2 INSTRUCTIONS TO BIDDERS REGARDING E-TENDERING PROCESS a. Tenders without Digital Signatures will not be accepted by the electronic tendering system. No tender will be accepted in physical form and in case it has been submitted in physical it shall be rejected. b. Before submission of on line bids, bidders must ensure that scanned and signed copies of all the necessary documents have been uploaded with the bid. c. Principal, Chandigarh College of Engg. & Technology (Degree Wing), Chandigarh will not be responsible for any delay in online submission of bids due to any reason whatsoever. d. Bidders should get ready with the scanned copies of EMD as specified in the tender documents. The original instruments in respect of EMD in the shape of FDR or Deposit at Call or Term Deposit Receipt or Demand Draft in favour of the Principal, Chd. College of Engg. & Tech. (Degree Wing), Sector-26, Chandigarh should reach on or before at 3.30 PM. e. The details of EMD specified in the tender document should be same as submitted online (scanned copies). Otherwise tender will be rejected summarily.

5 TERMS AND CONDITIONS CCET STANDS FOR CHANDIGARH COLLEGE OF ENGINEERING & TECHNOLOGY, (DEGREE WING), CHANDIGARH 1. The last date and time for receipt of tenders is at 3.30 PM through e- tendering only. 2. The Tender will be two Bid Systems i.e. Technical Bid and Financial Bid. i) The Technical Bid will contain technical specifications & earnest money deposit GST No., Name of Firm & Address etc. & documents as detailed in check list to be attached with pre-qualifying-cum- technical bid. ii) The Financial Bid will contain rate per equipment/item. a) If rates are quoted along with Technical Bid, it will be rejected straightway. b) The Financial Bid(s) of only those firms will be opened who are technically qualified and the date and time for opening of financial bid(s) will be conveyed after opening of the Technical Bid. (iii) Tender will be allotted on turnkey basis. 3. Each tender must be accompanied with Earnest Money of Rs. 16,000/- (Rupees Sixteen Thousand Only) for purchase the sports equipment and sports kit, in shape of Demand Draft in favour of Principal, Chd. College of Engg. & Tech. (Degree Wing), Chandigarh, valid for three months payable at Chandigarh on any Scheduled Bank.. Tender(s) received without Earnest Money shall be rejected straightway. 5. The sealed envelope of EMD should bear the Advertisement No. and should be clearly superscribed as EMD FOR PURCHASE OF SPORTSEQUIPMENTS AND KIT FOR THE MEMBERS OF THE VARIOUS SPORTS TEAM OF THE COLLEGE FOR VARIOUS GAMES IN THE INTER YEAR GAMES IN THE INTER YEAR COLLEGE TOURNAMENT TO BE HELD AT PANJAB UNIVERSITY due on UPTO 3.30 PM. 6. The EMD of the successful bidder will be released after the completion of Purchase process of sports equipments and kit for the members of the various sports team of the college for various games in the Inter year college tournament to be held at Panjab University. EMD of unsuccessful bidder will also be returned. 7. In case, any bidder after successful bid stepped back in any circumstances then their EMD will be forfeited. 8. In case of violation of any term and condition as mentioned Earnest Money Deposit of the bidder shall be forfeited in full or part at the entire discretion of the Principal, Chd. College of Engg. & Tech. (Degree Wing), Chandigarh. 9. This tender is not transferable. 10. The received bid (technical bid) will be opened on at.00pm. 11. No conditional / optional bid shall be accepted and bidders shall not be permitted to alter or modify their bids after expiry of last date for receipt of bids. 12. Rates should be quoted F.O.R CCET, Sector-26, Chandigarh and should be inclusive of all freight charges, postage, packing, cartage duties etc. Sales TAX / Service Tax / GST etc., if any, should be indicated separately. 13. Payment will be released upon satisfactory Receipt & inspection of material and on production of bill (in duplicate) in the name of Principal, Chd. College of Engg. & Tech. (Degree Wing), Chandigarh. The quoted rates must be valid for period of 5 days from the date of closing of the tender. The overall offer for the assignment and bidder(s) quoted price shall remain unchanged during the period of validity. If the bidder quotes the validity shorter than the required period, the same will be treated as unresponsive and it may be rejected. In case the tenderer withdraws, modifies or change his offer during the validity period, bid is liable to be rejected and the earnest money deposit shall be forfeited without assigning any reason thereof. The tenderer should also be ready to extend the validity, if required, without changing any terms, conditions etc. of their original tender.

6 1. Delivery period: All the goods ordered shall be delivered within 07 days from the date of issue of the purchase order. All the aspects of safe delivery shall be the exclusive responsibility of the supplier. If the supplier fails to deliver of the goods on or before the stipulated date, then a penalty at the rate of 1% per week of the total order value shall be levied subject to maximum of 10% of the total order value. 15. Payment Terms: 100% payment of those items will be released, which are accepted by the Institute, unaccepted items shall be replaced within a week from the date of rejection / information. 16. The final payment will be released only after handing over the sports equipments and kit to this institute. 17. Tender will be allotted to the lowest bidder after considering the overall quoted rates. 18. The bidder should have PAN / GST / Service Tax, Regn. No. etc., if applicable, as per rules. 19. TDS shall be deducted as per rules applicable. 20. The firms blacklisted by Central / State Government / UT / Board / Corporation and Chandigarh College of Engineering & Technology are not eligible to quote/apply. 21. In the case of failure or default in the performance of responsibilities or breach of terms and conditions of DNIT or MOU or any agreement of contract between the company / firm / agency / person or any legal entity and CCET, as the case may be, the said company / firm / agency / person or any legal entity shall be blacklisted in the light of notification issued by Chandigarh Administration vide their letter No F&PO(3)-2009/1170 dated or any other instructions issued from time-to-time. 22. The Principal - CCET reserves the right of rejecting any or all the bids without assigning any reason. 23. The responsibility of the material supplied by the contractor. shall be solely of the contractor. Chandigarh College of Engineering & Technology, Sector-26, Chandigarh shall not in any way be liable / responsible for any loss / damage to the material / life on any account if any occurred during the whole supply process. 2. In case of any default, CCET will have the right to arrange the material at the risk and cost of contractor from any other source and the cost shall be deducted from the final payment. 25. Printed terms and conditions of bidder shall not be considered as forming part of their bids. 26. In case, the date of receipt / opening of tender is declared or happens to be a public holiday, the tenders will be received / opened on the next working day at the stipulated time. 27. Bidder who will quote all the items as defined in the tender will be eligible for this tender, any bid which have partial quote for the specific job only or supply of only few items will be rejected. 28. Bids received after the due date will not be accepted. CCET shall not be responsible for any postal delay about non receipt / non delivery of documents. 29. Bidder is bound to comply with all the legal formalities, obligations and statutory requirements as per law of the land. 30. All disputes will be subjected to Chandigarh Jurisdiction.
