3 FOREWORD This booklet is intended to acquaint purchasers of LNG, owners, Charterers and Masters of vessels with conditions, facilities and procedures at Brunei s LNG Terminal. It is not intended to replace any official publications with respect to the waters and areas to which it pertains. Reference should be made to the appropriate Hydrographic Office publication, Admiralty publications and Official charts to obtain navigational requirements. All information, services and facilities provided by Brunei LNG Sendirian Berhad (BLNG) including those of the Berthing Master, mooring launches and mooring tugs are accepted at the LNGC s own risk. The Master is responsible for the safety of his ship at all times. Our aim at Brunei LNG Terminal is to provide a safe, efficient and quality service. 5 PORT INFORMATION LNG Terminal Port Information Book Position and General Description The Brunei LNG terminal at Lumut consists of a 4.5 km long jetty extending from the LNG plant with the new side berth extending 430m to the west of the existing jetty. Lumut is an open sea berth without any breakwaters of any kind and is exposed to the weather elements from all sides. Therefore limiting weather conditions restrict the berthing and mooring of LNGC s alongside. The Lumut side berth is situated in the following position: North East The BLNG plant including the terminal is under the Brunei Darussalam Protected Areas and Protected Places Act CAP147. The BLNG Plant including the loading terminal is certified to the following international standards accreditations: Quality Management System ISO9001: 2000 series. Environmental Management System ISO14001: 2004 series. SAC Singlass Accredited Laboratory ISO17025: International Code for the Security of Ships and Port Facilities (ISPS code). 6 TERMINAL REQUIREMENTS AND RESTRICTIONS Displacement and Berth Restrictions The berth is designed and capable to accommodate LNG Carriers (LNGC) up to a maximum arrival displacement of 94,671 tonnes with a capacity range of 75,000 m3 up to 145,000 m3, with a case-bycase study for LNGC s above 145,000 m3 up to a maximum capacity of 155,000m3. Loading is carried out via the mid-ship manifold and vessels are berthed starboard side alongside. Draft Restrictions MAX DRAFT Ballast (Arrival) = full propeller Immersion not more than M Laden (Departure) = 11.60m Dredged depth alongside = 14.5 m, with a shallow patch of m situated approximately 600m north of the Jetty, on the departure track. Under keel Clearance: All vessel at all times must main the following taking into consideration trim during loading operations. Alongside Terminal - 5% of Maximum Summer Draft or 0.3m whichever is greater Restricted Water - Minimum 10% Static Draft Dedicated Anchorage and Use of Anchors A tanker anchorage (C) is located approximately 3 miles North of the LNG berth in the area contained within the following limits: Latitude4 45 North & 4 46 North Longitude East & East Refer to British Admiralty chart Vessels should not anchor at any other locations due to the presence of many submarine cables and pipelines throughout the oil field and adjoining areas. 6

7 Immobilisation and Availability of Main Engines Immobilisation of engines is not permitted at any time during the LNGC stay at Brunei LNG terminal. Whilst moored alongside, LNGC s are required to maintain engines ready for maneuvering (engines must be available at short notice). Two tugs and one General Purpose (Pilot) boat is always available on call whenever there is a LNGC alongside. Exclusion Zone An exclusion zone of 130 metres is to be maintained at all times when a LNGC is alongside the berth. Entry of small boats / tugs / work-boats into the exclusion zone is prohibited. Storing operations can be carried out when a LNGC is alongside provided the operation is done prior to commencement of cooldown or after completion of loading. Allowing an ignition source into the berth ignition exclusion zone is in contradiction of accepted LNG terminal practice and SIGTTO recommendations. Berthing Limits and Suspension of Operations Berthing and unberthing is carried out at any time of the day. Berthing operations are, as a rule, suspended when wind speeds exceed 20 knots and sea / swell state is more than 2 metres by day and when wind speeds exceed 15 knots and sea / swell state is more than 1.5 metres by night. Berthing and unmooring operations shall be suspended during squalls. During cargo loading operations should the sustained wind speed reach 20 knots and increasing the Pilot and Lumut Control are to be notified. At a sustained wind speed of 35 knots, reduce loading to two pumps and notify the tugs to standby. If the sustained wind speed should reach 40 knots, then cargo operations will be suspended and the arms disconnected. Un-berthing of vessel in adverse weather- while all operations will be suspended at sustained wind speeds of 40 Knots and wait for winds to reduce to 20 knots for un-berthing. The standard berthing parameters apply for un-berthing. However in sustained high wind conditions Master of vessel to discuss with Pilot onboard and Terminal Marine Advisor on additional mooring and possibility of unberthing based on ship stability. 7

8 Safety Requirements Tow-off wires (fire wires) must be prepared, hung off on the port bow and port quarter and maintained 3m above the water with the eye facing down, throughout the LNGC s stay alongside. The port side gangway shall be maintained 3 meters above the water ready for emergency escape throughout the LNGC s stay alongside. Personnel transferring to / from the ship via Brunei LNG terminal must adhere to the following safety requirements: Personnel Protective Equipment (PPE) consisting of a long sleeve coverall, safety footwear, a safety helmet, safety footwear, a safety helmet, safety glasses and hearing protection (inside the rail car) must be worn. No smoking is permitted whilst at the terminal and during personnel transfer from the terminal to the police guardhouse exit. Lighters are not allowed to be brought in personally. Mobile phones are strictly prohibited. Agents are to store their mobile phones inside a designated box. Use of other non-intrinsically safe electric / battery equipment that is carried must be switched off and declared before it is carried thru the terminal. Handrails must be used where provided when using staircases, especially when joining or leaving the ship from the jetty tower. Personnel joining or leaving the ship via the Jetty can carry only one piece of hand luggage. All safety signs, notices and instructions must be observed and complied with. 8

9 General Arrangement of Mid-ship Loading Jetty LNGC s are normally berthed starboard side alongside. The normal arrangement for mooring would be fore and aft. Depending on the size of the LNGC, bigger LNGC s of 135,000 cu.m. to 155,000 cu.m. are moored fore and aft. Wires with rope tails are recommended. Two tugs are normally used to assist the vessel in berthing and unberthing, with the third tug used for bigger L N G C s. The jetty is equipped with four loading arms. Arm 2 and 3 are interchangeable from liquid to vapour and vice versa. Four breasting dolphins supported by low friction panelled pneumatic fenders are linked by catwalks to the loading platform and allow the LNGC to lie alongside 5 metres from the edge of the loading platform deck with fenders uncompressed. All the breasting dolphins are equipped with double hooks for spring moorings. Four mooring dolphins linked by piled catwalks are equipped with triple hooks to take the forward and aft breast and head/stern lines. Each dolphin has its own capstan for heaving the mooring lines from the GP boats. A Gangway is provided for personnel transfer whilst the LNGC is alongside the berth. Other equipment installed at the Jetty are a berthing aid, environmental monitoring system, arm position monitoring system and a mooring load-monitoring system. LNGC s shall be provided with a midship crane suitable for lifting operations. Minimum SWL of 5 MT. 9

10 Pilotage Information The Marine Department (SMR/2) of BSP supplies the Pilotage services for the Brunei LNG terminal. The pilot boarding position is 2 miles North of the terminal. Brunei LNG would review suitability of all prospective vessels before an LNGC may be accepted to the side-loading berth at Lumut. An Optimoor study is also required for a mooring compatibility check. Refer British Admiralty chart The Pilot boards the incoming LNG Carriers (LNGC) approximately two miles north of the Jetty ( N E- LNG Pilot Boarding Station). Masters are requested to provide a good lee for the Pilot launch to facilitate boarding and lifting of baggage. The pilot ladder and accommodation ladder if used must be properly rigged in accordance with SOLAS 1974 and amendments, and IMO resolution A1045 (27) and SOLAS Chapter V/23). The bottom of the pilot ladder should be 1.5m above the water level with adequate lighting provided at night. A responsible officer must be in attendance at the top of the ladder where a life buoy, man-overboard light and a clean heaving line should be sited. The pilot should be met upon boarding and escorted to the bridge. A bag containing UHF radios for ship / shore communications during loading is passed to the LNGC when the berthing master boards, approximate weight 10 KGs. The Pilot remains on board whilst alongside the Jetty, HALAL food should be available, if need be - for boarding personnel. Numerous drilling rigs / platforms are in the approach area and must be given a wide berth. There are many oil field production structures off the coasts of Sarawak, Brunei and Sabah coupled with a large amount of exploration and drilling activities. These field structures, both surface and subsurface, pose a hazard to navigation, and masters are advised that they should give all these activities and fields a wide berth by navigating with care outside the cautionary areas. A 500m-safety zone exists around all offshore installations and LNG Carriers are prohibited from entering these zones unless authorized. (Refer to the Mariner s Handbook NP100 Chapter 1 section 1) The Government Marine Department of Brunei Darussalam has declared Safety Zones up to 1.6 miles from charted offshore platforms. Annual summary of Notice to Mariners No 1788(P)/ 88 refers. Pre-Berthing Inspection The Pilot will make a quick inspection around the deck and do a pre mooring briefing with the Chief Officer and the crew (spot hire LNGC) before going up to the bridge. The LNGC is to be stopped 2.5 nautical miles north of the Jetty, for this purpose. 10

11 Maximum Loading Rate Brunei LNG side loading jetty: 5400m 3 per hour The LNG Carriers is expected to load as fast as Brunei LNG Terminal can supply or they can safely receive. The question of how fast a LNG Carriers may load is the responsibility of the Master having due regard to the ship s operating criteria, owner s instructions, Charter Party and experience of crew. Communications with the Terminal during loading is controlled by the fibre optic connection with the ship. During loading, hourly ship / shore figure comparison checks are required. The LNG Carriers is required to have the VHF in the Cargo Control Room on CH73 as the secondary means of communication. Documentation All documentation will be carried out on board prior departure. The Pilot will assist in completing all required documentation as required from shore. De-ballasting and Monitoring of Ballast All segregated ballast tanks are required to be confirmed free from contamination prior to arrival and visually inspected by the Berthing Master prior to De-ballasting, through sighting ports on deck where fitted. De-ballasting is not to commence without prior permission from the Pilot and the rate of de-ballasting shall be such that a safe condition is maintained at all times to meet the requirements of Maintenance of Draft, (see below). LNGC s are required to include regular overboard checks by all available means as part of routine loading safety checks. If any contamination of tank ballast or discharged ballast water is noted or suspected during loading, all operations are to be stopped and the Pilot informed immediately. Maintenance of Draft At all times during loading, LNGC s are required to maintain their drafts within a suitable range such that should the LNGC be required to vacate the berth in an emergency, the ship can be safely manoeuvred to the anchorage. 11

12 Information Required Prior To Arrival Radio Advice Confirm ETA at least 72, 48, 24 to Brunei LNG OPS/8 and Marine Helpdesk SMR/2x. Additionally, a 12 hours notice by radio to Lumut Control. Declaration of Health, Master s name, number of crew, destination, advice of CLC certificate at initial ETA message. LNGC s making their first call at Lumut should receive a comprehensive message from the appointed Agent / Terminal describing the location of the anchorage and information on Pilotage, radio stations and papers required on arrival. Approved Shipping Agents are as listed below. Brunei LNG Terminal The LNG Terminal can be contacted on VHF channel 73 or 16, call sign Lumut Control. The ships should contact Lumut Terminal as early as possible when within VHF range, and advise latest E.T.A at Lumut Pilot Station. The Pilot s UHF channel is primarily used as a communication channel with VHF Channel 73 kept standby whilst alongside during operations. Brunei Shell Radio (VSL-1) V.S.L. - 1 can be contacted on VHF channel 16 or 19, call sign Brunei Shell Radio. VSL-1 can connect vessels with their agents via the government telephone system on Channel 19. VSL- 1 maintains a listening watch on 4028 khz SSB. Customs And Health Requirements A detailed shipping report has to be completed for the Government Marine Department. The agent will provide the forms for completion. If the LNGC comes from an infected port or its state of health is suspect, the Medical Officer may board in order to inspect the crew and relevant International Medical Certificates. Customs Officers do not normally board incoming LNGC s but may do so with the Agent. The agent boards the LNGC when alongside during the day after berthing. 12

Special Regulations The Brunei National Flag should be flown during daylight, and can be obtained through the shipping agent. 13

15 Weather The Northwest coast of Borneo is within the influence of the Monsoon of the South China Sea. The North- East Monsoon period extends from mid-november to March and the South-West Monsoon period from June to September. Light and variable winds, calm seas and generally thundery weather mark the transition periods or the Inter monsoon seasons of April-May and October- November. Heavy rainfall with associated poor visibility is most common during the months of August through to January. North East Monsoon The wind direction is generally North-North-East and the mean wind speed is about 10 knots. However, during a surge period, sustained wind speeds of 20 knots are frequently experienced. Gusts of up to 30 knots can occur. The period is known for its steady wind direction, which on most occasions prevails throughout the full day. The land breeze effect is noticeable in the early morning hours ( ) however, which tends to reduce the effect of the Northeasterly and provides a quieter window during which it is preferable to berth the LNGC. The average significant wave height is about 0.6 metres. During prolonged strong Northeasterly winds a significant wave height in excess of 2 metres can occur. Significant wave heights in excess of 1.8 metres occur for about 2% of the time. The typical wave frequency at Lumut is 7 seconds, which is exceeded only on very rare occasions. South West Monsoon The wind direction is predominantly from the Southwest with a mean wind speed of about 7 knots. Sustained wind speeds of 20 knots are not uncommon and account for about 15% of the period. Usually the wind is strongest during the afternoon/early evening hours. Thereafter it moderates significantly and during the early morning hours the best conditions are experienced to handle LNG Carriers. The average significant wave height is 0.5 metres. The maximum significant wave height is about 1.5 metres. The typhoons of the West Pacific can affect the weather system by drawing air from the region and causing increased south-westerly wind speeds of several days duration with an associated increase in wave height 15

16 and swell, which may exceed 2m. This is particularly noticeable should the typhoon cross the Philippines from the Pacific and continue to deepen as it slowly traverses the South China Sea area. Squalls The area is known for its severe squalls and heavy thunderstorms. Squalls are most frequent during the South-West Monsoon period and can affect LNGC operations. Heavy thunderstorms are most frequent during the inter monsoon periods. Squalls are in general associated with mean wind speeds of 30 knots and gusts in excess of 60 knots and heavy rainfall. The duration of a squall is normally very short - generally about 20 minutes, but may be longer. Where the duration of a squall is prolonged, rapid increase in wave height may occur which will then take some time to decrease. Transitions Periods The transition period of April-May generally enjoys very calm seas, light and variable winds hardly exceeding 10 knots and increasing thunderstorm activity. Visibility may be restricted at the Lumut berth by smoke from jungle fires during the early part of the transition period if prolonged dry spells extend from the late North-East Monsoon. This has not affected the berthing of LNG Carriers to date but during the dry period from October 1997 to May 1998 when the El Nino effect was strong, smoke from forest fires reduced visibility to below 3 cables on some occasions. The second transition period is normally around September / October. This period sees an increasing shift of wind combined with an increase in rainfall until the North-East Monsoon is re-established. Typhoons and Tropical Storms Typhoons are the same name given to the tropical cyclone of the western Pacific and the South China Sea. A tropical storm is of the same basic nature as a typhoon but is less intense. Tropical cyclones are rare in latitudes lower than 10 degrees, but the southern South China Sea experiences a backlash from these storms as they pass over the Philippines. This backlash is particularly marked in the months of October, November and December when pressures are high over the Asian mainland. 16

17 Current The current of the Brunei coast follows more or less the coastline and generally does not exceed 1 knot. In the Lumut berth the current is predominantly wind driven and will generally follow the wind direction setting either to the Northeast in the South-West Monsoon or to the Southwest in the Northeast monsoon. When there has been no sustained wind direction for several days, the current is generally light and variable, possibly influenced by the tide and may be found to set south on occasions. Fog There are occasions of early morning Radiation fog over the coast. However, the duration is relatively short and by mid-morning the visibility has cleared. It is not likely to affect operations at the Lumut berth. 17

18 Other Information Visa requirements for crews on-signing and off-signing at Lumut Port: - Such information must be sought from respective shipping agents as visa requirements and the means by which they may be obtained differ widely according to the nationality of personnel seeking entry. Persons without a valid visa will not be permitted entry to Brunei Darussalam. A passport is the only acceptable travel document; a Seaman s Book is not acceptable to the Immigration Department. There are regular daily flights from Bandar Seri Begawan to Singapore, and less frequently to Bangkok, Darwin, Sydney, Dubai, Frankfurt, Hong Kong, Jakarta, Kota Kinabalu, Kuala Lumpur, Kuching, Manila and Taipei. Local Time Brunei keeps a local time of UTC + 8 hours. Currency The local currency is the Brunei dollar, which is equivalent to the Singapore dollar. Singapore dollars can be used in Brunei and vice versa. Stores and Laundry Laundry facilities are available via the agent. Limited quantities of stores are available, further details are available on request from agents. Approximate density of Water Varies; kg/m3 depending on season and rainfall. Bunkers Bunkers are not available at Lumut. 18

19 Repair Facilities Repair facilities are not available, although underwater hull inspection / cleaning can be arranged via the agents. This activity will not be allowed alongside the berth. Refuse No garbage, rubbish or refuse may be thrown overboard while the LNGC is in Brunei waters. No garbage collection facilities are available at this time. Shore Leave Shore leave is allowed; Arranged via the agent. (Please refer to safety requirements stated earlier in this booklet.) Medical Attention In cases where medical attention is required the Agent will arrange for the patient to be taken via the Brunei LNG terminal and car to the Hospital. Travelling time to the Hospital is approximately 1hour 15 minutes. In cases of emergency involving serious injury or illness, the Berthing Master can initiate Brunei Shell Petroleum Company s Medevac Procedure. Representation of the patient remains with the Agent, who should be informed immediately to contact customs and immigration authorities etc. He will also be able to advice what documents should accompany the patient ashore. Fresh Water Facilities Emergency provision of fresh water may be arranged through the Agent. This emergency service is subject to the availability of a suitable vessel. Tugs Three Rotor Tugs (bollard pull 84 T) are always standing by at Brunei LNG Terminal to assist the LNG Carriers during berthing and unberthing, and are available all the time in case of an emergency. Two tugs are normally used for berthing of B class vessels and for all un-berthing operations, a third tugs is operation is carried out for larger LNG vessels (above 135,000 M 3 ) details are in the marine operations procedures provided by pilot during master pilot exchange. One mooring (Pilot boat) launch will remain on station throughout the LNGC s loading operation and maintains a listening watch on VHF Ch 73 and 15/16. 19

20 Mooring Arrangement LNG Terminal Port Information Book Mooring requirements for all vessels calling Lumut terminal All Vessels at Lumut will be subject to prior dynamic mooring load analysis (Optimoor program is used for the purposes), A copy of Optimoor is provided to pilots and vessel operators prior to first call. Mooring wire all mooring wires in use should be less than 5 years old and revered end to end at an interval of not more than 2 ½ years. HMPE rope - all HMPE wires in use should be less than 5 years old and revered end to end at an interval of not more than 2 ½ years. Pennants / Tails All mooring pennants in use must be in good condition and within industry recommended periods of usage. Pennants at Lumut must be 22 M in length except for spring lines that are expected to be 11M. Pennants used for first set of lines at Lumut (springs and Breast Lines) should be new and within following periods of use - Hours of use< 350 Hrs - Period of use < 9 months - Times of use <11 times. 20
