4 General Notes The Regatta is held under the rules of racing of the West of England Amateur Rowing Association. All competitors must abide by and comply with the British Rowing Water Safety Code. Competitor numbers will be issued from the Regatta Control Point, near the Finish on the St Thomas Bank. A refundable deposit of 10 will be required. No Parking is permitted on The Quay, the area must remain completely accessible to pedestrians, trade and emergency vehicles. All towing vehicles and trailers should be removed to nearby car parks or permitted on-road parking locations. Police and Traffic Wardens are likely to attend to ensure compliance with the parking regulations. Clubs boating from the mid-course slipway must ensure that the Clipper Quay flats (adjacent) remain accessible. Canoes and other water craft are hired for use on the river. They have been requested to comply with the movement of craft instructions, but are not under compulsion to do so. All competitors and umpires need to remain aware of their presence. 4

5 Safety & Emergencies First Aid & Emergency Services The Regatta First Aid Point is situated near to the Regatta Control Point on the Piazza Terracina. First Aid cover for the day will be provided by the First Care Ambulance Service who are fully trained in providing such cover. Emergency Services telephone number, including air ambulance, is 999. The Nearest Accident & Emergency Department is at The Royal Devon and Exeter Hospital (Wonford), Barrack Road, Exeter, EX2 5DW Tel: In the event of an ambulance having to be called, access to The Quay area will be either: For an incident on the North (City) side of the River, the ambulance will arrive via Commercial Road, For an incident on the South (St. Thomas) side of the River the route will be via Haven Road. 6 Safety & Emergencies Following a risk assessment, the instructions detailed will reduce the likelihood of accidents. All Clubs are to ensure all their competitors are fully briefed, understand the instructions and comply with them. Accident Procedure (Personal injury) In the event of a personal injury accident, the Safety Officer for the day, Paul Wilson normally at the Regatta Control Point, should be contacted by radio he will then oversee casualty management. This should not prevent the casualty from seeking First Aid assistance from the designated First Aid point if able to do so or other nearby assistance as may be appropriate. A record of the incident will be logged in the Exeter Regatta Incident Log Book and reported to British Rowing in accordance with the British Rowing Water Safety Code. Accident procedure (Non-personal injury) In the event of a Non-personal injury accident (i.e. equipment damage) Paul Wilson the Safety Officer for the day, normally at the Regatta Control Point should be contacted by radio. He will then oversee the incident. A record of the incident will be logged in the Exeter Regatta Incident 6

7 Log Book and reported to British Rowing in accordance with the British Rowing Water Safety Code. In the event of either eventuality taking place on the water an announcement will be made over the PA system and Racing will be suspended immediately and will not resume until Safety Officer approval is given. Water Safety Water safety cover is provided by the Haven Banks Outdoor Centre. There is a launch positioned beside the canal entrance, the launch can be contacted by radio from the Regatta Control Point at Piazza Terracina. The ERC Safety Adviser may inspect boats for bow balls, heel restraints, buoyancy compartments and general state of repair before the craft are permitted on the water. However, it must be recognised that the responsibility for boats to be fit for racing lies entirely with every competing Club. All competitors are reminded of capsize drills and the requirement for the crew to remain with the capsized boat at all times. In the case of an incident, an announcement will be made over the public address system and racing must cease until the all clear is given. 7

10 Boating & Warm Up There is a large static pontoon situated 50 metres upstream of the finish which is the preferred boating/disembarking point. The slipway halfway along the course is also available. Please boat facing upstream if you intend warming up on the water. No Warming up, or cooling down, is permitted on the Regatta Course or in the buoyed transit lane, any crew failing to comply risk disqualification. Crews wishing to warm up MUST proceed upstream of Cricklepit footbridge (the blue pedestrian footbridge) to the warm up area. Crews travelling upstream (away from the regatta course) must use the central bridge arches, both arches on the City side are silted up and not suitable for use. Crews travelling downstream (towards the regatta course) must use the arch on the St Thomas (starboard) side of the river. Beware of weed near the upper reaches, this can capsize scullers and coxless pairs so take care. 10

11 Getting to the Start A buoyed transit lane has been provided as a safety measure for boats travelling to the start. In places the lane is not be wide enough for boats to pass without blades clipping buoys. This is to ensure the maximum width of the racing course, and to prevent crews practising starts in the lane. Practise racing starts MUST be carried out in the warm up area, upstream of Cricklepit Bridge (the blue footbridge). Crews going downstream to the start must keep in the buoyed safety transit lane on the City side of the river, should row at light pressure and be aware of races in progress. Marshalls will be present and their instructions must be obeyed. Crews must endeavour to stay within the buoyed lane, any crew travelling downstream that impedes a racing crew risks disqualification. Beware of weed when marshalling and when near the start, especially near the City station. 11

12 At the Start The line of Yellow safety buoys downstream of the start must not be passed, there is a dangerous weir 75m downstream. The lowest numbered crew in each race will row on the City (starboard) side. An umpire will align boats from the side of the river. Respond to the Umpire s instructions immediately, especially in windy conditions. When the Umpire has a fair line the race will be started in the normal WEARA manner. The ferry near the finish line has been suspended and the ferry wire dropped. This allows the St Thomas side race lane to be close to the wall and crews to safely cross the finish line without fear of obstruction. There is ample room for three eights to race this course without conflict with the safety lane buoys, provided the St Thomas station boat maintains it s position, and that all crews stay in their water. Umpires will be at Mid-Course to ensure this happens, crews straying out of their water risk disqualification. 12

13 At the Finish A Bell will be sounded at the finish of each race and the results confirmed over the public address system. Winners of each Final must go to the official on the St Thomas bank (at the corner above the Finish) where the names of the winning crews will be confirmed. Presentation of trophies and prizes will take place at the Exeter Rowing Club at approximately 18:30 or as soon as possible after the final race of the day. 13

14 Facilities for Competitors Toilet facilities are available for competitors in the Boat Shed (on the Canal Basin) on the St. Thomas side, additional port-aloo facilities are located on the City side under the Transit Shed (opposite the Prospect Inn). Changing for female competitors is provided in the Custom House (opposite the Transit Shed). Male competitors may use the changing facilities at Exeter RC. Competitors are politely reminded that the benches outside the Prospect Inn are for the use of patrons only. 14
