and Conditions) ANNEXURE- A a) The tenderers quoting should have valid registration and certificate for the operation of the boats/trawlers quoted. b) The tenders shall be in 2 ways Bid system i.e. Technical Bid & Commercial Bid in two different sealed covers superscribed Tender for Boat Hiring and Ref. No. NIO/Mumbai/Boat Hire/2017 due date 26/07/2017 at 10:00 AM. The technical bid shall contain their technical aspects of the boats/trawlers and the EMD (Earnest Money Deposit) for Rs. 1,50,000/- (Rupees One lakh Fifty thousand only) in the form of a Demand Draft drawn in favour of Director, NIO on SBI Dona Paula, Goa whereas the commercial bid shall contain the price quoted & terms and conditions. c) The technical bids will be opened on 26/07/2017 at 10:30 AM in Purchase Section, NIO, Goa in the presence of tenderers or their representatives, if any. The commercial bids of the short listed parties will be opened at a later date in Purchase Section, NIO, Goa. The date of opening of the commercial bids will be intimated to all the short listed parties. 1. The rates quoted shall be for daily (on 24 hourly) basis and monthly basis. The boat days will be counted from the day of reporting at the port/location specified in the work order to the date of signing off by the field party (both days inclusive). Daily rates are applicable if the period of hiring is 8 days or less. Monthly rates will be applicable pro-rata for periods of 9 days and above. 2. Sealed bids to be submitted under two bid system i.e. Technical Bid and Commercial Bid. The price bid of technically qualified bidders only will be further opened for consideration of financial evaluation. The bidder who quotes the LOWEST DAILY RATES will be declared the lowest quoting bidder and the tender will be awarded to him. 3. The boat should have required minimum number of crew to operate the boat uninterruptedly for the survey work. 4. Closed cabin for keeping sophisticated instruments during the work period must be available with all the boats except for the type D. 5. Closed built-in toilet on board must be available with all the boats except for the type D. 6. All boats should have covered canopy shade above the open deck space for working. 7. All boats except for type D shall have permanent canopy for shade over open deck space in front of cabin to protect from sun/rain. Temporary cover (Tarpaulin etc.) is not acceptable. Approximately 0.5 m x 1.5 m place for keeping Laptop / Personal Computer and data collection units with seating arrangement on the front side master cabin must be available. 8. i) VHF Communication facility to be provided for internal, external and vesselto-vessel with marine channels. ii) A mobile phone to keep contact with land stations. 9. All the boats except for the type D should have navigational compass and other navigational aids like GPS & depth sounder (optional). Page 5 of 16

6 10. Facilities for mounting DGPS antenna and echo sounder transducer and other equipment. 11. The deck should have a free board of at least 1m from water line. 12. Pulley arrangement (at least three pulleys) should be available on port or starboard side of the boat for side deployment of various oceanographic instruments and for collection of sea water and sediment samples. 13. For carrying out diving activity, detachable dive boat boarding ladder should be available. 14. The boat shall be suitable for offshore survey works up to 50m depth contour and should have suitable anchoring facilities. 15. Food i.e. breakfast, lunch, dinner, tea/snacks, bottled mineral water, soft drinks/juices, etc. to be provided to the scientist during stay onboard with no additional charge. 16. The bidder should have suitable sea worthy, clean and good condition boats to withstand the site conditions and should have proper and enough storage capacity for fuel, adequate fresh water and other bunkers facilities to stay for longer duration (approximately for a maximum continuous period of 3 days) offshore. Intermediate supply materials (food, fuel etc.), if any needed on boat, must be supplied with no extra charge. 17. CSIR-NIO reserves the right to negotiate any of the tenderers and award parallel rate contract to any or all of the participating tenderers. 18. The boat should have proper documentation & certificates including insurance for boat and for all crew members to ply inside and in the vicinities of Maharashtra & Gujarat coastal waters. The port dues/fees if any to be borne by the bidder. 19. The bidder shall take care of security of all the survey equipment intended on board during the work period, anchorage point and alongside of the jetty or berth at Port. The bidder also should take care of the security of marker buoys on moorings throughout the survey period providing watch and ward round the clock. 20. Each boat including beach landing craft must have all lifesaving equipment viz.: life jacket, lift buoy, first-aid-box and fire extinguishers etc. for scientists and crew members as per statutory requirements. 21. If the bidder has past experience on similar work with Government/Govt. funded department/organisations anywhere along the Indian coasts, then the bidder should furnish all relevant experience certificates and testimonials. 22. Break down of the boat during survey should be repaired within 4 hours otherwise it should be considered as breakdown for full day and treated as off-hire. In such cases, the boat supplier should ensure to make alternate arrangements to avoid interruption in the measurements programme. 23. Rates shall be valid for the period of one year from the date of first work order with option to further extend on annual basis for one/two more year/s subject to & based upon the satisfactory services/performance of the contractor which should be to the satisfaction of CSIR-NIO. The payment may be made, as on actual workdays and the duration of the work and number of boats will be decided by the site Technical Officer/Scientist. 24. Type A, B, & C boats are intended mainly for offshore survey work up to 50 m depth contour and Type D boat is intended mainly to survey in near shore waters. The vendor should quote as follows for tender evaluation purpose: I. Price including everything (Fuel, Oil, Crew, hiring, meals for scientist etc.) per day per boat. Page 6 of 16

7 II. For watch keeping 24 hours round the clock near to the wave, tide gauge and current meter mooring location at different water depth. The boat may berequired to be anchored during observation. 25. Taxes/Levies/Duties, if any, to be paid extra, should be clearly indicated. Charges not included in the tender shall not be paid. 26. Lump sum Mobilization and Demobilization charges shall be quoted for various locations in Maharashtra and Gujarat as specified in the Price Bid format. The boat should reach the destination point on/before the scheduled time. The boat supplier is required to ensure the supply of the specific type of boats at any jetty/port in Maharashtra and Gujarat as and when required. Whenever the need arises, work order will be placed for the required number of boats for required period on rate contract basis. 27. The boats will be inspected by CSIR-NIO authorities, if felt necessary, to access the suitability, for its compliance in all respect for each boat and their sea worthiness. CSIR-NIO inspection team can reject the tender if during inspection if it is found that the boats are not as per the specifications, terms and conditions of the tender. Boats that are displayed during inspection should be deployed for field work. 28. The boats produced for inspection prior to awarding contract only are to be supplied. In case any other boat is supplied as substitute, the field party will have the right to reject it and engage a boat on their own if the supplied substitute is not satisfactory. It is appropriate to inform the non-availability of quoted boat and get the substitute boat inspected before supplying it for field use. 29. Along with the tender, the tenderer should furnish the layout plans and specifications of the boats with copies of all the relevant certificates for registration/survey/classification/society etc. 30. Bidder is also encouraged to quote for boat type other than those listed (A, B, C & D types) if it is suitable for the stated work in their opinion, as an optional case. 31. The contract for entire work shall be awarded to a single party. 32. An Earnest Money Deposit (EMD)of Rs.1,50,000/- (Rupees One lakh fifty thousand only - refundable) by way of Demand Draft drawn in favour of Director, CSIR- National Institute of Oceanography, payable at Dona Paula, Goa drawn on any scheduled bank should be submitted along with the sealed quotation. 33. If no EMD is submitted with the technical bid then the tender will summarily be rejected. 34. The EMD shall be forfeited if the successful tenderer fails to accept the award of work. The EMD shall also stand forfeited in case the successful tenderer fails to produce the vessel for inspection by CSIR-N.I.O. authorities. 35. No interest shall be payable on the earnest money. The earnest money of the unsuccessful tenderers shall be refunded within a fortnight on request and the EMD of the successful tenderers shall be refunded only after the commencement of work. 36. The successful bidder will have to deposit within 21 days of receipt of award of contract, an unconditional Performance Bank Guarantee of Rs.5,00,000/- (Rupees Five Lakhs only) valid till the contract period + 60 days (as per Annexure D ). 37. Interested bidders may kindly go through the Tender document carefully & submit their Technical Bid in Annexure B and Financial Bid as per Annexures C.The tenderers should specifically indicate in their offers about acceptance and compliance of all the terms and conditions stipulated in this tender document. 38. The bids of the bidders who do not quote as per our format of rates will be treated as unresponsive and rejected straightway. No further correspondence will be entertained Page 7 of 16

8 in this regard. 39. The tenderer must submit IT returns for the last 3 years along with copy of PAN card and Service tax return for the last financial year along with Annexure B. Submission of these documents will be part of the technical bid. 40. Conditional tenders will not be accepted under any circumstances and rejected summarily. 41. The successful bidder may be handling sophisticated and valuable equipment of CSIR- NIO. Bidder will have to furnish a fidelity guarantee bond of Rs lakh (Rupees Ten Lakhs only) in favour of the Director, CSIR-NIO, Goa to safeguard the interest of CSIR-NIO in the event of any loss due to any act of omission and commission by the contractor. 42. Bid prepared by the bidder shall comprise of the following: 1. EMD 2. Technical bid, signed and stamped (Annexure B ) 3. All details and documents as asked in the tender documents 4. Financial bid (Annexure C ) It will be responsibility of boat provider to clear all relevant papers such as, PC & Port clearance from Port, Custom/Fisheries authorities. Page 8 of 16
