1 ORGANISINGAUTHORITYANDVENUE IODAWORLDSAILINGCHAMPIONSHIP2010 Langkawi,MALAYSIA December28,2010toJanuary08,2011 The IODA World Sailing Championship is organised by the Malaysian Yachting Association (MYA) in conjunction with the Sport Council of Malaysia, the Ministry of Sport and Youth, the Kedah state government and Langkawi Authority(LADA); under the authority of the International Optimist Dinghy Association(IODA). The Championship will be held in the Island of Langkawi, Malaysia. The racing area will be the Kuah Harbor Langkawi and the shore venue will be the National Sailing Centre. Attachment 1 shows the locationofboth. PRELIMINARYNOTICEOFRACE Amendments: AmendedApril26,2010 AmendedAugust31, RULES 1.1 TheChampionshipwillbegovernedbythe rules asdefinedintheracingrulesofsailing. 1.2 Appendix D will apply for the Team Racing World Championship, including D2.2 and D2.3(a); singleflagprotestprocedure. 1.3 ThecurrentConditionsoftheIODAwillapply. 1.4 Nonationalauthorityprescriptionswillapply. 1.5 Rule61.1 InformingtheProtestee ischangedasfollows: (a) Addtorule61.1(a) The protesting boat shall inform the Race Committee of the boat/s being protested at the finishinglineimmediatelyafterfinishing. (b) Rule 61.1(a)(2) If the hull length of the protesting boat is less than 6 meters, she need not displayaredflag isdeleted. 1.6 EnglishshallbetheOfficialLanguagefortheChampionship. 2. ADVERTISING 2.1 AsperISAFRegulation20.5.6(a),noAdvertisingmaybedisplayedpursuantRegulation BoatsmayberequiredtodisplayadvertisingchosenandsuppliedbytheOrganizingAuthority. 3. ELIGIBILITY 3.1TheChampionshipisopentocompetitorssailingonboatsoftheOptimistclassthatfulfillthe eligibilityrequirementsstatedbelow. 3.2 Competitors shall enter only through the national association member of IODA (hereinafter member )theyrepresent. 3.3 In accord with the Conditions for the IODA European Championship, sailors who sailed in the 2010IODAEuropeanChampionshipand/ortheIODAEuropeanTeamRacingChampionshipare noteligibleexceptasprovidedineuropeancondition7.1.c(2009champions). 3.4 Eachmembermayenterateamofupto5competitorsbornin1995orlater.Seealsocondition 9.1oftheConditionsfortheIODAWorldChampionship. 3.5 Each team shall be accompanied by a Team Leader and may be accompanied by other two adults. A competitor who has represented one country at an IODA World or Continental Championship shall not represent another member country except in cases of alteration of residence, which cases shall be approved by the IODA ExecutiveCommittee. 3.7 AttentionisdrawntoISAFRegulationsrelativetotheISAFWorldYouthChampionship(change ofnationality)17.5:nationalitycriteria. 4. ENTRY 4.1 Entries shall be made by sending in to the Organising Committee the attached official forms togetherwiththerequiredfeesaccordingtothefollowingschedule: (a) The Preliminary Entry Form shall be returned to the Organising Committee not later than July 31,2010. (b) TheSecondEntryFormshallbereturnedtotheOrganisingCommitteenotlaterthanSeptember 30,2010. (c) TheFinalEntryFormshallbereturnedtotheOrganisingCommitteeassoonasthemembersof thedelegationaredefinedbutnotlaterthannovember15, Required fees are described in paragraphs 5 (ENTRY FEES), 14 (SUPPORT BOATS) and 15 (CHARTERBOATS). 4.3 Competitors,teamleadersandotheradults(whentheyaremembersoftheofficialdelegation) shall complete an on site registration at the Race Office. The on site registration of each competitorwillnotbecompleteduntilthemeasurementformissuedbythemeasurementsub Committee(seeparagraph10)hasbeenreturnedtotheRaceOffice. 5. ENTRYFEES 5.1 EntryfeeswillbeEUR400percompetitorandEUR450peradult(maximumthree). 5.2 AccommodationandmealsareincludedintheentryfeeforthedurationoftheChampionship (fromtheofficialarrivaldaytotheofficialdeparturedayinclusive). 5.3 FeesPayable: (a) A first deposit of 50% of the total fees shall be made by Bank Draft or Wire Transfer to be receivedbytheorganisingcommitteeonorbeforejuly31,2010. (b) A final deposit of the balance of the fees shall be made by Bank Draft or Wire Transfer to be receivedbytheorganisingcommitteeonorbeforesep30, Asurchargeof20%willbechargedtoalllateentries. 5.5 Competitors entering and withdrawing their entry not later than September will be refunded75%ofthedeposit(exceptforanybankcostincurredduetotherefund).competitors withdrawing their entry later than October 1 st 2010 will not be refunded. FORMATOFTHECHAMPIONSHIP 6.1 TheIODAWorldChampionshipcomprisestwoevents: (a) TheOPTIMISTINDIVIDUALWORLDCHAMPIONSHIP(IWC)and; (b) TheOPTIMISTTEAMRACINGWORLDCHAMPIONSHIP(TRWC) 6.2 FortheIWC: (a) The entire fleet will be divided into 6 divisions (as far as possible with the same number of boats),eachofwhichwillsailatleastonce,butnomorethan3timeswitheachoftheother divisions. (b) TheallocationtodivisionswillbedonebytheRaceCommitteeat1200onDecember29withthe listofcompetitorsalreadyregisteredbythattime.competitorsregisteringlaterwillbeaddedat thebottomofthesortedlistintheorderofregistration. (c) Theserieswillconsistofupto15racesforeachdivision. (d) Nomorethanfourraceswillbesailedonanyday. 6.3 FortheTRWC: (a) The event will be held for up to 48 teams from members represented by at least 4 sailors, selected according to the team scores mentioned in 6.3(b). If there are more than 48 eligible teams and the team of the host member does not so qualify it will replace the team with the 48thbestscore.Theseedingoftheteamswillbedoneaccordingtotheteamscoresin6.3(b). (b) Afterthefirst5races(orthenumberofracessailedpriortotheTRWC,iflessthan5)sailedin the IWC the total points of the 4 competitors with the best cumulative results from each memberwillbeaddedtogiveatotalteamscore.the48teamswiththebesttotalteamscores will race in the TRWC except that, if the team of the host country does not so qualify, it will replace the team with the 48th best score. The format for the TRWC will be described in the TeamRacingSailingInstructions. (c) Teams scoresmentionedin6.3(b)willbebasedontherankingavailableat2100onthedaythe firstfiveracesarecompleted(oronthedaypriortothetrwciflessthanfiveraceshavebeen completed)regardlessofprotestsorrequestsforredressnotyetdecided. (d) Each team will be made up of 5sailors, of which only 4 will sail ineach race. MEASUREMENT 8.1 Each boat shall produce a valid Registration Book and each sail shall be accompanied by the correspondingsailmeasurementcertificate(cr2.5.6and6.1.4). 8.2 Competitorsareallowedtouseonlyonehull,daggerboard,rudder(withtillerandextension), mast, boom, sprit and sail during the Championship. These parts of the equipment will be scrutineered and may be measured by the Measurement Sub Committee according to the MeasurementRegulations,andapprovedbythisSub CommitteetobecomplyingwiththeClass Rules. 8.3 Substitutionofdamagedorlostequipmentwillnotbeallowedunlessapprovedinwritingbythe Race Committee. Requests for substitution shall be made to the Race Committee at the first reasonableopportunity. 8.4 Substitution of damaged equipment may be permitted providing that the relevant form has been filled in at the Race Office, the damaged equipment has been checked by the Measurement Sub Committee and the substituting equipment has been scrutineered by the MeasurementSub Committee. 8.5 If the substitution was made on the water between races, both the damaged and the substitutingpiecesofequipmentshallbepresentedtothemeasurementsub Committeeafter theendoftheday sracing.inthiscase,thesubstitutionissubjecttotheapprovaloftherace Committeegivenretrospectively. 8.6 Boats chartered through the Organization may carry national letters or sail numbers in contraventionoftheclassrules.thenationalletterstobecarriedshallbethoseofthecountry enteringthecharteredboat,andthenumbershallconsistofthenumberofdigitsequaltothe mostrecentlyissuedsailnumberinthatcountry.allotherboatsshallbecorrectlyregisteredin thecountryofthecompetitorandshallcarrythecorrectsailnumbersfortheboat. 8.7 HullsshallbesuppliedwithaRegistrationBookbutareexemptfromcomplyingwithClassRule 2.4.3(b)and(c)andhencefromCR Sailsmeasuringtothemaximumlimitsduringthemeasurementdaysmaybeinspectedagainon thespareday. 8.9 Sails to be used during the Championship shall have been measured before inspection at the Championship.Ifasailispresentedunmeasured(orwithouttheSailMeasurementCertificate), itwillbemeasuredatthechampionshipatacostofeur30,payabletoioda.measurementof countrylettersandsailnumbersisavailableforfree GRPboatsshallbeequippedwithepoxyfoils. 9. SAILINGINSTRUCTIONS Sailinginstructionswillbeavailableatregistrationatthevenue. 10. Decisions of the InternationalJuryarefinalasprovidedinrule RacesoftheTRWCwillbeumpired. 12. SCORING 12.1 FortheIWC,theserieswillconsistof15racesforeachdivision,fiveofwhicharerequiredtobe completedtoconstituteaseries Scoringarace:Each race betweentwodivisions(flight)willbescoredasoneraceinwhichall competitorsofthosetwodivisionshaveentered.allocationofpointsaccordingtorulea4.2will consider that the number of competitors entered in the series is the maximum number of competitorsaftergroupingthetwolargestdivisions.onlyracesthathavebeencompletedforall 6divisionswillcount Eachboat stotalscorewillbethesumofherscoresforallracesexceptthatwhen12ormore raceshavebeencompleted,hertwoworstscoresshallbeexcludedor,ifonly6ormorebutless than12raceshavebeencompleted,hersingleworstscoreshallbeexcluded Scoringtheseries: (a) Whenfewerthan6raceshavebeencompleted,aboat sseriesscorewillbethetotalofherrace scores. (b) Whenfrom6to11raceshavebeencompleted,aboat sseriesscorewillbethetotalofherrace scoresexcludingherworstscore. (c) When12ormoreraceshavebeencompleted,aboat sseriesscorewillbethetotalofherrace scoresexcludinghertwoworstscores Team individual scores will be aggregated as shown in paragraph 16.3 below in scoring the OptimistNationsCup. 13. SAFETY Each competitor must wear a personal flotation device(pfd) according to CR 4.2(a), properly securedatalltimeswhileonthewaterexceptwhentemporarilyaddingorremovingclothing. Thischangesrule SUPPORTBOATS 14.1 Team support boats shall be registered with the Organising Committee and used according to thefollowingconditions: (a) Each boat shall display white flags bearing the three letter national code of the countries it supports,whichwillbesuppliedbytheorganisingcommittee.nootherflagsshallbedisplayed bysupportboats. (b) Unless otherwise decided by the Organising Committee, from December 28, boats shall be sharedbycoachesofatleasttwodifferentcountriesasdecidedbytheorganisingcommittee. Nomorethanonepersonfromeachteamshallbeonthewaterintheboatatthesametime. (c) DuringtheTeamRacingWorldChampionshipdays,thesupportboatswillbeatthedisposalof theorganizingcommittee. (d) AllsupportboatsshallcomplywiththerulesestablishedbytheOrganisingCommittee. (e) (f) Fuelandotherconsumablesshallbepaidbytheteamsusingtheboat. Coaches are encouraged to use a VHF radio. 6 IODAWORLDSAILINGCHAMPIONSHIP2010 Langkawi,MALAYSIA December28,2010toJanuary08, Team support boats to be used during the Championship days (December 28 to Jan 07) are available from the Organising Committee at the Support boat fee of EUR 1000 per boat(one boatpertwoteams).thefeeincludesinsurancecoveragebutdoesnotincludefuel ReservationsofsupportboatsshallbemadebysubmittingtheSupportBoatReservationForm andtransferringafirstpaymentofeur250(50%),bothofwhichshallbereceivedonorbefore July31,2010(Seeparagraph7.6aboveforpaymentinstructions).TheremainingEUR250ofthe totalfeeshallbetransferredonorbeforeseptember30,2010.availabilityofsupportboatsis notguaranteedforreservationsand/orpaymentsmadeafterseptember30, AdamagedepositofEUR100perteamwillbechargedatregistrationandrefundedattheend ofthechampionshipprovidedtheboatisingoodconditions.shouldtheorganisingcommittee decide to deduct from the damage deposit, it may require that the deposit be restored to its originalamountbeforethecoachesarepermittedtousetheboatagain.anyremainingdeposit will be refunded at the end of the Championship. Damage deductions shall be shared by the teamsusingtheboat Asurchargeof20%willbechargedtolatereservationsand/orpaymentsofsupportboats. 15. CHARTERBOATS 15.1 Charterboatsaremandatory All the charter boats will be provided by Extreme Sailboats or Far East boats. They will be allocatedonarandombasistoindividualcompetitorsbytheorganisingcommitteeunderthe supervisionoftheiodaexecutivecommittee Competitorsshallnotmodifytheboatsorcausethemtobemodifiedinanywayexceptthat (a) Acompassmaybetiedortapedtothehullorspars; (b) Windindicators,includingyarnorthread,maybetiedortapedanywhereontheboat; (c) Hulls,daggerboardsandruddersmaybecleaned,butonlywithwater; (d) Adhesivetapemaybeusedanywhereabovethewaterline;and (e) Allfittingsorequipmentdesignedtobeadjustedmaybeadjusted,providedthattheClassRules arecompliedwith Competitorsmayusetheirownfoils,spars,fittingsandrunningrigging Charterboatswillbecompletewithblocks,airbag,racingspars,racingfoils,mainsheet,padded toestraps,trolleyandbowlines.bailers,paddlesandsailswillnotbeprovided The charter fee for 11 Championship days (December 28 to January 07) will be EUR 375 per boat. DISCLAIMEROFLIABILITY 17.1 Competitors participate in the Championship entirely at their own risk and responsibility.
