2 CLASSES AND RULES R/C FLAG SIGNALS There is one overall objective of Regatta Time In Abaco - to have FUN!!! This event is designed for everyone - from serious racers with rated boats and experienced crews to the pleasure cruiser and family boater. With this in mind, RTIA has developed the following classes: REGATTA TIME IN ABACO "RTIA" and PHRF FLEET This class is for light to medium displacement yachts that normally race under the PHRF Handicap rules, carrying spinnakers and other specialty sails. Skippers are required to provide the Race Committee with a valid rating certificate from their local PHRF fleet. MOTHER TUB CLASSES These classes are established for boats equipped for cruising that do not normally compete or race competitively. No spinnakers or other specialty sails are allowed to be used in these classes, and handicaps assigned by the Race Committee may be adjusted from race to race in an effort to afford all Mother Tub yachts an equal opportunity to win. MULTIHULL FLEET This fleet is for all multihull yachts wishing to compete under a time on distance based on MSAF/ PHRF handicap formula. Classes may be established for spinnaker and non-spinnaker yachts as determined by the level of entries.

3 SCOPE: These sailing instructions shall govern only the series of races known as REGATTA TIME IN ABACO, held be tween the 3rd - 10th July MANAGEMENT: All races and related activities shall be under the management of the RTIA Race Committee. The RTIA Race Committee has been given the duty, responsibility and authority by the Directors of RTIA to operate a series of races, interpret all rules and conditions, and resolve protests. All Race Committee decisions will be final. ELIGIBILITY: The RTIA Race Series is open to all seaworthy, cruising sailboats that are not less than 20 feet in length. All skippers and crew shall be of amateur status as defined in ISAF Rules. All entries shall have submitted the proper entry forms and fees prior to starting any race. RULES: The races in the RTIA Race Series shall be conducted under the current ISAF Racing Rules of Sailing (RRS), these sailing instructions, and any applicable class rules when not in conflict with the sailing instructions. The following Prescription of US Sailing will apply: Rule 68. These sailing instructions may be supplemented or modified as necessary at the skippers meeting. FLEETS/CLASSES: Fleets will be established for RTIA/PHRF, Multihull, and Cruising Mother Tub yachts, with as many classes or subdivisions of each as the number of entries dictates. Skippers will be advised of the class divisions at the skippers meeting or before the first race. RTIA FLEET- RACING YACHTS CARRYING FULL SAILS WITH SPINNAKERS: Skippers of RTIA yachts are asked to provide evidence of rating as issued by a sanctioned PHRF organization. Yachts will be assigned their ratings for the entire series and ratings may be adjusted to conform with those issued by PHRF of Southeast Florida. PHRF FLEET- RACING YACHTS WITH OUT SPINNAKERS OR SPECIALITY SAILS: Skippers of PHRF yachts are asked to provide evidence of rating as issued by a sanctioned PHRF organization. Yachts will be assigned their ratings for the entire series and ratings may be adjusted to conform with those issued by PHRF of Southeast Florida. MULTIHULL FLEET - CRUISING MULTIHULL YACHTS: Classes within this fleet may be established for spinnaker & non-spinnaker yachts providing there are enough entries. One-design multihull classes may be established if five or more one-design multihull yachts enter the entire series. Ratings for multihull yachts will be assigned by the Race Committee based on MASF/PHRF handicap allowances. CRUISING YACHT FLEET - TRADITIONALLY CALLED MOTHER TUB FLEET: For heavy displacement yachts in full cruising configuration. NO SPINNAKERS or other specialty sails allowed in this fleet. Whisker poles are allowed but they must be no longer than the yacht s foretriangle J measurement. Classes within this fleet will be established by the Race Committee. Mother Tub fleet yachts will be assigned an initial rating as can be best determined by the Race Committee. The ratings may be adjusted from race to race in an effort to afford all Mother Tub yachts an equal opportunity to win. SKIPPERS MEETING FOR THE RTIA SERIES: The initial skippers meeting for the RTIA Series will be held on Wednesday 3rd July at 6:00 P.M. at Regatta Site, Settlement Point, New Plymouth, Green Turtle Cay. You can register beginning at 5:00 PM. All participating skippers or their representatives are expected to attend. Skipper s packs with race instructions, course charts, fleet pennants, class assignments, etc. will be issued at this time. Skippers who have not pre-registered but wish to enter in the series or the next day s race should arrive between 9:00 A.M. at the Leeward Yacht Club in New

4 Plymouth to complete entries prior to the actual Sailing on Friday 4th, July. REGISTRATION FOR INDIVIDUAL RACE DAYS: In addition to the initial skippers meeting, the Race Committee will hold informal registration for yachts wishing to enter individual day races on the following dates and times: July 5 at Treasure Cay Marina at 6:00 P.M. For the Treasure Cay to Guana Cay Race on July 6th. July 7 at the The Conch Inn in Marsh Harbour, at 6:00 P. M. For the Marsh Harbour to Hope Town Race on July 8th For the Hope Town Race on July 9th July 9 at the Abaco Inn at 6:00 P.M. For the Hope Town Race on July 10th SAIL NUMBERS: Sail numbers ARE REQUIRED on both sides of the mainsail. It is difficult for the Race Committee to read names of yachts off their sterns during a race. A yacht without a sail number to identify itself will not be scored. FLEET FLAG & PENNANT COLORS: Each fleet will be assigned a FLEET FLAG COLOR and each yacht will be given a Fleet Color Pennant to fly from the backstay of the yacht. See STARTING SEQUENCE below for fleet flag color assignments. CREW: The minimum crew shall be the skipper plus one crew member. There is no maximum number of crew. The number of crew must remain the same throughout each race. STARTING LINE: The starting line will be between a mark and an orange flag displayed from a staff on the Race Committee Boat. CHECKING IN BEFORE THE START: As soon as practical after the Committee Boat is positioned on station, and prior to the first warning signal, all yachts are required to be identified as participating in the race. This should be done by sailing past the Committee Boat s stern on starboard tack and hailing the yacht s sail number. Yachts not checking in this manner before each race may not be scored for that race. Please do not attempt to check in by VHF Radio. STARTING TIMES: The first warning signal for all race days is scheduled for 1100 hours. Yachts in all fleets should have checked in prior to the first warning signal. STARTING SIGNALS: The starting sequence will be as follows: Races shall be started by using the following signals. Times shall be taken from the visual signals; the absence of a sound signal shall be disregarded. SIGNAL FLAG AND SOUND MINUTES BEFORE STARTING SIGNAL Warning Class Flag; 1 sound 5* Preparatory P Flag; 1 sound 4 One-minute Preparatory flag removed; 1 long sound 1 Starting Class Flag Removed; 1 sound 0 *or as stated in the sailing instructions The warning signal for each succeeding class shall be made with or after the starting signal of the preceding class. STARTING SEQUENCE: FLEET RTIA PHRF MOTHERTUB (NO SPIN) MULTIHULL FLEET FLAG COLOR PINK GREEN YELLOW BLUE COMMUNICATIONS: All official Race Committee communications will be held on the VHF Channel 78. Non-official transmissions should be conducted on other working channels.

5 KEEPING CLEAR: Once the starting sequence begins, yachts shall keep clear of the starting area until their fleet signals begin. Any yacht violating this rule is subject to protest. INDIVIDUAL RECALL: If a yacht or a group of yachts is over the starting line early, the X flag will be hoisted with one sound signal. After the premature starter(s) are identified, an attempt will be made to hail those involved on VHF Channel 78. Failure to make or to receive such hail shall not relieve a yacht of the responsibility to start properly and will not be grounds for redress. GENERAL RECALL: A general recall shall be signaled by displaying the FIRST REPEATER PENNANT and making two (2) sound signals after the starting signal. Four minutes later, the First Repeater Pennant will be lowered with one sound signal, and one minute after that, the FLEET COLOR FLAG for the recalled fleet will be hoisted with one sound signal, restarting the sequence. The start of all fleets not previously started will be delayed accord ingly. TEMPORARY POSTPONEMENTS: A temporary postponement will be signaled by the hoisting of the ANSWERING PENNANT with two sound signals. All postponements will be for five (5) minute intervals or multiples of five minutes as required. An announcement on VHF Channel 78 may be made if the temporary postponement is for any long period due to no wind, etc. ABANDONMENT: In the event the Race Committee must abandon or cancel a race the N FLAG will be hoisted and three sound signals will be made. Following this signal, expect a message broadcast on VHF Channel 78 as to whether the racing will be re-started or canceled for the day. COURSES: Race courses for each day s race will be selected from the course charts provided. The course selected will be posted on a large board displayed on the Race Committee boat. In addition to the course to be sailed the board on the Committee Boat will display the approximate bearing to the first mark and the distance to the first mark from the Start Line. For the GREEN TURTLE RACE on July 4th the course(s) to be sailed will be selected from the course chart for Green Turtle Race. For the TREASURE CAY TO GUANA CAY RACE on July 6th the course(s) to be sailed will be selected from the course chart for Treasure Cay Race. For the MARSH HARBOUR TO HOPE TOWN RACE on July 8th the course(s) to be sailed will be selected from the course chart for Marsh Harbour to Hope Town Race. For the HOPE TOWN RACE on July 9th the course(s) will be selected from the Windward-Leeward or modified "Olympic" style course diagrams provided. The "Mother Tub" fleet will normally have a shorter course than the other fleet. For the HOPE TOWN TO MARSH HARBOUR RACE on July 10th the course(s) to be sailed will be selected from the course chart for Hope Town to Marsh Harbour Race. FINISH: The Finish line will be between the Finish mark and an orange flag on the Committee boat. A sound signal will be made for each yacht properly crossing the finish line. SHORTENED COURSE: The course may be shortened at any mark of a race course. In this event, the committee will station a boat at that mark and display the S FLAG. The finish line will be between the R/C boat displaying the S Flag and the adjacent mark. The course may be shortened for a specific fleet or fleets by displaying FLEET COLOR FLAG(S) in conjunction with the S FLAG at a mark. This signifies that the course is shortened only for the fleet(s) whose color flag is displayed.

6 MISSING MARK: In the event that a mark is lost or is moving, a R/C boat may replace that mark by taking up position at the correct location and displaying the M FLAG. All yachts should round that boat instead of the mark. FOULING A MARK: Should a yacht touch or foul a mark, that yacht may exonerate herself by, as soon as possible, sailing well clear of all other yachts, and while remaining clear, immediately making a complete 360 turn including one tack and one gybe. ABANDONING A RACE: Any yacht abandoning the race after having been in the starting area and identified as a starter must notify the Race Committee on VHF Channel 78 and be acknowledged as abandoning the race. PROTESTS: Protests are discouraged since this is intended to be a fun regatta. However, if a serious infraction occurs, a protest will be heard as soon as possible after the completion of the race. All protests must comply fully with RRS 61. In addition, the skipper protesting must notify the Race Committee at the finish of his race of his intention to protest and must deliver that protest in writing to the Race Committee no more than one (1) hour after the last yacht has finished. A deposit of $ shall accompany the protest. This deposit will be forfeited if the Protest Committee finds that the protest is frivolous or unwarranted. Decisions of the protest committee are final and not appealable. SCORING: The Low Point Scoring System shall be used in determining standings. Points will be awarded as follows: 1 point for first place, 2 points for second, 3 points for third, etc, etc. Overall winners will be those yachts accumulat ing the fewest number of points in all the races of the RTIA Series. AWARDS: Trophies for individual races will be awarded for 1st, 2nd and 3rd place finishers in each class of each fleet provided there are at least 5 yachts competing in a class. If there are less than 5 yachts competing in a class, only a 1st place trophy will be awarded. SERIES TROPHIES: Overall trophies for the entire RTIA Series will be awarded to the low point yachts in each fleet who have participated in the RTIA fleet. If less than 5 yachts qualify for series awards, only a 1st place trophy will be awarded. Series trophies will be awarded on July 11th, following the Hope Town Race, at the RTIA Series awards party. RESPONSIBILITY / LIABILITY: The Directors, Flag Officers, and Staff Members of the RTIA Regatta Race Committee and any and all Sponsors shall not be held liable for, nor will accept any responsibility for any injury or loss of life to participants or others. In addition, RTIA shall not be responsible or held liable in any way, for any loss of, or damage to any vessel or property damage suffered in any way, from any cause, occurring during, or related to any and all RTIA race activity or any event or activity associated with the Regatta. The safety of a yacht or sailing vessel and her crew, the decision as to whether or not to start, and having started, whether or not to continue is the sole and exclusive responsibility of each yacht s skipper. ADDENDA TO THE SAILING INSTRUCTIONS: Addenda or Changes to these sailing instructions may be made at the discretion of the Race Committee. Any and all changes will be announced prior to each race. If an Addendum is posted, a notice to the fleet as to where it is posted will be made on VHF Channel 16 & 78 by the Race Committee.

7 Race 1 - July 4th Course for Green Turtle Cay Race START & FINISH The Start / Finish line will be established in an area just west of the anchorage off New Plymouth Town, S/F (Start & Finish) mark is an inflatable buoy. Start and finish between this mark and the orange flag on the Race Committee signal boat. COURSE MARKS - All course marks are inflatable buoys. MARK DESIGNATION & LOCATION A - Located 2 miles southeast of the water Taxi Harbour and 100 yards offshore. T - Located 100 yards northeast of the Water Taxi Harbour P - Located 100 yards east of Coco Plum Cays C - Located 200 yards southwest of Crab Cay L - Located in the vicinity of the Start / Finish area (yellow mark) W - Located approximately 1.5 miles from the Starting line on a compass bearing. Compass bearing to W will be posted on the Race Committee boat course board MEANING: The course for classes RTIA is: From the Start, leave mark W to port, leave mark L to port, leave mark W to starboard, leave mark P to starboard, and finish between R/C Boat and a mark at S/F. The course for the Mother Tub & Multihull classes is: From the Start, leave mark W to starboard, leave mark P to starboard, & finish between R/C Boat and a mark at S/F. Mark W is located 1.5 miles at 180 from Start Line. COURSE DESIGNATION The course(s) to be sailed will be displayed on COURSE BOARD EXAMPLE: RTIA Wp - Lp - Ws - Ps - Fin. MOTHER TUB & MULTI Ws - Ps - Fin. W at 180 a Course Board on the Race Committee Boat. The course to be sailed for each class will be defined by a sequence of mark designation letters displayed on the course board in the order they are to be rounded. Green letter marks shall be left to starboard and Red letter marks shall be left to port.

8 Race 2 - July 6th Course for Treasure to Guana Race Approximate Location of Marks Start The Starting line will be established in an area approximately 1-1/2 miles southeast of the anchorage off Treasure Cay. Start mark is an inflatable buoy. Start will be between this mark and the orange flag on the Race Committee signal boat. Mark 1 Approx. 3.8 miles East-Southeast from the Start line. Keep this mark to port. Mark 2 Approx. 4 miles Northerly from Mark 1. Keep this mark to starboard. Mark 3 Approx. 3.3 miles East-Southeast from Mark 2 and 4.2 miles easterly of Mark 1. Keep this mark to port. Finish Approx. 4.2 miles Easterly from Mark 2 and 4.3 miles Northerly of Mark 1. Finish between the an inflatable buoy and an orange flag on a Race Committee boat COURSE DESCRIPTION The course(s) are intended to act as a destination race to Guana Cay from Treasure Cay, as we make our way down the chain of islands along Great Abaco Island. Depending on wind conditions, this course may be shortened at a mark of the course for any or all fleets in the RTIA, so keep your race books handy and study the appropriate signals to be sure! The course(s) to be sailed will be displayed on a Course Board on the Race Committee Boat. Courses 1 Start Finish 2 Start Finish 3 Start Finish Treasure Cay Dinghy Tow The Regatta Committee with Randy and the NOMAD has a boat to tow the dinghies that will be taken to the anchorage just north of Orchid Bay. The tow line will be a long (about 300 foot) rope with loops marked with floating buoys. Leave your dinghy securely tied to the next available LOOP on the string. The tow line will be in the area southeast of the Treasure Cay Marina entrance. Secured dinghies are towed to the anchorage just North of Orchid Bay Marina and can be collected after you finish the race. Please help the tow crew by securing your dinghy for towing. Towing the dinghies is a challenge, taking several hours and is a tedious chore. Your help is appreciated.

9 Race 3 - July 8th Marsh Harbour to Hope Town Race STARTING AREA: The starting line will be established one mile north of the Point at the entrance to Marsh Harbour. All classes start in an easterly direction between the inflatable buoy and an orange flag on the Race Committee boat. COURSE INSTRUCTIONS RTIA/PHRF FLEET: Start - Pp - Ss - Ks - Ap - Finish From the start sail in an easterly direction to mark P leave to port and sail in a northerly direction to mark S off the south end of Scotland Cay, leave to starboard, sail in a southeasterly direction toward Elbow Cay leaving Garden Cay and the K mark off Sandy Cay to starboard, sail south to mark A leaving Point Set Rock, Matt Lowes Cay and Sugar Loaf Cay to starboard. Leave mark A to port and sail in an easterly direction to the finish line north of Parrot Cays. Finish between the inflatable buoy and an orange flag on the Race Committee boat. Marsh Harbour to Hope Town FANNIE BAY COURSE INSTRUCTIONS MOTHER TUB & MULTIHULL CLASSES Start - Pp - Ms - Ks - Ap - Finish From the start sail in an easterly direction to mark P leave to port and sail in a northerly direction to mark M off the north end of Man- O-War Cay, leave to starboard, sail in a southeasterly direction toward Elbow Cay leaving Garden Cay and the K mark off Sandy Cay to starboard, sail south to mark A leaving Point Set Rock, Matt Lowes Cay and Sugar Loaf Cay to starboard. FINISH AREA: The finish line will be established 1/4 mile north of Parrot Cays. Finish in an easterly direction between the inflatable buoy and an orange flag on the Race Committee boat. LOCATION OF RACE MARKS: (All marks are inflatable buoys) P LOCATED 3/4 MILE EASTERLY OF THE STARTING LINE. S LOCATED 200 YARDS OFF THE SOUTH END OF SCOTLAND CAY M LOCATED 200 YARDS OFF THE NORTH END OF MAN-O-WAR CAY K LOCATED 50 YARDS OFF THE EAST END OF SANDY CAY A LOCATED 1/4 MILE SOUTH OF SUGAR LOAF CAY Hope Town Dinghy Tow If you want your dinghy in Hope Town, leave it securely tied to the tow rope that will be located in the Fannie Bay area at the mouth of the Marsh Harbour harbour. This is the shallow bay between the two light towers. Connected dinghies are towed by Race Committee member Mike Lightbourn to the North Parrot Cay area off Hope Town and can be collected after you finish the race. The tow line will be a long (about 300 foot) rope with loops marked with floating buoys. Leave your dinghy securely tied to the next available LOOP on the string. Please help the tow crew by securing your dinghy for towing. Towing the dinghies is a challenge, taking several hours and is a tedious chore. Your help is appreciated.

10 Race 4 - July 9th Course for HOPE TOWN Race COURSE CHART CONFIGURATION & MARK LOCATIONS FOR TRIANGLE & WINDWARD LEEWARD COURSES R W L WIND START & FINISH The start line will be established in an area East of Sugar Loaf Cay in anticipation of an eastsoutheast wind. The direction of the wind on the day of the race will determine the exact location of the start-finish area and all yachts should be prepared to rendezvous with the Race Committee early enough to check in without interfering with fleets already in their starting sequence. START & FINISH MARK is an inflatable buoy. Start and finish between the mark and the orange flag on the R/C boat. S F MARKS OF THE COURSE All course marks are in flatable buoys. Courses # 1 Start W - R - L - W - L - W - Finish 2 Start W - R - L - W - Finish 3 Start W - R - L - W - R - L - W - Finish 4 Start W - R - L - W - R - Finish 5 Start W - L - W - L - W - Finish 6 Start W - L - W - Finish 7 Start W - R Finish W Windward Mark - A mark upwind 1 to 3 miles from the start, bearing and distance to be displayed by the R/C on conjunction with the course designation. L Leeward Mark - A mark located 50 yards in front of the R/C boat and Start / Finish line as indicated on the course diagram. This mark may be passed to either side on the first leg of the course. R Reaching Mark - A mark located on the port side of the course as indicated on the course diagram. Course Marks W, R, and L are inflatable buoys. Leave ALL COURSE MARKS TO PORT. Mark S/F is an inflatable buoy only for Start & Finish line. Keep clear of S/F line except when starting and finishing.

11 Race 5 - July 10th Hope Town to marsh harbour STARTING AREA: The starting line will be established 1/4 mile north of Parrot Cays. Start in a westerly direction between the inflatable buoy and an orange flag on the Race Committee boat. COURSE INSTRUCTIONS PHRF and RTIA FLEETS: Start - As - Kp - Sp - Ps - Finish From the start sail in an westerly direction to mark A leave to starboard and sail in a north direction to mark K off the Sandy Cay, leave to port, sail in a north direction toward Scotland Cay leaving S mark to port, sail southerly to mark P leave it to starboard. Sail in a westerly direction to the finish line approximately one mile north of the entrance to Marsh Harbour. Finish between the orange inflatable buoy and an orange flag on the Race Committee boat. Marsh Harbour to Hope Town FANNIE BAY COURSE INSTRUCTIONS MOTHER TUB CLASSES & MULTIHULLS Start - As - Kp - Mp - Ps - Finish From the start sail in an westerly direction to mark A leave to starboard and sail in a north direction to mark K off the Sandy Cay, leave to port, sail in a north direction toward the tip of Man-O-War Cay leaving M mark to port, sail southerly to mark P leave it to starboard. Sail in a westerly direction to the finish line approximately one mile north of the entrance to Marsh Harbour. Finish between the orange inflatable buoy and an orange flag on the Race Committee boat. FINISH AREA: The finish line will be established approximatley one mile north of the entrance to Marsh Harbour. Finish in a westerly direction between the orange inflatable buoy and an orange flag on the Race Committee boat. Connected dinghies are towed by Seahorse Boat Rentals to the Fannie Bay just outside the entrance to Marsh Harbour and can be collected after you finish the race. The tow line will be a long (about 300 foot) rope with loops marked with floating buoys. Leave your dinghy securely tied to the next available LOOP on the string. Please help the tow crew by securing your dinghy for towing. Towing the dinghies is a challenge, taking several hours and is a tedious chore. Your help is appreciated.
