1 8 THISTLE 8BALL 2016 REGATTA NOTICE OF RACE Thistle Class Association April 16 & 17, 2016 Indianapolis Sailing Club - Indianapolis, Indiana ORGANIZING AUTHORITY: This Thistle Class regatta is organized by TCA, Thistle Fleet 69, and the Indianapolis Sailing Club. The management of this regatta is supervised by Thistle Fleet #69. RULES: The regatta will be governed by the rules as defined in The Racing Rules of Sailing, the prescriptions of US Sailing (utilizing the 2013 revisions), current TCA rules, and by the 8-Ball Regatta Sailing Instructions. Rule #26 will be changed, such that the warning signal will be given 3 minutes prior to the starting signal and the preparatory signal will be given 2 minutes prior to the starting signal ADVERTISING: This regatta shall be in accordance with RRS# 80. ELIGIBILITY and ENTRY: This regatta is open only to Thistle Class sailboats that have been measured, certified, and registered as specified by the TCA. Boats, sails, spars and other equipment must be available for measurement and inspection prior to the start of racing in this event. Any yacht failing to comply with these eligibility requirements shall be prohibited from sailing in the 8-Ball Regatta. The helmsperson of each Thistle sailboat properly entered in this event must be in good standing with the TCA. All crew members and helmspersons shall comply with World Sailing Sailor Classification Code. Eligible boats may enter the 8-Ball Regatta by completing the regatta entry form and paying the required entry fee of $35; helmspersons who have not yet reached their 20 th birthday will be required pay only $10. All entry fees may be reduced by $5 when a current US Sailing membership card is displayed to the registration committee at the time of registration. SCHEDULE OF EVENTS: All times posted are Eastern Daylight. Participants will be notified with official notices being posted on the Thistle Class bulletin board located inside the Indianapolis Sailing Club clubhouse. ADVANCE REGISTRATION: Boats may register in advance by completing the attached registration form and sending it with the proper entry fee (as stated above) to: Paul Dovey, 7601 E. 80 th Street, Indianapolis, IN SAILING INSTRUCTIONS: The Sailing Instructions will be available at the registration table April 16, 2016 after 10:00AM COURSES: The racing courses used in this event will be the best competitive ones available for the geographic and weather conditions present during the event. Illustrative courses will be available with the sailing instructions. SCORING: The Low Point System as described in US Sailing Appendix A4.1 will be used. A4.2 will be amended, such that a boat that does not start a race will be awarded points equal to the number of boats entered in the event; a boat that does not finish a race that it started will be awarded points equal to the total number of boats that started that particular race; a boat that is disqualified or retires after finishing will be awarded points equal to one more than the number of boats entered in the regatta. At least 8 races are planned for the event. One race is required to be sailed to constitute this event as a regatta. DECISIONS OF THE JURY: Decisions of the jury will be final in accordance with racing rule 70.5(b). PRIZES: Awards will be given to the helmsperson and crews placing first thru fifth in the regatta. 3 THISTLE 8-BALL REGATTA INDIANAPOLIS SAILING CLUB INDIANAPOLIS, INDIANA April 16 & 17, 2016 SAILING INSTRUCTIONS Pursuant to Racing Rules of Sailing- #88 1. RULES. This regatta will be governed by the current Racing Rules of Sailing (RRS); the prescriptions of US Sailing; TCA rules as applicable to the extent that they do not conflict with these instructions; and by these sailing instructions. 2. ENTRIES. Eligible Thistle Class sailboats may be entered by fulfilling the requirements of the TCA and completing registration for this regatta prior to the first skipper's meeting. 3. NOTICES TO COMPETITORS. Notices to competitors will be posted on the Thistle Class bulletin board located inside the Indianapolis Sailing Club (hereafter labeled "ISC") Clubhouse. 4. CHANGES IN SAILING INSTRUCTIONS. Any change in the sailing instructions will be posted on the Thistle Class bulletin board before 0830 hours on the day it takes effect. The sailing instructions may also be changed at the skippers meeting, taking effect at that time. Any change in the schedule of races during the regatta will be posted by 1900 hours on the day before the change will take effect. 5. SIGNALS MADE ASHORE. Signals made ashore will be displayed from the mast of the Race Committee boat (hereafter "RC Boat"), which will be located in the ISC harbor at its mooring. When flag AP is displayed with two sound signals, the race is postponed: the warning signal will be made not less than 30 minutes after AP is lowered (with one sound signal). This modifies RRS Race Signals meaning of AP in signals made ashore only. 6. SCHEDULE OF RACES. The schedule of races will be as follows (all times published and posted are Eastern Daylight. 4 7. RACING AREA. The racing area will be as shown on the map attached to these instructions. 8. MARKS. The courses will be set utilizing orange and yellow colored spheres and tetrahedrons. Orange colored spheres and tetrahederals are used only as turning buoys. Yellow colored spheres and tetrahedrons are used only as an end of start & finish lines. 9. THE COURSE. The course for each race will be posted on the sides of the RC Boat at, or prior to the warning signal for that race. The course will be posted utilizing course symbols. Course Symbols to be used will be: WL indicates that a windward leeward course will be sailed utilizing an offset mark at the windward mark. A triangle Shape will indicate that a triangular course will be sailed. If the symbol is displayed on a red background, all marks of the course will be rounded on the port side. When displayed on a green background, all marks will be rounded on the starboard side. Displayed as symbol only, the course will be sailed once around only. A black number on a white background displayed next to the course symbol indicates the number of laps to be sailed around that course. 10. HARBOR SIGNAL. The harbor signal is indicated by the RC with one sound signal, indicating that the RC has left its mooring for the racecourse. 11. THE START. Races will be started in accordance with RRS #26 except that the warning signal given three (3) minutes before the starting signal. The starting line will be between a yellow buoy adjacent to a RC Boat and the mast on that RC Boat that displays the RC flag. 12. RECALLS. Individual recalls will be signaled in accordance with RRS #29.1. General recalls will be signaled in accordance with RRS # SHORTENING OR ABANDONING AFTER THE START. The Race Committee may abandon the course after the start in accordance with RRS# The Race Committee may shorten the course after the start by displaying code flag S and giving two sound signals at the buoy that will begin the final leg of the race. This instruction supersedes RRS #32.2. The Race Committee can finish competitors in place on the race course prior to their sailing the entire course. This instruction supersedes RRS # CHANGING OF THE COURSE AFTER THE START. The Race Committee may change the course in accordance with RRS # THE FINISH. The finish line will be between a yellow buoy and the mast of an adjacent official boat that displays a blue flag. 16. TIME LIMIT. Any race in which no boat rounds the first mark of the course within 30 minutes of its start will be abandoned. Any race in which no boat finishes the race within 90 minutes of its starting signal will be abandoned. Any boat not finishing within 30 minutes of the race winner will be scored DNF.

5 17. PROTESTS. Protests shall be written on forms available from the RC boat, or inside the ISC Club House, located at or near the Official Club bulletin board just inside the front door. Protests must be filed with the P.R.O. within 45 minutes of the harbor signal given by the Race Committee upon its return to the dock. The P.R.O. will be in the vicinity of the RC boat during this time period. The jury (protest committee) will hear protests in the approximate order they were received by the P.R.O. as soon as possible that same day. The jury will convene in or near the ISC Club House. 18. SCORING. The Low Point System as described in US Sailing Appendix A4.1 will be used. A4.2 will be amended such that the points awarded for DNF will be equal to the number of boats starting the race. The points awarded for DNS will be equal to the number of boats entered in the regatta. The points awarded for DSQ or retiring after finishing will be one place worse than the number of boats entered in the regatta. Lowest total score wins the regatta. In the event of ties, the skipper beating the other with whom the tie(s) exists the most times shall place higher. If a tie(s) still exists, the boat placing highest between the tied boats in the last race shall place higher. No race scores will be thrown out. 19. SHALLOW WATER MARKERS. The series of shallow water marker buoys along the shores of the island indicate shallow water. For the purposes of RRS #19.1, the line formed between each shallow water buoy is a continuing obstruction. These shallow water buoys are not rounding buoys. Boats may sail inside of the line formed by the shallow water buoys, but do so at their own risk and must sail a course such that they do not pass between the buoys and the island. 20. SAILING BEHIND THE ISLAND. While racing, no boat shall sail down the channel formed by the southern shore of the reservoir and the southern shore of the island. 21. ADMINISTRATIVE CONFLICT. If a conflict arises between the NOR and these Sailing Instructions, these Sailing Instructions take precedence.
