4 AIM OF THE MOM TECHNICAL NOTES 1.1 The MOM Technical Notes is a document listing the requirements expected of the Learning Service Providers (LSPs), the facilitators, course and facilities suitable for the conduct of the WSH course. It also aims to help LSPs to deliver effective training and conduct competency-based training and assessment. 1.2 The main part of this document contains key information on the Compressed Air Works Course (Man-Lock Attendant) [CAWC-Man-Lock], including the course aim, learning objectives, target audience, assumed skills and knowledge, course syllabus, course duration, class size, and facilitator/learner ratio. It also sets forth guidelines for training delivery and assessment for the course. 1.3 This MOM Technical Notes shall be reviewed on a regular basis and or whenever it is deemed necessary due to changes in MOM policy and or requirements, training syllabus and or industrial requirements. 2 MOM TECHNICAL NOTES 2.1 LSP Criteria: 1 full time Principal/Manager 1 full time facilitator & 1 associate facilitator 2 facilitators per language per course bizsafe Level 3 ACTA or DACE Advanced Certificate in WSH for learner level courses Specialist Diploma in WSH for supervisor and above courses 5 years of relevant industry experience Any other course specific requirement/s 2.2 LSP Facilities: Conduciveness of training facilities Safe Noise Lighting Sanitary Projection Tables/Chairs Ventilation No training in containers 4 MOM Technical Notes CAW-Man-Lock v1.0

5 2.3 Compressed Air Works Course (Man-Lock Attendant) [CAWC-Man-Lock] Theory Assessment: 1 hour- short questions and MCQ assessment Facilitator for class is not allowed to be the invigilator for the assessment (same class) Assessment papers are to be issued in accordance to the course language registered for only. No mix language assessment is permitted. Facilitator to learner ratio is 1: 12 max A safety pass/ card shall be issued to each learner who passes the assessment, by the LSP. The issuance of the safety pass/card/certificate must adhere to the standard Safety Certificate/Pass/Card template endorsed by MOM. All training records must be kept by LSP for period of no less than 2 years for audit purpose. 2.4 Checklist for LSPs: URA approved use of venue: Commercial School (theory only) or Industrial Training (theory and practical) Facilitators to be approved by authority by course, language and venue Updated register of all facilitators by course, language and venue Facilitator certification: Advanced Certificate/Specialist Diploma in WSH for learner/supervisor & above courses Course information including cancellation and refund policy must be available to public Accountability for all test question sets produced / destroyed Guidelines for Invigilator and Assessors Code of conduct for Invigilators and Assessors Register to show production, issuance and destruction of safety certificates/pass/card All safety certificates/safety pass/card to be issued by LSPs to learners no later than one month from assessment date End of course evaluation for each course for each learner LSPs to have copy of MOM Technical Notes Parts I and II, SOP/s and any other MOM stipulated requirements for compliance. 5 MOM Technical Notes CAW-Man-Lock v1.0

6 3 OVERVIEW OF THE COURSE REQUIREMENTS 3.1 Learning objectives for CAWC (Man-Lock): State the WSH Act and subsidiary legislation governing compressed air works (CAW) List the roles and responsibilities of a Man-Lock Attendant and assess the suitability of learners to enter the compressed air (CA) environment Describe the symptoms of compressed air illness and barotraumas Calculate air pressure for CAW Carry out compression of personnel before entering into CA environment Identify fire hazards and use the fire extinguisher in tunneling and CAW Carry out decompression or personnel who are leaving CA environment Maintain a lock attendant register including health declaration form for all compressed air learners and report all learners with symptoms of Decompression Illnesses (DCI) and barotraumas Assist in the administration of oxygen first aid 3.2 Target audience: The CAWC (Man-Lock) is a mandatory training course for individuals who are assigned as Man-Lock Attendants at construction worksites or any place that requires personnel to work in a compressed air (CA) environment Workplace Safety and Health (Construction) Regulations 2007, Regulation 108 (3)(c) stipulates that no person shall be employed as a man-lock attendant in a worksite where work in a compressed air environment is carried out unless he has received adequate training to familiarize him with the hazards associated with compression, decompression and compressed air illness and with the keeping of records under these regulations. 3.3 Learner s Assumed Skills and Knowledge i.e. Entry Requirements Learners must be certified medically fit to enter compressed air environment by a designated factory doctor (DFD). Learners should not be physically handicapped and should have normal colour vision Learners must be trained in first aid 6 MOM Technical Notes CAW-Man-Lock v1.0

7 3.3.3 Learners to possess knowledge of diving, compressed air work, hyperbaric environments or hyperbaric medicine and fire-fighting Learners need to have successfully completed Construction Safety Orientation Course (CSOC) for Learners Safety Orientation Course (Tunneling) for Learners 3.4 Course duration: 44 hours (include 4 hours of assessment) 3.5 Maximum class size: 12 learners per course 3.6 Recommended facilitator/learner ratio: Theory Lesson = 1:12 Practical Assessment = 1: Course attendance: 75% attendance. 4 TRAINING DELIVERY ADVICE 4.1 Facilitator s guide and learners workbook/handouts In order to deliver more effective instruction and ensure consistency in training, a copy of the facilitator s guide should be prepared. The facilitator s guide provides the facilitator with information on the course including: Course aim Learning objectives Target audience Assumed skills and knowledge Course duration Class size and facilitator/learner ratio Lesson plan Course contents and instructional materials according to the course requirements Training methodologies Areas of focus/emphasis for each slide / topic Training resource requirements Course administration instruction 7 MOM Technical Notes CAW-Man-Lock v1.0

8 4.1.2 The LSP shall facilitate the learning process by providing each learner with an Aide-Memoire to summarize (with illustrations, where possible) key learning points of all the topics covered in the syllabus. This may be in the form of drawings/illustrations rather than words The LSP is required to prepare and submit a course reference matrix (see Annex A) for the coverage of the course contents with respect to the training slides and the practical assessment modes. This is to facilitate cross reference checks between topics and the training slides on the topics It is the responsibility of the LSP to ensure that no part of the materials used for the training infringe on patent, design, copyright and intellectual property rights of any individual or organization The LSP shall retain an updated version of the training course syllabus, lesson plan, facilitator s guide and aide-memoire at all times for audit and verification by SAC appointed auditors. 4.2 Training Methodology Knowledge Extensive knowledge is required of the man-lock attendant. The underpinning knowledge includes: WSH Act and its subsidiary legislation relating to compressed air works (CAW) Compressed air illnesses (decompression illnesses and dysbaric osteonecrosis) Barotrauma Physics and physiology of compressed air environment Compression and decompression procedures Maintain a lock attendant register and report symptoms of DCI Assist in oxygen first aid Elements of fire triangle and the use of fire extinguisher in firefighting The knowledge relating to CA is not confined to lectures. It may also be imparted through the following delivery methods: Case studies Demonstrations Group discussion Videos and other e-resources and instructional media Problem-based learning and instruction 8 MOM Technical Notes CAW-Man-Lock v1.0

9 4.2.3 Skill There are 4 essential skill sets required for the CAWC (Man-Lock). These are vital to the competency of the man-lock attendant and must be demonstrated and practiced to proficiency: Understand the physics and physiology of CA environment Carry out compression of personnel before entering into compressed air environment Control the decompression of personnel who are leaving compressed air environment Maintain a lock attendant register including the health declaration form for all CA learners and report symptoms of DCI Attribute An important attribute for a man-lock attendant is safety awareness. Most of the reported cases of DCI are due to lack of monitoring of the learner s health condition. Hence a competent man-lock attendant must always be on a look out for the CA learner s health condition: Check and verify CA learner s health status against his declaration Look out for learners with upper respiratory tract infection Refer all CA learners unfit for the CA environment to the appointed medical practitioner 4.3 Training venue requirements The LSP shall ensure the classroom has adequate chairs and writing tables to be comfortably spaced for conduciveness to the learning process and also for the purpose of conducting the assessment. A time device e.g. clock, lightings and ventilation must be available and adequate for classroom instruction. Emergency exit routes must be clearly marked out and briefed to the course participants at the start of the course. Necessary equipment such as projectors, multimedia player, whiteboards, flipcharts and any other equipment essential for instruction purpose must be made available LSP is to adhere to the conditions stipulated in the MOM Technical Notes Part I and Part II at all times, where applicable. Adequate safety control measures must be undertaken to ensure the safety of the learners and facilitators during the conduct of the course/training at all times. 9 MOM Technical Notes CAW-Man-Lock v1.0

10 4.3.3 Training resource allocation: WSH Act and its subsidiary legislation, including Amendments, where applicable: o WSH (Construction) Regulations governing CAW o WSH (Medical Examinations) Regulations o WSH (Risk Management) Regulations o WSH (Incident Reporting) Regulations o WSH (First Aid) Regulations o WSH (General Provisions) Regulations WSH Guidelines on Compressed Air Works Prevention of Compressed Air Illness and Barotrauma (WSH Council) Photos/slides of CA-related hazards Training videos on compression and decompression procedures Case studies relating to DCI Approved Man-Lock chamber 5 ASSESSMENT ADVICE 5.1 The learner must pass the written assessment in order to be issued with the certificate of successful completion. Failure to pass the written assessment will render a Fail outcome for the learner and he must then retake the course before re-attempting the assessment. 5.2 Written Assessment: The total allocated time for the written assessment is 1 hour; for practical assessment is 3 hours The passing mark for the written assessment is 60%; practical assessment is 100%. 10 MOM Technical Notes CAW-Man-Lock v1.0

11 FACILITATOR AND ASSESSOR REQUIREMENTS FOR CAWC-MAN-LOCK 6. A facilitator / assessor for the course shall possess the following: S/N Topics Facilitator s Requirement Experience ACTA WSQ 1 WSH Act and Subsidiary Legislation related to Compressed Air Works WSH Co-ordinator with at least 5 years of relevant working experience which includes tunnelling, compressed air works and others 6 CUs Advanced Certificate in WSH (Level B) 2 Compressed Air Illness and Barotrauma 3 Hyperbaric Physics Medical Doctor with qualification in hyperbaric medicine and 5-year recent experience relating to hyperbaric medicine and compressed air works 6 CUs Advanced Certificate in WSH (Level B) Control Measures for CAW Chamber Operations I Chamber Operations II 7 Oxygen First Aid Possess qualifications for BOTH man and medical lock operation and has 5-years recent experience relating to compressed air works; OR A diving medic who has undergone the man/medical lock attendant course and with 5-years recent experience in compresses air works 6 CUs Advanced Certificate in WSH (Level B) 7 END OF COURSE EVALUATION AND FEEDBACK 7.1 The LSP shall conduct an end-of-course evaluation after each course foreach learner. The learners shall provide quantitative and qualitative feedback on the course content, duration, training delivery, training materials, training venue, training resources, quality of facilitators and assessors. 7.2 The LSP shall analyze the feedback provided to improve the delivery of the course. Immediate actions shall be taken to address issues with ratings below 3.
