Organization and Rules 1.1. The Organizing Authority (OA) for this regatta will be Sail Newport in conjunction with the Club 420 Association The regatta will be governed by the Racing Rules of Sailing (RRS), the prescriptions of the United States Sailing Association (US Sailing), the rules and by-laws of the Club 420 Association, and this Notice Of Race, except as any of these are changed by the Sailing Instructions or any appendices to the Sailing Instructions RRS Appendix P will apply No contestant shall use, either on or off the water, alcoholic beverages (beer, wine or distilled spirits) or use any controlled substance (marijuana, cocaine, etc.) the possession of which is unlawful. This prohibition is in effect during the entire event, from date and time of arrival through date and time of departure from Sail Newport. Penalties for a violation of the prohibition may range from a reprimand to dismissal from the regatta. A hearing will be held generally in accordance with the recommendations of Appendix M of the Racing Rules. The hearing officers may also recommend further action under Rule 69. The officers for a hearing regarding a violation of this prohibition will consist of the chief judge, acting as chairperson of the hearing and the Jury. The event chairperson shall serve ex-officio as a non-voting member of the panel and will have a right to express his or her views during the course of the hearing process.

2 1.5. The official language for this regatta will be English. 2. Eligibility 2.1. Competitors are required to be current members of the Club 420 Association and their country s sailing authority (i.e. US Sailing Association) Individuals who will be twenty-two years old in 2015 cannot compete in this regatta. 3. Entry fee 3.1. Competitors may register online by clicking on the following link: Competitors may register and pay online anytime until 0900, July 20, 2015 subject to fee schedule in 3.3 and The entry fee will be $195 per Club 420 boat if registration and payment are submitted on or before July 7, Registrations that are paid by credit card after July 7 and before July 15, will pay $220 per Club 420 boat for the registration fee. Online registrations that are paid by credit card after July 14 will pay $245 per Club 420 boat The entry fee includes $10 credit towards a $10 T-shirt (or other regatta wear) from Coral Reef Sailing Apparel, bagels and drinks each day, a BBQ on Tuesday, July 21 and pasta night on Wednesday, July Risk and Safety 4.1. It is the parent or legal guardian s decision for any minor competitor to enter the regatta, leave shore for the day s racing, start or finish any race in the sea and weather conditions that may arise, or to return to shore without parental escort. The parent, legal guardian or designated adult of each minor competitor is responsible for safety of their child and accepts full responsibility for the risks involved in participating in a regatta or in any activities related to the event before, during and after the regatta including both on shore and on-the-water activities If a parent or legal guardian is not with the minor during all activities of the regatta, then the parent or legal guardian shall name a Designated Adult (person 18 years or older) in writing who shall be present at all times in their absence and who will supervise the child at all times to assure his/her safety. The Designated Adult will accept full responsibility for all actions of the competitor during any activity related to the event. This includes on-shore activities before, during, and after the regatta A competitor aged 18 and over retains all of the responsibilities of him or herself (See rule 4. Decision to Race). 5. Format of the Regatta 5.1. Flight divisions will be determined by the number of boats entered in the regatta Details are outlined in Exhibit B.

Courses and Racing Area 7.1. The courses will be published in the Sailing Instructions The racing area will be published in the Sailing Instructions. 8. Scoring 8.1. The Low-Point Scoring System, RRS Appendix A, will be used as modified below.

4 8.2. One race must be completed to constitute a regatta There will be one throw out when five or more races are sailed There will be a Qualifying Round and a Medal Round if five races have been completed going into the final day. This decision will be made by the OA In both of the rounds only complete sets of races will be scored. This changes Rule A In the Qualifying Round the fleet will be divided into two flights if less than 180 boats, or 3 fleets if 180 or above, as directed by the class executive director for the first day The flight colors will be communicated at the regatta When five or more sets have been completed, a boat s Qualifying Round score will be the total of her scores excluding her worst score. Five sets of races must be completed in order to move on to the Medal Round. If five or more races are not completed before the start of the last day of competition then the regatta will stay in the Qualifying Round format Scores from the Qualifying Round will carry forward into the Medal Round. The worst race dropped in the Qualifying or Medal Rounds will be maintained as a dropped score in the final tabulation of scores. 9. Sailing Instructions 9.1. Sailing Instructions will be available at check-in and online on July 19, 2015 by Protests A boat is required to inform the Start or Finish Boat of the boat being protested immediately after finishing and no later than the start of the next race. 11. Safety Competitors who are US citizens or US residents must wear a US Coast Guard approved personal flotation device (PFD), properly secured at all times, from dock to dock except when temporarily adding or removing clothing. Competitors who are citizens or residents of another country shall wear either a US Coast Guard approved PFD or a PFD approved by the country of their citizenship or residence, properly secured at all times, from dock to dock except when temporarily adding or removing clothing. Wet suits, dry suits and inflatable PFD s do not constitute adequate personal buoyancy A whistle shall be attached to the PFD by a lanyard. The lanyard shall be long enough to permit the sailor to use the whistle while wearing the PFD. Competitors not complying with this instruction shall be given a penalty of five (5) points for each race in which they have failed to observe this instruction All Club 420 boats are subject to a safety/inspection check, See Exhibit A. 12. Coach and support boats

5 12.1. All coach boats shall register and shall prominently fly a designated flag from a staff, supplied by the OA, at all times while in the water Anyone failing to return the flag at the of the event may be subject to a $50 replacement fee. 13. Liability, Assumption of Risk and Photographic Waiver A Liability, Assumption of the Risk and Photographic Waiver must be signed by a parent in order for the child to compete in this regatta. If a competitor is 18 years of age or older, a similar must be signed The waivers for each event will be available electronically and in paper form. Competitors cannot leave shore or participate in a regatta without this waiver completed by a parent (or legal guardian) or an of age competitor. This must be submitted to the OA. 14. Trophies Overall: 1st through 15th Top Girls: 1st (both skipper and crew are female) Top Juniors: 1st (both skipper and crew under 17 throughout all of 2015) The OA may award additional trophies based on criteria other than scores. 15. 6 Club 420 National Championship Regatta Exhibit A - Inspection List This Inspection List is not intended to replace or supplant the Class Rules of the Club 420 Association. In the event of conflict between this Inspection List and the Class Rules of Club 420 Association the latter shall govern. Skipper Name: Inspection Item Sail Number: _ Check mark means YES 1. The Skipper represents that he or she has not made any addition or alteration to the hull form, construction, equipment, type of equipment, placing of equipment, fittings, type of fittings, placing of fittings, spars, standing rigging, sails, battens and running rigging as supplied by a Builder except as allowed by the Class Rules. Forestay (including any extensions which must be metal) is short enough to hold the front edge of the mast forward of the aft face of the mast partner when the jib halyard is released. (Rule 4.7) 7. Trapeze system, in addition to trapeze wire, has only one cleat, one or two sheaves, one handle and one ring on each side. (Rule 10.9) 8. Mainsail, jib and spinnaker were manufactured by the official Class Sailmaker and have the official Class patch. (Rule 5.1) 9. Skipper and Crew are current members of the Club 420 Class Association. 8 Club 420 National Championship Regatta Exhibit B Qualifying and Medal Rounds 1. Terms of Qualifying and Medal Rounds 1.1. The National Championship may have a Qualifying Round followed by a Medal Round. The Qualifying Round will be used to split the fleet placing the top 50% into the Gold Fleet and the remainder into the Silver Fleet for the Medal Round There will be a determined number of divisions of approximately the same size in the Qualifying Round. However in the Medal Round there will be only one division in the Gold Fleet and one division in the Silver Fleet Competitors will only sail against competitors in the same division each day The process for assigning competitors to divisions is described below for each round The duration of the Qualifying Round will be a minimum of 5 races. If five races are not sailed before the start of the last day of the championship then a Medal Round will not be sailed. 2. Qualifying Round 2.1. Division Assignment: Assignment to a division for each day of Qualifying Round racing will be a combination of seeding by final standings from the previous years midwinter championship and by geographical assignment for competitors who did not attend the midwinters The following system will be used: Day One: Midwinters final standings seeded , etc. plus geographical for all others. Day Two: Day 1 s standings seeded with the current formula , Day Three: If still in the Qualifying Round will be in the same formula based on the current standings of the regatta If no racing from the day before then the day before divisions will be used for the current day of racing unless 5 races have been sailed then the divisions go to the Medal Round The race committee s decision on division assignments will be final and cannot be grounds for a boat to request redress. This changes rule 62.1(a). 3. Medal Round 3.1. Race Format: Gold Fleet and Silver Fleet (as single divisions) will sail races. Boats will race only in their assigned division Division Assignment: Assignment to the Gold and Silver Fleets will be based on a competitor s cumulative fleet position at the end of the Qualifying Round, including the outcome of all scoring inquiries, requests for redress and protests. Assignment to Gold and Silver divisions will be for the entire Medal Round.

9 3.3. Scores from the Qualifying Round will carry over to the Medal Round. Final scores will equal the total of scores through the Qualifying Round excluding the highest score A boats cumulative score for the Medal Round will be the boats total score from the Qualifying Round plus her total score from the Medal Round including the highest score being dropped.
