2 Marine personnel regulations Fishing vessels master All fishing vessels will require: a certificated master, or A person holding a small vessel operator proficiency training certificate In accordance with its tonnage and type of voyage 3 Progressive entry into force Master s certificate or small vessel operator proficiency training certificate required from: November 7, 2008, if more than 15 m November 7, 2009, if more than 14 m November 7, 2010, if more than 13 m November 7, 2012, if more than 12 m November 7, 2015, if more than 6 m November 7, 2016, fishing vessels of all lengths 4 2

6 Inspection of Certificates and Endorsements The master shall ensure that the certificates and endorsements required by these Regulations are kept readily available on board the vessel for inspection by a marine safety inspector 11 OPTIONS FOR PERSONS AFFECTED BY NEW MANNING REQUIREMENTS Fishing vessel >12m or >15 T & 60T New entrant 12 months service as captain on a fishing vessel of at least 12m or 15 T (prior to the entry into force of the regulations) Obtain a Fishing Master, 4 th or 3 rd Class certificate Obtain a Certificate of service as Master of a fishing vessel of 60Tor less Fishing vessel 12m or 15 T Successful Small Vessel Operator Proficiency (SVOP) course. 12 6
7 Medical examinations (fishing vessels) Required every 2 years for the following crew members: All certificate holders, except Certificate of Service as Master of a Fishing Vessel of less than 60 Gross Not required anymore for: Un-certificated crew members 13 Authorized representative written instructions to the master The authorized representative (owner) shall provide to the master written instructions that set out: operational instructions for the equipment the tasks, policies and procedures to be followed to ensure that each member of the complement, before being assigned any duty is familiarized with the vessel and their duties can effectively fulfil their assigned tasks when performing duties vital to safety or the prevention or mitigation of pollution 14 7
8 The master is responsible for training The master shall ensure: each member of the crew, at the beginning of their employment and thereafter is trained records of training which include the following information, are available for inspection by a marine safety inspector: the names of each member who has been trained when they were trained what they were trained on 15 Training and Familiarization Familiarization (upon joining the vessel) A person assigned any function on a vessel shall receive onboard familiarization as defined in TP 4957 Basic safety training (A1). Every member of the complement shall, before having completed a total of six months sea service, obtain a training certificate Does not apply in respect of a vessel that is 8 m or less in length that t carries six or fewer passengers and that t is engaged on a sheltered waters voyage if the person having the conduct of the vessel holds a Pleasure Craft Operator Competency card issued under the Competency of Pleasure Craft Operators Regulations 16 8
9 First aid training The minimum complement, shall include a person designated to provide medical first aid, who shall have successfully completed at a recognized institution training in: Marine basic first aid and Marine advanced first aid, on a vessel engaged on a near coastal voyage, class 1 or an unlimited voyage 17 Hours of rest and hours of work Applies to masters and crew members of fishing vessels of 100 gross tons and above At least 6 consecutive hours of rest in every 24-hour period At least 16 hours of rest in every 48-hour period Not more than 18 hours and not less than 6 hours elapse between the end of a rest period and the beginning of the next rest period 18 9
10 Safe Manning Documents Every vessel that is required to carry an inspection certificate shall also carry on board a Safe Manning Document Valid for a maximum of 5 years after its issuance, to specify: the minimum number of members of the complement; the certificates required to be held by the members of the complement any conditions or limitations on the certificates 19 Engineers Certificates Fishing vessels Voyage unlimited voyage or near coastal voyage, class 1 Propulsive Power (kw) [1] 750 to [2] to [3] more than Number of Certificate Holders [1] 1 Third-class [2] 1 Second-class [3] 1 First-class and 1 Second-class near Coastal [1] 750 to [1] 1 Fourth-class voyage, class 2 or [2] to [2] 1 Third-class sheltered waters [3] more than [3] 1 Second-class voyage 20 10

12 NEAR COASTAL, CLASS 1 A voyage yg between places within the area following:canada, the United States of America (except Hawaii), St. Pierre and Miquelon, the West Indies, Mexico, Central America and the northeast coast of South America, in the course of which a vessel does not go south of the sixth parallel of north latitude, and not more than 200 miles from shore, nor beyond the continental shelf, whichever is farther, at any time. 23 NEAR COASTAL, CLASS 2 A voyage on a vessel operating within 25 nautical miles of shore, in the waters of Canada and waters contiguous to the United States of America and St. Pierre and Miquelon, being never more than 100 nautical miles from a place of refuge
13 SHELTERED WATERS A voyage made on a lake or river above tidal waters, in which a vessel cannot be further than one mile from shore at any point; or the lakes, rivers, harbours or other waters listed, during the periods specified, in the Schedule
